중국의 독립학원 정책 분석 : 다차원 교육정책분석 모형을 중심으로 (An Analysis on Policy of Independent College using the Four-Dimensional Framework)

  • 중국의 독립학원은 민간의 교육투자를 인정하여 투자자 개인이나 기업, 사회의 지원 자금 활용을 용이하게 하고, 학교의 학사 운영, 학생 입학전형, 예산의 집행 및 관리, 별도의 법인 설립 및 학력 인정 등에 대해서 국가 주도로 설립된 공립대학과 다르게 사립대학인 민판학교 방식으로 자율적인 운영을 보장하는 등 중국내의 고등교육기관의 다양성을 갖추고자 하는 목적으로 설립되었다. 하지만 1990년대 초반 이후 중국 고등교육의 새로운 방식으로서 나타나게 된 독립학원은 지난 30여년의 시간 동안 양적인 성장을 이루었음에도 아직 교육의 질적 측면에서의 성장은 미흡한 상황이다. 중국의 독립학원이 관심을 받는 이유는, 독립학원이 모체 대학(母體)의 시설과 교수, 개설된 전공에서 지원을 받고 대학의 명성을 공유하는 등 대학 자체의 발전을 위한 노력보다는 학생 모집에 중점을 두는 방식으로 운영한다는 것이다. 따라서 본 연구는 중국의 독특한 고등교육기관인 독립학원의 현황과 관련한 정책을 분석하고자 하였다. 연구 목적을 달성하기 위해 다차원 교육정책분석 모형을 활용하여, 규범적 차원으로 중국의 독립학원 정책의 영리성 문제와 중국인의 차서격국(差序格局) 중심의 ?시(關係) 문화를, 구조적 차원으로 독립학원 관련 정부기관 구조, 국유민판의 운영구조를, 구성적 차원으로 중국의 독립학원 이해관계자의 속성을, 기술적 차원으로 독립학원 정책과 법제화 과정을 살펴보고자 하였다. 분석 결과를 통해 중국의 독립학원 정책의 방향성에 대한 시사점을 제시하고자 한다.

  • The National Agency for Quality Assurance in Higher Education plays a crucial role in education in Ukraine, as an independent entity creates and ensures quality standards of higher education, which allow to properly implement the educational policy of the state, develop the economy and society as a whole. The purpose of the article: to reveal the crucial role of the National Agency for Quality Assurance in Higher Education to create quality management of higher education institutions, to show its mechanism as an independent entity that creates and ensures quality standards of higher education. and society as a whole. The mission of the National Agency for Quality Assurance in Higher Education is to become a catalyst for positive changes in higher education and the formation of a culture of its quality. The strategic goals of the National Agency are implemented in three main areas: the quality of educational services, recognition of the quality of scientific results, ensuring the systemic impact of the National Agency. The National Agency for Quality Assurance in Higher Education exercises various powers, which can be divided into: regulatory, analytical, accreditation, control, communication. The effectiveness of the work of the National Agency for Quality Assurance in Higher Education for 2020 has been proved. The results of a survey conducted by 183 higher education institutions of Ukraine conducted by the National Agency for Quality Assurance in Higher Education are shown. Emphasis was placed on the development of "Recommendations of the National Agency for Quality Assurance in Higher Education regarding the introduction of an internal quality assurance system." The international activity and international recognition of the National Agency for Quality Assurance in Higher Education are shown.

Distribution of Knowledge through Online Learning and its Impact on the Intellectual Potential of PhD Students

  • Purpose: the research aims to analyze the impact of the distribution of knowledge through online learning on the intellectual potential of PhD students and produce recommendations for policy to improve intellectual capacity. During the literature review, it was determined that a large number of studies examined the impact of online learning on the quality of education at different levels. Research design, data and methodology: the research methodology is based on subjective assessment and studying the students' opinions. The basis of the study was a comprehensive analysis of primary data obtained through a sociological survey of PhD students. 324 respondents from humanitarian, medical and natural faculties participated in the survey. Results: the study revealed that online learning helps increase students' intellectual potential. PhD students had a positive attitude towards the transition from traditional education to online learning. It should be noted that, according to the results, the most popular gadgets were laptops and smartphones, which were characterized by high mobility and ease of use. Based on the obtained results, recommendations were developed for the formation of online learning with a focus on increasing students' intellectual potential. Conclusions: based on the results of the assessment of educational and innovative potential, policy recommendations and further research in this area were proposed.

교육과학기술부 고시에 따른 초.중.고등학교 보건교육 실태 (Health Education Status in Elementary, Middle and High Schools by National Health Education Guidelines)

  • Purpose: To analyze the current status of health education and problems of elementary, middle, and high schools by national health education guideline. Methods: Study subjects were 991 school health teachers of elementary, middle, and high schools in one province and the data was collected by mail. The data was analyzed by $x^2$-test and Fisher's exact test. Results: The rates of school health education implementation were 99.6% in elementary school, 98.1% in middle school, and 96% in high school. The rates of school health education were reported much higher than former studies. The most barrier in providing school health education was 'health room management during health education'. During health education by school health teachers, the health rooms were managed by other teachers in elementary schools or by locking the health room with announcement memo in middle and high schools. Conclusion: To improve the school health education, higher school health teacher placement and administrative supports for health clinic were recommended.

기여입학제의 찬반에 대한 대학생과 학부모의 인식 분석 (A Study on the Recognition of University Students and Parents about Legacy Preferences)

  • Legacy preferences has become the key issue of educational policy. The purpose of this study was to investigate the recognition of university students and parents about legacy preferences. The questionnaire which was made by researcher of this study was used as the method of this study. As a sampling, university students 360 and parents 312 were sampled. And SPSSWIN 20.0 was used as the method of data analysis. As a conclusion, this study indicates as follows. First, the ratio of disagreement of legacy preferences was higher than the ratio of agreement of legacy preferences. But higher-income class parents were tended to agree with legacy preferences. Second, many university students and parents regarded 'economic advantages for tuition payments and a scholarship', 'excellences for education by helping financial deficit of university' as agreement reasons of legacy preferences. And many university students and parents regarded 'reproduction of social class', 'promotion of one's sense of values of mammonism' as disagreement reasons of legacy preferences.

  • Modern education, with special reference to higher education (HE), is far taken out of the traditional meaning of education. A number of business features have infiltrated these institutions of HE where students assume the place of a customer. In the present business scenario customer relationship management (CRM) technology assumes an important role in managing customers. Therefore a relevant question would be to know whether educational institutions need to implement this technology to manage their constituent relationships. This paper makes an attempt to evaluate studies on commercial features of a modern educational system and then present the findings of a study conducted to know the relevance of CRM Technology in HE. An evaluation is also made to know the awareness of the concept of CRM among the educators. The findings show that the educators' awareness of CRM strategies is good, of CRM concepts is poor and of practice is average. Further, an overwhelming majority of the respondents felt that CRM is relevant for educational institutions in the present scenario.

How the High-Stakes and College Entrance Exam Affects Students' Perception: Implication on Management Policy in Higher Education

  • Purpose - Vietnam's education system has undergone numerous changes. One of the significant reforms is the college admissions process which all high school seniors are obliged to go through the High School Graduation Examination (HSGE). Despite its significance, there is lack of research to examine the effects of high-stakes and nationally standardized exams on students' learning experiences. By applying the concept of washback, the purpose of this study is to provide a comprehensive qualitative analysis of students' perceptions and learning experiences when preparing for and taking the HSGE. Research design, data, and methodology - 20 high school seniors were participated in this study. This study utilized a stratified sampling methods and randomly selected participants. Result - This study revealed that the washback effect of the HSGE strongly existed in students' learning experiences. This study also found that there is a negative washback effect of the HSGE on students' learning, particularly for those living in rural areas although Vietnamese schools and communities shared unequal educational and socioeconomic resources. Conclusion - The results of this study would be useful for policymakers to provide better assessment system to enhance students' ability and reduce exam pressure. This study also makes suggestions in regard to bringing more formative types of assessment into the high-stakes and nationally standardized exam.

독서교육 정책수립을 위한 전라북도교육청 독서교육 담당교사의 인식에 관한 연구 (A Survey on the Reading Education for Policy Development in Jeollabukdo, Korea)

  • 이 연구는 전라북도교육청의 효과적인 독서교육 정책방향을 모색하기 위해 단위학교 독서교육 담당교사를 대상으로 실시한 조사연구이다. 주요 조사내용은 그동안의 독서교육 사업평가, 단위학교 독서교육 현황, 독서교육 정책개발의 고려요소이며, 전라북도교육청 소속 전체 학교의 31%에 해당하는 239개교 독서교육 담당교사를 대상으로 설문조사를 실시하였다. 분석결과, 현 독서교육 지원사업에 대한 전반적인 인지도와 효과성은 비교적 높고, 단위학교는 연간 4개 정도의 독서교육 프로그램을 제공하고 있으며, 초등학교의 독서교육 수준이 중 고등학교에 비해 우수하게 나타났다. 그리고 향후 독서교육 정책수립시 고려해야 할 우선순위로는 사서교사와 같은 독서교육 전문인력의 충원과 학교도서관 시설 및 장서와 같은 독서환경의 개선이 중요하게 평가되었다. 이상의 분석결과를 바탕으로 이 연구는 현 독서교육 지원사업의 기조유지와 개선, 학교도서관 환경개선 사업의 지속추진, 초등학생 대상의 전문화된 정책개발, 독서교육 전문인력의 배치와 전문성 신장, 독서교육 정보의 공유체계 마련을 독서교육의 주요 정책방향으로 제안하였다.

어린이집 보건교육과 건강관리 현황 분석 (Health Education and Health Care in Daycare Centers for Preschoolers)

  • Objective: The purpose of this study was to understand the needs of teachers in daycare centers for preschoolers in providing health education and health care services and to identify competencies and barriers to health education among the teachers. Method: A total of 410 teachers from 496 public daycare centers were recruited. Participating daycare centers were selected using a stratified sampling method. Data were collected from June to August 2002 using mailed questionnaires. Result: About 37% of the daycare centers provided health education more than 6 times during the past year and 92% provided annual health screenings. Traffic safety, personal hygiene, and sexuality education were most frequently provided. Regarding in-service education for daycare teachers, 62.7% had obtained health related education. Sexuality education, traffic accident, and injury prevention were the main topics for the in-service education. The teachers had relatively higher competencies and lower barriers to health education, while they also had proper knowledge related to health of children. Conclusion: Based on the study results, health professionals could plan and develop health promotion programs to meet the needs of teachers and children in daycare centers.

중국과 한국의 대학 영어강의 정책 비교 (A Comparative Study on College English-Medium Instruction Policy between China and Korea)

  • 본 연구는 중국과 한국의 대학영어강의 정책을 비교분석하고 이에 따라 양국의 영어강의 정책에 시사점을 제시하고자 하였다. 이를 위하여 대학영어강의의 도입 및 확대 배경과 현재적 상황을 살펴보았으며, 두 국가 간 영어강의 정책의 유사성과 차이점을 비교분석하였다. 중국과 한국은 모두 지난 2000년대 초부터 고등교육 국제화의 일환에 따라 정부주도로 영어강의를 실시하기 시작하였다. 그러나 중국의 경우는 대학교육의 질 제고와 이중언어 전문가의 양성을 목표로 특정 과목을 중심으로 대학영어강의가 시작한데 비하여, 한국의 경우는 외국학생유치와 대학국제화를 목표로 영어강의를 추진하였다. 또한 중국의 경우는 주로 정부가 정책을 유도하고 대학은 이를 추진하는 특징을 갖고 있다면, 한국은 정부의 정책과 함께 대학들도 이에 동조하며 대학영어강의 확대를 추진하였다는 것이다. 이러한 분석을 바탕으로 양국의 대학영어강의 정책에 주는 시사점은 다음과 같다. 먼저 중국의 경우는 영어강의를 위한 교수자 또는 교재나 수업자료 등이 제대로 준비될 필요가 있으며, 한국의 경우는 영어강의의 무분별한 확대보다는 적합한 과목을 중심으로 시행될 필요가 있다는 것이다. 또한 양국 모두의 경우 영어강의의 진정한 목적에 대한 재고가 필요하며, 영어수업을 위한 학생과 교수자에 대한 추가적인 지원이 요구된다.
