  • This study aimed to develop strategies to re-establish the Park Nature Conservation Area in Bukhansan National Park, reflecting landscape ecological value by using the zonation program Marxan with Zones. Planning unit was set by watershed, and the basic data were mapped, considering topographical and ecological values. Mapped indicators were analyzed with the application framework of Marxan with Zones by indexing some indicators. The zones divided into Park Nature Conservation Area (Zone A), Park Nature Environment Area I(Zone B) which is reflected on the concept of Potential Park Nature Conservation Area and Park Nature Environment Area II(Zone C). The best solution for each of the scenarios was fixed through the sensitiveness analysis. From these, the final solution was selected considering five criteria including area ratio of conservation area and grouping. Lastly, the final solution was verified in the overlapped analysis with recent zonation. According to the results, the number of watersheds was 77, with an average area of $1,007,481m^2$. In terms of basic mapping and indexation, the slope index and number of landscape resources for topographical property were average 0.22 and 38 places, respectively. Biotope index was average 0.69 and legally protected species was 14 species, reflecting ecological values. As the social and economic indicators, trail index was average 0.04, and the number of tour and management facilities was 43 places. Through the framework of Marxan with Zones, the best solution for scenario 1 which was set by the highest conservation criteria was selected as the final solution, and the area ratio of Park Nature Conservation Area and grouping was excellent. As the result of overlapped analysis, suggested zonation of the Park Nature Conservation was better than the recent zonation in the area raito (28.3%), biotope grade I(15.4%) and the distribution points (10 places) of legally protected species with verification of proper distribution of conservation features according to the zone.

  • Energy environment has been changing rapidly such as the fluctuation of oil prices and the effect on UNFCCC. Oil price change affects Korea's economy heavily due to her poor natural resources and large dependence of consumed energy resources. Korea takes the 4th place of importing the crude oil and 9th place in $CO_2$ emissions with the 1st place of $CO_2$ emissions increasing rate. Considering the current statue of Korea including oil price change and UNFCCC, Korea will be expected to be the Annex I nation due to Korean energy environments and the quantity of $CO_2$ emission. Energy technology development is a crucial key to cope with Korea's national energy security and environments. In this study, we establish the framework, which allocates the relative weights of assessment criteria and sub-criteria, for assessing and selecting R&D programs of energy technologies strategically. We integrated fuzzy theory and analytic hierarchy process (AHP) approach since the fuzzy AHP approach reflects the vagueness of human thoughts and perception effectively as making pairwise comparisons of criteria and alternatives. The fundamental data of this research results will support R&D planning phase for policy-makers and the production of well focused R&D outcomes.

  • Recently, a number of researches acknowledge the importance of 'reflection' and 'reflective teacher education,' and they highlight the implication of 'reflection' on the teacher's profession or the teacher education. The reflective thought is interpreted as a subject that should be taught or a sort of strategy that a teacher should learn, while the aspect is excluded that reflection is the interaction between the innate knowledge and the practice. As a result, the reflective teacher education programs that increase the level of reflection are developed and practiced, and the reflection is accepted as a tool for increasing teacher professionalism. Reflective teaching is en essential and basic element for the development of teacher knowledge. In particular, such teacher knowledge might be being gradually expanded by a teacher's self-assessment on reflection on his own instruction. For this reason, this study develops an assessment framework on instruction which is comprized of teacher knowledge and instructional process. To accomplish this, in this study, teacher knowledge is considered as a whole practice knowledge combined by subject matter knowledge, understanding of learners, teaching and learning methods and assessment, and instructional environment. Also, success on instruction in mathematics class might depend on the acquisition of teacher knowledge, instructional planning, instructional execution, and furthermore reflection on instruction. Especially, this study emphasizes that 'reflection on instruction', the most important step of instruction be reflected and examined by the teacher himself.

  • Overseas Urban Development is even risky although it is desirable for market-seeking developed countries and developing countries facing urbanization problems. Both sides do not know each other well so that they cannot trust each other to work on this risky projects. This study constructs a frame, which is enhancing trust between developed and developing countries. The first step is to start from small collaborations than a huge project. At the charismatic position, a enterprise from developed country proceeds its first work with its most advanced skills, cooperating with developing countries. By localization with executing projects smaller and easier than urban development project, like constructing facility or buildings, this enterprise can get closer to native elites and get to be supported from native people. And then, they can start huge urban development project. The study begins with trust theory, adding case studies contributing to constructing Cooperative Overseas Urban Development Frame. Five cases were studied and applied by the international urban development framework.

  • Visitor Impact Management (VIM) framework was developed in the United States to help recreation resources management to be more systematic and effective. It consists of a series of steps from examining problems and their causes to planning and implementing management strategies in order to solve the problems. This study was conducted to find management problems in Moodeung-san Provincial Park and suggest some alternatives based on VIM framework. Data were collected by on-site survey and a mail-back questionnaire in August of 1996 in Moodeung-san Provincial Park. Out of 1173, 519 respondents (44.2%) were used for the study. According to the study results, there were differences between users' perceptions about the present use of the park and the users' personal norms about the use of the park. That is, while 46% of the respondents considered the park should be used as 'the place for calm and meditiation,' only 19% of the respondents considered the park had been used as 'the place for calm and meditation.' Three social indicators (the number of users, the number of seeing others' inconsiderate behaviors, and the crime) and four ecological indicators (littering, human waste, trail conditions, and water quality of Moodeung-san valleys) were selected for the major managerial indicators of the study area. Generally, five out of 7 selected indicators were in worse conditions than the evaluative standards, Five indicators which were evaluated as in worse conditions include two social indicators (the number of users and the number of seeing others' inconsiderate behaviors) and three ecological indicators (littering, human waste and trail conditions). Two other indicators such as water quality of Moodeung-san valley and the crime were identified to be important for users' recreational experience. More concerns and systematic investigations on these indicators are needed. This study discussed some management strategies to solve the identified problems, and introduced how mangers may make use of these information for recreation resource menagement in the park.

  • The aim of this paper is to identify the components of the sustainable regional ecosystem of social economy enterprises (hereafter 'regional ecosystem'), and to explore the principles of reciprocity, regard and public policy, which have a fundamental impact on the development of such regional ecosystem. The regional ecosystem is an interactive system of the stakeholders who are related to the process of planning, producing, distributing and selling goods and services, and the agents who maintain and spread their social value orientation. This system operates through the interaction of 'local network (business relations and social relations)', 'intermediary organization' and 'public role.' On the basis of the conceptual framework on the regional ecosystem, the result of the in-depth analysis on the case of Gorang-erang Coop shows the interaction of reciprocity and public policy with respect to regard within the context of a characteristic of the regional ecosystem.

  • The objective of this study were 1) to determine the stages of concern of HE teachers about the practical problem-based curriculum approach, as illustrated by the Ohio's Work and Family Life Curriculum (W&FLC); 2) to determine the relationships between home economics (HE) teacher's stages of concern about W&FLC and personal and professional characteristics of HE teachers; and 3) to determine aspects of interest about the practical problem-based curriculum approach, such as the Ohio W&FLC. Respondents in this study were 225 HE teachers. The data were collected during the in-service teacher training sessions after presentation about W&FLC. Concerns Based Adoption Model (CBAM) was modified to provide a conceptual framework for this study. Frequencies, SD, mean, mode, range were used to determine the stages of concern of HE teachers. To determine the relationships between stages of concerns and personal and professional characteristics of HE teachers, coefficient of Chi-Square contingency tables was used. Content analysis was used to determine aspects of interest about the practical problem-bsed curriculum approach, such as W&FLC. The median of the stages of HE teachers' concerns about W&FLC was Stage 1, Information Stage. About 60% of HE teachers were interested in learning more details about W&FLC. Chi-square revealed no statistically significant relationships between stages of concerns about W&FLC and characteristics of HE teachers. Content analysis was used to determine aspects of interest about W&FLC of HE teachers. Nine categories were found: content, teaching strategies, implementation of the curriculum, philosophical framework, how to adopt W&FLC, resource materials, students' outcomes, in-service teacher training, and HE teacher organization. The majority of HE teachers were interested in relationships with family and others, resource management, family relationships, personal development, communication skill, family life, creating a self-identity, life planning, roles of family members, homemaking management, child care, and parenting.

  • ITS (Intelligent Transport Systems) is comprised of a number of advanced technologies, including information processing, communications, control, and electronics. Joining these technologies to the transportation system will save lives more safely, save time, and save money more efficiently. The National ITS Architecture provides a common framework for planning, defining, and integrating intelligent transportation systems. Most ITS projects are being designed and implemented in accordance with the National ITS Architecture, a reference framework that spans all of standards activities. Recently, as software technology is rapidly improved and stabilized, there are some needs to reuse pre-developed and powerful ITS technology. ITS standardization based on components and open interfaces becomes a way to solve these reusability of current ITS technology. This paper focuses on how could we design and implement the ITS component based on the National ITS Architecture. Furthermore, design and analysis of UML (Unified Modeling Language) was made through the ATIS (Advanced Traveller Information System) component development task and this UML methodology is expected to provide a standardized model for newly developed ITS components.
