The purpose of this study is to statistically project future probable rainfall and to quantitatively assess a future flood vulnerability using flood vulnerability model. To project probable rainfall under non-stationarity conditions, the parameters of General Extreme Value (GEV) distribution were estimated using the 1 yr data added to the initial 30 yr base series. We can also fit a linear regression model between time and location parameters after comparing the linear relationships between time and location, scale, and shape parameters, the probable rainfall in 2030 yr was calculated using the location parameters obtained from linear regression equation. The flood vulnerability in 2030 yr was assessed inputted the probable rainfall into flood vulnerability assessment model suggested by Jang and Kim (2009). As the result of analysis, when a 100 yr rainfall frequency occurs in 2030 yr, it was projected that vulnerability will be increased by spatial average 5 % relative to present.

This paper presents findings from the assessment of the volcanic ash fragility for multi-hazard resisting vinyl greenhouse and livestock shed among the agricultural facilities. The volcanic ash fragility was evaluated by using a combination of the FOSM (first-order second-moment) method, available statistics of volcanic load, facility specifications, and building code. In this study, the evaluated volcanic ash fragilities represent the conditional probability of failure of the agricultural facilities over the full range of volcanic ash loads. For the evaluation, 6 types(ie., 2 single span, 2 tree crop, and 2 double span types) of multi-hazard resisting vinyl greenhouses and 3 types(ie., standard, coast, and mountain types) of livestock sheds are considered. All volcanic ash fragilities estimated in this study were fitted by using parameters of the GEV(generalized extreme value) distribution function, and the obtained parameters were complied into a database to be used in future. The volcanic ash fragilities obtained in this study are planning to be used to evaluate risk by volcanic ash when Mt. Baekdu erupts.

In this paper, we predict the earthquake magnitudes which were recently occurred in Gyeongju and Pohang, using statistical methods based on historical data. For this purpose, we use the five-year block maximum data of 1392~1771 period, which has a relatively high annual density, among the historical earthquake magnitude data of the Chosun Dynasty. Then, we present the prediction and analysis of earthquake magnitudes for the return level over return period in the Chosun Dynasty using the extreme value theory based on the distribution of generalized extreme values (GEV). We use maximum likelihood estimation (MLE) and L-moments estimation for parameters of GEV distribution. In particular, this study also demonstrates via the goodness-of-fit tests that the GEV distribution can be an appropriate analytical model for these historical earthquake magnitude data.
The objective of this study is to perform outlier analysis to obtain the distribution of groundwater levels through the best model. The groundwater levels are measured in 10, 25 and 30 piezometers in Seoul, Daejeon and Suncheon in South Korea. Fifty-eight empirical distribution functions were applied to determine a suitable fit for the measured groundwater levels. The best fitted models based on the measured values are determined as the Generalized Pareto distribution, the Johnson SB distribution and the Normal distribution for Seoul, Daejeon and Suncheon, respectively; the reliability is estimated through the Anderson-Darling method. In this study, to choose the appropriate confidence interval, the relationship between the amount of outlier data and the confidence level is demonstrated, and then the 95% is selected at a reasonable confidence level. The best model shows a smaller error ratio than the GEV while the Mahalanobis distance and outlier labelling methods results are compared and validated. The outlier labelling and Mahalanobis distance based on median shown higher validated error ratios compared to their mean equivalent suggesting, the methods sensitivity to data structure.
In order to cope with traffic accidents efficiently, the maximum number of traffic accidents, deaths and serious injuries that can occur during the day should be presented quantitatively. In order to examine the characteristics of traffic accidents in different regions, it was divided into the Seoul metropolitan area, Chungcheong area, Gyeongbuk area, Honam area, and Gyeongnam area and was suitable for the generalized extreme value distribution (GEV). The parameters of the GEV distribution were estimated by the L-moments, and the Anderson-Darling test and the Cramer-von Mises test confirmed the suitability of the distribution. According to the analysis, the maximum number of traffic accidents that can occur once every 50 years is 401 in the Seoul metropolitan area, 168 in the South Gyeongsang region, 455 in the North Gyeongsang region, 136 in the Chungcheong region and 205 in the South Jeolla region. Compared to the Seoul metropolitan area, which has a large population and car registration, the number of traffic accidents is relatively high due to the large area, mountainous areas, and logistics movement caused by the industrial complex.

Extreme rainfall has become more frequent over the Korean peninsula in recent years, causing serious damages. In a changing climate, traditional approaches based on historical records of rainfall and on the stationary assumption can be inadequate and lead to overestimate (or underestimate) the design rainfalls. A main objective of this study is to develop a stochastic disaggregation method of seasonal rainfall to hourly extreme rainfall, and offer a way to derive the nonstationary IDF curves. In this study, we propose a novel approach based on a Four-Parameter Beta (4P-beta) distribution to estimate the nonstationary IDF curves conditioned on the observed (or simulated) seasonal rainfall, which becomes the time-varying upper bound of the 4P beta distribution. Moreover, this study employed a Bayesian framework that provides a better way to take into account the uncertainty in the model parameters. The proposed model showed a comparable design rainfall to that of GEV distribution under the stationary assumption. As a nonstationary rainfall frequency model, the proposed model can effectively translate the seasonal variation into the sub-daily extreme rainfall.

In recent decades, the independence and identical distribution (iid) assumption for extreme events has been shown to be invalid in many cases because long-term climate variability resulting from phenomena such as the Pacific decadal variability and El Nino-Southern Oscillation may induce varying meteorological systems such as persistent wet years and dry years. Therefore, in the current study we propose a new parameter estimation method for probability distribution models to more accurately predict the magnitude of future extreme events when the iid assumption of probability distributions for large-scale climate variability is not adequate. The proposed parameter estimation is based on a metaheuristic approach and is derived from the objective function of the rth power probability-weighted sum of observations in increasing order. The combination of two distributions, gamma and generalized extreme value (GEV), was fitted to the GEV distribution in a simulation study. In addition, a case study examining the annual hourly maximum precipitation of all stations in South Korea was performed to evaluate the performance of the proposed approach. The results of the simulation study and case study indicate that the proposed metaheuristic parameter estimation method is an effective alternative for accurately selecting the rth power when the iid assumption of extreme hydrometeorological events is not valid for large-scale climate variability. The maximum likelihood estimate is more accurate with a low mixing probability, and the probability-weighted moment method is a moderately effective option.
This study was conducted to derive the optimal regionalization of the precipitation data which can be classified on the basis of climatologically and geographically homogeneous regions all over the regions except Cheju and Ulreung islands in Korea. A total of 65 rain gauges were used to regional analysis of precipitation. Annual maximum series for the consecutive durations of 1, 3, 6, 12, 24, 36, 48 and 72hr were used for various statistical analyses. K-means clustering mettled is used to identify homogeneous regions all over the regions. Five homogeneous regions for the precipitation were classified by the K-means clustering. Using the L-moment ratios and Kolmogorov-Smirnov test, the underlying regional probability distribution was identified to be the generalized extreme value (GEV) distribution among applied distributions. The regional and at-site parameters of the generalized extreme value distribution were estimated by the linear combination of the probability weighted moments, L-moment. The regional and at-site analysis for the design rainfall were tested by Monte Carlo simulation. Relative root-mean-square error (RRMSE), relative bias (RBIAS) and relative reduction (RR) in RRMSE were computed and compared with those resulting from at-site Monte Carlo simulation. All show that the regional analysis procedure can substantially reduce the RRMSE, RBIAS and RR in RRMSE in the prediction of design rainfall. Consequently, optimal design rainfalls following the regions and consecutive durations were derived by the regional frequency analysis.

In this research, various characteristics of South Korea's design flood have been examined by deriving appropriate design flood, using data obtained from careful observation of actual floods occurring in selected main watersheds of the nation. 19 watersheds were selected for research in Korea. The various characteristics of annual rainfall were analyzed by using a moving average method. The frequency analysis was decided to be performed on the annual maximum flood of succeeding one year as a reference year. For the 19 watersheds, tests of basic statistics, independent, homogeneity, and outlier were calculated per period of annual maximum flood series. By performing a test using the LH-moment ratio diagram and the Kolmogorov-Smirnov (K-S) test, among applied distributions of Gumbel (GUM), Generalized Extreme Value (GEV), Generalized Logistic (GLO) and Generalized Pareto (GPA) distribution was found to be adequate compared with other probability distributions. Parameters of GEV distribution were estimated by L, L1, L2, L3 and L4-moment method based on the change in the order of probability weighted moments. Design floods per watershed and the periods of annual maximum flood series were derived by GEV distribution. According to the result of the analysis performed by using variation rate used in this research, it has been concluded that the time for changing the design conditions to ensure the proper hydraulic structure that considers recent climate changes of the nation brought about by global warming should be around the year 2002.
Seasonality of hydrologic extreme variable is a significant element from a water resources managemental point of view. It is closely related with various fields such as dam operation, flood control, irrigation water management, and so on. Hydrological frequency analysis conjunction with partial duration series rather than block maxima, offers benefits that include data expansion, analysis of seasonality and occurrence. In this study, nonstationary frequency analysis based on the Bayesian model has been suggested which effectively linked with advantage of POT (peaks over threshold) analysis that contains seasonality information. A selected threshold that the value of upper 98% among the 24 hours duration rainfall was applied to extract POT series at Seoul station, and goodness-fit-test of selected GEV distribution has been examined through graphical representation. Seasonal variation of location and scale parameter ($\mu$ and $\sigma$) of GEV distribution were represented by Fourier series, and the posterior distributions were estimated by Bayesian Markov Chain Monte Carlo simulation. The design rainfall estimated by GEV quantile function and derived posterior distribution for the Fourier coefficients, were illustrated with a wide range of return periods. The nonstationary frequency analysis considering seasonality can reasonably reproduce underlying extreme distribution and simultaneously provide a full annual cycle of the design rainfall as well.
