Assessing Policy Priorities for Green Seaport Construction - The Case of Busan and Incheon Port - (그린항만 구축을 위한 정책우선순위 평가 -부산항과, 인천항을 중심으로-)

  • This study examines various policy programs for the creation of green harbors in major ports in the Northwest of the United States and suggests ways to apply them to major ports in Korea. Based on the fuzzy analysis process, the importance of major policy programs for the development of green ports in Korea was compared and analyzed. As a result of importance analysis, the Green Ship Incentive Program and the Carbon Footprint Program were identified as the most important policies. The first policy programs that should be introduced to Incheon Port are the AMP installation operation program and a vessel slowing program around the seaport. In case of Busan Port, the AMP installation operation program, the vessel slowing program around the seaport, carbon footprint, and installation of DPF were found to be excellent policies. These results may provide practical implications for policy makers of port authorities which has conducted environmental projects.

Alternatives for Establishing Green Logistics System in Ulsan Port (울산항의 녹색물류체계 구축 방안)

  • After reviewing the concept and previous studies related to green ports, this study analyzes the implications of green port policy of advanced ports in foreign countries and analyzes problems in terms of environmentally-friendly green port policy for Ulsan port, and to present sustainable green logistics establishment measures. The literature survey and Benchmarking methods are adopted as research methodology and the results are as follows. First, the pan-government climate change response management system, legislation of relevant laws, implementation of fiscal support policies, and roadmaps should be established. Second, the foundation for eco-friendly green growth should be established through the discovery of business models in conjunction with leading industries in the Southeastern Metropolitan Economic Area. Third, the Ulsan Port Greenport, such as AMP, in-port LNG propulsion ship, and ESI vessel incentive, should be built. Fourth, a low-carbon, high-efficiency sea-shuttle service shall be established through the introduction of the sea-shuttle service along the sea route. Fifth, energy self-reliant ports, including all institutions in the metropolitan Ulsan port area that have exceeded the level of Ulsan port Authority, should be built. Finally, water-type ports need to be built through the creation of coastal forests, the purification of marine water quality, and the introduction of colors to port.

  • Because of global warming, the new environment energy policy was already announced. The role of Green-railways is increasing in the field of railway. The government announced a policy direction of science & technology basic plan. The field of railway transportation proposed various railway transportation policy and plans. In this paper, I presented technical trend analysis for railway policy and railway operation field. Technical trend analysis at home and overseas are classified into railway industry technology, railway transportation system technology, railway operation efficiency technology, railway logistics technology.

  • This paper deal with government logistics policy in related low carbon in China. The government policy of promoting low-carbon way is more dependent on the top-down enforcement rather than voluntary market principles. It will succeeded in transforming the environment-friendly image, to focus on creating a mindset the company can go on voluntary carbon-reduction. The three factors of low-carbon economy and the new energy and industrial development policy is technology and funding, and that most of the government's policy has a crucial role. Due to the nature of the Chinese economy, government policies impact on the development of the industry is very important, and even for China's industrial restructuring of the logistics industry in the areas of government policy support for green economic growth, its role is expected to be very large. In Future, Chinese government will promote low carbon policies through the optimization of the logistics network to reduce energy waste, pursue the low carbon-reduction of logistics machinery and equipment, and develop an mode to appropriate demand for green low-carbon economic growth.

Study on the Policy Priority for Low Carbon Green City (저탄소 녹색도시 조성을 위한 정책 우선순위 연구)

  • The purpose of this study is to establish common indicators that constitute a "low-carbon green city" and determine their priorities from the perspective of Incheon Metropolitan City with a view to help develop its climate change strategy strategic city. Several major cities, domestic and overseas, were benchmarked to come up with preliminary indicators consisting of six areas, twenty two planning factors, and 74 indicators. In order to evaluate the validity and relevance of preliminary indicators, expert FGI (Focus Group Interview) was conducted that changed the numbers of final indicators to six areas, twenty two planning factors, and 82 indicators. Finally, AHP (Analytic Hierarchy Process) was conducted to assign relative importance (i.e. weights) to each indicator. Through the layering process of AHP, the upper category of "field" and lower category of "planning factors" were set up as policy prerequisites for constructing a low-carbon green city (6 fields, 22 planning factors). The AHP results for the first level (fields), green city space was ranked first, followed by energy and resource circulation, green traffic, ecological preservation, green logistics, and governance. Among all planning factors, land use, energy efficiency, traffic system improvement, location planning, securing of ecological area, efficiency of logistics, and cooperative organization showed the highest priorities.

Study on establishing Green Port Policy in Korea to meet Ports' Characteristics: Development of Ulsan Green Port Policy by using AHP (우리나라 항만특성에 맞는 그린포트정책 수립에 관한 연구 - AHP를 이용한 울산항 그린포트 정책 우선순위 개발)

  • The increasing demand of maritime transportation and port development especially due to increased international trade resulted in a strengthening of regulating the greenhouse gas emissions mainly from ships by International Maritime Organization (IMO). Responding to these international environmental regulation and enforcement, the United States and the European seaports have expanded their Green Port Policy, which can promote the public welfare by reducing pollution caused by ships and ports. Accordingly, in 2010, Korean government enacted "The Framework Act on Low Carbon, Green Growth" and had pushed for all Korean ports to establish and implement their own green port policies. Therefore, the objective of this study is to establish the Green Port Policy Plan for sustainable and environmental friendly operations and developments of Ulsan port, which plans to be the oil hub port of Northeast Asia. To this end, we studied the current status of the environmental policy issues in Ulsan Port and international-&-domestic case studies on establishment of green port policy. With these studies, Ulsan green policy alternatives were identified that through the experts advice, and then were prioritized by adopting AHP survey analysis. As the result of this study, it was notified that LED lights replacement and AMP establishment as the hardware policy and the port environmental management department as the software policy were equally important policy options for the implementation of sustainable Ulsan Green Port Policy to meet port's characteristics.

Green Port Management Policy Directions in the Green Growth Era - The Case of Gwangyang Port in Republic of Korea - (녹색성장시대에 환경친화적 항만관리정책의 발전방향 - 광양항을 중심으로 -)

  • This study aims to analyse the current conditions of transport demand and its environmental problems in Gwangyang Port(GP), and to suggest crucial directions for Gwangyang Green Port(GGP) in Korea. This study consists of three main sections: concept of green growth and green port; the analysis of transport demand and environment situations in GP; policy directions for GGP. This study is mainly conducted by a literature review of related papers, an analysis of secondary data & papers, and interviews with port experts. This study presents important policy directions for successfully managing GGP in Korea as follows: modal shifts plan for green transport and logistics system in GP; energy-saving techniques in GP's berth operation; the application of environmentally friendly port operation methods in GP; construction of GP waterfront facilities; environmentally friendly disposal of maritime waste matters; establishment and implementation of port environment master plan. This study will make a big contribution to the building of green port policy and the providing of professional informations to government officials.

A Study on Selection of and Priority on Assessment Indicators in Green Logistics : Focused on Ports and Inland Hub Terminals (녹색물류를 위한 탄소저감정책 평가항목 우선순위에 관한 연구 - 항만 및 물류거점을 중심으로 -)

  • Green logistics is regarded as an inevitable global trend in the 21st century. It can be accomplished through more broad and active reverse logistics globally, resulting in use of less fossil fuels, finally reducing carbon dioxide and other pollutants. Many countries such as U.S., Japan, EU nations have already set up policies related to carbon reduction, so-called 'green policies.' This paper aims to identify evaluation criteria for logistics policies and relative importance among those criteria, especially in the field of ports and in-land hub terminals. We examined projects related to carbon reduction from domestic and foreign ports and logistics centers and found evaluation factors and assessment indicators. With pre-evaluative items and pre-assessment indicators, we have done a survey and selected evaluation factors and assessment indicators for ports and inland hub terminals in Korea. By analyzing the mutual importance of each pre-evaluative items and pre-assessment indicators related to carbon reduction policies, this research provides guidelines on selecting the key items for the propulsion of carbon reduction projects. This study shows the importance of preliminary evaluation items and indexes with AHP in evaluating carbon reduction policies and the result shows the restrictions and change in transportation and use of alternative fuels. Lastly, it provides a guideline to policy-makers and firm managers in the field of green logistics.
