Cosmetics have mild activity on the human body, and intended to be used for cleaning, beautifying the human body, and also keeping healthy skin or hair, promoting attractiveness or altering the appearance. Functional cosmetics, in other words cosmeceuticals, are restricted for following functions: 1) Whiten the skin tone by preventing deposition of melanin pigmentation or lightening of the color of melanin of skin, 2) alleviate or improve wrinkles of the skin, and 3) protect the skin from the ultra violet rays from the sun. According to the functions of the functional cosmetics, skin whitening products, anti-wrinkle products, and suntan & sunscreen products are manufactured. In order to manufacture and import the functional cosmetics in Korea, the approval process in KFDA is necessary. The review process in KFDA is performed based on The Korea Food and Drug Administration Notification 2007-44, "The Regulation of Reviewing the Functional Cosmetics" (June 29, 2007). Only after the approval of KFDA, functional cosmetics are allowed to advertise to the consumers for their functionality.

In this study, we investigated the effect of Rumex axetosella, Sonchus oleraceus and Euphoibia jolkini extracts on tyrosinase activity and melanin production as natural products of whitening functional cosmetics. To measure the melanin production, 50, 100, $200{\mu}g/mL$ of Rumex axetosella, Sonchus oleraceus and Euphoibia jolkini extracts were treated on ${\alpha}-MSH$ treated B16F10 melanoma cells, respectively. Melanin contents in ${\alpha}-MSH$ treated B16F10 melanoma cells were decreased by 41.5, 51.11, and 61% in $200{\mu}g/mL$ treatment compared to none treatment, respectively. In addition, the intracellular tyrosinase activity was decreased after treatments with all extracts. Furthermore, $100{\mu}g/mL$ of Euphoibia jolkini extract was decreased 81.5% of melanin production in B16F10 melanoma cells. When the three extracts were compared, Euphoibia jolkini extract was considered to be the most functional material for whitening effect.

Melanin is one of the most important factors affecting skin color. Melanogenesis is the bioprocess of melanin production by melanocytes in the skin and hair follicles and is mediated by several enzymes, such as tyrosinase, tyrosinase related protein (TRP)-1, and TRP-2, MITF. In this study, we investigated the effect of Artemisia fukudo Makino extracts on tyrosinase activity and melanin production as natural products of whitening functional cosmetics. Melanin content in murine B16F10 melanoma cells were decreased by Artemisia fukudo Makino extracts in a dose-dependently. In addition, the inhibition of tyrosinase activity of Artemisia fukudo Makino extracts showed to decrease tyrosinase activity as the concentration of ${\alpha}-MSH$ was increased. Furthermore, western blot analysis revealed that Artemisia fukudo Makino extracts significantly downregulated the expression of tyrosinase, TRP-1 which treat of ${\alpha}-MSH-induced$ melanogenesis in murine B16F10 melanoma cells. As a result, Artemisia fukudo Makino extract showed functionalities as an effective whitening agent to inhibit melanin formation.

In this study we applied the NAG obtained by the deacetylation of chitin extracted from the shells of crabs and shrimp as cosmetic ingredient. In order to compare NAG with GLC we identified the influence of cytotoxicity, anti-inflammatory, melanin biosynthesis formation inhibition on skin cell, and we measured the effects of the change of melanin and red spots. The results show that there was not any attentive cytotoxicity on the Raw 264.7 cell and B16F10 cell, and NO formation anti-inflammatory hindrance effect induced from Raw 264.7 by LPS was slight, and NAG suppressed the increase of melanin generation concentration-dependently after we induced the melanin generation with ${\alpha}$-MSH on B16F10 and measured the melanin biosynthesis inhibition. From this result, we identified the applicability of the cosmetics containing NAG as functional cosmetic for enhancing skin-lightening because when cream containing NAG was applied to skin the index of melanin red spots showed statistically meaningful changes.
The desire of modern people to maintain a healthy and beautiful appearance is increasing day by day along with the increasing interest in skin health and the demand for functional cosmetics. Accordingly, research on functional cosmetic materials with few side effects and excellent efficacy is being actively conducted. Therefore, this study tried to verify the antioxidant and whitening effects of the mixed extracts of Bixa orellana, Ammi majus, and Glycyrrhiza glabra, whose efficacy has been individually verified. Extracts (BAG-1~4) with different extraction methods such as steaming, fermentation, and ultrasonication were prepared for 3 types of natural plants, and antioxidant and whitening effects of these extracts were confirmed. For this purpose, antioxidant, tyrosinase activity, melanin production and stability experiments were conducted. Extracts (BAG-1~4) had no cytotoxicity, and antioxidant and whitening effects were confirmed. BAG-4 extracted by steaming and fermentation showed the best efficacy. It seems that enzymes such as lipase, protease, and amylase increase phenol components by various yeasts involved in the fermentation process, thereby improving antioxidant and melanin production inhibitory effects. It was confirmed that the three types of natural plant extracts could be used as safe and functional cosmetic materials.

This study was performed to DPPH radical scavenging activity, ABTS radical scavenging activity, tyrosinase inhibition activity and intracellular melanin synthesis inhibition to verify the whitening effect of Fagopyrum tataricum (bitter buckwheat) extract as contrasted with Fagopyrum esculentum (sweet buckwheat) extract. F. tataricum extract in consequence showed higher antioxidant activities, tyrosinase inhibition activity and melanin synthesis inhibition compared with F. esculentum extract. We investigated skin bright value during 8 weeks after induction of pigmentation in human skin from UV irradiation. In result, we obtained statistically a significant skin whitening effect from visual and mechanical evaluation. Accordingly, F. tataricum extract is expected to be high availability as functional cosmetic material for skin whitening.

The purpose of this study is to observe how Chrysanthemum Sibiricum Extract has anti-oxidant activity, cytotoxicity for skin cells, and anti-inflammatory and melanin inhibitory effects in order to find the development possibility of Chrysanthemum Sibiricum Extract as the ingredient of a functional cosmetic product. According to the analysis, Chrysanthemum Sibiricum Extract was found to have high contents of polyphenols and flavonoids and excellent DPPH radical scavenging activity. The extract had no significant cytotoxicity for Raw 264.7 cell and B16F10 cell and significantly inhibited the creation of NO induced LPS in Raw 264.7 cell so as to present anti-inflammatory effect. In B16F10 cell, melanin creation was induced with ${\alpha}$-MSH, and then melanin biosynthesis inhibition was measured. As a result, melanin creation was inhibited in the concentration dependence way. Given the results, it is considered that Chrysanthemum Sibiricum Extract is applicable as the ingredient of a functional cosmetic product that has low cytotoxicity for skin cells, high anti-oxidant activity, anti-inflammatory effect, and whitening effect.

Recently, arbutin, oil soluble licorice extact (GLY), ascorbyl glucoside (AA2G), and ethyl ascorbyl ether (EAE) have been widely used as functional whitening ingredients. To Investigate which combination between the above agents could be more effective for whitening effect, tyrosinase activity and MSH-induced melanin production in B-16 melanoma cells were investigated. Both GLY and arbutin dose-dependently inhibited purified tyrosinase activity. The inhibitory effects of GLY with AA2A or EAE on Drosinase activity were more potent than those of GLY alone, whereas that of arbutin with other ingreadients did not show those effects. In MSH-induced melanin production in B-16 melanoma cells, the mixture of Gly and EAE more significantly reduced melanin formation than Gly alone. Stability of mixture of GLY, arbutin, AA2A and EAE exposed at the temperature of $25^{\circ}C\;or\;45^{\circ}C$ for 30 days were also investigated. All of the combinations of whitening agents did not show any critical changes in their composition stability. These data suggest that the combination of GLY and vitamin C derivatives such as AA2G and EAE may be useful for the promotion of whitening effect.
The growing demand for functional cosmetics, driven by modern individuals' quest for healthy and aesthetically pleasing skin, is being challenged by reports of side effects and toxicity associated with these products. This underscores the importance of exploring natural plant-based materials for functional cosmetics. This research focuses on the assessment of antioxidant and whitening properties of mixed extracts from Ipomoea nil, Arctostaphylos uva-ursi, and Angelica gigas Nakai, all of which have proven pharmacological benefits. The study evaluated the extracts' total polyphenol and flavonoid contents, ABTS and DPPH radical scavenging activities, SOD-like activity, and xanthine oxidase inhibition to determine their antioxidant capabilities. Moreover, the whitening potential was investigated through tyrosinase activity and melanin production assays, alongside a cytotoxicity evaluation via a cell viability test. The findings revealed that the extracts, IAA-1 to IAA-4, demonstrated both antioxidative and whitening capabilities without exhibiting cytotoxic effects. Notably, the extract IAA-4, processed through ultrasonic and ultrahigh pressure extraction, exhibited superior effectiveness. These results indicate that the cavitation formed during ultrasonic irradiation effectively destroys the plant cell wall by creating high pressure, and as a result, it is judged that useful components are easily extracted. As a result of the study, it was confirmed that the IAA-4 extract could be applied as a material for functional cosmetics.
