  • Recently, the need of wast incineratory has been recognized. However, the waste incinerator is considered the typical example of NYMB syndrome as a locally unwanted facilities. Therefore, the site selection of waste incineratory should be determined very carefully with consideration of various location factors. The purpose of this study is to provide a new decision-making process model for site selection that provides a rational and a systematic way. The fuzzy set theory and AHP theory, which have merits to overcome uncertainly and complexity of spatial data, are applied to select candidate sites for the waste incineratory. The method is able to produce a more flexible and objective solution for selecting suitability sites in comparison to rigid boolean logic. The result of this study shows that geographic information systems have clear implication for informing the spatial decision making process.

  • Main airports in the Intra-Asian market have faced competition not only to attract China-bound transshipment cargoes but also to be hub airport in same region. In spite of such a importance, the previous research has been short of evaluation of airport competitiveness. Implication of the previous research has mainly been focused on evaluation of airport critical factor service qualify and efficiency. The aim of this paper is to present critical points that affect airport competitiveness using an algorithm based on reversed fuzzy evaluation and senario method. The results of senario analysis and reversed fuzzy evaluation shows that Incheon international airport needs to enhance service level of 7% as a result of senario analysis and service level of 5% and brand equity level of 10% at the same time as a result of reversed fuzzy evaluation analysis, to ensure competitiveness in same region.

  • This talk presents the overview of the author's research and development activities on fuzzy inference hardware. We involved it with two distinct approaches. The first approach is to use application specific integrated circuits (ASIC) technology. The fuzzy inference method is directly implemented in silicon. The second approach, which is in its preliminary stage, is to use more conventional microprocessor architecture. Here, we use a quantitative technique used by designer of reduced instruction set computer (RISC) to modify an architecture of a microprocessor. In the ASIC approach, we implemented the most widely used fuzzy inference mechanism directly on silicon. The mechanism is beaded on a max-min compositional rule of inference, and Mandami's method of fuzzy implication. The two VLSI fuzzy inference chips are designed, fabricated, and fully tested. Both used a full-custom CMOS technology. The second and more claborate chip was designed at the University of North Carolina(U C) in cooperation with MCNC. Both VLSI chips had muliple datapaths for rule digital fuzzy inference chips had multiple datapaths for rule evaluation, and they executed multiple fuzzy if-then rules in parallel. The AT & T chip is the first digital fuzzy inference chip in the world. It ran with a 20 MHz clock cycle and achieved an approximately 80.000 Fuzzy Logical inferences Per Second (FLIPS). It stored and executed 16 fuzzy if-then rules. Since it was designed as a proof of concept prototype chip, it had minimal amount of peripheral logic for system integration. UNC/MCNC chip consists of 688,131 transistors of which 476,160 are used for RAM memory. It ran with a 10 MHz clock cycle. The chip has a 3-staged pipeline and initiates a computation of new inference every 64 cycle. This chip achieved an approximately 160,000 FLIPS. The new architecture have the following important improvements from the AT & T chip: Programmable rule set memory (RAM). On-chip fuzzification operation by a table lookup method. On-chip defuzzification operation by a centroid method. Reconfigurable architecture for processing two rule formats. RAM/datapath redundancy for higher yield It can store and execute 51 if-then rule of the following format: IF A and B and C and D Then Do E, and Then Do F. With this format, the chip takes four inputs and produces two outputs. By software reconfiguration, it can store and execute 102 if-then rules of the following simpler format using the same datapath: IF A and B Then Do E. With this format the chip takes two inputs and produces one outputs. We have built two VME-bus board systems based on this chip for Oak Ridge National Laboratory (ORNL). The board is now installed in a robot at ORNL. Researchers uses this board for experiment in autonomous robot navigation. The Fuzzy Logic system board places the Fuzzy chip into a VMEbus environment. High level C language functions hide the operational details of the board from the applications programme . The programmer treats rule memories and fuzzification function memories as local structures passed as parameters to the C functions. ASIC fuzzy inference hardware is extremely fast, but they are limited in generality. Many aspects of the design are limited or fixed. We have proposed to designing a are limited or fixed. We have proposed to designing a fuzzy information processor as an application specific processor using a quantitative approach. The quantitative approach was developed by RISC designers. In effect, we are interested in evaluating the effectiveness of a specialized RISC processor for fuzzy information processing. As the first step, we measured the possible speed-up of a fuzzy inference program based on if-then rules by an introduction of specialized instructions, i.e., min and max instructions. The minimum and maximum operations are heavily used in fuzzy logic applications as fuzzy intersection and union. We performed measurements using a MIPS R3000 as a base micropro essor. The initial result is encouraging. We can achieve as high as a 2.5 increase in inference speed if the R3000 had min and max instructions. Also, they are useful for speeding up other fuzzy operations such as bounded product and bounded sum. The embedded processor's main task is to control some device or process. It usually runs a single or a embedded processer to create an embedded processor for fuzzy control is very effective. Table I shows the measured speed of the inference by a MIPS R3000 microprocessor, a fictitious MIPS R3000 microprocessor with min and max instructions, and a UNC/MCNC ASIC fuzzy inference chip. The software that used on microprocessors is a simulator of the ASIC chip. The first row is the computation time in seconds of 6000 inferences using 51 rules where each fuzzy set is represented by an array of 64 elements. The second row is the time required to perform a single inference. The last row is the fuzzy logical inferences per second (FLIPS) measured for ach device. There is a large gap in run time between the ASIC and software approaches even if we resort to a specialized fuzzy microprocessor. As for design time and cost, these two approaches represent two extremes. An ASIC approach is extremely expensive. It is, therefore, an important research topic to design a specialized computing architecture for fuzzy applications that falls between these two extremes both in run time and design time/cost. • Purpose - This study centers on field surveys aimed at deriving the customer satisfaction factors of customer support centers that are positioned between suppliers and consumers in the supply chain. They consists of manufacturing, sales, distribution, consumption and collection, and that are in charge of core functions for suppliers' customer satisfaction management and consumers' satisfaction with consuming activities. Research design, data, and methodology - The customer satisfaction factors of customer support centers were derived through literature review and expert opinion surveys, and a questionnaire was developed through a process of the refinement of variables using pilot tests and 330 questionnaire sheets were distributed. The questionnaire sheets were collected and opinions in them were analyzed using fuzzy AHP methodology. Results - Three factors, which are turnover intentions, motivation, and job satisfaction, were derived as customer satisfaction factors of customer support centers, and the ranking relationships of these three factors were analyzed. In addition, the ranking relationships among six execution variables of turnover intentions, 10 execution variables of motivation, and 10 execution variables of job satisfaction were analyzed using fuzzy AHP methodology to obtain quite significant results. Based on the results of this study, three implications in the three strategic aspects and an implication in the academic aspects are presented. Conclusions - Motivation and job satisfaction, job satisfaction and turnover intentions, and motivation and turnover intentions are not formed by independent or different factors or environments. They are in the same context with each other (maintaining high correlations) and are in the relationships of virtuous circles in which they complement each other.

  • Recently, an increasing number of cutting-edged studies have shown that designing a smart active control for real-time implementation requires piles of hard-work criteria in the design process, including performance controllers to reduce the tracking errors and tolerance to external interference and measure system disturbed perturbations. This article proposes an effective artificial-intelligence method using these rigorous criteria, which can be translated into general control plants for the management of civil engineering installations. To facilitate the calculation, an efficient solution process based on linear matrix (LMI) inequality has been introduced to verify the relevance of the proposed method, and extensive simulators have been carried out for the numerical constructive model in the seismic stimulation of the active rigidity. Additionally, a fuzzy model of the neural network based system (NN) is developed using an interconnected method for LDI (linear differential) representation determined for arbitrary dynamics. This expression is constructed with a nonlinear sector which converts the nonlinear model into a multiple linear deformation of the linear model and a new state sufficient to guarantee the asymptomatic stability of the Lyapunov function of the linear matrix inequality. In the control design, we incorporated H Infinity optimized development algorithm and performance analysis stability. Finally, there is a numerical practical example with simulations to show the results. The implication results in the RMS response with as well as without tuned mass damper (TMD) of the benchmark building under the external excitation, the El-Centro Earthquake, in which it also showed the simulation using evolved bat algorithmic LMI fuzzy controllers in term of RMS in acceleration and displacement of the building.

  • The purpose of this paper is to show the clustering trend and the empirical comparison and to choose the clustering ports for 3 Korean ports(Busan, Incheon and Gwangyang Ports) by using the Fuzzy(Average Index Transformation) DEA and Cross-efficiency models for 38 Asian ports during 11 years(2001-2011) with 4 input variables(birth length, depth, total area, and number of crane) and 1 output variable(container TEU). The main empirical results of this paper are as follows. First, clustering results by using Fuzzy(AIT)DEA show that 3 Korean ports[Busan(56.29%), Incheon(57.96%), and Gwangyang(66.80%) each]can increase the efficiency. Second, according to Cross-efficiency model, Busan(Hongkong, Kobe, Manila, Singapore, and Kaosiung etc.), Incheon(Aquaba, Dammam, Karachi, Mohammad Byin Oasim and Davao), and Gwangyang(Damman, Yokohama, Nogoya, Keelong, Kaosiung, and Bangkok) should be clustered with those ports in parentheses. Third, when both Fuzzy(AIT)DEA and Cross-efficiency models are mixed, the empirical result shows that 3 Korean ports[Busan(71.38%), Incheon(103.89%), and Gwangyang(168.55%) each]can increase the efficiency. The efficiency ranking comparison among the three models by using Wilcoxon Signed-rank Test was matched with the average level of 66%-67%. The policy implication of this paper is that Korean port policy planner should introduce the Fuzzy(AIT)DEA, and Cross-efficiency models with the mixed two models when clustering is needed among the Asian ports for enhancing the efficiency of inputs and outputs. Also, the results of SWOT analysis among the clustering ports should be considered.

  • The purpose of this paper is to suggest the efficiency measurement way of Korean seaport by using Average Index Transformation model of fuzzy DEA(Data Envelopment Analysis). Two inputs[cargo handling capacity, and berthing capacity], and outputs[cargo handling amount, and the number of ship calls] are used in 1995 and 2004 for 26 Korean seaports. Empirical main results are as follows: First, Tongyung, Gohyun, Okpo, and Sogcho Ports are efficient, and Yeasu Port shows the high efficiency level over 95% under input oriented CCR model. Gohyun and Sogcho Ports showed the most efficient score under average index transformation model. Okpo and Yeasu Ports increased their efficiency scores as the lamda(λ) values are up. The empirical results of fuzzy DEA average index transformation model for Wando, Yeasu, and Seoguipo ports showed that if the lamda values are higher, the efficiency scores are also higher. The main policy implication based on the findings of this study is that the management manager of Ministry of Land, Transport and Maritime Affairs in Korea should introduce the fuzzy DEA average index transformation model for deciding the size of inputs including the port investment amount and evaluating the port efficiency.

  • This study examines labour market and unemployment protection policies as a configuration in 12 OECD countries in order to investigate how countries from different regime conform to or diverse from previous welfare state regime discussion, and to examine its relationship with poverty and inequality. In analyzing the combination of the unemployment insurance, the unemployment assistance, and active labour market policy, firstly, fuzzy scores of unemployment insurance was calculated by analyzing the strictness of eligibility, duration of benefit and the generosity of income replacement rate. For unemployment assistance, the ratio of public assistance expenditure to the GDP in each country and the ratio of unemployment benefit level to the average wage in each country have been considered. As for the active labour market policy, the total expenditure per GDP of this policy was converted into fuzzy points and analyzed. As a result, 5 types in 2005 and 6 types in 2010 were generated. Specifically, 'assistance type(iAp)', 'insurance type (Iap)', 'comprehensive safety net type (IAP)', 'weak safety net type(iap)' were analyzed. This paper suggested policy implication for South Korean case, which consistently had high score for weak safety net type(iap).
