The Characteristics of Bogeumjari Housing Program and Direction of Future Housing Policy for Low-income Households without Home Ownership (보금자리 주택의 공급 특성과 무주택 저소득 가구를 위한 향후 주택정책 방향)

  • This paper aims to explore the characteristics of Bogeumjari Housing Program and its significance to housing policy, and propose an appropriate direction of future housing policy for low-income households without home ownership based on actual data on housing careers and preferences of the policy target households. Supply of Bogeumjary Housing is characterized by consolidation of existing housing program, housing support by income level, differentiation of eligible households, and housing subscription on-line. Bogeumjari Housing Program is meaningful in that it is a policy that resumed the supply of permanent housing, provides multi-tier support system by income level, and adjusts the imbalances in housing demand and supply. Despite their strong preferences for Bogeumjari Housing, their affordability is very low due to their low income levels and gloomy outlook for household finances. In this light, the government should pursue housing policies that include not only new housing constructions, but also efficient use of housing stocks, expansion of loans for first-time home buyers, and introduction of home mortgage and housing voucher.

Korean Novel Concept for the Reliability Certification System (한국적 신뢰성 인증체계 개념)

  • According to the rapid development of science technologies, a life and development cycle of products are getting shorter and structures and functions become more complex so that the reliability requirement of customers is getting greater for components in the products. However, most domestic mechanical components are manufactured by small and medium-sized companies, who are manufacturing in poor economic and technical condition. Because of this, assessment technologies and equipment to predict and guarantee the reliability are very weak. For this reason, it is the fact that many customers neglect the domestic mechanical components which fail to win the reliability. Korean government has been trying to eliminate the problem by establishing 18 reliability assessment centers in 2000 and performing R-Mark certification promotion and constructions of the foundation for reliability assessment to rebuild the reliability on the domestic components and materials. Korea Institute of Machinery and Materials has been designated as a supervising organization for reliability assessment in the machinery filed for 5 years. In this paper, we would like to introduce effective and systematized 12 steps of reliability substantiation test on mechanical components with know-how we achieved during the period.

A Study on operational issues and status of Certificate of Basic OSH Training in Construction (건설업 기초안전보건교육의 운용적 문제점과 실태에 관한 연구)

  • Full embroidery industrial accidents in recent years has shown a declining trend. But disaster embroidery of domestic construction industry were more than 20,000 deaths per year is about 500 people. The government has introduced a construction site often changing the recruitment of new construction based on health and safety as an alternative to road safety education training yisuje of construction workers, daily work periods short. Certificate of Basic OSH Training in Constructions had also been evaluated as successful by reducing the accident rate problem. It is conducted in private educational institutions has occurred on the friction between workers and employers and training costs are difficult to approach workers in the education standards for such facilities due to the superintendent. Educational institutions are institutions that have been caused by excessive competition lowered levels of education. There is also a lack of evaluation that the training is limited to the basic safety knowledge. These details are brought formal safety education purposes only and is introducing the results of other self jyeotgi difficult to reap the proceeds to good effect. In this study, we propose a plan for improving operational problems and enemy status based on research data presented after the Certificate of Basic OSH Training in Construction.

A Study on the Method of Oeyeokki and Joongkit in Earth Wall of Government Constructions in the period of Chosun Dynasty (조선시대 관영건축의 벽체에 사용된 중깃(中衿)과 외엮기 기법에 대한 연구)

  • The traditional earth wall structure consists of a Joongkit(a small reinforcing post inside a wall) and a Oe(a miscellaneous tree, rendered laths) based on the space between the columns and applying the soil. The members who act as the base layer before applying soil used joongkit, sakmok, and oemok, which are known to correspond to the current joongkit, gasisae, and lath strips. This study was designed to understand the following through an analysis of the ancient texts, such as uigwe. Through a study on the usage and specifications of joongkit recorded on the uigwe, I wanted to reveal that joongkit is a material that has different specifications, functions, and installation techniques from current joongkit. The purpose of this study was to present the differences and technical features of the components of use for two types of oeyeokki technique of traditional wall. In addition, the items to be considered at the actual cultural heritage repair site were reviewed in the restoration of the earth wall weaving technique.

Study on the Organization of Government-managed Constructions at Dongnae Province in the 19c (19세기 동래 지역의 관영공사조직에 관한 연구)

  • The purpose of this study is to examine process and organization of local government-managed construction by reviewing official documents and materials in regard to the official residences and castles officially constructed in Dongnae in the 19c Chosun Dynasty. Results of this study can be described as follows. 1) The construction of official residences requires exchanges of official documents among upper and lower governmental agencies concerned. Previously prepared for some 1 or 2 months, the construction was proceeded through proceeded from Paok to Gaegi, Ipju, Sangryang, Gaeok and to Iptaek. Such construction was carried out independently and concurrently Gijang and Yangsan neighboring Dongnae provided cooperation by way of supplying labor and timbers. 2) Dongnaebu castle was constructed under local autonomy system, like other government-oriented works, as governor of Dongnae became responsible for defending such establishment in 1739. The castle was built up in 1731 as an establishment with 6 gated and 15 forts. Directly controlled by governor of Dongnae, the castle continued to be partially repaired until the 19th century. Under the regime of Daewongun, the castle was enlarged and extended for military strengthening. Besides the gate having double-gated structure for the outside wall, the other five gates came to have bastions and 30 forts were additionally established, dramatically changing the structure of the castle as whole. 3) Government-managed construction was often implemented by an organization whose members included local government officials, lower administrative agencies and local influential persons. The construction of official residences was implemented by Gamyeokdogam which was headed by Jwasu of Hyangcheong. In the construction, chief of military officials became supervisor, who was responsibly supported by Saekri. The construction of castled were divided into several works, for example, establishments of fortress, tower gate and quarrying stone were implemented by the organization of Paejang, Gamkwan and Saekri. As a military official, Gamkwan supervised the construction. Saekri was in charge of related internal affairs. Paejang was an technical expert leading several workers. The construction of castles in 1870 were organized as a general rule having particularity of social conditions on Dongnae.

  • The construction industry in Korea has seen significant improvements in quality management techniques, driven by the dramatic development of new technology through Manhattanization and enlargements, but compared with technical development, the level of building quality improvement is still lagging behind. In the meantime, as the interest in construction quality soars due to changes in user consciousness, the level of quality that is being demanded is rising. The government has reinforced quality systems by implementing responsible supervision requirements and granting overseas companies permission to enter the supervision business in Korea, and private sector companies also are attempting quality improvement through quality assurance approaches like the preliminary qualification screening system and ISO 9000 series. But currently, building constructions are done only according to the construction specifications of project owners, whose design, materials and construction methods are already decided, and do not leave any necessity or opportunity for technical developments for the quality improvement of contractors. Therefore, in this study, a work process and system improvement plan for payment regulations is proposed, with which contractors can secure quality voluntarily in the building construction phase.

The Survey for Successful Operation of the BTL Projects (BTL사업의 성공적 수행을 위한 설문조사 연구)

  • The capital of investment of SOC projects is too large to be taken charge of a country. The government introduces the private investment like a BTL project because of the limited national resources. However, even the company which wants order constructions, do not consider the fundamentals such as accurate estimation, capability of construction company and construction period. The purpose of the research is to suggest the basic influential factors for obtaining a BTL project and offers the concludes for the successful operation after the contract. The result of the research is followed. 54 effect successful factors are compressed into 11 principle factors by analysis on those 54 factors, CSFs of BTL business are constructed. Regression analysis is induced by variable of primary success factors and success degree, and derives the influence degree of effect successful factors in business. Regression analysis that is mentioned above showed considerable issues from importance of primary factors, prime cost fluctuation factors and comparison of management-level. So this study could suggest the effective operate plan of BTL business.

Application of RFID Tag to Food Wastes Disposal System of Cheongju City (청주시의 음식물류폐기물 처리시스템을 위한 무선주파수인식태그의 적용)

  • In this paper, we propose an application of RFID(Radio Frequency Identification) tag to food wastes disposal system of Cheongju city. The existing system of Cheongju city is monthly fixed amount levy system. The weak point of this system must pay a same commission in spite of each other different food wastes quantity. Also the accurate occurrence quantity of the food wastes and present condition grasp of control are impossible. It will not be able to reflect to a policy decision because does not manage the control of the food waste efficiently. On the other hand, when a food wastes measuring system using RFID is executed tag, it will manage and analyze automatically the obtained data. And collecting, transporting and handling of the food wastes come to be very easy. Also the reproduction and embezzlement of the tag are impossible. As a result of this system, it brings the decrement of the food waste. Therefore the economic effect could be come true and the food wastes is controlled environment-friendly. The food wastes disposal system using RFID tag will be able to contribute in u-city constructions with RFID/USN technology which pursues from the government.

  • As a consequence of geophysical surveys for large-scale constructions and ground investigations, huge amount of geophysical data are collected. However, due to the lack of the systematic management of such data, most of them are used temporarily and kept in dead storage, which in turn leads the abuse of social properties. To propose the solution of this kind of problem, geophysical data are kept in database using geographical information system (GIS). The introduction of GIS in geophysical data management allows the efficiency in data management and user-friendliness in data access. This data management system is especially appropriate for the many geological companies and the government organizations in systematic data management and sharing so that the time ,md financial expenses are greatly reduced. This system even provides the basic data services for the efficient development and conservation of the surface and underground spaces.

A Study on Construction Contract Bid-rigging during the Japanese Colonial Rule (일제강점기 건설청부업단체의 담합에 관한 연구)

  • This study deals with construction contract bid-rigging by Japanese contractors who monopolized the construction market of the Korean Peninsula during the Japanese colonial rule, and investigates the abuses of the contract bid-rigging. First of all, construction contract bid-rigging in Korea was triggered by Japanese construction contractors and contract brokers, who had savored the benefits of bidrigging in Japan and had repeated the bid-rigging in Korea since 1903. Second, the agency played a significant role to mediate construction contractors, and existed throughout the Japanese colonial rule on the Korean Peninsula with changing their names. Most of them were engaged in major contract bid-rigging scandals. Among them was Construction Association of Korea, which existed for over 13 years. The agencies had took part in governmental services since the mid-1930s when Japan exploited Korean people during wartime, and focused on sweating human resources for the constructions. Third, one of the biggest construction bid-rigging scandals during the Japanese colonial rule was "the 1st and 2nd scandal on Daegu construction contract bid-rigging." Indeed, the second scandal paved the way for the serial scandals: "Kyeongseong construction contract bid-rigging scandal", "Busan construction contract bid-rigging scandal", and other cases throughout the nation. Fourth, along with the contract bid-rigging cases related to the Japanese Government-General of Korea and local authorities, bid-riggings firmly took rooted in local governments' farmland reclamation projects in the 1920s and the poor relief services in the 1930s. The "bid-rigging charges" forced contractors to compensate their losses with exploiting material costs and labor costs, generating serious problems. The construction contract bid-rigging enabled Japan to monopolize the construction industry and to sweat farmers on the Korean Peninsula. Against this backdrop, contract bid-rigging by Japanese construction contractors during the its colonization made Korean contractors ruled out, and helped Japanese monopolize the industry. A large amount of bid-rigging charges drove Japanese contractors to do fraudulent work with cheap materials and to exploit Korean labor force.
