Why Do Government Policies Fail in Boosting Independent Retailers?

  • Purpose: It is necessary to look at the reasons why the Korean government has failed in boosting mom and pops, even though many aid programs for independent retailers have been introduced. Furthermore, this research will provide policy makers and practitioners with new insight to improve the performance of government policies. Research design: the researcher has had an interview with the 26 practitioners to gather the right information. Furthermore, interview results have been categorized into the government-related issues, support programs and shop owner-related issues, from a practitioner's perspectives. Results: The researcher found that the confusion of governmental support organization, the lack of retail marketing experts, frequent job rotation, the lack of cooperation between bureaucrats and associations, concerned about the governmental-related issues, are failure reasons. In terms of support program issues, the research found the following reasons: no blueprint, the lack of retail experts, relevance to budget scale, and the complexity of budget implementation. Associated with shop owner-related issues, the author found that the causes of failure are closely related to aging shopkeepers, the absence of a successor and increasing dependence on a government. Conclusions: The author proposes that a government has to rebuild existing support programs for small shop owners.

  • The purpose of this research is to analyze the influence of the factors on the performance of na-tional R&D support program. A LISREL model was employed to analyze the relationship between the factors and the performance which was measured in the technological and commercial aspect. The result of the study reveals the R&D management business administration the age and the size of the company industry domain are the factors whose relationship with the performance are sta-tistically significant.

A Reflection on the Struggles 2000 around the Separation of Prescribing and Dispensing (2000년 의료사태의 경험과 교훈)

  • There has been a series of struggles around the governmental enforcing separation of prescribing and dispensing since the consensus for the policy at May 10, 1995, and the strike among the physicians nationwide at June 19, 2000. This thesis is to review the process of the affair as a whole and find out some achievements and lessons from it. Most visible achievement is that physicians have obtained governmental apology for the enforcing the unprepared policy, and promise to revise the Law on the Pharmaceutical Affairs, to enlarge governmental support for the medical insurance program, to construct a presidential committee for the reformation of medical affairs, and so on. Besides these achievements, physicians have learned much on the relations among them and with society in general. However this is only the first scene on the road to an extensive transformation in the medical area following more critical Issues on the medical reformation.

  • The government supports politic funds to Small Business having difficulties of insufficient capital and weak assets. Also the effect of governmental politic funds are evaluated better than the effect of substitute loans of the commercial bank. Especially governmental politic funds contribute to the external growth of the enterprise sales and the increment of total assets size. It is necessary however related supporting programs with funding provision to reduce the risk of insolvency politic funds of small business and reinforce the competitive power of company. This paper introduces the model of the corporate diagnosis system of the Small Business Corporation as part of these intention and analysis supported companies' management performance last four years and proposes direction of development.

Establishing Plan for Non-governmental Film Classification System (민간자율 영화등급분류제도 도입방안)

  • While the United States and Japan have non-government film rating system, Korea and France are still maintaining governmental control process. But the restrict showing rate in Korea does possibly violate the Constitution with no theatre for the movies of that rate right now. No other visual media including broadcasting have any outer classification process before their showing. So we need to improve our system by replacing it with non-governmental system. To establish independent non-government rating system, first of all, the major companies of film industry should get together to set up Korean Classification and Rating Association, to support the Film Rating Board. The most important thing is that the board operates independently. Government can support art cinemas financially with rating fee. Juvenile protection groups have to keep watch on the process of the board going fairly as well. The chief obstacle for non-governmental rating system is the fact that major companies don't want to get it. But continuing efforts to find any rational way is worthy enough.

  • South Korea's oral health care non-governmental organizations (NGOs) have played a crucial role in South-North relations, although a formal intergovernmental relationship is difficult to establish and also easily breaks down. Humanitarian assistance by NGOs in the oral health care sector is an area that receives wide support from South Korean society for its urgency and for its appeal to humanity. This humanitarian assistance started in the late 1990's and continued to grow until the late 2000's. This assistance continued throughout the tension between the two administrations that resulted in a radical decrease in overall assistance from South Korea to North Korea. However, concerns remain about the transparency and efficiency of NGO activities. In this article, the NGOs and their major activities are delineated, and South Korean legislation is examined. A current act, the Law on the Development of South and North Korean Relations serves as a basis for governmental regulation and support of NGO's. Humanitarian assistance in the oral healthcare area is directly related to the oral health of the North Korean people, and it should not be influenced by political changes. Long-term planning and close discussions between NGOs, their North Korean counterparts, and the South Korean government are needed. NGOs need to overcome their shortcomings such as a lack of expertise and shortage of financial support. For this, NGOs must improve their administration transparency and professionalism.

A Qualitative Case Study of Work-Family Balance at Five Small and Medium-Sized Enterprises (중소기업 근로자의 일·생활 균형을 위한 가족친화경영 우수사례연구)

  • This qualitative case study focuses on five small and medium-sized enterprises which have put family-friendly management into successful practice. Through in-depth unstructured interviews with five human resources managers and ten employees, we describe each firm's approach to work-life balance including working hour reductions, breaks, work flexibility, and parental leave to build an overall picture. We also discuss the four key factors of the CEO's role; democratic communication between all staff, the usefulness of family-friendly certification as a starting point; and governmental support for promoting work-life balance at small and medium-sized enterprises. Finally, we suggest three political implications of governmental support, namely CEO education, changing the criteria of family-friendly certification to redefine working hours and work flexibility, and incentives specifically for small to medium-sized enterprises.

Effect of IT Manufacturing Firms' Technological Innovation Factors -Focused on Cooperative relation and Governmental support- (기업협력과 정부지원에 따른 IT제조기업 기술혁신 영향 분석)

  • The technological innovation of IT manufacturing firms is the competitive tool for them to survive in the environment of an intensive competition. This technological innovation is critical in the survival of IT companies, but various factors should be considered to embody technological innovation effect. This paper aims to identify the determinant factors of the outcome which influence the technological innovation based on the IT companies, and set up a model for measuring technological innovation effect. A hypothesis was established for the impact relation between technological innovation effect, cooperative relation and government support level, which was verified through the structural equation model(SEM). As a result, the cooperation of IT companies and the governmental support affect the effectiveness of technological innovation. Eventually, government support for IT manufacturing firms derive business collaboration and continuous support is needed.

  • The purpose of this study is to objectively grasp the effect of the engineering education innovation support project among the national engineering-related financial support projects by dividing the groups according to the participation of support projects from 2018 to 2020 and dividing the university performance. As a result of the research the engineering education innovation support project has been consistently producing excellent results of field-based engineering education such as field-oriented industrial-educational collaboration capstone design, technology commercialization, and development and operation of corporate-linked education. It was found that the results showed that the dropout rate of college were lowered. In the future, it needs to be prepared as a place for new and free trials, innovations, and opportunities so that the engineering education innovation support projects can become the mother of other business groups.

A Qualitative Study of Childrearing by Grandmothers in Dual-Earner Families (맞벌이 자녀를 둔 할머니의 손자녀 양육 지원 양태(樣態)와 그에 따른 삶의 변화에 관한 질적 연구)

  • This study explores the grandchild-rearing experience of grandmothers whose children are part of dual-earner couples. Twelve participants provided in-depth interview data that were analysed according to Spradely's ethnographic method. We present three main themes in our research, as well as ten smaller themes: (i) the grandchild-rearing motive (from the perspective of the adult, the child, the grandchild, and the grandmother); (ii) the mode of grandchild-rearing support (residential, total weight of childrearing support, availability of a daycare center); (iii) the change in the grandmother's way of life (positive changes and negative changes). Finally, this study examines the integrity of the grandmother's identity as their productivity increases through providing grandchild-rearing support. It also looks at the importance of governmental policies that support their burdens according to the level support they provide.
