The purpose of this study is to suggest the improvement plan for an effective benefit sharing support policy through empirical analysis on the benefit sharing operation of government as well as the benefit sharing support policy of government affecting firm performance. Therefore, this study analyzed current problems on benefit sharing operation of government as well as performed a survey for 225 participating and cooperation firms regarding firm performance. This study found some improvements such as insufficient diverse incentive measures leading to the difficulty of participating firm's increase and spread, insufficient substantial benefit sharing such a cash allocation between consignment firms, the increase of biz management system model failing to induce innovation of new technology or product, and difficult spread into 2nd, 3rd cooperative firms besides 1st ones, meanwhile, verifying the positive influence of government benefit sharing support policy on both participating and cooperation firms, especially on the performance of cooperation firms. As a further study, it is necessary to increase the objectiveness and accuracy of a research through verification of the interrelationships between firm statue and performance on the basis of more objective and quantitative data such a sales increase or R&D capability of cooperation firms.
This paper investigates the two academic revolutions of the Korean higher education system. Since economic catch-up began in the 1960s, Korea has strongly encouraged the activities of its higher education system to serve industrial development as it has progressed through various developmental stages. At the 'strong regulation' stage, universities focused on the provision of technicians. As the need for higher education grew, the 'massive expansion' stage emerged. Finally, most recently, university research and its direct contribution to the economy have been invigorated by strong governmental support. Possibly, this is due to the fact that the Korean government has strongly controlled not only industry but also academia. As long as other East Asian universities have similar conditions to those of the development of Korean universities, we can generalise this model not only to universities in other East Asian countries, but also to universities in other rapid catch-up countries.
Purpose - The purpose of this study is to investigate the effect of the government support project on traditional market and the interaction effect between the government support project and the competition intensity. Therefore, this study focuses on the competition intensity of individual stores in traditional markets, unlike the traditional research flow, which is beyond the competitive structure of traditional markets and large retailers. Research design, data, and methodology - This study is based on the data of 'Statistics of Traditional Market in 2017'. In this study, a multiple regression equation was constructed using the number of government support projects as an independent variable, competition intensity as an interaction, and sales per store, number of customers per store as a dependent variable for analysis. A multiple regression equation was constructed for the main effect analysis. To investigate the effect of the interaction, cohen(1980)'s regression equation and two-way ANOVA were used. Results - First, according to this study, the traditional market participated in the government support project showed that the sales and the number of visitors per store in the traditional market were higher than those in the non-participation market. Second, the impact of government support projects on sales per store(also number of visiting customers per store) can be different depending on the competition intensity. More specifically, if the market is politically supported by a market with a high level of competition, it may be more effective than the market with no support. Conclusions - Based on the results of the study, we suggested academic and practical implications and suggested that competition intensity of stores in the traditional market should be considered in the future. The implications of this study are as follows. First, the effects of the government's traditional market support project were analyzed empirically. Second, this study is different from the previous studies in that it examined the competitive strengths and the effects of individual stores in traditional markets, away from competition between traditional market and large retailers. Third, it provided practical implications for the operation of government support projects.
The purpose of this study was to derive policy priorities for fostering the biopharmaceutical industry. In this study, the urgency and importance of the policy to foster the biopharmaceutical industry in Gyeonggi-do was investigated, and the priorities of the policy in the biopharmaceutical industry were analyzed through IPA analysis. As a result of the study, the top priority support tasks for the biopharmaceutical industry promotion policy were 'R&D support', 'Expert training', and 'commercialization support'. As a result of deriving policy priorities for each biopharmaceutical sector, 'R&D support' and 'Expert training' were found to be high in common, and differences in policy priorities for each industry such as cell therapy products and advanced bio-convergence products were confirmed. Also, as for the policy demand, R&D funding support, clinical trial support, and commercialization funding support were found to be high. Based on these results, the government's policy to foster the biopharmaceutical industry was supported with a focus on 'R&D support' and 'Expert training', and policy implications were drawn that customized support is needed in consideration of the characteristics of each industry field.

Object: The purpose of this study was to survey the government official support status of the agricultural diseases, injuries and accidents among Korea and foreign countries and to suggest the agricultural policy of Korea. Methods: For this purpose, we analyzed the current national management support status among four foreign countries and Korea about agricultural diseases, injuries and accidents of farmers. For the foreign countries and the national support current status of agricultural diseases, injuries and accidents, related literature such as books, theses, articles, and web documents from the government organization of each countries were collected and analyzed. Key words for web-site and web documents were agricultural diseases, injuries, and accidents, government official system, safety and health, farmer's welfare, and farmer's official support system. UK, United States of America, France, and Japan were selected as the foreign countries' cases. Results and Conclusions: Implications for the agricultural diseases, injuries and accidents derived from the reviews among foreign countries and Korea were as follows: governmental supports should include (1) efforts on unifying administrative systems, (2) special support and management systems focusing on special subjects such as the agriculture that have been neglected, (3) aligned strategies including vision, goals, long-term plans about national safety and health projects, (4) development of supporting systems considering the features of agriculture, (5) systemized national surveys about occupational injuries and accidents for basic statistics and national studies, (6) active prevention efforts of agricultural diseases, injuries and accidents, and (8) specialized funds for safety and health of Korean farmers.

Social enterprise has been increasingly recognized for as important economic and social contribution to modern society. Recently, many efforts and academic researches related to social enterprise are now emerging from practitioners and academics. This work focused on the key elements affecting the performance of social enterprises such as specifically social entrepreneurship, relationship-oriented organizational culture and government support policy. In this empirical model, two performance variables such as economic and social performance represent the dependent variables. And the size and age of the social enterprises are the controlled variables. By analyzing survey data of 107 social enterprises interesting and meaningful results are obtained. Social entrepreneurship influenced economic and social performance of social enterprises. And relationship-oriented organizational culture influenced economic and social performance of social enterprises. On the other hand, government support policy influenced economic performance of social enterprises, but did not influence its social performance. The developed empirical model of social entrepreneurship in this study showed that community-oriented organizational culture and government policy are important factors for the efficient and successful management of social enterprises in Korea.

For rural landscape management to run in virtuous circle, the present study has paid attention to the roles and activities of local residents and administration, which are the main sectors of managing landscape. In this respect, this study is aimed to arrange the roles of local residents and administration for landscape management and propose the basic data necessary to develope evaluation index for effectiveness of rural landscape policy. Key findings and implications are as follows. First, literature reviews of 18 landscape management studies found 37 administrative roles and 7 roles of local residents. And those roles were classified into 3 factors by similar concept: 'local government support system', 'landscape management planning', and 'promoting the participation of residents'. Second, two Delphi surveys were conducted with landscape experts to verify the validity of those evaluation items by sector. Third, factor analysis was carried out to analyze the hierarchical structure of those evaluation items. 3 sub-factors were extracted from 'local government support system' sector; 2 sub-factors from the 'landscape management planning' sector; and 4 sub-factors from the 'promoting participation of residents' sector. Fourth, the hierarchy of those evaluation factors was divided into high and low classes and sub-indexes were structured to examine the relative importance of each class and assign a relative weight on each index. The most important sub-factors were turned out as follows: 'local residents' will to practice landscape activities (0.112)', 'local government budget for rural landscape management (0.088), and 'restriction on buildings by village regulation (0.068). It indicates the viewpoints of the landscape experts that local residents' voluntary participation in landscape activities and agreement of local residents on landscape management by village, e.g. village regulation, are preconditions for successful landscape management. In addition, it is significant for a local government to secure the budget of landscape management to support local residents support.

As The Fourth Industrial Revolution and Intelligent Information Age came into full-scale, the policy of open government data has become a hot topic for each country. The United States, the United Kingdom, and other countries are shifting policy direction to "creating value" of open government data. Also, in the age of the digital economy where the data market is soaring, open government data is gradually being recognized as a new raw material for new business and start-ups. In addition, Korea ranked first in the OECD open government data evaluation twice in a row, and was highly evaluated in the international evaluation. However, domestic firms are still lacking in qualitative openness of government data, data is dispersed among institutions, lack of public-private data linkage, and development of app-oriented development. This study attempts to analyze major national policies for the creation of a data ecosystem that considers data lifecycle, from production to storage, distribution and utilization of data. First, the target countries were the leading public data countries among the OGP member countries, the USA, the UK, Australia and Canada. The results of this study are as follows. As a result of analyzing the results and comparing Korea's policies, it was concluded that most of Korea is superior in open government data policy. However, improvement of data quality, development of open data portal as an open platform, support for finding various users including apps and web development companies, and cultivation of open government data utilizing personnel are analyzed as policy issues. In addition, the direction of policy for the balanced ecosystem of Korea is presented together.

In this paper, we develop theoretical game models to determine the level of government subsidies for banks to provide policy loans to Innovative SMEs(small and medium sized enterprises) through banks, which otherwise would not finance them for the sake of their own profitability. For this, we compare net cash flows of each bank using different strategies against high risk innovative SMEs. A bank can decide whether to provide them loans or not In each period. Following Kim(2003)'s Infinite horizon model on the soft budget constraint, we introduce a situation in which banks compete against each other for higher net long-term payoffs from their loans to innovative SMEs and non-innovative SMEs. From the models, we show that competition among banks in general leads to a tighter decision against innovative SMEs, as a Nash equilibrium. It is not because the government bank is simply loose in providing loans, but because competition among commercial banks for fewer riskier borrowers results in tighter loan decisions against innovative SMEs. Thus, the competitive market for policy loans to innovative SMEs fails to reach the socially optimal level of loans for innovative SMMs. Commercial banks in the competitive market may require additional supports from the government to make up for the differences in their payoffs to support innovative SMEs, possibly much riskier due to moral hazards and poor discounted cash flows. The monopolistic government bank might also request such supports from the government to fund otherwise unqualified SMEs. We calculate an optimal level of governmental support for banks to guarantee funding such high-risk innovative SMEs over periods without deviating from their optimal Nash equilibrium policies.
Although there have been studies regarding the separating policy of dispensary and medical practice, little study have provided a concrete empirical evidence to what extent the policy objectives are achieved. In this paper, we try to provide empirical evidence whether the policy separating dispensary from medical practice achieved the policy objectives, which representatively are reducing the mis-use or over-use of anti-biotic prescriptions and medicines, and decreasing the government spending for the cost of pharmaceutical support. By comparing the average of the rate of change of the number of medicines prescribed, the rate of anti-biotics prescribed, and the government spending for the cost of pharmaceutical support between the areas where the separation policy was implemented and the exceptional areas, we concluded that it is difficult to conclude that the policy separating dispensary and medical practice achieved its policy objects, as it first announced to achieve in the introduction of the policy in 2000. However, the limitation of this study is that the data, that can thoroughly analyze the effect of separating policy of dispensary from medical practice, cannot be collected as expected. Hence, we could not use a parsimonious empirical model to evaluate the effect of the policy introduced in 2000. Rather we used a simple statistical method to extract enough empirical evidence fro m the data available. In the near future, we would expect to see more research that analyze the exact effect of policy separating dispensary and medical practice with concrete empirical model using more sophisticated dataset.
