A comparative analysis of the state and results of the functioning of the education system of Ukraine with the national educational systems of the USA and Great Britain was carried out. Based on which we found out similar and different in the process of developing the system of training specialists in higher education institutions of the USA, Great Britain, and Ukraine. Describing the main quantitative indicators of education in the UK, USA and Ukraine, we found common features and distinctive features. Consideration in the comparative aspect of trends in the development of higher teacher education in the United States, Great Britain and in Ukraine gives grounds for conclusion. For these countries, such groups of norms as types of educational institutions, forms of Education; introduction of a unified system of credit units in order to create conditions for broad mobility of students; availability of different levels of training; study of the best experience of educational activities of other states and its introduction into the educational process in combination with the cultural traditions of Ukraine coincide. Describing the main quantitative indicators of education in the analyzed countries, we found distinctive features.Teacher development systems in the UK, USA and Ukraine are compared. It was found out that the use of methods of Great Britain and the United States on the organization of independent work in the process of professional development of teachers will have a positive impact on training in the system of advanced training of teachers in Ukraine. The article examines the information culture of future specialists, which is based on knowledge about the information environment, the laws of its functioning and development, and the perfect ability to navigate the limitless modern world of information.

The article considers current information technologies in the organization of educational work in secondary schools in Great Britain. The forms and types of organization of educational work in secondary schools of Great Britain with the help of modern information technologies are covered. The purposes of education with the help of modern information technologies are singled out. Mental, physical, labor, moral, aesthetic and other types of education, merged in a holistic educational process, provide an opportunity to achieve the main goal - the formation of a comprehensive and harmoniously developed personality. All forms of educational work have their pedagogical significance, and each of them is valuable in the process of education. Democratization and partnership development are the leading principles of education in British schools at the present stage; multiculturalism and student independence. This is the ability to promote the role of different types of education, such as: labor, moral, legal, religious, family, environmental, aesthetic, civic, physical, mental education, which is now possible with the help of current information technology. This paper examines the birth of civil engineers in the United States. Unlike the advanced some European countries such as Great Britain or France, as a new nation America had to import high-tech technologies from them. In the process of transplantation she had mixed up the civil engineering of British style with French's. As a result, the training of the civil engineers in America had developed in various ways.

Purpose - This study is to analyze the assessment of forming of a payment balance of the country and its condition. Data array were used the data on the Russian Federation from the 1995-2016, across Great Britain - since the 2004- 2014 and in the retrospective aspect since the 1946. Research design, data, and methodology - The payment balance is a ratio of payment amounts made this country abroad and the receipts received by it from abroad for a certain period; it is the systematic list of all economic transactions performed for a certain period of time between the residents of one country and the nonresidents. The scale of research on Russia: to be analyzed the amount of data from the 1995 by 2016. On Great Britain - the 2004-2014, on South Korea - the 2017. Results - Hypothesis 1. The detailed and simple systematization of balance sheet items increases the efficiency of analytical procedures and the mechanism of public administration. Hypothesis 2. The main of balance sheet items are deficit of Russian Federation scarce which, are generally counterbalanced with gold and foreign exchange reserves. Conclusions - Considering the items of balance of payments of the studied countries in the context with other countries, it can be noted that the dynamics of the main items are closely linked with the main macroeconomic indicators and reflects the main tendency of the state development. The main items of balance sheet of South Korea's are intensive. The relatively stable dynamics in the macroeconomic indicators is observed in Japan and China

Water environment is vital for our daily life, especially all living things, next to the air environment we breathe. In this regard, Great Britain is known as one of the most developed and well experienced countries which has developed a comprehensive system of the water environment management. In England and Wales, the National Rivers Authority was established in 1989, as an independent regulatory body taking over from the 10 Regional Water Authorities responsibility for the management of water environment. In Scotland, responsibility rests River Purification Boards and Island Council while, the Department of the Environment is the sole water authority for Northern Ireland. Overall results has made by the authority together with their strategies are reviewed in this paper.

Today, further education of adults in the UK is one of the developing areas of continuing education. The Open University with distance learning, in the process of which innovative forms and methods based on computer and telecommunication technologies are used, is particularly successful in the organization of additional education of the adult population. The advantages of distance learning, multimedia - the latest information technologies, which provide the combination of graphic images, video, sound with the help of modern computer tools, are noted. The basic principles and forms underlying the technologies and forms of work with the elderly are defined. The international experience of implementing "Universities of the Third Age" is summarized. The most widespread approach in adult education in Great Britain is informational. The use of computer technologies motivates a new paradigm in educational methods and strategies, which requires new approaches, forms of learning, and innovative ways of delivering educational materials to adult learners. Information technologies have gained great popularity in such activities as distance learning, online learning, assistance in the education management system, development of programs and virtual textbooks in various subjects, online search for information for the educational process, computer testing of students' knowledge, creation of electronic libraries, formation of a single scientific electronic environment, publication of virtual magazines and newspapers on pedagogical topics, teleconferences, expansion of international cooperation in the field of Internet education. The information technology of synchronous distance learning "online" has gained considerable popularity in the educational process today. A promising direction is the use of multimedia technologies in educational activities to create a design of a virtual computer environment by decoding audiovisual information.

노무용역 제공사업의 근로자들은 거의 특별한 기능이 필요하지 않는 단순노동에 종사하는 사람들이다. 대부분 노동법의 기본원리상 금지된 근로자공급 사업에 가까운 전근대적인 고용형태로 일하는 경우가 많고 그만큼 근로조건이 나쁘고 고용불안이 일상화되어 있다. 일자리가 없어진 것이 아니라 다른 사업자에게 넘어가는 것뿐인데 근로자나 근로조건만 바꾸어 이윤을 극대화 하는 기업의 행위는 규범적으로 정당화되기 어렵다. 기업변동에 수반되는 일자리의 상실에 대한 두려움은 인격의 존엄성을 모독할 수 있는 심각한 위협요소 중의 하나이다. 이런 점에서 유럽지침의 보호범위를 넘어서 노무용역 제공자의 변경의 경우까지 고용과 근로조건을 보호하고자 한 영국의 사례는 입법모델로서 시사하는 바가 많다. 영국은 법원과 의회가 고용승계의 요건인 사업의 동일성여부 판단기준의 범위를 확대함으로써 EU 지침과는 다른 태도를 취하였다. 특히 2006년 기업이전(고용보호)법은 아웃소싱을 포함한 '서비스공급주체의 변경'이라는 사업이전의 방식을 고용승계의 대상으로 명문화 하였다. 신설된 서비스 공급주체의 변경에는 외부위탁, 노무용역 공급업체의 변경, 외부 위탁한 업무를 다시 내부로 돌리는 내부화의 세 가지 형태가 구체적으로 열거되었다. EU 법에서는 사업이전이란 개념의 확대 해석에 의하여 이 문제의 해결을 시도한 반면 영국은 입법으로 이를 명확히 하고 그 보호범위를 확대하였다. 한국도 안정적인 일자리와 인간다운 근로조건의 보장이라는 헌법적 가치의 실현이 그것을 가장 필요한 사람들을 외면하지 않도록 적극적인 입법 노력이 필요하다.

The rapid development of information technology makes people's lifestyles constantly changing, bringing great changes to the library building. As a product of the development of public libraries, community libraries have an important impact on community cohesion and revitalization through providing targeted learning and leisure services to residents. Under the trend of social and community development, the community library's user-centered space must adapt to the diverse needs of community users and make the self-improvement. First of all, this study summarizes the concept of community and community libraries through literature review, and then make a theoretical investigation on the composition of user-centered space. Finally this study bases on the cases of community library buildings in the United States and Britain, and initially explores the composition of user-centered space in these libraries, and then analyzes and summarizes the architectural characteristics of it. Exploring how community can be activated and cohesive through community libraries user-centered space. Hope that this study can provide some reference to the contemporary community library design.
