A Study on Repair Process Analysis of Ship Hul Part (선박 선체에 대한 수리작업 공정분석에 관한 연구)

  • The global ship repair and modification market is expected to grow up to approximately $ 30 billion by 2025. Korea's shipbuilding industry is leading the world grounded on its international competitiveness in design and production technology. The reality, however, is that the ship repair and modification industry is centered on Gyeongnam, and there are only two to three ship repair workplaces that can repair large ships. Therefore, domestic ship repair companies target small and medium-sized ships mainly. This is because there are few workplaces equipped with a large dock in which large ships like LNG ships can be inspected regularly or repaired, complaints are severe for environmental problems, and related environmental regulations are so strict that it is very hard to obtain government approval for the extension of ship repair and modification workplaces or the opening of new shipbuilding sites. Besides, on account of the workers' high wages, few experts related, and higher ship repair price compared to that of Southeast Asia, most of the volume of repairing large ships including domestic LNG ships is being lost to Southeast Asian or Chinese markets. In this study, the work process and pre-work preparation process for ship hull (winch, windlass, hatch cover, ramp door, cargo gear, anchor chain) repair were analyzed and presented to foster domestic ship repair experts and revitalize related industries.

A Study of School Science Textbooks which was used from 1906 to 1915 in Korea (대한제국 후기부터 일제 식민지 초기(1906-1915년)까지 사용되었던 과학교과용 도서의 조사 분석)

  • This study investigated science textbooks used from 1906 to 1915 in Korea, which is often neglected in previous researches. By doing so, more practical and specific understanding of the science education during that period can be made. It was based on the historical achieves "School Textbook List"(Vol. $4{\sim}9$) which was published by the Ministry of Education and the Government General of Chosen and other sources. The results and conclusions of the research are as follow; (1) The science textbooks which have been used from 1906 to 1915 in Korea can be categorized into three different tapes of books, either written in Chinese, or in Japanese, or in Korean. The names of science textbooks were Nature Study, Physics, Chemistry, Natural History, Hygienics, Physiology, Zoology, Botany, Astronomy, Physiography, Mineralogy, Geology. These names were much broader than those in curriculum settled by the government and rather correspond to the names of science textbooks in curriculum which settled by private schools. Therefore those science textbooks had been mainly used in private schools. Moreover almost all of the science textbooks published in Korea have started to appear after 1906. Since then many schools were newly opened and the number of students increased. It is possible to say that substantial science education in Korea established after 1906. (2) Science textbooks from 1906 to 1915 printed in Korea were controlled in their use by the Ministry of Education and the Government General of Chosen. They were the main means of government regulations, supported by Private School Ordinance, Regulations for Official Examination of textbooks in 1908 and Law of Publication in 1909. According to the result of official examination, as the time went by under the Japanese ruling of Korea, the increasing number of science textbooks were getting banned. While the science textbooks had enjoyed more freedom than the other textbooks from the control by inspection of the Government General of Chosen, the situation has been significantly changed as Japan started to intensity the control of all kinds of textbooks in Korea. Although there were a lot of copied science textbooks, 62 science textbooks printed in Korea, 72 Japanese science textbooks were used in Korea, and 40 Korean were to be engaged in science education compiling and copying science textbooks. There developments in science textbooks alone suggest that there were enormous amount of potentials in Korean science education at that time. However, all of these effects and progresses were destroyed when the sovereign authority of Korea was lost to Japan in 1910.

A Comparative Study on the Legislative System of IPRs Management of government R&D outputs in Korea and U.S.A (한.미 국가연구개발사업의 지식재산권 관리제도 비교)

  • With the advance to the knowledge-based economy, science and technology (S&T) has been recognized as key factor in a nation's competitiveness. To cope with this kind of new trend Korean government has tried to increase the R&D investment and to streamline acts and regulations concerning national R&D activities. Korea's total R&D expenditure for the year 2007 amounted to about 31.3 trillion won including government R&D of 8.9trillion won. With these efforts the capacity of Korea S&T has made great strides recently. Korea was ranked world's top 7 in R&D investment, top 12 in S&T paper publication and top 4 in patent application. Korean government enacted several pieces of legislation concerning S&T : the "Technology Transfer Promotion Act (1999)"; the "Framework Act on Science and Technology (2000)"; and the "Presidential Regulation for Managing the Government R&D Programs (2001)." In addition, the government has put a lot of effort into promoting the commercialization of technologies developed in public sector and improving the infrastructure of technology transfer and commercialization. However in spite of these various efforts, the technologies obtained from the public sector have not been transferred to the industry properly. Only 24.2% of technologies developed in the public for the year 2005 were transferred to industry. The royalty revenues of the public for the year 2005 was 1.5% of their total R&D expenditure. It shows only a third of the percentage of royalty revenues for the public sector in the U.S.A. and a second of Europe. There are many obstacles of public technology transfer such as immaturity of technology market, lack of licensing experience, and inadequacy of legal system and government policy. In this study I compared the Korean legislative system of patent management of government R&D outputs with the American system, derived problems from Korean system, and suggested proper alternatives.

A Study on the Influence of the Government's Innovation Promotion Policy on the Innovation Performance of the Service Industry (정부의 혁신 촉진 정책이 서비스 산업의 기술 혁신 성과에 미치는 영향에 관한 연구)

  • This paper analyzes the effects of government support systems, regulation, and innovation promotion policy on technological innovation performance of companies in the service industry using 4,000 Korean service industry companies. Multiple and hierarchical multiple regression analysis were used to analyze the correlation between the individual factors and process innovation and product innovation. Government support, regulation and technology innovation in the service industry were tested. In addition, government innovation promotion policy includes government support and regulation and the technological innovation performance of service firms. As a result, the government support system affects both the process innovation and the product innovation performance in the service industry, but affects only the process innovation performance in the case of regulation. Innovation promotion policy was found to regulate the relationship between government support systems and regulation and innovation performance of the service industry. Therefore, these findings provide strategic implications for the management of enterprises in relation to government support systems and innovation policy. It is necessary to reorganize regulations that are outdated to improve the effect of innovation policies on innovation performance.

Policy on Administrating Childcare Centers for the Healthy Development of Young Children: Focusing on Policy Reviews and Suggestions for the New Korean Government (영유아의 건강한 성장을 위한 어린이집 운영 정책: 정책 고찰과 새 정부의 정책 제언을 중심으로)

  • Objective: This study purposed to provide implications in regards to the Moon Jae-in Administration that launched in May 2017. Three sectors of childcare polices on administration of childcare centers were reviewed in terms of supporting the healthy development of young children. Methods: Medium and long-term childcare plans and the main policies of previous administrations since 2004 when the Childcare Act was completely reformed, as well as the 'Five-year policy for the Moon Jae-in administration of state affairs' that was announced on July, 2017, were reviewed in terms of publicness of childcare, regulations on operation of childcare services, and customized childcare programs for diverse needs. Results: It was proposed that the concept of publicness of childcare should be conservative when focusing on public childcare centers. The regulations on operating childcare services should focus on improving structural dimensions of childcare quality to keep the well-being of children a top priority. Furthermore, diverse programs should be designed and implemented to satisfy changes in childcare surroundings and the various needs of children and their families. Conclusion/Implications: The Moon Jae-in administration is expected to outline childcare policies and carry out tasks under the new paradigm. The healthy development of young children should be embodied as the final goal that forms the vision of childcare policies based on publicness, rationality, and diversity.

Domestic and International PPL Regulations and Domestic PPL Activation Plans (국내 및 해외국가의 PPL규제현황과 활성화 방안)

  • As PPL has become available since the proposal of the revised enforcement ordinances of the Broadcast Law in January 2010, not only PPL has become increased in its quantity but its method has also become diversified gradually. However, there are problems in institutional and policy aspects in order to realize its potentials, and it needs to be reviewed more concretely. Consequently, the study aims to provide domestic PPL activation plans by the research of domestic and international PPL regulations PPL market situation was examined preferentially, and then Korean PPL market situation was compared to foreign countries' counterpart. In order that, PPL regulation plan of US, Japan, China, and other major Europe countries were compared to Korean's one. The problems and issues related to PPL regulation was also looked into, and practical PPL regulation plan was researched. According to that, improvement plan of PPL regulation and methodology to revitalize PPL in respect of business and government were suggested

The Effect of Regulation in the New Industry on the Business Performance (신산업 분야의 규제 도입이 기업 성과에 미치는 영향)

  • Many research works have been done in the field of the relationship between regulations and business activities. In general, the relationship is negative, so government took a regulation relaxation policy for some period. However, recently, the better regulation concept is more emphasized than the regulation relaxation. In particular, as the new industry comes to appear, we need to analyze the effect of regulations in the new industry to the business activities, and set up the regulation advancement policy. In this paper, the effect of regulations in the new industry on business activities and performance was analyzed and implications for better regulation policy was derived. According to the results, the effect was different according to the firm's size and the degree of integration in R&D. Therefore we need some consideration of the firm's size and the degree of integration in R&D for establishing the regulatory policies.

A Comparative Study on the Effects of Purchase Factors in Counterfeit Products on Satisfaction and Regret for Counterfeit Products of Korean and Chinese Consumers (한.중 소비자들에 대한 복제품 구매요인이 복제품 만족과 후회에 미치는 영향에 관한 비교연구)

  • There has been a gradual increase in distribution of counterfeit products and resulting damage cases from companies and consumers. It examines which antecedent variables have significant effects on consumer perceived satisfaction or regret. To test the related hypotheses, such antecedent variables as the utilitarian value, the hedonic value, legal regulations, and ethical mentality of consumers were examined and also did whether these factors have differences between Korean and Chinese consumers. Findings from the empirical analysis are as follows. First, Korean and Chinese consumers' perceived utilitarian value and hedonic value in counterfeit products in contrast to original products are found to have a positive influence on consumer perceived satisfaction with counterfeits while they have a negative influence on consumer perceived regret with counterfeits. Second, in the case of Korean consumers, the hypothesis that legal regulations on counterfeit products will influence the degree of regret with counterfeit products has been rejected. And it is found that the more ethical Korean consumers are, the more regretful for their post purchase they feel. Third, in the case of Chinese consumers, the hypothesis that legal regulations and ethical on counterfeit products will influence the degree of regret with counterfeit products has been rejected. Therefore, it can be said that the results in this paper provide significant implications for government policy, legal regulation and enforcement, and some need for a change in consumer consciousness and attitude as well as for marketing strategies of Korean and Chinese famous brand manufacturing companies.

  • In this paper, Seoul(25 regions), Jeonbuk(14 regions), Busan(16 regions) of 277 agencies for the based local governments were selected and reviewed an ordinance status and related laws. Based on information systems of self-regulation, the ordinance within the self-regulation for each region is being operated in the annexed form analyzed by the survey. A total of four categories(resident registration numbers, cell phone number, home number, income) by reference to the part that refused to disclose personal information, the survey analysis. Through this, The government manager who is frequently job rotation and consulting staff can understand and review the regulations by proposing the improving solution of the municipal rules. In addition, I suggested control item addition so that they can facilitate the municipal format revised review and verify the annexed form using Personal Information Management System.

Analysis of International Standardization Trend for the Application of Fuel Cell Systems on Ships (선박용 연료전지 시스템 도입을 위한 국제 표준화 동향 분석)

  • For the application of fuel cell systems on ship which is future eco-friendly ship technology, it is need that the modification of relevant laws and regulations with relevant technical development. This paper reviews the trend of fuel cell development, SOLAS and IACS UR/UI as a international regulations, international standardization trend such as IMO MEPC, IMO BLG and major classification rules, the consideration for the standard development of ship fuel cell systems, the implications for application of fuel cell systems on ships in Korea. The IGF Code which is developing in the IMO included fuel cell, and thus Korean government and related company should participate in the codification. The analysis of development of IMO's relevant regulations also needed for the preparations.
