Information and communication technologies used in the social sphere are born due to the development of computer technologies. The main task of the distance learning process in higher education institutions is not to provide information, but to teach how to obtain and use it. The purpose of the article: to identify innovative approaches in the training of specialists in higher education institutions in the context of distance learning. Various innovative approaches to organizing the work of students of higher educational institutions in the context of distance learning are considered. Based on the conducted research, it is concluded that each of the approaches described by us outlines the study of the phenomenon of professional training of a specialist in the condition of distance learning. All the described approaches significantly contribute to the improvement of professional training of specialists, encourage students to self-improvement, professional development and enrich their professional competence in modern conditions. The emergence and spread of innovative technologies means not only a change in the activity itself and its inherent means and mechanisms of its implementation, but also a significant restructuring of goals, value orientations, specific knowledge, skills and abilities. Therefore, the current stage of the development of civilization, scientific and technological progress requires the emergence of such specialists who would have broad humanitarian thinking, would have good psychological training, would be able to build professional activities according to laws that take into account the relationship between economic productivity and creativity, as well as the desire of the individual for constant renewal, self-realization. Only such qualities will help you master the specifics of innovative technologies well. We see the prospects in the study of innovative approaches to training specialists in higher education institutions in the condition of distance learning in foreign countries.

This study analyzed effective capacity building education plans for public institution management supervisors. A survey was conducted on 635 management supervisors of public institutions (99 institutions) subject to the safety management rating system to understand the characteristics of educational participants and the impact of educational satisfaction on professionalism improvement after capacity building education. As a result of statistical analysis, the professional improvement according to the affiliation of educational participants was higher in the workplace and construction site divisions than in the research facility division, and the professional improvement according to the working period was higher for more than 15 years than for less than 5 years and less than 15 years. In addition, the quality of education had a significant positive (+) effect on the degree of professional improvement. This study can be used as basic data for further research related to capacity building education for public institution management supervisors

A comparative analysis of the state and results of the functioning of the education system of Ukraine with the national educational systems of the USA and Great Britain was carried out. Based on which we found out similar and different in the process of developing the system of training specialists in higher education institutions of the USA, Great Britain, and Ukraine. Describing the main quantitative indicators of education in the UK, USA and Ukraine, we found common features and distinctive features. Consideration in the comparative aspect of trends in the development of higher teacher education in the United States, Great Britain and in Ukraine gives grounds for conclusion. For these countries, such groups of norms as types of educational institutions, forms of Education; introduction of a unified system of credit units in order to create conditions for broad mobility of students; availability of different levels of training; study of the best experience of educational activities of other states and its introduction into the educational process in combination with the cultural traditions of Ukraine coincide. Describing the main quantitative indicators of education in the analyzed countries, we found distinctive features.Teacher development systems in the UK, USA and Ukraine are compared. It was found out that the use of methods of Great Britain and the United States on the organization of independent work in the process of professional development of teachers will have a positive impact on training in the system of advanced training of teachers in Ukraine. The article examines the information culture of future specialists, which is based on knowledge about the information environment, the laws of its functioning and development, and the perfect ability to navigate the limitless modern world of information.

Background & Objectives: International radiation protection committee recognized the importance of radiation protection from medical practices because the exposure to the radiation in medical practice is higher than any other exposure. The factors on knowledge, attitude and practice of radiation safety of the medical workers engaged in radiation were analyzed in order to improve radiation safety technology. Method: Questionnaires were used for 1200 radiation workers in medical institution from July 23 through September 4 and collected for analysis. Results: Different level of safety measures were practiced by age, marital status, career, and medical facility. The difference was statistically significant. Higher levels of safety measures were practiced in the age group of 50s and married persons. The workers who have more than 20 years experience have higher level of safety measures. The workers of health centers have higher level of safety measures to compare with other workers. The factors which give more concerns on safety practice were self efficacy, practice and knowledge in order. Conclusion: Safety conscious operators should get additional education program to maintain higher level of safety. The operators who do not have much safety concern should be intensive training program for self efficacy and safety.

In modern society, the organization of the educational process plays an important role in education. Traditionally, it is through communication and dialogue between the teacher and the student that professional competence is acquired. As society develops, the demand in the global labor market changes and the requirements and criteria for specialists increase. Therefore, a new approach to managing the pedagogical interaction between a teacher and a student in the process of education in a higher educational institution allows a positive impact on the system of training specialists and opens up new prospects for the formation of competitive specialists. The issue of the quality of education is a key one and is covered in the documents regulating the process of educational activities. Also an important problem today is the transition to qualitatively new and innovative systems of training specialists and the departure from outdated models of managing pedagogical interaction in higher education institutions. The process of managing the pedagogical interaction between a teacher and a student is one of the most important for studying in the context of higher education. Thus, the main task of the study is to analyze the role of communication and dialogue during studies in higher education. Educational innovations are first created, improved or applied educational, didactic, educative, and managerial systems and their components that significantly improve the results of educational activities. The development of pedagogical technology in the global educational space is conventionally divided into three stages. The role of innovative technologies in Higher School practice is substantiated. Factors of effectiveness of the educational process are highlighted. Technology is defined as a phenomenon and its importance is emphasized, it is indicated that it is a component of human history, a form of expression of intelligence focused on solving important problems of being, a synthesis of the mind and human abilities. The most frequently used technologies in practice are classified. Among the priority educational innovations in higher education institutions, the following are highlighted. Introduction of modular training and a rating system for knowledge control (credit-modular system) into the educational process; distance learning system; computerization of libraries using electronic catalog programs and the creation of a fund of electronic educational and methodological materials; electronic system for managing the activities of an educational institution and the educational process. In the educational process, various innovative pedagogical methods are successfully used, the basis of which is interactivity and maximum proximity to the real professional activity of the future specialist. There are simulation technologies (game and discussion forms of organization); technology "case method" (maximum proximity to reality); video training methodology (maximum proximity to reality); computer modeling; interactive technologies; technologies of collective and group training; situational modeling technologies; technologies for working out discussion issues; project technology; Information Technologies; technologies of differentiated training; text-centric training technology and others.

The United Kingdom is known for the quality of its qualifications. There is a strict quality system with reputable bodies responsible for ensuring that high quality standards are met. In order for new qualifications to be accredited, they must meet all the requirements set out in the regulations for the quality and informatization of Education. The crucial role of the Agency for Quality Assurance of Higher Education (QAA) in the UK for creating high-quality management of higher education institutions is revealed, the influence of informatization tools on its effective mechanism as an independent entity is shown, and positive experience for the educational sector is highlighted. While the universities themselves are responsible for reviewing educational programs at the subject level, the QAA review focuses on verifying internal quality assurance, as well as systems and improvement strategies. The QAA uses a peer review process in which teams mostly consist of academic staff from other institutions to assess the quality of the institution's education. In Scotland, the team also includes an international reviewer. The student is also a member of the Scottish teams. In the UK, attention is paid to providing a cohort of experienced reviewers who can conduct high-quality monitoring and help with advice on improving education. All reviewers must complete training and have permission to participate in the review of educational programs. There are selected committees that are members of the QAA council, each of which is headed by a member of the Council or an independent person approved by the Council. Attention is drawn to the main areas of the QAA's work in the framework of environmental, social and corporate governance.

The main purpose of the study is to identify the key aspects of the use of innovative distance learning technologies in the training of biology students. Currently, there is a modernization, the evolution of the education system from a classical university to a virtual one, from lecture material teaching to computer educational programs, from a book library to a computer one, from multi-volume paper encyclopedias to modern search databases. During studies in higher education, distance learning ensures the delivery of information in an interactive mode through the use of information and communication technologies. The main disadvantage of distance learning is the emotional interaction of the teacher with students. It is necessary to increase the level of methodological developments for independent studies of students. The methodology includes a number of theoretical methods. Based on the results of the study, the main elements of the use of innovative distance learning technologies in the training of biology students were identified.

본 연구의 목적은 영유아교육기관을 위한 저작권 교육 연수 요구를 분석하는데 있다. 본 연구에서는 영유아교육기관 원장과 교사 248명을 대상으로 영유아교육기관을 위한 저작권 교육 연수 요구를 조사하였다. 질문지를 사용하여 조사한 자료는 내용에 따라 빈도, 평균, 표준편차 등을 산출하였고, 기초 변인에 따른 차이를 알아보기 위해서 t-검증과 ANOVA 검증을 사용하였다. 영유아교육기관 원장과 교사는 소속기관, 직위, 교육경력 등에 따라서 저작권 교육 연수 요구가 다르게 나타났다. 저작권 교육 연수 주제로는 '영유아교육기관의 업무와 관련된 저작권의 이해'에 대한 요구가 가장 높게 나타났고, 연수 내용으로는 글자체(폰트)와 음원 사용 등의 저작권 침해에 대한 요구가 가장 높게 나타난 것으로 보아 영유아교육현장과 직접 관련있는 내용의 저작권 교육 요구가 높음을 알 수 있었다. 본 연구결과는 영유아교육기관을 위한 저작권 교육 연수 프로그램 개발과 실행에 시사점을 제시하였다.
