Analysis on Bidding Behavior in Score Auction: Highway BTO Projects (수익형 민간투자사업(BTO) 입찰평가 분석: 도로사업을 중심으로)

  • Upon selecting preferred bidder in Public-Private Partnership projects, multi-dimensional procurement auction, where price factor and non-price factor are evaluated, is used. This paper tries to analyze bidding data in BTO road projects. It is shown that a winner tends to get higher score in bidding evaluation, which is partly due to increase in base score as well as fiercer competition among bidders. It turns out that score margin in non-price factor was determinant in selecting winner. Also, there was no competition when the level of bonus point was set too high. For price factor, it costs 730 million KRW per score in construction subsidy by government, while it costs 2.43 billion KRW per score in toll revenue. For non-price factor, it was estimated to cost 2.30 billion KRW. Based on the results, it was suggested that we should have appropriate level of bonus point for first initiator, change in scoring rule in construction subsidy part, adjustment of base score in evaluation.

Development of China's water public-private partnership and the growth of Chinese water players (중국 물산업 민관협력사업(PPP) 발전과정과 중국 물기업의 성장요인 분석에 관한 연구)

  • Since China adopted Public-Private Partnerships (PPPs) in the water sector in the early 1990s, PPPs have played a key role in improving infrastructure development in China. As the Chinese water market became one of the most enormous and potential existing in the world, once a water player settles down in the market, the company tends to be the world-leading water player on the basis of the number of people served from water infrastructure. Unlike the early PPP period overwhelmed by several water transnational corporations, local water players began to dominate the domestic market and have recently expanded their influence overseas. The Chinese government has continuously intervened to promote private sector participation of local water players in the PPP development process in legal and institutional aspects. Thus this article examined the development of water PPPs in China and analyzed the successful elements of local water players' growth related to the government policy.

Analysis of Regulatory Coherence in the TPP (TPP 협정의 규제일관성 내용 분석)

  • Trans-Pacific Partnership Agreement and Trans-Atlantic Trade and Partnership Agreement introduce "regulatory coherence." Regulatory coherence refers to "the use of good regulatory practices in the process of planning, designing, issuing, implementing and reviewing regulatory measures in order to facilitate achievement of domestic policy objectives, and in efforts across governments to enhance regulatory cooperation in order to further those objectives and promote international trade and investment, economic growth and employment." This paper traces ideas dealing with regulatory reform and regulatory transparency as discussed in OECD, APEC and selected WTO agreements, examines the text of the regulatory coherence chapter of TPP and TTIP, then examines the regulatory reform system of Korea to see whether Korea satisfies the conditions set forth in the regulatory coherence chapter of TPP. The paper concludes that the Korean regulatory reform system mostly satisfies the requirements of the TPP chapter on regulatory coherence, but some additional procedural reforms are needed for laws proposed by National Assemblymen, and regional laws proposed by regional governments. Finally, the paper notes that the Korean government has been mis-translating regulatory coherence as regulatory convergence, which is a separate idea, and the government should correct its error as soon as possible.

A Study on the Collaborative Partnership Factors between Freight Forwarders and Consignors (국제물류주선업체와 화주기업의 협력적 파트너쉽 요인에 관한 연구)

  • Due to the recent worldwide economic downturn, companies are required to put more effort into their innovation and quality improvement. In particular, business relationship is increasingly emphasized to be changed from a vertical relationship to a more horizontal relationship, such as collaborative partnership based on trust. In the logistics industry, through the collaboration, consignors can gain competitive advantages by focusing on their core capabilities, and freight forwarders also take advantages of securing stable cargoes and specialist expertise in distribution. Therefore, this study aims to identify key factors for developing a collaborative partnership between freight forwarders and consignors, and further examine the differences between the two groups empirically by using questionnaire survey. Based on the results, the main factors were found as follows: 1) Trust Building, 2) Competence Improvement, 3) Business Ecosystem and 4) Government Assistance. According to the analysis on sub-factors, first, among the four main factors, it turned out that trust is the most important variable. Specifically, the sub-factor of providing regular and stable service was revealed to be most critical. Second, it was found that forwarders need to improve services on 'Information Exchange System' and 'Electronic Data Interchange'. Finally, it is necessary for both consignors and forwarders to have better understanding of partnership. Key implications for both groups are highlighted based on the results.

  • The economic growth rate and the urban population of the Vietnam are steadily increasing. As a result, the size of the Vietnam's construction market for infrastructure development is expected to increase. However, Vietnam is adopting PPP(Public-Private Partnership) to solve this problem because the government lacks the financial and administrative capacity for infrastructure development. PPP is a business that lasts more than 10 years, so risk management is very important because it can be a long term damage in case of business failure. This study proposes a self-organization map (SOM) for analyzing the impact of risk factors and determining the priority of them. SOM is a visualization analysis method that analyzes the inherent correlation through the color pattern of each factor.

  • Global changeover to renewable energy is an inaugurate initiatives as one of the UN sustainable development goals. But the State alone can not achieve its goal, in particular, countries classified as bad governance. However, when the combination of innovative public-private partnerships including technology and operational innovation can be made, it can provide with rural remote villages of developing countries with more sustainable environment. In other words, we tried to show examples of success in energy supply by reducing costs and increasing marketability through various partnerships(technological innovation benefits). Base on the question, this paper examines the cases of Steama.Co, Ewang'an in Kenya, and Grameen Shakti in Bangladesh, and analyzes the developmental effects of differences in partnership types.

The Impact of Tariffs on Vietnam's Trade in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP)

  • The study assesses the impact of tariffs on Vietnam's trade in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Research data was conducted between 2001 and 2018 on the official website of the Uncomtrade and the World Bank. This paper uses the gravity model to estimate the relationship between data series and considers the impact of factors on Vietnam's trade with CPTPP countries. The results have proven that tariff reductions have a positive effect on Vietnam's trade. Besides, the trade openness of Vietnam and CPTPP countries has positive impacts on Vietnam's trade. The study also shows that Real Effective Exchange Rate (REER) between Vietnam's and CPTPP countries' currencies has no strong effect on Vietnam's trade. Based on these findings, the article also suggests a number of policies to promote Vietnam's trade in future. In order to support businesses to better utilize opportunities and promote exports to CPTPP countries, the government of Vietnam should: (1) focus on reducing costs and time to participate in the market for production and business investors; (2) improve business investment environment to mobilize resources for production; and (3) continue to organize information campaigns to raise businesses' awareness of how to take advantage of CPTPP preferences.

Study on the Impact of Joining the CPTPP on the Korean Auto Industry (CPTPP 가입이 국내 자동차산업에 미치는 영향 연구)

  • On February 14, 2019, the government of Korea formally decided to consider the feasibility of joining the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) and has since been conducting bilateral consultations with individual member countries. In terms of the impact estimation, the CPTPP is actually a Korea-Japan FTA, and the most sensitive issue in the FTA is the opening of the auto industry market to Japan. Despite these circumstances, previous studies have predicted that the auto industry will be a beneficiary industry when joining the CPTPP. However, the Korean auto industry is opposed to joining the CPTPP. In order to investigate the cause of this discrepancy, this paper examines the problems of previous studies in estimating the impact of joining the CPTPP and found that the preceding study did not consider the industrial characteristics of the auto sector, especially in the context of Japan-Korea trade, and was heavily dependent on the Armington elasticity (structure) in the demand function of the GTAP CGE model. As a result, the domestic auto sector could lower prices and increase exports when joining the CPTPP. This paper attempts to precisely re-estimate the impact of joining the CPTPP on the auto sector in a way that corrects these problems by changing the CGE model and reflecting the major characteristics of the industry, with policy implications for the negotiation of CPTPP accession.

Analysis on the Welfare Effect of the PPP Implementation (민간투자사업의 후생효과 분석)

  • This study investigates the welfare implications of BTL projects using a general equilibrium model with the public sector and public-private partnerships. We show that when the government is not allowed to run budget deficits but private firms is able to overcome the financial constraint, BTL projects performed by public-private partnerships (PPPs) could be a good alternative and improve the welfare of the model economy. This paper quantitatively investigates excessive expansion of PPP projects and several alternatives to retrieve welfare losses caused by such an expansion. Assuming that future rents of BTL projects are not taken into account, we find the welfare losses up to 20 percent relative to conventional government projects. Finally, we show that it would be possible to reduce the losses by transforming the fully depreciated capital stock of the government projects into much smaller new PPP projects.

  • The purpose of this paper is to discuss the impact of the New Container Security Initiatives of U.S., CSI(Container Security Initiative) and C-TPAT(Customs-Trade Partnership against Terrorism). The CSI which aims to pre-screen high-risk containers in ports of loading. It is a unilateral effort that seeks to develop bi-lateral agreements between the United States and foreign countries with significant container trade volumes into the U.S. C-TPAT is a voluntary initiative to develop cooperative security relationships between the U.S. government and U.S. firms in the global supply chain. Government and Industry have already responded with proposals to create more confidence in supply chain security. These proposals call for heightened inspection and scrutiny of the goods flowing through a supply chain, increased information exchange among participants of supply chain. While government and the private sector are working together to launch new initiative to create more secure and reliable supply chains, industry is rapidly exploring the potential of new technologies such as RFID. The security recommendations will eventually become the requirements to be complied with by importers and their supplier extending to the carriers. It is needed that Korean shippers involved in US importer's supply chain should pay attention to the requirements and start implementing the security measures.
