A Study on the Cultural and Content Industrial Policies: Networking the policy communities (문화콘텐츠산업정책에 관한 연구 -정책공동체(policy community) 연계방안을 중심으로-)

  • The primary purpose of this study is to suggest the governmental strategies for enhancing the capacity of the culture technology industries. By reviewing the past relationships between the government and industry in the process of industrialization, we have arrived at some of the lessons about 'positive' or 'negative' effects on the relationships. The newly revised government and high-technology-based industry relations should be reformed in order to make the industries efficiently operated and competitive especially internationally. We have suggested a conceptual framework for the relationship by considering the policy community in consideration of the characteristics of the industries. The policy community is consisted of four dimensions. each of which, we considered were specifically, (1) research institutes for collecting data, market analysis, and gathering informations for the industries, (2) financial institutions, (3) professional groups for advising and sharing the technologies to the industries, and (4) education institutes for providing skilled personnels. Because these policy community does not effectively interrelate each other, we suggested that government should play pivotal roles in connecting these four dimensions of the policy community. The policy networking is necessary for the industries to be more effectively work together. The roles of government then provide some of the ways in which the policy community working interactively. By way of conclusion, we suggest some of the ways in which the government make the industries much more productive and competitive in the world markets.

  • Government agency information has steadily increased as the role of government has expanded, and information provided by the government is increasingly a significant source for the public's understanding of government policy. Further, this information is an important resource for academic research oriented toward national development. However, in South Korea the distribution system for government information is far from ideal. This paper critiques that system It begins with a short history of Korean government Publishing policy, followed by a more detailed look at recent publishing trends. It then goes on to describe the legal, institutional, and technical aspects of Korean government's distribution of its information, focusing on weaknesses that prevent information from reaching those who desire or need it.

  • This study was to examined the acceptance of communication for people through smart phone focused users of smart phone. The results were as follows. First, smart phone's mobility influenced positively on attitude toward the transmission of government policy. smart phone's personal appropriateness influenced positively on awareness toward the transmission of government policy and usefulness toward the transmission of government policy. And smart phone's usefulness influenced positively on usefulness toward the transmission of government policy. Second, smart phone's ease of use influenced positively on awareness toward the transmission of government policy. smart phone's security influenced negatively on awareness, usefulness, attitude toward the transmission of government policy. smart phone's connectivity influenced positively on awareness toward the transmission of government policy. Third, usefulness and attitude toward the transmission of government policy through smart phone influenced positively on acceptance intention.

  • Most recently, the development and publication of the ordinance and the manual of policy qualify management is spreading the recognition of quality Control in the public sector. The purpose of this study is to introduce of the system quality Control for local government's policy. So we suggested lessons drew from case study(Daegu metropolitan city, Gumi city) on current introduction.   • As The Fourth Industrial Revolution and Intelligent Information Age came into full-scale, the policy of open government data has become a hot topic for each country. The United States, the United Kingdom, and other countries are shifting policy direction to "creating value" of open government data. Also, in the age of the digital economy where the data market is soaring, open government data is gradually being recognized as a new raw material for new business and start-ups. In addition, Korea ranked first in the OECD open government data evaluation twice in a row, and was highly evaluated in the international evaluation. However, domestic firms are still lacking in qualitative openness of government data, data is dispersed among institutions, lack of public-private data linkage, and development of app-oriented development. This study attempts to analyze major national policies for the creation of a data ecosystem that considers data lifecycle, from production to storage, distribution and utilization of data. First, the target countries were the leading public data countries among the OGP member countries, the USA, the UK, Australia and Canada. The results of this study are as follows. As a result of analyzing the results and comparing Korea's policies, it was concluded that most of Korea is superior in open government data policy. However, improvement of data quality, development of open data portal as an open platform, support for finding various users including apps and web development companies, and cultivation of open government data utilizing personnel are analyzed as policy issues. In addition, the direction of policy for the balanced ecosystem of Korea is presented together.

A Study on the Refusal of National Examination for Medical Students: Focusing on the Signaling Game Theory (의과대학생 국가시험 거부 사태에 대한 고찰: 신호게임 이론을 중심으로)

  • Background: Conflict in the medical world in 2020 led to the rejection of the national examination for doctors. This study explained the process until the end of the national test refusal situation triggered in 2020 through the signaling game theory. The government has succeeded in requiring medical students to take the national exam. Methods: To explain the rejection of the national examination, we first compose and show an example of two small non-signaling games where medical students know which type the government is of, then combine them to play a signaling game. Results: The behavior of the government and medical students was examined through the signaling game model. In the context of the coronavirus disease 2019 (COVID-19) pandemic, the government makes an ultimatum, whatever the type. And the medical students accept it. They judged that the government could not be expected to abolish the policy. If COVID-19 had not occurred, medical students would have been able to continue the confrontation. Conclusion: The government instilled in the other party the perception that the government would not bend its policies because it was the surly type and would not be afraid of a strong confrontation. Through the image created in this way, the government was forced to accept the ultimatum by medical students. Academically, this study is to deal with the policy-making process through the signaling game theory. In the area of health care policy, this study suggests that various situations such as the type of government or the spread of COVID-19 can become important in addition to the rationality of the policy itself.

An Analysis of Higher Education Policy: The Case of Government-Supported University Programs in South Korea

  • This paper examines government-supported university programs in South Korea over the last decade. To do this, we review the current status and issues of recent programs supported by the Ministry of Education. Thereafter, we draw some lessons and suggest policy implications for improving the effectiveness of government-supported university programs. The issues addressed include 1) low consensus amongst stakeholders in the higher education sector and top-down goal setting led by the government, 2) frequent reshuffling of the structures and contents of programs, 3) ineffectiveness due to redundancy of projects, 4) disparity between 'haves' and 'have-nots' in the higher education system, and 5) an inadequate evaluation system and assessment indicators. We suggest that government-supported programs should be realigned to stimulate the reform of higher education aimed at strengthening its publicness. The role of government needs to transit from 'leading' to 'supporting', while the universities should take initiatives in reforming the higher education system.

  • The purpose of this study is to classify government regulations and to present the direction of regulation policy in korean construction industry with focus on subcontract or special contractor. The literature research and type analysis are adopted as research method. And the results of this study are as followed. The study has shown the type of government regulations related with subcontract or specialty contractor in korean construction industry. Also, Having shown the institutional function of the regulations in the market. And the study has presented the approach to reform government regulations in construction industry. First, government must recognize not only economic efficiency but also social equity as equivalent policy values. Second, government must evaluate the benefit and cost of policy group as regulations have changed. Third, government must analysis the functions and effects of regulation reform in comparison with existing regulation.

Cost-Benefit Analysis of E-Government: Australia

  • When people contact the government they can use a variety of channels. That is, they go in person to an office, use a telephone service, access information via the Internet, send a letter, or use a third party. Since the Australian Government first recognised the potential of online technology to improve service delivery in its 1997 Investing for Growth statement, it has articulated its policies and strategies for e-government in a number of papers. E-government involves government agencies delivering better programs and services online through the use of new information and communication technologies. The policy papers included Government Online-The Commonwealth's Strategy, launched in April 2000, and a new framework for e-government, Better Services. Better Government, launched in November 2002. Most recently, the Government released Australia's Strategic Framework for the Information Economy in July 2004. These papers outlined the broad directions and priorities for the future of e-government in Australia, and sought to maintain the momentum of agencies' actions under Government Online. One of its key objectives was for agencies to achieve greater efficiency in providing services and a return on their investments in ICT (Information and Communication Technology)-based service delivery. They also stated that investing in e-government should deliver tangible returns, whether they take the form of cost reductions, increased efficiency and productivity, or improved services to business and the broader community Implementation of the Government policy has led to considerable agency investment in ICT-based service delivery. However government policy also requires managers to ensure that program and service delivery is efficient and effective. Efficient and effective use of ICT has the potential to improve service delivery and to make financial savings. This paper outlines how people are using the channels to contact the government in Australia. It also examines the level of satisfaction they have with those services and their preferences and expectations. In addition, this paper aims at identifying the methods used by Australian Government to measure the efficiency and effectiveness of their delivery of services, and at assessing the adequacy of these methods.

  • The research investigates the changes of current government policy for Micro-enterprises with respect to the government policy fund, start-up, management education and the relevant consulting services. The examination is used for providing the improving directions of Micro-enterprise government policy reflecting on the current Micro-enterprises. While Micro-enterprise belongs to the class of Small enterprise, the impact of the government policies in Micro-enterprise is much bigger than the other. For this reason, the fundamental investigation considering Micro-enterprise is crucial. In order to provide the improving directions, this research examines the incumbent government policies. Then, the analyses provides the changing agenda for Micro-enterprise. The suggestions contributes to the improving criteria for right paradigm of Micro-enterprise.
