  • As Internet CIS technology keeps improving dramatically, its use on ordinary people is widely expanded. Informatization of local government is accelerated by the introduction of e-government policy with the purpose of providing public information to the citizen. According to this, construction of Internet homepage is increasing very rapidly by each department of local government. However, the public information service using Internet GIS is very limited. In this study, we propose how to provide the regional information by using Internet GIS by analyzing the following cases; 1) homepages using GIS technology in public and private sectors in case of Seoul, 2) homepages using GIS of foreign local governments, 3) the Seoul Metropolitan government' tasks and data which are important in terms of information service to the citizen. In results of the analysis, we propose a strategic plan of construction of Internet CIS homepage.

  • Conventional 2D GIS has many difficulties to visualize and analyze three dimensional real world. To improve those problems and implement realistic spatial analysis, Interest in 3D GIS is increasing remarkably. Currently, Some local governments are carrying out pilot projects for 3D GIS, Government also is setting up the master plan and the road map for national information construction. In this study, introducing 3D GIS to urban planning, we evaluated limits of conventional regulation and proposed effective and reasonable means lot restricting location of merrymaking place in local government.

  • This article reviewed issues in Korean geographical journals: web GIS and National GIS. Web GIS in Korea is now evolving to mobile GIS, which requires portable hardware, wireless Internet, and GPS receiver. The new trend of mobile GIS is using a smart phone. Recently, a variety of studies for the mobile App and mobile Web in Korea has been developed. With explosive information on the Web 2.0, the Korean government has built the Human-Oriented Geographic Information System (HOGIS) in which Ontology was implemented for semantic query on the Web. On the government side, Korean government has produced various nationwide data through 4-phase NGIS project. Current NGIS ($4^{th}$ phase: 2011-2015) moves toward a Korean Green Geospatial Society using geospatial information as a new growth engine for the future.

  • This study proposes a framework of a GIS service network to connect local governments'Land Management Information Systems(LMIS) together. Databases constructed far LMIS's are very crucial information on both administrative business and civil affairs administration. However, they did not give full play to their values because they could not be shared sufficiently. Local governments build their databases individually using diverse GIS solutions. It causes some problems on sharing them. To demonstrate their geniuses, they should be connected to each other within a network for the whole country, and are served whenever and wherever to people who require them. for this, there are two main problems to be solved. Firstly, a GIS service network that handles heterogeneous and distributed computing environments is organized to link every LMIS each other by the GIS service network vertically and horizontally. Secondly, a mechanism should be developed to access the GIS service network readily and to search GIS data efficiently. The needs from every types of user should be satisfied by the mechanism. As the result of investigation of the issues, one of the most possible solution was suggested in this study, which is a Web based approach. To take into account the advance of information technology in the future and the requirements of e-government, stepwise strategies that integrate the LMIS's into a Web based system was recommended.

  • In the recent rapidly changing technology environment the computerization of administration business using GIS is driven or will be driven to give improved information services for the people by local government or central government with huge budget. Development of GIS for local governments is investigated with huge budge. Development of GIS for local governments is investigated to prevent local government from investing redundant money and to reuse the existing investment at this time. The purpose of this study is finding the development method of Land Management Information System (LMIS) to give service and share data in various computing environment of local governments. To do this, we have to develop LMIS as open system with interoperability and we explain it with a focus to framework of Open LMIS. According to recent trend of technology we developed Open LMIS for convenient maintenance with nationwide LMIS expansion at hand. This system was developed at the $\ulcorner$Land Management Information System Development$\lrcorner$project which was managed by Ministry of Construction and Transportation (MOCT). GIS application was based on OpenGIS CORBA specification for development of standard interface and RUP(Rational Unified Process) for development method and LML(Unified Modeling Language) for system design. Developed systems were land administration system for local government, spatial planning support system for regional government, and land policy support system for MOCT.

  • Using the case of Taegu city, this study analyses benefits and costs related to the construction of GIS to local government. For this purpose, the study uses a case study selecting Taegu Metropolitan city. In this study, four discount rates(5%, 8%, 10%, 12%) are used for sensitivity analyses. According to this benefit-cost analysis, Taegu city government could get positive net present benefits from the year of 2004 which is 6 years after its GIS construction. This a result, Provides the economical and financial validity of GIS Construition in local government. In this study, analysis of invisible benefits are excluded. If these invisible and potential benefits are included in the analysis, GIS could produce more net benefits and the even break point of GIS construction in local governments will come earlier. For the further study, the study needs to develop new benefits and utilize cost-effectiveness analysis to catch these invisible benefits.

  • The purpose of this paper is to investigate the components to be considered when we construct the integrated GIS. Capability has always to be related to application. In this perspective, the range of integrated GIS's capabilities is more extensive than this existing GIS. Using in the case of Japan's local government, when we want to build the integrated GIS, it is necessary to consider the following things. First, the overall manuals are required. Second, the common spatial database should be build to satisfy outsider user as well as inner user. And last, the chief of local government should gain the sympathy of the member of community.

  • Process models are concerned with determining the key phases in the adoption process. therefore, process approaches strive to analyze the key steps or decisions in understanding how the innovation is successfully adopted. Objective in this study was to complement variance procedures with a process evaluation. Following are the major findings of this research. First, simply acquiring a new system does not automatically guarantee its successful adoption throughout the local government Second, problems with the adoption of a new technology is often based on human and organizational issues rather than on technical concerns.

  • These days open source softwares are being introduced and applied in many countries in the world. Especially, both government and private companies tend to become an spearhead in vitalizing the open source software. In this paper we try to check the degree of vitalizations in open source GIS software and to draw implications in vitalizing ecosystem of open source GIS software. Key players of open source GIS software ecosystem are government, private companies, academic and research institutes, and nonprofit foundations. Government does not have very little policies related to the investment and the support of open source GIS software. Private companies related to the open source GIS software are very few in the number and do not have any clear business model to make a profit. Academic and research institutes are weak in using the open source GIS software, which can be an major obstacle to cultivate software developers. OSGeo Korean branch, established in 2009, is the only nonprofit foundation in Korea which makes an effort to vitalize the open source GIS software, but its results are not very strong up to now in view of both quality and invigoration. In order to vitalize the open source GIS software ecosystem, lots of efforts of key players are needed. Especially, government efforts are very important because it can provide a trigger in vitalizing the open source GIS software ecosystem. The tasks that government should propel are R&D investment, test bed projects in the area of public sector, professional manpower training, and international cooperation and marketing.

  • We are living in the 21st century when a society is highly information-oriented and the demand for information has rapidly increased. So the information standard of local government has become an index of economic development of local society. GIS has emerged as a new national information infrastructure with which a society can manage and analyze spatial information. Accordingly, many local governments have recognized the importance of GIS and are establishing master plan for an efficient GIS development necessary to implement GIS technology in many aspects of information management. So this study analyzed the present status and problems of master plan made by local governments and proposed a guideline for improving GIS master plan on a basis of it.
