Development and Application of Teaching Competency Tool of University Teachers (대학 교원의 교수역량 도구 개발과 적용 연구)

  • The purpose of this study is to develop the teaching competency tool of university teachers with responsibility for college education and analyze the need for change. We have developed teaching competency to strengthen the competencies required for university professors' responsibilities and community activities in and out of universities and the contents validity was examined from 24 experts. The developed tools were used to diagnose the 83 teachers of K university in Chungcheongnam-do, and to derive basic competence, educational practice competence, and community competence through exploratory factor analysis and confirmatory factor analysis. The teaching competencies include 'Understanding of college education', 'Educational philosophy and attitude', 'Teacher attitude', 'Analysis design', 'Instruction execution', 'Guidance management', 'Evaluation feedback', 'Academic convergence', 'Sympathy learning culture', and 'Global sharing'. The results of the paired t-test and the analysis of the need for change through the analysis of Borich coefficient analysis were as follows: Understanding of university education (4th rank), analysis design (5th rank), instruction execution(2nd rank), empathy learning culture (1st rank), and global sharing (3rd rank). The competence of university teachers is not only the ability to practice teaching, but also the ability to understand university education and to empathize and share with the members of the university community. In the future, the university should actively develop and provide ongoing support programs to strengthen the capacity of professors.

  • Overseas marketing before the conclusion of a contract is a huge obstacle to enter the global market because it has needed the company's maximum capacities which are some cost, time and human resources. Thus it required a reestablishment about the education fields and research schemes. Due to the advancements in ICT and internet, a subject of e-trade is becoming a critical issue with a subject of a practice of international trade. However, since the mid-2000s, e-trade research articles and educational materials such as textbooks, research papers are being gradually reduced. Therefore the purpose of this study, from an oversea marketing point of view among the various e-trade fields, is to measure an education performance and an academic research scheme. And this study will suggest direction of improvement about research scheme and educational performance in the overseas marketing. According to the result, to establish the education and research scheme about SEM(Search Engine Marketing), SEO(Search Engine Optimization) and SNA(Social Network Analysis) which are introduced in the industry among the education and research field related the e-trade is urgent. And some subjects need a capstone-design reconcile theory and practice.

Trade Practice of Surrender Bill of Lading and Prevention of Its Disputes (권리포기 선화증권의 실무관행과 분쟁예방)

  • Two solution approaches have been suggested globally to solve the crisis of bill of lading; that is to say, electronic bill of lading and sea waybill. Electronic bill of lading is not unsettled as a solution to solve the crisis of bill of lading but sea waybill is used on a global basis to do so. The surrendered bill of lading is applied for practical usage instead of sea waybill in a short voyage among Korea, China, and Japan, owing to faster delivery at destination and lower cost than bill of lading. To surrender the original bill of lading, the consignor should submit all originals with a request letter to the carrier of goods with necessary surrender charges, if any, in doing so. Once after receiving the original bills of lading consisting of normally three originals but in some cases five, the carrier stamped "Surrendered" on the front of original bills of lading and sent a message to his counterpart at the port of destination, stating that the original bill of lading surrendered at the port of shipment and the consignee can take delivery of the goods without production of the original bill of lading at destination. The legal regime of the surrendered bill of lading is not settled as it is not considered legally as bill of lading, and the decisions rendered by each nation's courts are different according to the usages of the surrendered bill of lading. The purpose of this paper is to prevent the disputes between parties with regard to the surrendered bill of lading by studying the causes and precautions of disputes in relation to the surrendered bill of lading.

Comparative Study of ISO Standards for an Effective Implementation of the Domestic Medical Device GMP System (ISO 국제표준의 비교 연구를 통한 국내 의료기기 GMP 제도의 효과적인 운영 방안)

  • Purpose: It can easily be understood that more rules and regulations need to be imposed on the medical device industry due to its impact on public health and hygiene. Domestic medical device manufacturers are thus required to comply with the requirements specified in the good manufacturing practice (GMP) system, and it is essential to abide by the international standards as well to sustain their global competitiveness. The main purpose of this study is to review the guidelines of the medical device GMP system in Korea and propose future directions for further enhancement of the GMP system. Methods: Specific requirements prescribed in international standards, such as ISO 9001:2015, ISO 13485:2016, ISO 14971:2012, and ISO 14155:2011, are analyzed and compared with the domestic GMP system. Results: It has been observed that the generic international standard related to quality management system, ISO 9001:2015, lays out the foundations for the development of quality management system relevant to medical device industry, ISO 13485:2003, with which the domestic GMP system is fully compatible. Further, several important aspects of risk management and clinical trials of medical devices are also recognized and included in the domestic medical device GMP system. Conclusion: Even though specific requirements of individual ISO standards are slightly different from each other, their overall structure and framework may contribute to the development and enhancement of globally competitive GMP system of the domestic medical device industry.

A Study on the Relation between the Human Resource Management and Management Performance in Enterprise : Focused on the Malcolm Baldrige's Evaluation Model (기업의 인적자원관리와 경영성과의 관계에 대한 연구 : 말콤 볼드리지 평가 기준을 중심으로)

  • This study is to identify the present condition and level of human resource administration in domestic profit and non-profit organizations, and to investigate on the relation between human resource management and management performance in enterprise. This study is to make items related to the human resource management of American Malcolm Baldrige Award's level and management performance researching questions, investigates seven patterns of organs surveyed positively. The results are as follows: Firstly, the profit organs like manufacturing companies shows more positive than non-profit in comparison with human resource management of each organs. And a local government and public enterprise which is non-profit show to recognize human resource management is insufficient on th whole. Secondly, perception level of a medical institution, educational institution and service industry about aromaticity of human resource management by global standard shows to be positive, but the local government negative. Thirdly, the profit organ in the recognition of human resource management about details practice too, shows to be positive, while non-profit negative. Fourth, the result which compares and analyzes management performance between the similar industry overall show to recognize positive, but public enterprise negative about product, service performance and human resource management. Fifthly, the details practice of human resource administration shows to influence meaningly to all management performance. Therefore, all organizations will positively confront human resource management, make the circumstance of organization through systematic program, and promote the management performance of the organization.

The Development History and Activation Measures of Commercial Arbitration System in Korea - With Respect to 40 Years or Korean Arbitration Law and Practice - (우리나라 상사중재제도의 발전연혁과 활성화 방안 - 한국 중재법 및 실무 40주년을 중심으로 -)

  • The Arbitration Act of Korea was promulgated in 1966. Since the promulgation of Arbitration Act of Korea, consecutive amendments took place in 1973, 1993, 1997, 1999, 2001 and 2002. Among the various set of amendments, those of 1999 were designed to accommodate the UNCITRAL Model Law on international Commercial Arbitration of 1985. Korea has acceded to special international conventions on dispute settlement such as the New York Convention of 1958 and the Washington Convention of 1965. The Korean Commercial Arbitration Board(KCAB) administers the arbitration proceedings in accordance with its Arbitration Rules approved by the Korean Supreme Court. Since the establishment of the first Arbitration Rules in 1966. consecutive amendments took place in 1973, 1981, 1989, 1993, 1996, 2000 and 2004. The KCAB plans to enact the International Arbitration Rules, which will be available to disputing parties in addition to the KCAB Arbitration Rules. In 2005, arbitration applications received at KCAB recorded a historic high at 213 cases, an increase of 22% from 175 cases in 2000. But in 2005, the total amount involved in the arbitration cases decreases to US$ 129 million, a decline of 63% from US$ 346 million in 2000. The KCAB should take the following measures for activating the commercial arbitration system: the globalization of KCAB, the advertisement of arbitration system, the security of qualified arbitrators, and the enhancement of the secretariat service. In conclusion, the KCAB should make efforts for the development of the arbitration system and for the upgrade of customer satisfaction. Moreover the KCAB should make further efforts to grow into a global arbitration institution as well as strengthening relations with international arbitration institutions.

Seismic response of masonry infilled RC frames: practice-oriented models and open issues

  • Although it is widely accepted that the interaction -between masonry infill and structural members significantly affects the seismic response of reinforced concrete (RC) frames, this interaction is generally neglected in current design-oriented seismic analyses of structures. Moreover, the role of masonry infill is expected to be even more relevant in the case of existing frames designed only for gravitational loads, as infill walls can significantly modify both lateral strength and stiffness. However, the additional contribution to both strength and stiffness is often coupled to a modification of the global collapse mechanisms possibly resulting in brittle failure modes, generally related to irregular distributions of masonry walls throughout the frame. As a matter of principle, accurate modelling of masonry infill should be at least carried out by adopting nonlinear 2D elements. However, several practice-oriented proposals are currently available for modelling masonry infill through equivalent (nonlinear) strut elements. The present paper firstly outlines some of the well-established models currently available in the scientific literature for modelling infill panels in seismic analyses of RC frames. Then, a parametric analysis is carried out in order to demonstrate the consequences of considering such models in nonlinear static and dynamic analyses of existing RC structures. Two bay-frames with two-, three- and four-storeys are considered for performing nonlinear analyses aimed at investigating some critical aspects of modelling masonry infill and their effects on the structural response. Particularly, sensitivity analyses about specific parameters involved in the definition of the equivalent strut models, such as the constitutive force-displacement law of the panel, are proposed.

Challenge of Personalized Medicine in the Genomic Era (유전의료시대의 "맞춤의학")

  • "Personalized medicine," the goal of which is to provide better clinical care by applying patient's own genomic information to their health care is a global challenge for the $21^{st}$ century "genomic era." This is especially true in Korea, where provisions for clinical genetic services are inadequate for the existing demand, let alone future demands. Genomics-based knowledge and tools make it possible to approach each patient as a unique biological individual, which has led to a paradigm-shift in medical practice, giving it more of a predictive focus as compared with current treatment oriented approach. With recent advancements in genomics, many genetic tests, such as susceptibility genetic tests, have been developed for both rare single gene diseases and more common multifactorial diseases. Indeed, genetic tests for presymtomatic individuals and genetic tests for drug response have become widely available, and personalized medicine will face the challenge of assisting patients who use such tests to make appropriate and wise use of genetic risk assessment. A major challenge of genomic medicine lies in understanding and communicating disease risk in order to facilitate and support patients and their families in making informed decisions. Establishment of a health care system with provisions for genetic counseling as an integral part of health care service, in addition to genomic literacy of health care providers, is vital to meet this growing challenge. Realization of the promise of personalized medicine in the era of genomics for improvement of health care is dependent on further development of next generation sequencing technology and affordable sequencing test costs. Also necessary will be policy development concerning the ethical, legal and social issues of genomic medicine and an educated and ready medical community with clinical practice guidelines for genetic counseling and genetic testing.

A Heuristic Algorithm for a Ship Speed and Bunkering Decision Problem (선박속력 및 급유결정 문제에 대한 휴리스틱 알고리즘)

  • Maritime transport is now regarded as one of the main contributors to global climate change by virtue of its $CO_2$ emissions. Meanwhile, slow steaming, i.e., slower ship speed, has become a common practice in the maritime industry so as to lower $CO_2$ emissions and reduce bunker fuel consumption. The practice raised various operational decision issues in terms of shipping companies: how much ship speed is, how much to bunker the fuel, and at which port to bunker. In this context, this study addresses an operation problem in a shipping companies, which is the problem of determining the ship speed, bunkering ports, and bunkering amount at the ports over a given ship route to minimize the bunker fuel and ship time costs as well as the carbon tax which is a regulatory measure aiming at reducing $CO_2$ emissions. The ship time cost is included in the problem because slow steaming increases transit times, which implies increased in-transit inventory costs in terms of shippers. We formulate the problem as a nonlinear lot-sizing model and suggest a Lagrangian heuristic to solve the problem. The performance of the heuristic algorithm is evaluated using the data obtained from reliable sources. Although the problem is an operational problem, the heuristic algorithm is used to address various strategic issues facing shipping companies, including the effects of bunker prices, carbon taxes, and ship time costs on the ship speed, bunkering amount and number of bunkering ports. For this, we conduct sensitivity analyses of these factors and finally discuss study findings.

The PSA Testing Debate in the U.S and Flexible Evidence-Based Medicine (미국의 PSA 진단검사 논쟁과 유연한 근거중심의학)

  • The global diffusion of Evidence-Based Medicine (EBM) is changing the landscape of medicine and the healthcare system. STS scholars have shown how EBM works when put into practice. In continuing to add to the literature of previous scholars, this paper traces the historical process and debate over Prostate-Specific Antigen (PSA) testing as an early screening test for prostate cancer in the U.S. This study will reveal that both pros and cons of the testing using EBM as a crucial resources of the debate, and in the process both 'flexibly' interpret and mobilize the hierarchy of scientific evidence for EBM despite the fact the hierarchy is imagined to being scientific criteria that is rigid. Furthermore, this paper will argue that this phenomenon, for which EBM currently seems to support the cons side of PSA screening, was constructed in the context of appraisal of the value 'quality of life' in the EBM system. This case study proposes that those who study the debate of medical technology in the EBM era should contextualize and analyze EBM as part of this debate rather than simply taking EBM for granted.
