A Changes in China's Landscape Scenic Sites System and Suggestions for Application of Major Policies to Scenic Sites of Korea (중국 풍경명승구 제도의 변천과 주요정책의 국내 명승 적용 제언)

  • This study aims to distinguish what can be used in consideration of the national situation with Korea for Chinese Scenic and Historic Interest Areas, and the results are as follows; First, the Chinese Scenic and Historic Interest Areas expanded to the existing scenic cruise culture, travel, and tourism culture in the process of the influx of Western culture in the modern and contemporary era, and became popular as a travel destination. Accordingly, the Chinese government developed the tourism industry around the scenic sites, and thanks to the development of transportation and communication, the Scenic and Historic Interest Areas has become an important national heritage. This influenced the establishment of the system related to Scenic and Historic Interest Areas, and today, it is operated around the Scenic and Historic Interest Areas ordinance. Second, the designation of the Scenic and Historic Interest Areas is divided into the size of the site according to the area, and the process of selecting the Scenic and Historic Interest Areas classification, rating evaluation, and comprehensive value evaluation according to evaluation indicators and rating standards is carried out. Accordingly, according to the results of the classification, it is subdivided from the national level to the Scenic and Historic Interest Areas at the local level. Third, the central government is in charge of managing and supervising Scenic and Historic Interest Areas across the country, and the local government's construction department is in charge of supervising Scenic and Historic Interest Areas in the region. The management organization of Scenic and Historic Interest Areas established by local governments above the county level has a system that actually protects, utilizes, and manages Scenic and Historic Interest Areas. In addition, 14 detailed indicators are used to monitor Scenic and Historic Interest Areas. Based on these results, considering the application of the domestic scenic site policy, the method of developing the policy that has established the system from the perspective of the utilization of the people is worth considering. On the other hand, the evaluation of the designation and management system through the setting of various indicators has limitations in that it is difficult to secure objectivity in impressing or evaluating the landscape. Therefore, rather than blindly introducing quantified evaluation, it seems that guidance and promotion on how to expand consensus on scenic values and enjoy heritage should be prioritized.

A Study of the Conservation Policy and Management Status of Historic Gardens in England - Focused on the National Trust - (영국 역사정원 보전정책과 관리현황에 대한 연구 - 내셔널 트러스트를 중심으로 -)

  • This paper investigates the history, policy and status of the conservation of historic gardens in the National Trust in England and its implications for Korea. It was conducted in three phases as follows: First, related literature data was collected to understand the National Trust and its role in the conservation of historic gardens. Second, The National Trust Policy Papers: Gardens and Landscape Parks in 1996 was reviewed and analyzed into eight categories with a review of 216 gardens and interviews with gardener-in-charge via e-mail. Finally an understanding of the policy for the conservation of historic gardens was formed from the results of the previous phases, and implications were drawn from the integrated analysis guidelines of the policy and status. The key feature of the conservation of the National Trust's historic gardens is that the conservation process has been conducted systematically through acquisition, management, upkeep, advice and so on. Furthermore, the conservation principles are defined in a concise and accessible form. According to their practical conservation process and principles, the results of the National Trust activities are to appreciate the significance of the gardens and act with accountability; integration; managing change; access and participation; and training gardener and partnership. According to the results of its activities under the premise that the purpose of the conservation and the meaning of a garden do not differ significantly among nations, implications for Korea can be primarily suggested by three points as follows: First of all, a flexible approach to change in historic gardens should be managed. In response to inevitable and desirable change, anything that is added or transferred should be recorded for the future as much as possible. Therefore, everything must be recorded and any change should be managed. Second, is to provide sustainable access for the benefit for the people and visitors. The aim of conserving the gardens is for human's to eventually understand that the present generation just borrows the historic gardens before they are passed down. The ensuing implication is that people may enjoy the gardens educationally, aesthetically, and physically, and children can be continuously interested in historic gardens as apart of educating the future generation. Finally, the National Trust educates apprentice gardeners who will maintain the historic gardens and continuously keep the current garden staff up to date with workshops. This is in contrast to the day laborers who work for historic gardens in Korea. In practice, the maintenance of historic gardens is not a simple process. The gardener must understand the past, reflect the present, and prepare for the future. Therefore, gardeners deliver culture from generation to generation.

A Study on the Government-controlled Lotus Ponds Constructed in Han-Yang during Chosun-Dynasty (조선시대 한양에 조성된 관영의 연지에 관한 연구 -동지, 서지, 남 지를 중심으로-)

  • The purpose of this study is to investigate the ponds which were artificially constructed around the castle gate of Han-yang, the capital in Chosun-Dynasty. In order to conduct the research on landscape history, it is necessary to have a field survey and to collect and analyze historic documents. But this study was based on the historic documents published in Chosun-Dynasty because no relics of ponds are found nowadays. There Tong-ji(eastern pond) outside of the East Gate, Seo-ji(western pond) outside of the West Gate and Nam-ji(southern pond) outside of the South Gate. They were constructed as lotus ponds and managed by the landscape management office, called Chang-weon-seo in the ministry of Industry. Tong-ji and Nam-ji were constructed according to geomantic principles. In case of Seo-ji, the situation of construction differed from Tong-Ji in some points. As for the shape of Seo-ji, it was a rectangular pond and had an islet in the middle where flowering plants had been planted. These ponds were enjoyed by the people lived in Han-yang because they were located near the street. Particularly, people in Han-Yang enjoyed the beautiful scenery of lotus flowers planted in the ponds.

A Study on the Landscape Elements and Preference of Rural Village - Focused on Daewon-Ri Sanoe-Myun Boeun-Gun, Chungbuk (농촌마을 경관요소와 경관 선호도 조사연구 -충북 보은군 산외면 대원리를 중심으로)

  • This study aims to draw the basis documents for rural landscape management of Daewon-Ri through frequency analysis of landscape elements and preference analysis of rural landscape. The results are as follows. First, according to the frequency analysis of the landscape elements, a distant view is few effect characteristics in rural village landscape planning. It is acted as the landscape elements that degree of integration and skyline of the building to see more nearby than it are the most important. In addition, in the case of the establishment of the landscape management planning, the landscape elements in the close view is the most important. Second, It is thought that the scenery which natural environments and residential quarter match is the most desirable for the par of the landscape preference in the rural village. On the other hand, about the scenery of an old historic building, the residents of a city considers it as an affirmative factor of the rural village landscape, but rural village inhabitants are negative. Finally, it is thought that the excessive public designs by government sponsored enterprise are undesirable for the scene of the village.

A Study on the Improvement Plan through Current Status of Historical Park in Seoul (서울시 역사공원의 현황 고찰을 통한 개선 방안 도출)

  • In this study, six historical parks in Seoul is analyzed. Based on the analysis, the representative values of the historical parks in Seoul draw three criteria such as historicity, educational attributes, and sociality, and also the type of historic and cultural resources, spatial functions and arrangements, circulation and accessibility, and the type and usage of introduced facilities. Consequently the current status and improvement plan is suggested as follows. First, cultural assets oriented historical parks such as Sayuksin Bongeun and Seonnongdan historical Park focus on the management based on the preservation of historic and cultural resources. Non designated cultural heritages oriented historic parks such as Shingye Yanghwajin Itaewon-bugundang historic park should focus on the usages the symbolize and commemorate historic and cultural resources. Second, Careful attitudes on the historicity of the park are needed in the mixed type of historic and cultural resources that determine the identity such as Yanghwajin Itaewon-bugundang historic park. Third, the rate of facilities in Bongeun and Shingye historical park is increased due to the renovation of religion facilities, rather than the neighborhood parks. The autonomy of regulations that does not have the limits of the area of park facilities weaken the publicity of the historical parks. Fourth, Shingye historical park suggest changing its name into Danggogae martyrs' shrine historical park. because its historic and cultural resources are included as the historic park is named. Fifth, the current problems such as numerous uncontrolled entrances, mixed uses in circulation, and accessible failure due to the closure are recognized. Therefore, the entrances and circulations should be articulated clearly in order to increase opportunities of experience for visitors in the historic and cultural resources, and also neighborhood facility should be suitably divided. Sixth, the park facilities in the neighborhood parks are introduced equally in Seoul historical parks. The uses and arrangements that considered the circumstance of the historical parks should be determined in the cultural facilities such as outdoor music hall and sporting facilities. Seventh, historic facilities that named historic hall, culture hall, memorial hall, and promotion hall in the historic parks are utilized for convenience and religion facilities. Institutional framework should be examined to keep publicity in the historic parks by spatial privatization of the specific group.

Measures to Implements the Landscape Preservation and Management on Consideration of Changing the Actual Condition and Landscape Visibility in the Surround Area of the Jongmyo (종묘 주변지역의 현상변경 실태 및 경관가시성을 고려한 경관보존.관리방안)

  • The purpose of this study is a suggestion which is a way for preservation and management the Jongmyo landscape based on its landscape visibility and land use. To do this, we had done a field investigation and a literature examination. The investigations are as following; we researched current application which for changing the actual condition near the Jongmyo. According to this research site could notice that landscape visibility can be affected by not only the height of building the Jongmyo. The visibility can be affected by photograph's undulation, too. Furthermore, we notice that even some building are located far from the view point and view corridor, it can be a factor which decrease the quality of the landscape visibility. Finally, we can propose how to make way for conservation and management by through restrict land use which based on changing the actual condition, landscape visibility and land use around the cultural assets.

A Study on the Relationship between Influential Range and Cognition Factor of Landmark (랜드마크의 영향력 범위와 인지요인과의 관계)

  • This study investigated the influential range of landmarks and the relationship between landmarks and cognition factor so as to offer basic data to be used for the effective use and the management of landmarks. In this study, eighteen famous landmark in Seoul were selected and analyzed. The result of this study can be summarized as follows : 1) First, eighteen determining elements of cognition factors were selected via documents survey. Second, general cognition factors of landmarks were analysed using these elements through questionnaires to specialists. As a result of factor analysis, historic cultural factor, scale factor, visual form factor, locational factor and uniqueness factor were revealed. 2) According to revealed cognition factor, eighteen landmarks are categorized into four types using MDS method via questionnaire to resident in Seoul city. These four types of landmarks are: type I that are recognized by historic cultural factor; type II that are recognized by scale factor; type III that are recognized by uniqueness factor; and type IV that are recognized by visual form factor. 3) As the result of regression, the influential range of landmarks were revealed at about a 10km radius(type I : 12km type II : whole area of Seoul city≒15km, typeIII : 8.7km, typeIV : 8.5km). 4) As a result of analysing the correlation between the influential range and the cognition factor through multiple linear regression analysis, the locational factor is the main factor affecting the influential range of landmarks in every type. The uniqueness factor comes next, which affects influential range partially. 5) Except type 1, as a result of analysing the correlation between influential range and the physical heights of landmarks, a quadratic equation is revealed, showing that the influential range of landmarks over 200 meters in height shows a radical change. Landmarks can be used as reinforcement tools of legibility, effective tools for landscape management and for the improvement of a community's image. This study on the influential range of landmarks and main cognition factor can be utilized as a landmark management plan and in urban planning, such as a new town plan.

A Case Study on the Preservation Strategies of 'Historic Urban Parks' in the UK, the USA, and Japan (영국, 미국, 일본의 '역사적 도시공원' 보존 전략 사례 연구)

  • This study aims to examine the trends in the preservation of urban public parks with a focus on the international movement to acknowledge and preserve the heritage value of urban parks. First, the background in which the concept of "historic urban park" first appeared internationally, as well as the current situation were investigated. Then, the cases of the United Kingdom (UK), the United States (US), and Japan, all of which are already preserving and managing urban public parks, were analyzed. In the ICOMOS-IFLA Document on Historic Urban Public Parks, the International Council on Monuments and Sites (ICOMOS), which is a group of specialists dedicated to the conservation and management of cultural heritage, mentions that it is necessary to maintain the social, intangible, aesthetic, ecological, and civic values of historic urban public parks. In addition, according to ICOMOS, it is necessary to preserve elements of parks, such as space composition, topography, light, and environment. The UK, the USA, and Japan have their own unique characteristics for the background of preserving urban parks, the preservation system, the selection of parks to be preserved, and the elements to be preserved within the park. The UK has categorized parks into certain types from each period and has tried to preserve the common elements in each type. The US has selected the parks to preserve by determining the meaning of the parks itself considering multiple aspects, embracing not only the physical form of the parks, but also the culture, monumentality, and social values. Recently, Japan began the preservation of historic urban parks as a matter of policy and started to implement a preservation policy by investigating modern parks that are believed to be worth preserving. Specialists in cultural heritage preservation have argued that the method of preservation of historic urban parks must differ from that of other parks or gardens. Nonetheless, observing cases in these three countries showed that, regardless of their administrative and legal systems regarding cultural heritage and urban public parks, their policies were still limited to preserving only the physical elements of parks. The direction and methodology for the preservation of historic urban parks must be developed further and elaborated upon in terms of the evolving concept and definition of heritage. Urban parks are where various historic values are accumulated, connoting historical meanings dealing with the memories of the parks and the urban dwellers. This study found that, worldwide, park management has been carried out in a way that the historic values of parks are respected and preserved. This global trend in preserving the historic values of urban public parks has significant implications for the management of urban public parks in Korea that are being formed and renewed repeatedly.

A Study on Landscape Management Techniques of Cultural Heritage Designated Area Using 3D Mapping Method (3D맵핑을 이용한 문화재 지정구역 경관관리기법 연구)

  • The purpose of this study is to propose the construction of a visibility analysis model, which is the basis of the analysis for landscape management on the heritage sites such as historic villages and scenic sites. Results of the visibility analysis using DEM and the visibility analysis of DSM based on 3D mapping data are compared as follows: Precision level of the extracted data was confirmed to be less than 6.5cm, based on RTK survey results produced by constructing orthoimage data and DSM from the digital data of 2cm-class GSD(Ground Sample Distance) obtained by using a small UAV(Unmanned Aerial Vehicle). As a result of comparing the visibility analysis data of Digital Surface Model (DSM) using a small UAV with Digital Elevation Model(DEM) applying the height of the building to the Digital Topographic Map, it was confirmed that more realistic visibility analysis can be accomplished by applying DSM, as the structures such as fences, trees, and houses are reflected in the topographic data. The visibility analysis model using the 3D mapping technique can efficiently obtain the constantly changing topographic information when needed, by immediately constructing the data by utilizing a small UAV. It seems to be possible to propose a reasonable analysis result for preservation management such as landscape evaluation of cultural property.
