Technology Planning-Based Management for the Dissemination of R&D Outcome of Government Supported Research Institutes

  • This study deals with technology planning-based management for Basic R&D Programs of government supported research institutes (GRIs). The Korean Research Council for Industrial Science and Technology which consists of major GRIs needs to implement new government policies which focus on the dissemination of R&D outcome, collaborative research, and performance-oriented R&D investment. The major characteristics of technology planning-based management include the hierarchy of market-oriented technology plans and the valuation of core technologies. We also suggest technology classifications and project network diagrams.

  • Today, government is no longer considered the sole provider of public works or services. Public-Private Partnership (PPP) has been recognized as an important approach to solving problems for governments in providing public works and services. However, the joint ownership of public works/services complicates the administration of PPP projects. Particularly, the fact that government may rescue a distressed project and renegotiate with the developer causes serious problems in project procurement and management. This paper aims to study when and how government will rescue a distressed project and what impacts government's rescue behavior has on project procurement and contract management. A game-theory based model for government rescue will be developed. This pilot study, the author hopes, may provide theoretic foundations to practitioners/policy makers for prescribing creative PPP procurement and management policies and for examining the effectiveness of PPP policies.

A study on the Maintenance and management of Dongnaebu Government Office building as seen through Official Documents in the mid-19th century (19세기 중엽 동래부 관아(官衙)의 유지와 관리)

  • This study investigated the maintenance and management of government office building in Dongnaebu, Gyeongsangdo in the mid-19th century. In the late Joseon Dynasty, Dongraebu was an important point of national defense and a place of trade and diplomacy with Japan, so it had many government facilities. There are very few government facilities remaining today, and no structure remains. Therefore, it is possible to grasp information about the government facilities through the old materials. Currently, there are public documents related to the local government offices such as Eupji, Eupsarye, and Junggi. Through comparison between public documents, we will examine the maintenance and management of Dongnaebu government facilities in the mid-19th century. As a result of the research, Dongnaebu government facilities were supervised by department and managed like articles. In addition, the name, size, and changes were all recorded in the management of the goods, and the authority of responsibility was clearly stated. This result is because the remaining material has the purpose of preparation as an accounting book. As a result, it was found that the government facilities in the late Joseon Dynasty were managed by a systematic department with clear authority.

정부출연연구기관에서의 자금조달환경의 불확실성이 관리통제시스템에 미치는 영향 - PBS 제도 도입을 중심으로 -

  • This paper examines empirically if the increase of funding uncertainty in government supported R&D institutes(GSRIs) in Korean cause managers to use more effective management control practices. Recently government introduced a new government R&D budget management system, based on competition, named PBS(Project Base System). Government requires GSRIs to be self-supporting and compete for funding from government. The introduction of new budget management system named PBS, has resulted in the increase of funding uncertainty in GSRIs. According to institutional theory, government organizations gain legitimacy by conforming to external expectations regarding management control practices, In contrast, contingency theory proposes that management control practices are driven by the fit between the technical features of the environment and the management control practices. The contingency literature provides that one external factor expected to motivate government managers to use more efficient control practices is the presence of competition and funding uncertainty. This paper use both theoretical perspective to develop hypotheses and examine the influence of funding environment on management control practices. Results show that the more institutionalized environment, the more managers in GSRIs rely on bureaucratic mode of control for conforming to external requirements, and the greater the funding uncertainty, the more managers use results and personal modes of control to improve research team performance.

Conflict Structure of Urban Growth Management Policies and Conflict Mitigation Alternatives : Lessons from the United States' Experience (도시성장관리정책의 갈등 구조 및 조종 미국 도시성장관리정책의 교훈)

  • This study aims at drawing implications for Korea's urban growth management policies from U.S.A's experience on this issue. This study analyzes two types of contradictions in planning and implementing urban growth management policies: 1) value conflicts in goal setting and 2) contradictions among different level of governments (local, province, nation). As mentioned by Campbell (1996), there are three types of conflicts in objective values (efficiency, equity, and environment protection): property contradiction between economic growth and equity, resource conflict between efficiency and environment protection, and development conflict between equity and environment protection in urban growth management policies. In implementing urban growth management three types of conflicts in goal values should been taken into consideration. Contradictions among local governments, province, and central government are also found in implementing growth management policies. The lessons from the United State are as follow: 1) growth management plans are initiated by the local government and during the planning process adjacent local governments review a local government's growth management plans and give inputs for the plan, 2) local government and State work together for growth management planning and specially, the State provides technical and financial assistance to local government, and 3) the State plays leading roles in local government's planning and implementing of growth management policies with carrot and stick policy.

  • This study investigates the application of management information systems to the quality of local government financial reports, especially the principle of transparency and the law of accountability, which have been measures of financial statement performance evaluation. The study was conducted in Enrekang Regency, Indonesia, which, based on the results of the examination, the Supreme Audit Board reported the status of Disclaimer, Fair with Exceptions, and Fair without Exceptions for three years each. This study used a sample of 35 respondents, finance department employees who worked on local government financial reports. Descriptive quantitative data were collected using a questionnaire instrument, then with the assistance of the Program Solution and Product Statistics (SPSS) Program, data were processed to test hypotheses. The results showed that the use of management information systems based on information and communication technology (ICT) had a significant influence on the quality of local government financial reports. The findings of this study indicate that the application of ICT-based management information systems affects the accountability and transparency of local government financial reports. This finding is reinforced by the use of the principles of government agility in the form of government apparatuses that apply responsive dexterity, flexibility agility, and competency agility.

Government-owned Bank Relationships and Firm Performance (정부소유 은행관계와 기업 경영성과)

  • This paper examines the relationships between the Korean government-owned banks and the firm performance. We investigates this empirical analysis using a data set containing virtually all Korean publicly listed firms for the period of 2004-2006. We find the negative relationships between government-owned banks and firm performance. The strong relationships between the Korean government-owned banks and the Korean listed firms may lower firm performance. The Hold up costs may be present in the government-owned bank relationships. The government-owned bank relationships in the Korean listed firms may could shape the negative management decisions and firm performance. On the lines of concerns on the impact of government banks, this paper will provide new evidences on the impact of government-ownership of banks on the Korean Economy. Particularly, empirical analyses in this paper revealed new evidences on the recent firm-bank relationship or government banks researches.

  • This study reviewed the US military government's record management system to fill the gaps in Korea's record management history. The US military government's record management system adopted the concept of "mixed use" between the Japanese Government-General of Korea and the US Army because of the dualized administration and constituency of human resources. In addition, the US Army's record management method was introduced during the US military administration to manage historical records and produce official documents that mix Chinese and English letters.

  • Administrative works of local governments in Japan always have been led by central government. Local government organizations have gotten used to control of central government, whose organization is divided vertically into divisions. Such organizations as lack of cooperation of each administrative division could not define strategic goal appropriate for their district independently and could not give an efficient and optimized solution to their strategic goal. Under existing management system, it will be difficult for local governments to rapidly adapt to changing society. Under these circumstances, it is necessary for local governments to structure new management system independent on central government's instructions in order to manage appropriately.

  • The purpose of this study is to explorer some strategies for implementing successfully the qualify management for public policy (PPQM) in local government. Researchers for reaching at the purpose reviewed a literature on QM (or TQM) and PPQM in chapter II and suggested implementing strategies of local government's PPQM in chapter III. Implement strategies of local government's PPQM have to build a framework, establish an operating system, develop a customized PPQM's manual, and develop a capacity of local government's civil servant for implementing the PPQM and then build an evaluating system on the result of the PPQM's implementation in local government.
