A Study on the Change in the Housing of Jeju City for the past Fifty Years (제주시제 실시이후 50년간의 주거 변화에 관한 연구)

  • Jeju City has been developed and changed variously by influence of industrialization and urbanization since Jeju City was erected into a city on September 1st of 1955. The purpose of the study is to offer information and data for establishing housing policy and urban planning for being considered the change of housing in Jeju City for the past fifty years. The method of the study is an analysis of documentary records and data and an inquiry of literature. The results are following: 1) The population of Jeju City has increased six times ever before. 2) The ratio of housing supply is 95.3% and the ratio of renting houses has increased than before in terms of the type of occupation of housing. 3) The ratio of collective house is higher than detached dwelling's in term of the type of housing units.

A Study on Mea'sures to Improve Housing Policy for Population Declining Cities (인구감소형 도시의 주택정책 개선방안 연구)

  • The purpose of this study is to examine measures to improve government's supply oriented housing policy in population declining cities. For this purpose, system dynamics simulation method was used to build urban-housing model and different sets of housing policies were tested to see their impact on local housing problems. Simulation result shows that there is no best set of housing policies that can solve all housing problems in population declining cities. It also indicates that housing policy that solve one type of problems can worsen other type of problems. Housing policy that increases population size has negative effect of housing oversupply. It also increases proportion of old houses in population declining cities. However, housing policy that makes city younger with newer houses tends to increase housing shortage and housing price. So, policy choice needs to be made with clear understanding of trade off between different policies. The result also shows it is difficult to expect a full scale effect of housing policy on local housing problems unless it is executed with regional economic development policy because local housing problems are so closely related with local economic problem in population declining local cities.

Analysis on the Determinants of Hotel Occupancy Rate in Jeju Island (제주지역 호텔이용률에 영향을 미치는 결정요인 분석)

  • As the volatility increasement of the number of tourist, there was been controversy over supply-demand imbalance in hotel market. The purpose of this study is to analysis on determinants of hotel occupancy rate in Jeju Island. The quantitative method is based on cointegrating regression, using an empirical dataset with hotel from 2000 to 2017. The primary results of research is briefly summarized as follows; First, there are high relationship between total hotel occupancy rate and hotel occupancy of foreign tourist. The volatility of hotel occupancy is caused by foreigner user than local tourists though local tourist high propotion of hotel occupancy in Jeju Island. Second, hotel occupancy of local tourist has not relationship with demand and supply variables. Because some hotel users are not local tourists but local resident, and effects to other variables of hotel consumer trend, accommodation such as Guest house, Airbnb. Third, there are high relationship between foreign hotel occupancy rate and demand-supply variables. These research imply that total management of supply-demand is very important to seek stability of hotel occupancy rate in Jeju Island. Also it can provide a useful solution regarding mismatch problem between supply-demand as well as development the systematic forecasting model for hotel market participants.

Analysis of Citizens' Recognition on Photovoltaic System Supply Policies in Domestic Housing Sector (국내 주택부문 태양광 보급정책에 대한 시민 인식분석)

  • This study has intended to analyze citizen's recognition on Photovoltaic (PV) System Supply Policy in Korea. To reach this goal, this study has employed a survey method and statistical analysis. We have asked 140 citizens knowing the policy to some degree to answer questionnaires including various contents related to PV supply policy driven by central government of Korea. The contents of questionnaires consist of three parts: 1) supply policies, 2) PV system and 3) expected effect from the policy. To verify any differences among the characteristics of respondents, ANOVA (Analysis of Variance) was carried out in 95% confidence level. This study has found the following results: 1) most citizens were positive about the 'Photovoltaic System Supply Policies'; 2) most citizens anticipated the policy would be helpful to cope with the environmental problems and energy crisis and 3) there exit subtle differences between residents according to the respondent's characteristics such as sex, age, occupation, and housing type.

A Study on the Characteristics of Planning within Each Type of Multi-Family Housing (공동주택단지의 유형별 계획특성에 관한 연구)

  • Although the large supply of multi-family housings played a very important role in forming the urban structure and allocation of functions, and also enhanced the whole level of housing environment, it caused several problems relating to physical form such as isolation of housing estate, inhumanity of the exterior space, and mismatch with the urban structure. To handle these problems, the purpose of this study is to analyse design elements which have a direct impact on physical forms, thereby understand the characteristics of planning. Therefore design elements are reformed into respective analyzing indices. This study analyzes design elements based on analysing indices. Thus, several important results were found from the Factor Analysis and after classifying housing estates into several types, the study found the characteristics of planning within each type of housing estates.

  • This study aims to analyze the satisfaction targeted community space for public rental housing tenants a real community space. and community space is analyzed only through the factor analysis of the effects of satisfaction, multiple regression analysis etc. As a result, the space community and public rental housing will only affect the satisfaction, factors affecting such analysis was 'common space', 'exercise place', 'resting place'. Thus, a variety of political and institutional efforts and practical research for interactive spatial planning public rental housing estates satisfaction for the improvement and community activation moving away from passive concept of the one-way ever to supply that community space in the past, provider centers and considering the tenant characteristics is required.

Analysis of the Breakdown repair time of the Building Components in Public Rental-Housing Types (공공임대주택 유형별 부재의 사후보전 수선시기 설정연구)

  • The rental housing has played a key role to supply a decent living space for the low-income households. The owner of the rental housing should maintain and manage the building physical condition. On the other hand, rents should use the housing without any damage and pay a certain fare for the rent. A rent is classified into two types : private and public. The public rent is mainly to supply a living space for non-available home owner with a low-rent fare. Many of public rent are built and supplied by the public institution or local government. The supplier would take a responsibility to maintain the building and components, reflected by the maintenance plan and repair scope. In this paper, it aimed at providing the repair time in building components of the public rental housing such as lighting, electrical cable, paintings and etc.. The repair time is analyzed with three calculation methods which are solved by the probability and empirical approach. Results are as follows : First, the repair time of the electrical facilities are maintained with 11yr, 10yr and 7 in permanent, public and redevelopment rent respectively. The roof proof has a repair time with 14yr, 11yr and 8 in permanent, public and redevelopment rent housing respectively. Second, Most of the components has a prior length of the repair time in permanent, public and redevelopment rent sequently. There is a difference in repair time according to the rental types. Therefore, it would continue to research the difference in aspect of the living style, building physics, living consciousness and etc.

  • Hereafter, the housing construction industry in a domestic country has to give more relative importance to the redevelopment and the rebuilding of existing housing rather then the housing supply methods by the development of new housing sites, and those tendencies are rapidly spreading out. Also, because apartment occupies $50\%$ over of the existing housing, its maintenance, repair, remodeling and reconstruction got to be necessary area for the slumming prevention of a residential area and the disaster prevention occurred by durability lowering of building. But, as having focused on the housing supply methods by the development of new housing sites, the domestic construction industry has relatively carelessly dealt with deconstruction areas including maintenance, remodeling, redevelopment and reconstruction of old existing housing. Therefore the process of the deconstruction is not well suited to regulations and related technology. This paper suggests the present situation of C&D production and new demolition process through comparative analysis of the present demolition works.

Perception on Housing Welfare of Social Welfare Practitioners (주거복지에 대한 사회복지업무 종사자의 의식조사 연구)

  • The purpose of this study was to identify perception on housing welfare of social welfare practitioners. Specific research interest was focused on the area of housing welfare services and necessity, problems when execute housing welfare services, and activating strategy of housing welfare. For the research purpose, questionnaires were distributed to 537 people who work in the field of social welfare including social welfare officials in local government authorities and social workers at community welfare centers nationwide by mail and e-mail and 405 questionnaires were analyzed using SPSS 15.0 program. Respondents thought that the supply of public rental housing was the most important service to promote housing welfare. They also indicated the most serious problem was the lack of budget and housing welfare services and programs. As main reasons of local government's passive attitude toward housing welfare services and programs, respondents mentioned low interest level of housing welfare and lack of housing welfare education. Most of the respondents agreed the necessity of introducing the curricula related to housing welfare and expected to spread interest toward housing welfare in the field of social welfare.

The Role of a Local Authority of Multi-Family Housing Management upon the Revision of Housing Act (주택법개정에 따른 공동주택관리영역에서의 지방자치단체의 역할)

  • The Ministry of Construction & Transportation revised the full text of 'The Act for Promoting Housing Construction' that concentrated to the quantitative supply of houses into 'Housing Act' in order to improve the quantity as well as quality of housing construction and management, such as housing welfare, management or improvement of previous houses, in October 2002. Accordingly, local authority need to play more critical roles in the area of multi-family housing management and remodeling. The desirable roles of local authority called for the need are like followings: 1. Local authority should provide professional knowledge for education, direction and consultation of multi-family housing management rather keeping the previous role to control, manage and regulate it. 2. The multi-family housing management should be changed from administration and punishment to incentive-centered institutions. 3. It is necessary to consider neglected people, such as occupants of rental apartment or of a small-sized multi-family housing, who have been excepted from the subject of obligatory management under the current law. 4. For harmonious and professional housing management, local authority need to support the establishment or special companies for housing management and to strengthen the audit on trust management companies. 5. It calls for the studies on management guideline of multi-family housing, standardization of management specifics, reasonable standard for special mending appropriation amount, etc. 6. They should lead the composition of a community by residents harmoniously and support the encouragement of community consciousness to live together.
