A Study on the Understanding of Fire Service Officers to the Procurement Circumstances and the Alternatives for Procuring Fire Service Funds (소방재원의 조달여건 및 조달방안에 대한 소방공무원의 인식에 관한 연구)

  • This study is to investigate the problems of procurement circumstance of the current fire service funds and to suggest the alternatives for procuring the fire service funds for dealing with increasing demand on the fire service in the local autonomous era. The results are as the followings. First, most fire service officers see the procurement circumstances as premature stage and perceive the necessity of the improvement of this condition. In particular, the officers at the fire center recognize this problem as an urgent question than the officers at the front fire branches. In addition, as for the alternatives of the procurement of fire service funds, both groups prefer the long term plan to the short term plan, and show positive responses to the National Emergency Management Agency and central government as the entity to raise fire funds. As for the alternatives to improve financial system, both groups show the most positive responses on the way to increase the current common facilities tax. As for the specific procurement alternatives of fire funds, both groups agree the alternative to increase common facilities tax mostly, and to the next they agree the alternative to insecure fire funds by restructuring current financial system and by establishing fire service hospital and fire equipment maintenance center.

A Study on the Procurement of Iron Materials and the Production of Ironwork in Constructions of Royal Tombs in the Later Joseon Period -Focused on Sanneung-uigwes- (조선후기 산릉공역의 철물 조달과 철제품 제작 -산릉의궤를 중심으로-)

  • The purpose of this study was to comprehend the procurement system of iron materials and the production process of ironwork in royal tombs constructions in the later Joseon period. For this purpose, sixteen Sanneung-uigwes were analyzed. The following conclusions have been reached through the study. First, it was procuring five types of iron materials in constructions of royal tombs. Sincheol had been supplied up to the mid-18th century. On the other hand, the amount of jeongcheol was increased rapidly. Because of the procurement system of initial tools was changed from bokjeong(a kind of tribute) to self-production in the Noyaso. Second, the government stockpiles were utilized as much as possible than bokjeong to manage the limited construction period and sudden construction start. Third, before moving the site of tombs, the melting furnace was installed in the Gungisi(armament factory). The amount of the melting furnace was increased from 5 to 8 since producing the initial tools in the Noyaso. Fourth, six kinds of master artisans were worked in the field of producing ironwork. Metal worker was assigned to one person per melting furnace. Fifth, the quality of final iron materials was controlled by use. Since the 19th century, it had been produced enhanced ironwork.

Government R&D Programs and Innovation Activities (정부 기술개발 지원사업이 중소기업의 혁신활동에 미치는 영향)

  • Purpose - The purpose of this study was to examine the effect of government R&D programs on firm innovation activities. Design/methodology/approach - This study analyzed survey data on innovation survey in Korea. To investigate our research hypothesis we used ordered logit regression analysis. Findings - This study unveils different effects of diverse government R&D programs on firm innovation activities. Most of government programs-R&D tax incentives, information/training, and marketing supports-have positive effects on management innovation activities and negative effects of the usage of procurement programs on management innovation efforts. Some government programs-R&D tax incentives, R&D grants, information/training-have positive effects on technological innovation activities. Research implications or Originality - This paper investigates the effects of diverse government R&D programs on technological and management innovation activities. We examine simultaneous effects of multiple government R&D programs rather than effects of independent R&D programs. This result can contribute to develop more effective government R&D programs to support firm innovation activities.

  • With the radical changes and advancements of industrial economy, it is required to secure product competitiveness through technological innovations to overcome uncertain environments and generate a driving force for sustainable growth. So the Korea government introduced the superior product selection system in 1996 and has granted such incentives as priority purchasing and contracts the products of SME whose technological capabilities have passed the screening criteria. After analyzing the ambiguity of the evaluation procurement used in designation of excellent product, this study proposed seven detailed indexes for evaluation.

  • Local freight forwarders circles is suffering financially and insecure employment from over competition which caused by a saturated local logistics market. To overcome ongoing slumping business, it is high time that local freight forwarders went to blue ocean global logistics market, emerging UN procurement logistics market. However it is needed to study on method of successful entry, scrutinizing of market status and ensuing supporting measure from government and research institute.

Analysis of defense procurement agency Study on the appropriate brokerage fee and effectiveness (군수품 무역대리점의 효과성과 적정 중개수수료에 관한 연구)

  • In this study, two analyses were conducted in relation to the defense procurement agency. The first was a questionnaire survey conducted by defense business personnel to quantitatively measure the effectiveness of the defense procurement agency's utilization. In the second, the appropriate standard for brokerage fees was developed, the actual work of the defense procurement agency in overseas sales was surveyed, and the brokerage profit of the general product was applied to the defense procurement agency's brokerage profit data. Using the defense procurement agency was 1.07 times more effective than not using it, and the appropriate brokerage fee varied according to the project size. For medium / small projects, 5.1 ~ 8.7% of the total project cost is an appropriate brokerage fee, compared to 1.2 ~ 1.8% for big-scale projects. The government's appropriate brokerage fee is not fixed, but is elastically applied according to the size of the total project cost, and it is appropriate to analyze the characteristics of the project and identify and adjust the required activity cost in advance.

  • The first wave of e-government projects dating from the early 1990s primarily focused on setting up national and global information infrastructure, internal organizational reform, digital procurement, and the digital delivery of government services to citizens. Most of these e-Government projects have concentrated on the development of systems focusing on strengthening the formal agencies and institutions of government. To date, despite many theoretical and empirical studies on citizen involvement in terms of governance, relatively little attention has been paid to developing e-government systems with a focus on improving citizen involvement, which we call e-governance systems. This paper discusses the characteristics of the e-governance systems, identifies core requirements for its development, and suggests an e-governance system architecture that can satisfy the core requirements.

  • Recently, Goverment's Energy-saving policy in Korea as 'Green Growth' is very remarkable effort. By intensive poliicies, the private is encouraged to participate in policy. Especially, it is very important in the field of architecture and we have to work for construction of law system. However, these efforts of the government buildings for energy efficiency in use stage is as mandatory system that may occur in the construction phase and the enviromental impact of greenhouse gas reductions is not affected. For this reason, Assess the amount of the energy consumption and CO2 emissioont of Government Buildings in 2010 ordered by PPS(Public Procurement Service) in the construction phase and suggest to recognize the need for legal restrictions.

Analysis on Procurement Auction System in Public Procurement Service (공공투자사업의 입·낙찰 분석)

  • This paper considers the effect of various types of procurement auction system on competition focusing on the rate of successful bidding. We analyze the number of bidders and the rate of successful bids using online procurement data of the Public Procurement Service. The average number of bidders is 301 and the average rate of successful bids is 87.42% while the weighted average rate is 75.13%. These numbers show that there is quite strong competition among bidders and the rate is lower as the expected price is higher. When we analyze the data of price procurement auction, the rate is also shown to be lower as the expected price is higher. Furthermore, the rate decreases as the number of bidders increases which naturally makes the competition stronger. Meanwhile, the analysis finds that the inclusion of the onsite bidding, the PQ(Pre-Qualification) result, or major-10 winning companies cannot explain the rate much in our data. In case of turnkey-alternative, the average rate of successful bidding for 484 cases record 90.20%. The average is 84.89% with 120 alternatives and 91.97% with 364 cases of turnkey. The reason why the rate of turnkey-alternative is lower than that of price procurement auction is the lack of competition as well as the systematic difference. By setting up a model, we are able to explain the difference in rate caused by the respective reason. When we suppose there are 3 bidders in case of price procurement auction for a project that exceeds 100 billion won, the rate is expected to be around 64%. This implies that difference of 26% is caused by the systemic difference and 3% by the lack of competition. Therefore, we conclude that the difference in rate between turnkey-alternative and price procurement auction is caused mainly by the systemic difference. In case of PPP(Public Private Partnership) projects, among 154 projects in total, only 40% has more than 2 bidders that compete. The average number of bidders is 1.88 which is less than 2, and the average rate of successful bids is 90%. In sum, under the price procurement auction, there is strong competition which is reflected by the rate of successful bids. However, there is room to decrease the rate by strengthening the competition under the turnkey-alternative. Also with PPP projects, we expect the rate can be steadily reduced with revived competition among bidders.

A Study on Procurement of Construction Materials in the HwaSeong Construction Project (화성건설공사에서 자재의 조달방법 연구)

  • HwaSeong (Suwon Fortress) was built during the reign of King Jeong-jo in the Choseon Dynasty. Detailed information on the construction of HwaSeong can be found in Hwaseong Seongyeok Euigui. In this sense, it is necessary to perform a comparative analysis on the Hwaseong Seongyeok Euigui based on construction management factors. This paper aims to analyze the HwaSeong construction project from a modern construction perspective by comparing and reviewing information related to the procurement of construction materials of the time. For this, wooden and steel materials and tiles were analyzed by supply area, supply channel, type and price. From the results of the analysis, it is found that the government used both private and official channels to supply materials. In particular, except for wooden materials that could be supplied from Bongsan, the supply of materials showed a high dependency on private channels. In terms of steel, it was almost 30 percent cheaper through private channels than when purchased through the official channel. Finally, materials vulnerable to damage like tiles were manufactured from the areas near the construction site. From this fact it can be interpreted that the government had a flexible procurement system, including manufacturing on the spot and external suppliers,depending on the property of the material. It is expected these analytical results will serve as key data to understand the management factors in constructing HwaSeong.
