This study analyzed the policy dilemma for ICT SMEs venture companies that changed after COVID-19 based on the results of the cognitive map analysis for ICT SMEs venture policies. First, as a result of analyzing the cognitive map of ICT SMEs venture companies that have changed since COVID-19, ICT venture companies are expanding support for ICT venture companies due to the threat of COVID-19. However, in order to convert COVID-19 into an opportunity factor, it also shows a policy direction to achieve innovative growth by creating a new market through non-face-to-face industry revitalization based on digital transformation (digital new deal). As a result of the study, the policy measures of supporting DNA-centered convergence innovation technology, digital transformation (digital new deal), fostering ICT startups (K-Global project), and expanding support for ICT SMEs did not have a policy dilemma. However, although many support has been expanded for ICT SMEs due to COVID-19, it is difficult to find and foster ICT start-up companies, and globalization problems are occurring due to the decrease in exports to COVID-19, making it difficult to create new markets. There is a negative (-) perception of causality that ICT SMEs venture companies may face risks as jobs decrease and innovative growth cannot be led to the revitalization of the non-face-to-face industry. Therefore, it was found that both the flow of causal relationship between the expansion of support for ICT SMEs and the high growth of ICT SMEs is not + and has a policy dilemma in part.
The data economy' is growing rapidly with the corona era. The quantity and quality of digital data is increasing rapidly. The domestic data industry needs a variety of data manpower, but there is still a shortage of high-quality data manpower. The data manpower in high demand is the development manpower, but the data business manpower is needed to increase the added value of the data industry. The role of a data trade manager that creates high core value among data business personnel is attracting attention. This study derives the job definition of the data trade manager, the necessary knowledge and skills, and the educational content necessary for the training course through Delphi research. In order to validate the results of the research, the study try to verifies the role of data trade managers. This study can be used as a theoretical basis for an educational model that is the basis for training data manpower, and can be used to establish a manpower training policy in the future.

The purpose of this study was to examine the effects of university students' entrepreneurial environment and entrepreneurial spirit on their entrepreneurial intentions. The results of the study are as follows. As for the correlation among entrepreneurial environmental factors affecting entrepreneurial intentions of college students, it was confirmed that educational environment, legal system and government support, and social values had static correlation coefficient values. It was predicted that the six detailed hypotheses would be valid and would have an impact, but unexpected results were also derived. First, the hypothesis that the entrepreneurial environment of college students will affect entrepreneurial intention was partially accepted. Employment environment and education environment were dismissed, legal system and government support. It was confirmed that social values had a positive (+) effect on entrepreneurial intention. Second, the hypothesis that entrepreneurship of college students will affect entrepreneurship intention was also partially accepted. Risk sensitivity was rejected, and innovation and initiative were confirmed to have a positive (+) effect.
Data is indispensable for digital transformation of agriculture with the development of innovative information and communication technology (ICT). In order to devise and prioritize strategies for enhancing data competitiveness in the agricultural sector, we employed an Analytic Hierarchy Process (AHP) analysis. Drawing from existing research on data competitiveness indicators, we developed a three-tier decision-making structure reflecting unique characteristics of the agricultural sector such as farmers'awareness of the data industry or awareness of agriculture among data workers. AHP survey was administered to experts from both agricultural and non-agricultural sectors with a high understanding of data. The overall composite importance, derived from the respondents, was rated in the following order: 'Employment Support', 'Data Standardization', 'R&D Support', 'Start-up Ecosystem Support', 'Relaxation of Regulations', 'Legislation', and 'Data Analytics and Utilization Technology'. In the case of experts in the agricultural sector, 'Employment Support' was ranked as the top priorities, and 'Legislation', 'Undergrad and Grad Education', and 'In-house Training' were also regarded as highly important. On the other hand, experts in the non-agricultural sector perceived 'Data Standardization' and 'Relaxation of Regulations' as the top two priorities, and 'Data Center' and 'Open Public Data' were also highly rated.

Governments and private companies have established various local entrepreneurial infrastructure institutions in most regions in order to reduce youth unemployment, and boost youth entrepreneurship and regional employment. However, previous studies has been limited to explore the impact of the entrepreneurial infrastructure institutions on the willingness of start-up entrepreneurs. Thus, the main purpose of this study is to fill in the gaps of the research, identify the effect of the entrepreneurial infrastructure institutions on regional employment focusing on the Partner Squares which are entrepreneurial infrastructure institutions in several regions and established by N company, and set a foundation for further research regarding the effectiveness of the entrepreneurial infrastructure institutions. In order to verify the effectiveness of the Partner Squares on the local employment, we use the raw data of the Economically Active Population Survey (Statistics Korea) and analyze the effectiveness by using the Difference-in-Differences model. The main findings are as follows. While the Partner Square Seoul has not statistically influenced on the employment of local youth workers, the Partner Square Busan has increased about 3% of the average number of employees (575 thousand) from May 2017 to July 2019, increasing the number of local youth workers by 17,000. Also, after the establishment of the Partner Square Gwangju, the institution has increased 4,500 local employees, which is about 1.7% of the average number of employees (267,000) from September 2018 to July 2019. This implies that the Partner Squares provide a variety of effective start-up education programs and networks for pre-starters and founders in the region, thereby helping them to grow and boosting the local employment. An important implication is that by using government statistical data, we find roles of entrepreneurial infrastructure institutions to revitalize local economy and employment. In future studies, studies need to be conducted considering various exogenous variables that can affect local employment, such as the government industrial policies and entrepreneurial infrastructure institutions other than the Partner Squares.

Energy supply is increasingly showing up as a major issue for electricity supply, transportation, settlement, and process heat industrial supply including hydrogen production. Nuclear power is part of the solution. For electricity supply, as exemplified in Finland and France, the EPR brings an immediate answer; HTR could bring another solution in some specific cases. For other supply, mostly heat, the HTR brings a solution inaccessible to conventional nuclear power plants for very high or even high temperature. As fossil fuels costs increase and efforts to avoid generation of Greenhouse gases are implemented, a market for nuclear generated process heat will be developed. Following active developments in the 80's, HTR have been put on the back burner up to 5 years ago. Light water reactors are widely dominating the nuclear production field today. However, interest in the HTR technology was renewed in the past few years. Several commercial projects are actively promoted, most of them aiming at electricity production. ANTARES is today AREVA's response to the cogeneration market. It distinguishes itself from other concepts with its indirect cycle design powering a combined cycle power plant. Several reasons support this design choice, one of the most important of which is the design flexibility to adapt readily to combined heat and power applications. From the start, AREVA made the choice of such flexibility with the belief that the HTR market is not so much in competition with LWR in the sole electricity market but in the specific added value market of cogeneration and process heat. In view of the volatility of the costs of fossil fuels, AREVA's choice brings to the large industrial heat applications the fuel cost predictability of nuclear fuel with the efficiency of a high temperature heat source tree of Greenhouse gases emissions. The ANTARES module produces 600 MWth which can be split into the required process heat, the remaining power drives an adapted prorated electric plant. Depending on the process heat temperature and power needs, up to 80% of the nuclear heat is converted into useful power. An important feature of the design is the standardization of the heat source, as independent as possible of the process heat application. This should expedite licensing. Entrepreneurship by seniors who have accumulated skills and expertise in the industrial field is very important from a social point of view. This study aimed at seniors to find out the major start-up capabilities of seniors in an economic situation where instability factors and uncertainties are amplified due to the social structure of jobs that has changed due to COVID-19 during the 4th industrial revolution and the rapidly progressing high interest rates and global supply chain problems. The purpose of this study was to empirically verify how variables affect entrepreneurial intention. In addition, from the perspective of mindset, which is the individual psychological characteristic of pre-entrepreneurs, we tried to empirically verify whether growth mindset and fixed mindset have a significant effect on senior entrepreneurship intention. The psychological characteristics of founders were approached from the perspective of mindset, and an attempt was made to apply them to the field of entrepreneurship and to obtain practical implications. This study empirically analyzed the effects of growth mindset, fixed mindset, technical competency, network competency, and funding competency, which are components of mindset, on senior entrepreneurial intention, and verified the mediating effect of entrepreneurial efficacy. As a result of the empirical analysis, it was verified that growth mindset and technological competency had a positive (+) effect on entrepreneurial intention. In addition, it was verified that the mediating effect of entrepreneurial efficacy was significant in the influence of growth mindset and technological competency on entrepreneurial intention, and it was verified that growth mindset and technological competency are important variables in senior entrepreneurship. The study results provide the following policy implications. In order to activate senior entrepreneurship, first, to maximize the effect of founder education, programs such as customized entrepreneurship education that match the growth mindset characteristics, which are the psychological characteristics of founders, are needed. Second, it is required to expand the base of technology startups by expanding government support, such as expanding low-interest policy financing, for senior startups with technological capabilities and expertise. Third, it is necessary to provide institutional support for starting a business, such as providing a start-up program even before retirement, so that the expertise and technology accumulated by seniors can be linked to start-ups even after retirement.

The term 'Unicorns' in the corporate ecosystem was firstly introduced by Aileen Lee in 2013. It has been actively discussed in South Korea particularly to compare the level of the 'start-up ecosystem' from a global perspective. Accordingly, the Korean government has recently set a policy goal 'to nurture 20 Korean unicorn companies by 2022'. While the phenomenon of 'Unicorn Club Company' has been brought to the level of policy objectives and spread more widely to the public, existing academic research to understand its substantial and underlying implications has been insufficient. First, in this study, the characteristics of 479 'Unicorn Club' companies in 2019 were analyzed in-depth. Previous research has focused on the general status and trend by analyzing the number of unicorn companies by country and industry classifications. However, this study conducted a qualitative exploratory analysis by investigating descriptive statistics about unicorn companies, including their investors, while providing case studies. Also, cluster analysis, ANOVA, and multi-level regression were employed for quantitative exploration. The characteristics of individual companies were examined based on the "ERIS Model (Entrepreneur - Industry(Market) - Resource - Strategy Model)". Secondly, factors influencing its valuations were examined in connection with the previously analyzed characteristic variables and investor characteristics. Finally, based on these, the future direction of the "Unicorn Phenomenon" from the perspective of "Enterprise Ecosystem" and productively using it from the perspective of the public policy is suggested.
The Korean government proposed the K-SDGs in 2019 to promote the UN SDGs, but the role and tasks of science and technology, an important means of implementing the SDGs, have not been materialized. Accordingly, the role of science and technology ODA for the SDGs was established through the Ministry of Science and ICT's policy research project 'Science and Technology ODA Promotion Roadmap for Spreading the New Southern Policy and Realizing the 2030 SDGs'. In addition, goals, strategies, and core tasks for the next 10 years were derived in 10 fields such as water, climate change, energy, and ICT. In this paper, we analyze 30 key tasks of the ODA promotion roadmap for science and technology for the realization of SDGs, and propose mid- and short-term tasks and implementation plans for effective roadmap promotion. Among the key tasks in each field, four common elements were derived: ICT/smartization, a global problem-solving center, cooperation/communication platform, and business model/startup support platform/living lab that can create and integrate roadmap implementation conditions. In addition, the four mid- and short-term tasks, 1) Establishment of science and technology ODA network, 2) Establishment of living lab business platform linked to start-up support business, 3) Local smartization of recipient countries, and 4) Expand and secure sustainability of global problem-solving centers, were set in relation to the implementation of the detailed roadmap. For the derived mid- and short-term tasks, detailed implementation plans based on the ICTization of global problem-solving centers were presented. The implementation of the mid- and short-term tasks presented in this paper can contribute to the more effective achievement of the science and technology ODA roadmap, and it is expected that Korea's implementation of SDGs will also achieve high performance.

Empirical studies on entrepreneurial intentions have been conducted from various perspectives over the past few decades. The unemployment rate has increased as the global economy stagnates in the aftermath of the COVID-19 pandemic, and entrepreneurship is emerging as an alternative to job creation. Although numerous antecedent variables have positive effects on entrepreneurial intention, this study focuses on entrepreneurial self-efficacy as an individual factor and the entrepreneur's family background as an environmental factor. This study analyzed the survey results of 300 global respondents through the online survey platform Prolific. The respondents were screened by asking a question about having had entrepreneurial education. Since the effects of entrepreneurial self-efficacy on entrepreneurial intention have been proved in numerous domestic studies, this study aims to generalize these results by investigating global samples. The moderated mediation analysis was performed using PROCESS to verify the research hypotheses. This research investigated the effect of entrepreneurial knowledge acquisition on entrepreneurial intention via entrepreneurial self-efficacy and the moderated mediation effect of the family background of entrepreneurs. The results of this study are summarized as follows. First, acquisition of entrepreneurial knowledge had a positive effect on entrepreneurial intention. Second, entrepreneurial self-efficacy mediated the relationship between entrepreneurship knowledge acquisition and entrepreneurial intention. Third, the entrepreneurship family background moderated this relationship. Specifically, when the family entrepreneurship background is strong (vs. weak), the positive effect of entrepreneurial knowledge acquisition on entrepreneurial intention via entrepreneurial self-efficacy significantly increased. The implications of this study are as follows. First, in the process of preparing for a own business, entrepreneurial education is a necessary condition to improve the entrepreneurial intention. Second, the higher the level of acquisition of entrepreneurial knowledge, the more positive attitudes toward entrepreneurial intention can be induced. Third, strong family background of entrepreneurship further promotes entrepreneurship intention by increasing entrepreneurial self-efficacy. In conclusion, in order to revitalize entrepreneurship, it is important to provide various entrepreneurial education programs. These educational programs will be able to improve entrepreneurial self-efficacy by providing more opportunities for students to acquire entrepreneurial knowledge, and thereby promote entrepreneurial intention. In addition, it is important to develop and provide advanced educational curriculum for those who have start-up business experiences in their families.
