From 2004 to 2013, the annual investment for the ICT sector in Korea amounted to about 3.2 trillion won. Depending on whether the government policy allowed for budget increases and/or decreases, this impacted the investment in the ICT sector. In particular, the fixed costs of operation and maintenance lead to a reduced chance for a new potential demands in IT programs. Even though a situation may exist that there are insufficient funds available, there is a need for building a sustainable long-term IT investment management system. The purpose of this study is to conduct basic research for the arrangement of preparation to meet IT needs required in the public sector. For this, this paper introduces the concept of IT Investment Management based on prudent forecasting. After both foreign and domestic relevant cases are reviewed, implications will be derived from the aforementioned cases. Through this process, the direction of IT Investment Management based on forecasting for the IT projects decision making will be suggested. These research results could be used for helping to develop better policies and a more efficient management of the public sector IT budget.
This study will show the determinants of research productivity by fields in science and engineering. However, we present the differences between fields by personal attributes, research resources, and research productivities. The data includes 1,383 researchers who participated in the BK21 PLUS program during 2010-2012. The fields are physics, chemistry, biology, mechanics, electricity and electronics and chemical engineering. As for research productivity, 3 indices are used such as the number of papers publicized, patents and combination of papers and patents. As for explanation factors, two kinds of variables are used. The personal factors include sex, age, academic rank, location of affiliation, and country of PhD acquisition, and the resource factors are the number of graduate students, 3 types of research funds such as government fund, industrial fund and overseas fund. This study is unique in several aspects; Dealing with 3 productivity indices, and using massive official data, 6 different fields, and determinants of research productivity. The results are as follows; 1) there is a big difference in determinants by fields. 2) No variables affect the research productivity of all the fields at the same time. 3) In science, the number of determinants are quite low than engineering. 4) The ratio between papers and patents are different by fields. 5) The correlations between paper and patent by fields are different; no relationship in the field of physics and chemistry and positive relationship in the other 4 fields.
This paper was analyzed to improve internal corporate venture system in public companies. The problems of internal corporate venture systems in a public company were as follows: First, lack of the CEO's willingness in venture business was shown. The culture of venture business also was not mature; Second, the employees were behind the effort to develop their business ability; Third, the objective views are needed to screening venture items and evaluation; Fourth, to measure performance of internal corporate venture, a clear basis and measure system were needed. Fifth, the reward was restricted; Finally, the mother-company did not invest any money for the spin-outed ventures The results of the paper were as follows: First, the CEO's support and effusion of venture culture were needed for successful internal corporate venture system; Second, a public company has to provide education program for venture and information--sharing system; Third, outside consultant may be utilized in finding venture items and feasibility evaluation. Fourth, each venture team may be provided a clear object and specific evaluation system based on characteristic of each team; Fifth, performance-base reward system is needed to enhance motivation; Finally, the public company has to provide find for the spin-off venture by utilizing government system and forming venture capital funds.

Most preschool children in Korea attend kindergarten (KG) or a child care center (CCC). CCCs, which focus on caring for the child, belong to the ministry of health and welfare. On the other hand, KGs are responsible for education, and belong to the ministry of education, science and technology. In order to resolve the decline in population due to low birthrates, the government is expanding the free child care and education policies. CCCs and KGs are combined together to form the 'NURI curriculum' and supporting funds have been increased in both governmental departments. In addition, economic support is provided for homeschooling households. Because this is a nationwide policy and applies to every single household, thorough preparation regarding the effect and side effects must be made. This policy is currently being implemented, and as child and adolescent psychiatrists, great consideration should be given to the influence on the population. Therefore, the Korean Academy of Child and Adolescent Psychiatry intends to investigate the effects and problems of the nationwide policy by analyzing the current condition of Korea's free child care and education and foreign policies. In the current paper, we reviewed the developmental process of Korea's free child care and education policy, as well as suggested future directions.
Local assemblers of agricultural products perform important distribution functions such as providing sales outlets, labor forces, market information, and financing, forward contracting, farming, physical distribution, and etc. However, their business activities are not transparent and producers are not effectively protected from unfair practices done by local assemblers. In order to enhance transparency and to increase effectiveness of governmental policies, local assemblers, which are mostly private management, should be organized as corporations. In order to organize corporations, the government should emphasize the importance of education and should provide corporations with governmental funds for improvement of agricultural distribution. Corporations should be developed to marketing cooperatives in the long run, and are requested to form their federations. It is also necessary to have transparent forward contracting system by local assemblers. In order to have transparent system, producers and local assemblers are guided to use standard contract forms and to operate offices handling unfair trade practices by local assemblers. We also need a place to exchange forward contracts, which can be developed to a futures market in the long run. In summary, local assemblers of agricultural products, which are mostly private management, should be developed to corporations and be operated by a transparent manner in order to protect agricultural producers and increase efficiency of trading.

This study examines whether successful stand-alone firms have more difficulties than the successful firms affiliated to business groups in external financing. The easiness of external financing is measured by investment-cashflow multiple. Controlling the effects on the multiple of the past business performances and the expectation of future business performances, we investigate how the ownership type affects the multiple. The empirical results show that, when cashflows are positive, the stand-alone firms exhibit higher investment-cashflow mupltiples. When cashflows are negative, however, the opposite is true, even though the statistical significance of the result is rather low. These results do not support the general idea that stand-alone firms must have more disadvantage than subsidiary firms in raising funds from outside. If member firms of business groups have no big trouble financing externally, then the above results imply that stand-alone firms do not either identify external financing as a major difficulty in running business. Thus, if the government seeks to formulate the selective policies supporting only the promising start-ups, instead of the general policies benefiting random start-ups, then the start-up financing policy should have a lower priority.

We have come to the time when we no longer ask why we computerize, but we need to concentrate on how to effectively accomplish the task. Application of computers has been very active in many fields in Korea during the last few years. And yet libraries are rather slow in taking adventage of computers most likely due to the lack of adequate funds and proper understanding of administrators, but also it seems that the majority of librarians are not quite prepared to adopt it. The purpose of this paper is to study the various aspects of computerization of library work, mainly for library administrators and librarians; although they need not understand the electronical and technical aspects of computers, but they should prepare themselves enough at least to be able to make proper requests to computer specialists in relation to what they want to accomplish with computers in order to improve the work of the library. In preparing this paper, not only successful cases of computer application which had been carried out in many libraries of advanced countries have been studied, but also various reasons for failure have been reviewed in order not to make the same mistakes. The paper covers those areas of library work where computers can be applied, such as feasibility, cost effectiveness, planning, implementation and some other aspects of computerization. As a conclusion, two viewpoints need to be discussed. First, each library should work cooperatively with other libraies instead of trying to develop its own computer programs, since we cannot affort to waste financial and technical resources as well as time. Computer applicable library work can be divided and assumed by certain libraries with responsibility to develop turn-key systems applicable to Korean university libraries. In order to carry out this task, there should be complete financial assistance from government, and in turn those libraries shouldf be required to offer assistance to any other interested libaries in Korea. Secondly, library school curriculum should offer such courses where future librarians can learn decision making, business administration and independent thinking in addition to traditional courses. Future librarians as well as those who are already in the profession should prepare themselves to meet the challenge of the professional requirements in order to meet the ever increasing and diverse needs for good quality service generated from the library users.
Focusing on open innovation which is regarded as an important framework for strengthening technological innovation capabilities, in this study empirical analysis is conducted on Korean manufacturing companies, particularly based on the survey results of 149 domestic manufacturing companies that carry out innovation activities in order to identify influence factors for open innovation activities. Analysis on the influence factors of open innovation activities categorized into characteristics of environment, firm-specific characteristics, and characteristics of institutions revealed that characteristics of environment in terms of the degree of market competition and technological changes influence outside-in open innovation activities. Such results suggest that companies respond to increased market competition or technological changes by promoting research and development (R&D) and maintaining or acquiring market competitiveness through introduction of external technology and utilization of external information by means of research collaboration, user innovation, and so on. In terms of firm-specific characteristics, outside-in open innovation activities are influence by R&D personnel, R&D investment, number of international business, export, and openness of corporate culture while inside-out open innovation activities are influenced by characteristics of international organization and CEO's capabilities. In order for companies to strengthen outside-in open innovation activities emphasis on research personnel, R&D input factors such as research funds are necessary whereas to increase inside-out open innovation activities organization solely responsible for international affairs should be established while the CEO needs to focus on open and cooperative entrepreneurship rather than internal technological innovation activities. In terms of characteristics of institutions, outside-in innovation activities are influenced by technological networking whereas inside-out innovation activities are influenced by networking for development of technology and the presence in industrial cluster. This means that the government needs to establish industrial clusters and try to expand technological networking to facilitate open innovation activities.
Up to date, the economic feasibility analysis on land consolidation and on-farm development projects were mainly depended upon the direct benefits from market value of project outputs. Therefore the projects were neglected in allocation of the government's financial funds and loans on account of undervaluation of the project benefits including socio-economic and environmental values of the projects. Accordingly the Extended Benefit Cost Analysis Method should be adapted to cover not only the benefits such as non-market values of environmental functions of the projects and but also the economic market values of the project outputs. The main objectives of this study is (1) to provision of the guideline for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits such as Productivity increase effect, labor saving effect, off-farm income increase effect during off-farm season, saving of O&M cost of farm mechanization, enhance of farmer's public health, increase of environmental public function of paddy fields, effect of food security and establishment of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible the analysis of non-market goods such as the food security value and the environmental public value of paddy fields. To carry out the study, the publication on the guideline for economic analysis of agricultural projects were reviewed and consulted and for the post evaluation of the land consolidation and on-farm development project, field survey in Jeongja area were made for the feasibility study of the project by new method. According to the initial project plan, Jeongja land consolidation and on-farm development project has 96ha of benefit area and the project was started in 1989 and completed in the spring, 1990. The total project costs were amounted to 1,052 million won and the annual project benefits were estimated at 135.4 million in 1989 constant market prices. On the other hand, the newly estimated project benefits as a part of post evaluation of the project were amounted to 602.1 million won including all the benefits from the market and non-market commodities of the project as mentioned above column. The original IRP(Internal rate of return) of the project was estimated at 15.81%. On the other hand, the IRR of the post evaluation of the project was amounted to 16.83%. In case of including the benefit from the environment public function of paddy field, the SRR(Social Rate of Return) was reached to 38.81% and when we added the benefit from food security of the project, the SRR showed very high rate as 46.41%. In conclusion, the project were verified socio-economically feasible and environmentally sustainable considering the above decision making criteria.

To carry out this study, the existing publications on the guidelines for economic agricultural projects were reviewed and consultation was made with a For the post evaluation study of the land consolidation and on-farm development project, field survey in Jigok and other comparative area were made to get available information. According to the project completion report, Jigok land consolidation and on-farm development project has 55ha of benefit area out of 69ha of gross area. The project was started in November 11th, 2000 and completed october 30th, 2001. The total project costs were amounted to 2,548 million won and the annual project benefits were estimated at 335million won evaluated by domestic market prices. The ERR(Economic Rate of Return) and SRR(Social Rate of Return) of the project based on the shadow pricing system were estimated at 4.4% and 16% respectively. On the other hand, the ERR and SRR based on the domestic market value system were amounted to 6.37% and 14.62%. In conclusion, Korean land consolidation and on-farm development projects have not carried out from the view point of economic rate of return under shadow pricing system but from the view point of domestic pricing system. For the future feasibility studies on land consolidation projects have to be carried out including the non-market values as environmental and food security function of the projects.
