User preferences and ratings may be anticipated by recommendation systems, which are widely used in social networking, online shopping, healthcare, and even energy efficiency. Constructing trustworthy recommender systems for various applications, requires the analysis and mining of vast quantities of user data, including demographics. This study focuses on holding elections with vague voter and candidate preferences. Collaborative user ratings are used by filtering algorithms to provide suggestions. To avoid information overload, consumers are directed towards items that they are more likely to prefer based on the profile data used by recommender systems. Better interactions between governments, residents, and businesses may result from studies on recommender systems that facilitate the use of e-government services. To broaden people's access to the democratic process, the concept of "e-democracy" applies new media technologies. This study provides a framework for an electronic voting advisory system that uses machine learning.

본 연구에서는 국내외 모바일 전자정부의 구축 사례를 비교분석하고 이를 바탕으로 모바일 전자정부의 발전 방향에 대한 시사점을 제시한다. 이를 위하여 모바일 전자정부 서비스의 유형 구분을 위한 프레임워크를 제시하였으며, 국내외 모바일 전자정부 구축 사례를 해당 프레임워크를 바탕으로 분석함으로써 모바일 전자정부 발전방향에 대한 정책적 시사점을 도출하였다. 이에 의거하여 본 연구에서는 모바일 전자정부의 추진 방향으로서 고객 중심의 업무프로세스 재설계, 사용자 중심의 모바일 포탈 재구성, 모바일 고유의 서비스 개발, 신기술 트렌드를 적용한 모바일 전자정부 서비스 개발, 고객으로부터의 피드백을 통한 선순환 및 모바일 보안의 강화를 제시하였다.

Decision-making in the crisis management happens in dynamic, rapidly changing, and often unpredictable distributed environments. Crisis management Decision Support Systems (DSSs) in E-Government are challenged by the need to use it availably at anytime, from anywhere, and even under any-situation. In this paper the reasons of developing distributed architecture for crisis management Decision Support Systems (DSSs) in E-Government are analyzed. Consequently, a distributed architecture for crisis management Decision Support System (DSS) is proposed in this paper. Finally it is implemented by Web Services. If crisis management Decision Support System (DSS) based on distributed architecture is implemented by Web Service, then it can provide decision support for decision-makers to deal with crisis at anytime, from anywhere, and even under any-situation.

This article examines the features of improving the public management of the market of medical and social services using information technology to improve the efficiency of public activity in modern conditions. The interpretation of the essence of the categories "information technologies" and "information support" is analyzed. The importance of the organization of information support of public authorities in the insurance of the state apparatus of information management for the adoption and solution of state issues of the market of medical and social services has been studied. Issues and system of information support of public management of the market of medical and social services are considered. The stages of the ICT implementation process in the market of medical and social services are described. The tools of state regulation in the market of medical and social services and the introduction of targeted programs for the development of the social sphere and health care are highlighted. Recommendations for improvement are formulated public management of the market of medical services and social way introduction of ICT tools, which provide for the implementation of a set of measures aimed at intellectualizing the entire system public data management spheres. The necessity of development of innovative tools of public management of the market of medical and social services of Ukraine for the purpose of working out of strategies of increase of quality of medical and social services in the XXI century is substantiated. A number of benefits from the implementation of an effective process of application of information support of public management of the market of medical and social services to ensure the efficiency of public authorities of Ukraine. It is proposed to create a "Department of information support of self-government" and electronic health care system (e-Health) to improve the management decision-making process, which will provide an opportunity to accumulate, process, analyze, and as a result, get the expected effect in the form of balanced management decisions by public authorities of Ukraine.

본 연구의 목적은 2012년 UN 전자정부 세계 순위 평가에서 2010년에 이어 2회 연속 1위로 평가 받은 바 있는 한국의 전자정부를 개발도상국을 중심으로 수출할 수 있는 효과적인 방안을 모색하기 위함이다. 물론 현재까지 개별 부처나 기관별로는 관련 시스템의 수출을 위해 나름대로 노력해 왔으나, 종합적이고 체계적인 접근은 부족한 것으로 파악된다. 따라서 본 연구에서는 전자정부 수출 기업 지원을 위한 기존 부처나 기관 중심의 추진전략에서 나타난 미흡한 점을 분석하여 한국 전자정부의 수출을 촉진할 수 있는 현실적이고 중장기적인 전략과 지원 방법을 모색하고자 한다. 또한, 본 연구는 실증적 연구로서 기존 정부부처 및 기관별로 추진하고 있는 전자정부 수출전략을 분석하여 그 개선점을 진단하고, 바람직한 목표모델과의 간극을 메우기 위한 방안을 제시하고자 하며, 향후 보다 적실성이 높으며 효과성을 높일 수 있는 방안을 모색해 보고자 한다.

새로운 정보통신 테크놀러지는 우리 사회를 완전히 변모시키고 있을 뿐만 아니라 정부에게도 시민들을 위한 새롭고 가치 있는 서비스를 제공할 수 있는 기회를 제공하고 있다. 본 연구는 전자정부 서비스를 통해 정부 신뢰에 영향을 미칠 수 있는 다양한 선행요인들을 살펴보고 이 요인들의 신뢰에 대한 직, 간접적인 영향 정도를 분석하는데 목적이 있다. 전자정부 서비스 이용자를 대상으로 한 가설 검증결과, 서비스가치, 참여의식, 혁신성은 정부의 신뢰에 영향을 미치는 것으로 나타났으며, 서비스가치와 혁신성도 참여의식에 유의한 영향을 미치는 것으로 나타났다. 또한 혁신성이 서비스가치에 영향을 미치는 것으로 나타났다. 그러나 서비스 가치 및 참여의식이 정부 신뢰에 영향을 미치는 과정에서 정치적 효능감의 조절효과는 없는 것으로 나타났다.

For happy life, it is first of all essential to live healthily although wealth is important too. Korean government has enforced National Health Insurance Program and has improved it every year. However, health security still leaves something to be desired in Korea. Although Korean government also enacted National Health Promotion Law in 1995, the national health promotion policy has not been effectively carried out because of the problems of institution related to policy implementation and expenses of organizations. Also, community health services have failed to realize the anticipated results. Especially, health education services which are deeply related to national health consciousness are not well accomplished. Therefore, the average life span of Korean people is 73.5 years which display the level of the developing countries, while it is 74.7 years in the developed countries. Various health education services which Korean government and private organizations are carrying out are not activated. At this time, national health behavior and Quality of life will be greatly enhanced if "Mobile Health Education Teams" play active roles with new image, visiting vulnerable areas to health problems all over the country.e country.

본 연구는 조직특성요인이 전자정부성과에 어떠한 영향을 미치는지에 대해 파악하고자하였다. 이러한 본 연구의 목적을 달성하기 위해 조직특성과 전자정부성과에 대한 문헌연구를 심도 있게 수행하였으며, A 정부기관을 대상으로 설문조사를 실시하였다. 분석결과, 조직특성(최고관리자의 지원과 관심, 정보지향적 조직문화 및 기관 부서 개인간 협업) 모두가 전자정부 성과(고객서비스증대, 업무효율성 향상, 비용절감)에 유의미한 수준에서 긍정적인 영향을 미치는 것으로 나타났다. 특히 조직특성요인 모두가 고객서비스 증대에 더 많은 영향을 미치는 것으로 나타났다.

2015년 우리나라는 약 9,632억 달러의 무역규모와 약 902억 달러의 상품무역흑자를 달성한 반면, 서비스무역은 약 152억 달러의 적자를 기록하였다. WTO에 따르면 서비스무역은 부가가치 및 고용 창출효과가 높고, 국민의 소득수준, 삶의 질 등과 밀접하게 연결되는 특성을 가지고 있다. 본 연구는 2006년부터 2015년까지 12개 항목의 서비스무역 세분류통계 정보를 분석하고 지난 10년간 업종별 서비스무역의 대외경쟁력을 측정해 보았다. 분석결과 첫째, 상품무역규모대비 서비스무역규모는 점차 증가하고 있다. 둘째, 서비스무역 업종별 경쟁력분석을 통해 정책의 수립 및 지원의 우선순위를 고려할 수 있다. 마지막으로 서비스무역 내 업종 간 연계성과 서비스무역과 상품무역 간 연계성을 고려한 정책과제 수립이 필요하다고 할 수 있다.

This study analyzed the effect of degree of using online trade process services provided by e-Trade companies on the degree of user satisfaction and the online export performance in Korean small and medium-sized exporting firms(SMEs). According to the empirical survey results based on 130 sample firms, there were positive relationship among the frequency of using e-Trade companies' services, the degree of user satisfaction and the online export performance. Furthermore, the results of the moderated regression analysis showed that there were significant moderation effect of the organizational characteristics on the relationships between the degree of user satisfaction and the SMEs' online export performances. This study provides several useful implications to Korean SMEs, e-Trade companies and government policy makers.
