Analysis of Numerical Experiment for Field Application of Cylindrical Slit Type Block Breakwater (실린더 슬릿형 소파블록 방파제의 실해역 적용을 위한 수치실험분석)

  • In order to evaluate applicability of cylindrical slit type block breakwater to the field water, which was designed from the previous physical model study, it is analyzed the calmness of harbor area by the numerical model experiment. For a small fishery port in southern coast of Korea a SWAN model using the wave action balance equation was formulated. The reflection and transmission coefficients induced by the physical model test were introduced to the numerical model. The model response with cylindrical slit type breakwater was compared with the impermeable breakwater case and the possibility of water quality improvement through the water circulation by the new structure was investigated. For numerical simulation, parameters of deepwater design wave from the prediction report II for overall deepwater design wave by KORDI were used and wind parameters from the 50years return period observed for 37years(1970~2006) were adopted in the numerical model. The response of west breakwater in Mijo port applying the NE and NNE waves, which were dominant in this area, was analyzed. It was found that the transmission characteristic of designed cylindrical slit breakwater was well presented in the numerical model.

  • Taking a look at recent trends of port cities, many port cities in the world have been shedding new light on the function being kept by existing port spaces, caused by changes of industrial structure according to the stream of the times, developments of surrounding areas, and etc., and we can see that its meaning also has been changing. However, in case of domestic port spaces they are in the real situation not responding to those movements quickly. Therefore, unlike the existing zoning system dividing functionally urban spaces according to use simply, in this study FBCs getting the timelight recently as a system capable of reflecting spatial characteristics at the maximum have been utilized as a measure for solving current problems of urban spaces. The purpose of this study is to propose the direction of urban planning approach that harmonizes the whole harbor space by strengthening the interlinkage between heterogeneous spaces of port area and port area using FBCs. FBCs are institutional devices that are proposed and implemented in the United States to reflect the unique characteristics of the space, that is, the location and the uniqueness, and the pedestrian-oriented space planning.

Dispersion of Maritime Air Pollutants from Harbor Area into Major Port Cities Considering Characteristics of Local Wind Circulation in Korea -A Case Study of Sea and Land Breezes during Summer- (지역 순환풍 발생 특성 이해를 통한 국내 주요항만 발생 대기오염물질의 항구도시 영향 범위 분석 -여름철 해륙풍 모사를 중심으로-)

  • Maritime air pollutants around port cities have gained a great deal of attention due to their direct impacts on regional air quality. This study aims to determine the geographical properties of sea/land breezes in different areas to discover overall ranges of maritime emission dispersion. The HOTMAC-RAPTAD modeling program was used to simulate regional-scale air dispersion considering non-linear and unsteady states during the general summer period for the target areas of the Yellow Sea (Incheon Port and Pyeongtaek·Dangjin Ports), archipelago region (Mokpo Port), South and East Sea (Busan and Masan Ports) and East Sea with mountainous area (Donghae·Mukho Ports). The resulting dispersion lengths of vessel emissions into the onshore regions around the target ports shed light on portal air quality management, because vessel emissions from the Incheon, Mokpo, Busan, and Donghae·Mukho ports were transported 27-31km (Western Seoul), 21-24km (Southern Muan), 20-26km (Gimhae and Yangsan), and 22-25km (Taebeak Mountains), respectively. Therefore, the results of this study provide useful data for regional air quality management and marine air pollution mitigation to improve the sustainability of port cities.

An Application Status and Consideration of System Improvement on the Sea Area Utilization Conference and Impact Assessment (해역이용협의제도 운용 현황 분석 및 실효성 제고방안)

  • This paper evaluated types and characteristics of development projects occurred in coastal area (Public Water) by analyzing an application status of Sea Area Utilization Conference System that effective protect and manage marine environment and ecosystem from various artificial utilization and development enforced in 2008. Also, system improvement for stable settlement and security of efficiency considering exposed problems during system enforcement were diagnosed. The number of Sea Area Utilization Conference (SAUC) performanced during the period of 2009-2010 was 3,705, which consisted of simple SAUC (87.0%), general SAUC (12.8%), and Sea Area Utilization Impact Assessment (SAUIC; 0.2%). The general SAUC was accomplished for Public Water reclamation (43.4%), seawater supply and drainage (17.5%), dredging sediment (5.5%), installation of port facilities (4.6%) and fishing harbor facilities (2.3%), and others (23.4%). Statements of Environmental Impact Assessment (EIA) were reviewed mainly for construction of port facilities (32.9%), followed by construction of industrial complex, development of tourism and leisure complex, road construction, and development of energy facilities. It would be necessary to strengthen effectiveness of the system, advertisement, and capability of conference and review agency, and to enhance confidence of marine EIA continuously, according to the increase of development projects, and diversity and enlargement of development types.

Analysis of National Vertical Datum Connection Using Tidal Bench Mark (기본수준점을 이용한 국가수직기준연계 분석 연구)

  • Recently, the velocity of sea-level rising has increased due to the global warming and the natural disasters have been occurred many times. Therefore, there are various demands for the integration of vertical reference datums for the ocean and land areas in order to develop a coastal area and prevent a natural disaster. Currently, the vertical datum for the ocean area refers to Local Mean Sea Level(LMSL) and the vertical datum for the land area is based on Incheon Mean Sea Level(IMSL). This study uses 31 points of Tidal Gauge Bench Mark (TGBM) in order to compares and analyzes the geometric heights referring LMSL, IMSL, and the nationally determined geoid surface. 11 points of comparable data are biased more than 10 cm when the geometric heights are compared. It seems to be caused by the inflow of river, the relocation of Tidal Gauge Station, and the topographic change by harbor construction. Also, this study analyze the inclination of sea surface which is the difference between IMSL and LMSL, and it shows the inclination of sea surface increases from the western to southern, and eastern seas. In this study, it is shown that TGBM can be used to integrate vertical datums for the ocean and land areas. In order to integrate the vertical datums, there need more surveying data connecting the ocean to the land area, also cooperation between Korea Hydrographic and Oceanographic Administration and National Geographic Information Institute. It is expected that the integrated vertical datum can be applied to the development of coastal area and the preventative of natural disaster.

Characteristics of Benthic Environment and Polychaete Communities of Gamak Bay, Korea (가막만의 저서환경과 다모류군집 특성)

  • This study was carried out to investigate spatio-temporal variations of benthic environment and macrobenthic polychaete communities in Gamak Bay where excessive organic matters from untreated sewage effluents and fish and shellfish farming activities have been accumulated in certain regions. Such environmental variables as sediment composition, organic content, acid volatile sulfide and dissolved oxygen content etc. were measured and polychaete specimens were taken in September 1999 and February 2000. In September 1999, organic contents were up to three times higher in the northwestern part of the bay and the area closed to Gukdong harbor than in the rest of the bay. In particular, benthic environment of the northwestern part of the bay was extremely deteriorated by the occurrence of hypoxia and highly concentrated sulfide. Of 28 stations investigated in summer, 5 stations located in the northwestern part were azoic. In the rest of the stations, a total of 119 polychaete species were sampled with a mean density of 900 $ind./m^2$. While species richness was higher in the entrance and central part of the bay where water exchanges with open sea were relatively active, density was higher in the moderately enriched stations neighbouring Gukdong harbor and fish farms where such potential indicators of organic pollution as Aphelochaeta monilaris, Lumbrineris longifolia were largely dominant. In February 2000, a total of 81 polychaete species appeared with a mean density of 2,802 $ind./m^2$ from 12 stations sampled in winter. Azoic areas were recolonized by Capitella capitata, Pseudopolydora paucibranchiata and Dipolydora socialis which showed maximum density in the innermost station. On the other hand, the rest of the stations were dominated by Euchone alicaudata and Praxillella affinis. The configuration of the stations sampled in summer and winter on the multidimensional scaling plots reflected the position of each stations within the bay in which there were great differences in organic content, sulfide concentration and oxygen content rather than in sediment composition. Therefore, heterogeneities in polychaete community structure in Gamak Bay were primarily influenced by the degree of the disturbance depending on the position within the bay.

Roles and strategic functions of the Jeju Naval Base (제주 해군기지의 역할과 전망)

  • The construction of Jeju Naval Base was finally completed and donated to the Republic of Korea Navy on February 26th this year. There is no doubt that the new base will contribute to the substantial augmentation of Korea's naval power and maritime security. However, we should note that the new naval base took a long and hard twenty-three years to be completed. In the 21st century, Korea should adopt a new strategy that can fulfill the security requirements of Korea for the new age of international relations. The 21st century is characterized by globalization, and in the world of globalization, a national boarder has become meaningless. In the late 20th century, after the Cold War, trade between countries have greatly increased and so did the importance of the seas. Having transformed from an agricultural country into a commercial country, Korea went from a continental state to a maritime state. Korea has become the 9th largest trading state, and obviously, the importance of the sea has become significant. Korea's national strategic focus needs to be on the sea for national survival. Thus, since the 1990s, the Korean Navy has planned to build the Jeju Naval Base. Jeju, due to its geopolitical characteristics, is extremely important to the 21st century Korea's economy and national security. Jeju is the starting point of the sea route that reaches out to the world, and at the same time, the ending point of the sea route that heads towards Korea. Jeju is located in the center of Northeast Asia and thus, Jeju Naval Base is extremely important for the area's security and order. Jeju Naval Base will be very useful not only for the maritime security of Korea, but also for keeping peace and order in Northeast Asia. Jeju Naval Base was the minimal effort against the six sea route security threats towards Korea. The six sea route threats are: 1) Threat from North Korea; 2) China's Threat towards Korea's sovereignty; 3) China's treat towards Korea's fishery; 4) Threat from Japan; 5) Threat towards Korea's sea routes; 6) Threat from recent phenomena of isolationism of the United States. Jeju Naval Base is built for both warships and civilian ships--such as cruise ships--to use. Just like the United States' Pearl Harbor, Jeju Naval Base will become not only the largest military base, but a beautiful tourist site.

On the Distribution of Organic Matter in the Nearshore Surface Sediment of Korea (한국연안 표층퇴적물중의 유기물함량 분포특성)

  • For the purpose of examining the distribution of organic matter in the nearshore surface sediments of Korea, organic carbon, nitrogen, ignition loss, chemical oxygen demand, phaeopigment and total sulphide for 117 surface sediments were measured and analyzed in February, 1993. Organic carbon and nitrogen contents ranged from $0.03\%\;to\;5.41\%$ (average $1.08\%$) and from $0.01\%\;to\;0.44\%$ (average $0.18\%$), respectively. The highest contents with the average $2.18\%$ organic carbon and $0.23\%$ nitrogen were found in the eastern part of the southern coast, while the lowest contents with the average $0.17\%$ organic carbon and $0.03\%$ nitrogen in Kunsan coastal area covering from Kum river to Dongjin river. The principal component analysis using all measured data distinguished the western coast from the eastern part of the southern coast clearly according to organic matter contents, that is, the degree of eutrophication in the sediments. Pusan harbor and the mouth of Masan Bay had high C/N ratio that might be resulted from the input of terrestrial sewage and industrial wastewater. A high concentration of total sulphide distinguished the surface sediment of Masan Bay from that of other areas.

Development of Dry Process Caisson Method for Maintenance of Submerged Harbor Structure (수중 항만구조물의 유지보수를 위한 건식 케이슨 공법 개발)

  • Together with the trend of enhancement in domestic industrial development and economic progress due to import and export, the demand for construction of the roads, bridges, especially port facilities, and several coastal protection and ocean structures is increasing rapidly. MOMAF of Korean Government is driving construction cf 9 new ports and renovation cf the existing fishery ports. Among these structures most of bridge base, wharves, dolphins, quays, and jetties are being newly built cf steel or concrete pile. As the base, supporting bulkheads, and piles are underwater after construction, it is difficult to figure out the status of structures and not enough to get maintenance and strengthen the structures. Every year, moreover, these works suck the government budget due to higher incomplete maintenance expense for protection from corrosions cf structures and increased underwater construction period. For the purpose cf cutting down the expense cf government budget, it is necessary to extend the life cycle of the existing structures. Therefore, we developed a new method for maintenance of submerged structures near the waterline by allowing dry work environment with the floating caisson. The method shows easy to move around the working area and handle. It also showed not only a significant reduction of maintenance expenses and time for anti-corrosion work but also better protection This will be a milestone to reduce the maintenance and construction expenses for the shore and water structures.

A Study on Evaluation of Harbor VTS Operators' Workload by the Analysis of Marine Traffic (교통량 분석을 통한 항만 VTS 관제사의 업무량 평가)

  • By the development of international trade in last decades, Korean International Trade has been grown rapidly and Korean Port and Port facilities have been improved stimultaneously: finally volume of the marine traffic increased rapidly. Presently, 15 VTS centers have serving in Korean waters and since the introduction of the first VIS Center in Korea there is no quantitative analysis to find workload of VIS operator. After that Port-MIS and De-brief data have been gathered for 7 days and inbound-outbound vessels time-g/t table prepared and traffic volume examined for each V1S center. Hence $L^2$ conversion traffic volume and dangerous vessel ratio obtained Later on conversion controlled number obtained by denoting ratio 1.0 to directly controlled vessels by VTSO and denoting ratio 0.3 to indirectly controlled vessels by VTSO. Traffic volume, large vessel ratio, dangerous vessel ratio, dimension of VTS controlled area, marine accident occurrence frequency and communication volume of comm. log can be counted as a factor which influence to workload of VTSO. All those factors have been examined and analyzed. Finally, ship's size and dangerous vessel ratio have been chosen to derive the Number of composite conversion control for workload formula.
