In the past few decades, the importance of dynamics of University-Industry Linkage(UIL) in strengthening national and regional innovation competency and global competitiveness has been progressively more acknowledged. However, establishing an effective UIL for a better economic development is still a challenging endeavor in Ethiopia, particularly in Tigray region. This study is aimed at assessing the status of UIL and in order to achieve such aim it analyzed the determinants of firms' intensity of interaction with the Mekelle University (MU) and the effect of the intensity of interaction on the relevant firms' innovation performance. The findings of the study showed that the status of UIL between the firms and the university in Tigray region was at an infant stage. The study also found that firm size, firm age (startups) and government supports have had a significant effect on firms' intensity of interaction with the MU. However, the firms' intensity of interaction with the MU did not have any significant effect on the firms' innovation performance. In contrast, cooperation with customers, other groups and suppliers, firm size, firm age, and in-house R&D activities were found to have a significant effect on the firms' innovation performance. In conclusion, the acquisition of knowledge and technology from university does not have an important role in firms' innovation performance in the studied region. Consequently, the government should design effective strategies and assign responsible bodies to implement the strategies, create awareness, and organize both firms and university to meet and work together in order to enhance firms' innovation performance.

Telecommunication costs have been increasing successively in Korean households. Even though there are a lot of issues related to the high charges of mobile telecommunication services, plausible solutions have not been provided yet. 99% of Koreans use mobile phones and it is the highest in the world, but charges are relatively high. This situation may be brought by the government policy that supports 'three companies system.' Even the least efficient company might sustain by a tacit bottom price policy and the government did not introduce MVNO into the market. The government can make mobile phone charge system consider cost only in a proper manner and constrain marketing costs to the rational level. And it can reduce mobile charges and rights of consumers must be respected by restraining too much complicated rates system. Fairness of mobile phone charges could be achieved by mobile phone market structure improvement through active introduction of MVNOs and reduction of excessive marketing costs. If proper market structure and policy management are secured, 30% cut of charges could be achieved. And mobile service bills may be made more acceptable if charge is based on a measured rate system according to the amount of data usage.

New product or new technology developments are directly linked to a firm's survival and thus their performance and improvement are gaining attention in the midst of rapidly changing business environment and aggravating competition. However, despite SMEs' significance in the national economy, they are limited in terms of size and resources in possession, so the government provides a variety of supports as a policy. According to a study on the organizational life cycle, a firm's limits and difficulties differ by growth stage, so the supports need to be tailored. Based on the data from 2,575 firms that responded to the "2011 SMEs Technological Statistics," how technological capability level and deviation in the R&D process affect the R&D sales performance was studied. The result of analysis revealed that the technological capability has a positive impact on the R&D sales performance. It was also learned that the relationship between deviation in the technological capability and R&D sales performance was moderated by the government support. For the hypothesis that the government support would have a different moderating effect by growth stage for the impact the technology level has on the R&D sales performance, the empirical analysis showed a different meaningful moderating effect for each growth stage. The theoretical implications of the study are that, instead of a simple relation of dynamics that does not take the growth stages into account, it suggested a more realistic causal relationship model that reflects the complex environment the SMEs are in and that the need for measuring and using the deviation in technological capability as a research variable has been justified. The practical implications are that the government policy for supports can be tailored to a growth stage and that the guidelines have been suggested to effectively use the government funding by encouraging the SMEs in a different growth stage to adapt to the customized policy.

This study examines the impact of government funds to venture capital on investment in early-stage firms. We provide novel explanations about this relationship focusing on mechanisms by which government funds influence the perceived uncertainty, decision about investment priority, scale economy of investment, information asymmetry in investment decision, and capital expense. We argue that venture capital's investment in early-stage firms increases as government funds increase and as government funds are explicitly directed for early-stage firms. However, we further claim that the impact of government funds on early-stage investment will be decreasing as their size increases and finally be reverted to negative impact beyond a certain amount of funds to show inverse-U relationship. Our empirical examination using data from 105 Korean venture firms active as of 2013 consistently supports the claims. This study contributes to the venture capital literature by providing novel arguments about mechanisms and effects of policy intervention in venture capital. In practice, we expect our results will provide an opportunity for relevant policy makers to review their venture support policy based on empirical evidences for policy effects.
This study seeks the implications for the Korean family welfare policies after examining the characteristics of fertility rates and family welfare policies of advanced OECD countries, and comparatively analyzing the fertility rates among clusters of countries having similar family welfare policies. The fertility rates of most advanced OECD countries declined below the population replacement level in the 1970s, and continuously declined slowly after that period. But in the 1990s the fertility rate of some countries increased, on the other hand that of other countries declined. Such a difference of fertility rates suggests that there is some correlation between the fertility rate and the family welfare policy of each country. Advanced countries became concerned about the decline of fertility rate, established the government Population Issues Committee in order to deal with population problems, and increased family welfare supports. But the level and pattern(focusing on maternal employment supports or child-rearing supports) of each country's family welfare policies are differently developed according to its political ideology, cultural and historical background, and economic environments. A comparative assessment of the fertility rate among clusters of countries having similar family welfare policies demonstrates that the higher the level of family welfare supports is and the level of maternal employment supports in comparison with that of maternal child-rearing supports is, the higher of fertility rate is. And a comparative assessment of the fertility rate changes among clusters of countries also shows that the higher the level of family welfare supports is and the level of maternal employment supports in comparison with that of maternal child-rearing supports is, the higher the increase of fertility rate is or the lower the decrease of fertility rate is. The implications for the Korean family welfare policies are summarized as follows. First, it is necessary to establish the government Population Issues Committee which can study systematically fertility rates and population problems, and provide comprehensive population measures. Second, family welfare supports should be expanded through the establishment of family allowances, the prolongation of maternity leave and child-care leave and the upward readjustment of child-care leave benefits, and the extension of public child-care facilities. Third, maternal employment supports such as public child-care facilities and maternity leave should be given more weight than maternal child-rearing supports such as family allowance. Fourth, it is required to prepare social environments which can provide the youth with the hope that child-rearing is not difficult and gives them happiness.
The crisis in profit and funding for animation is in evidence around the world. The change in media environment has forced broadcasting advertising revenue down and animation viewers spread out. Now, animation players in the strongest position are either the US major studios, or producers benefiting from domestic support schemes. Government support is available in many countries because many governments believe that support for domestic animation carries both economic and cultural benefits. This paper is designed to suggest new policy schemes for Korean animation industry. The new paradigm of animation policy needs a new perspective on content industry as a whole, not centered on the animation itself. The researchers on public policy for culture, audiovisual and content industry argued that the government should, (i) play the role of facilitator for virtuous cycle of industry value chain, (ii) provide fiscal support through automatic and selective schemes, (iii) provide tax benefit to strengthen the competitiveness of industry, and (iv) enforce the broadcasters to contribute to domestic programming and financing. Comparative analysis on French and Canadian audiovisual policy supports such arguments, and animation industry of two countries are enjoying the high audience ratings and sustainable production volume. From the analysis, this paper suggests the new government schemes for Korean animation industry, which are, (i) securing the public funding for fiscal support, (ii) introduction of automatic production support, (iii) modification of broadcasting quota, (iv) broadcaster's performance envelope and production quota, and (v) tax benefit as indirect support.

Object: The purpose of this study was to survey the government official support status of the agricultural diseases, injuries and accidents among Korea and foreign countries and to suggest the agricultural policy of Korea. Methods: For this purpose, we analyzed the current national management support status among four foreign countries and Korea about agricultural diseases, injuries and accidents of farmers. For the foreign countries and the national support current status of agricultural diseases, injuries and accidents, related literature such as books, theses, articles, and web documents from the government organization of each countries were collected and analyzed. Key words for web-site and web documents were agricultural diseases, injuries, and accidents, government official system, safety and health, farmer's welfare, and farmer's official support system. UK, United States of America, France, and Japan were selected as the foreign countries' cases. Results and Conclusions: Implications for the agricultural diseases, injuries and accidents derived from the reviews among foreign countries and Korea were as follows: governmental supports should include (1) efforts on unifying administrative systems, (2) special support and management systems focusing on special subjects such as the agriculture that have been neglected, (3) aligned strategies including vision, goals, long-term plans about national safety and health projects, (4) development of supporting systems considering the features of agriculture, (5) systemized national surveys about occupational injuries and accidents for basic statistics and national studies, (6) active prevention efforts of agricultural diseases, injuries and accidents, and (8) specialized funds for safety and health of Korean farmers.

The objectives of this study were: a) to classify the rural women's roles according to degree of participation in farming and decision making, b) to find out the needs for support policy considering the role types, and c) to put forward the programs for supporting rural women according to their role types. This study was based on a literature review, empirical analysis, and opinions from a panel of experts and professionals including rural women in Korea. Based on the findings from this study, the following suggestions should be considered for supporting the rural women according to the types of their roles: 1) Government should enhance the support system for rural women in terms of policy and social system. Careful considerations on the status of woman farmers according to their role types should be reflected in the policy and social system. 2) Family cultural reform, farming helper system, reducing the housework burden, supporting educational expenses, and providing more opportunities for closer contact to the community actions and educational programs should be included in the support system. 3) Rural women's participation in various community action and educational programs should be encouraged by providing diverse incentives, appropriate information and educational supports designed to support woman farmers.
Diverse official policies in community are available for caregivers to take care of the elderly in the US and the UK. This study aims to examine the recent changes in government supports based on The Recognize, Assist, Include Support and Engage (RAISE) in the US, and those by Carer Act 2014 in the UK, to take any good lessons for Korean policy. Caregivers will play a new role to develop innovative treatment for patient-centered care. The UK strengthens to provide various efforts for working carers while assuring economic efficiency in labor market with empirical evidence. The major four ways to support carers were developed agreed with the acknowledge of caregiving value and their human right; financial support, direct services for carers, flexible work time, and advocacy. Korean supports policies for carers in long-term care and social welfare will be more effective in community care system if more evidence based policies are prepared.
The paper presents an Integrated E-Community System (IECS) for management, decision and service, designed for the e-government project of Haishu District of Ningbo, Zhejiang, China. The project need is to promote the integration of management information and service information of communities, providing a unified platform on which different departments of the district government can share and exchange community information, government officers can analyze information and make decisions, and the outside users can access and request services. To meet the project need, the IECS consists of five parts: 1) The Central DataBase (CDB) that stores all information related with management, decision and service of communities: 2) Information Extracting Subsystem (IES) that provides functions of extracting data from data sources, transforming and loading them into the CDB for system administrators; 3) Information Management Subsystem (IMS) that provides functions of querying and sharing of information for government users, and functions of information maintenance, rights and log management for system administrators: 4) Intelligent Analysis Subsystem (IAS) that provides functions of extracting analysis related data from the CDB and loading them into the DW, and functions of multi-dimensional analysis and decision-making based on the DW and OLAP for government users; 5) Information Service Website (ISW) that provides functions of promulgating and collecting of information for government users and system administrators, and functions of browsing, querying and requesting of service information for outside users. The IECS supports management, decision and service of a government based on a unified data platform--the CDB, and ensures data security by providing different workplaces and rights for different users. In the real application, the system works well.
