공공도서관의 온라인 독자상담 서비스에 관한 연구 (An Analysis of Online Readers' Advisory Services Offered by Public Libraries)

  • 정보기술의 급속한 발전과 독서환경의 변화로 인해 공공도서관의 독자상담은 도전과 기회에 직면하고 있다. 이에 서비스의 도약을 위한 공공도서관의 대응이 필요하다는 문제의식을 바탕으로 본 연구에서는 국내 공공도서관이 제공하는 온라인 독자상담 서비스 현황을 분석하고 개선되어야 할 점에 대해 논의하였다. 이를 위해 서울특별시와 6개의 광역시(인천, 대전, 대구, 광주, 부산, 울산)의 50개 공공도서관을 대상으로 독서프로그램 및 신간 안내등의 공지, 독자 요구 파악 및 개별 이용자를 위한 안내, 사서가 개발 제공하는 콘텐츠, 독자가 참여하여 생성하는 콘텐츠, 외부 기관의 독서 정보 안내, 외부의 전문 서평 데이터베이스 및 온라인 웹사이트의 활용, SNS 서비스라는 7가지 항목에 기초하여 온라인 독자상담의 현황과 양상을 분석하였다. 이를 토대로 독자 만족도 향상을 위해 공공도서관의 온라인 독자상담 서비스가 개선되어야 할 점으로 개별 독자를 지원하는 사서의 도서 추천 서비스, 사서의 서평, 독자의 참여와 공유 및 상호작용 활동을 강화할 것을 제시하였다.

초등수학 영재교육원의 교실 생활과 정체성에 대한 사례연구 (A Case Study on the classroom life and the identity of the Elementary Mathematics Gifted Education)

  • 본 연구는 영재교육원의 일반적인 교실 생활과 영재교육원의 수업에서 지도교사와 영재학생들의 정체성을 알아보기 위한 목적으로 영재교육원 두 반과 2명의 영재담임강사를 약 3개월에 걸쳐 관찰 및 면접한 결과를 분석한 사례연구이다. 본 연구에서는 영재교육원의 교실 생활에 대해 수업의 조직과 사회적 참여구조, 의미 형성 세 가지 측면으로 나누어 분석하고, 영재교육원 지도교사와 영재학생들의 정체성에 대해 영재수학 및 수학 교수, 학습 측면으로 나누어 분석하여 기술하고 있다. 본 논문을 통해 영재교육원에 입학하고자 하는 학생들과 영재교육원 강사가 되고자 하는 교사에게는 영재교육원 교실 생활에 대한 올바른 가치관을 심어주고, 지도교사에게는 학생들의 영재수학에 대한 정체성과 수학학습에 대한 정체성을 이해하여 어떻게 영재수업을 준비해야할 지에 대한 시사점을 주게 된다.

온라인 프라이버시 침해 우려에 관한 컨조인트 분석 : 한국에서의 사례 (A Conjoint Analysis of Online Information Privacy Concerns: A case in Korea)

  • The rapid growth of the Internet has increased the amount of transmission of personally identifiable information. At the same time, with new Internet related technologies, organizations are trying to collect and access more personal information than before, which in turn makes individuals concern more about their information privacy. For their successful businesses, organizations have tried to alleviate these concerns in two ways: (1) by offering privacy policies that promise certain level of privacy protection; (2) by offering benefits such as financial gains or convenience. In this paper, we interpret these actions in the context of the information processing theory of motivation. This paper follows Hann et al.(2007)'s methods to analyze Internet users privacy concerns in Korea and tries to compare the findings. Our research objectives are as follows: First, we analyze privacy concern mitigation strategies in the framework of the expectancy theory of motivation. Subsequently, we show how the expectancy theory based framework is linked o the conjoint analysis. We empirically validate the predictions that the means to mitigate privacy concerns are associated with positive valences resulting in an increase in motivational score. In order to accommodate real-life contexts, we investigate these means in trade-off situation, where an organization may only be able to offer partially complete privacy protection and/or promotions and/or convenience, While privacy protection (secondary use, improper access) are associated with positive valences, we also find that financial gains can significantly increase the individuals' motivational score of a website in Korea. One important implication of this empirical analysis is that organizations may possess means to actively manage the privacy concerns of Internet users. Our findings show that privacy policies are valued by users in Korea just as in the US or Singapore. Hence, organizations can capitalize on this, by stating their privacy policy more prominently. Also organizations would better think of strategies or means that may increase online users' willingness to provide personal information. Since financial incentives also significantly increase the individuals' motivational score of website participation, we can quantify the value of website privacy protection in terms of monetary gains. We find that Korean Internet users value the total privacy protection (protection against errors, improper access, and secondary use of personal information) as worthy as KW 25,550, which is about US 28. Having done this conjoint analysis, we next adopt cluster analysis methodology. We identify two distinct segments of Korea's internet users-privacy guardians and information sellers, and convenience seekers. The immediate implication of our study is that firms with online presence must differentiate their services to serve these distinct segments to best meet the needs of segments with differing trade-offs between money and privacy concerns. Information sellers are distinguished from privacy guardians by prior experience of information provision, To the extent that businesses cannot observe an individual's prior experience, they must use indirect methods to induce segmentation by self-selection as suggested in classic economics literature of price discrimination, Businesses could use monetary rewards to attract information sellers to provide personal information. One step forward from the societal trends that emphasize the need of legal protection of information privacy, our study wants to encourage organizations and related authorities to have the viewpoints to consider both importance of privacy protection and the necessity of information trade for the growth of e-commerce.

산촌생태관광 도입에 관한 산촌주민의 인식 및 요구에 대한 연구 (A Research on Recognition and Needs of Mountain Village Residents about the Introduction of Mountain Eco-Tourism)

  • 본 연구에서는 산촌주민의 산촌생태관광에 관한 인식 및 요구를 파악하기 위해 설문조사를 실시하였다. 설문조사 내용은 산촌생태관광 도입의견, 주민 참여의향, 정책추진 유형, 산림청에 대한 요구사항, 기대효과 등에 관한 사항으로 구성하였다. 조사 대상 및 방법은 산림청에서 조성한 33개 산촌생태마을과 농림축산식품부에서 조성한 산촌진흥지역 내 농촌체험휴양마을 24개 마을의 마을주민 346명을 대상으로 2015년 6월 17일부터 9월 17일까지 개별면접 설문을 실시하였다. 주요 분석 결과로 산촌생태관광 도입 의견에 대한 설문에 86.7%가 찬성한다고 응답하였고, 산촌생태관광 도입 시 78.3%가 참여의향을 나타냈다. 또한 산촌생태관광 정책 수립 시 응답자의 42.2%가 산림청 연관부처 지자체가 협력하여 추진해야 한다고 응답했으며, 산촌생태관광 도입 시 지원해야할 요구사항은 환경 및 시설과 관련하여 휴양시설 설치가 60.4%, 프로그램 및 서비스 관련하여 산촌생태관광 프로그램 개발에 67.6%로 각각 높게 나타났다. 산촌생태관광 도입을 통한 기대효과에 86.1%가 산촌방문객 증가로 산촌활성화에 도움을 줄 것이라 응답하였다. 본 연구는 산촌생태관광 정책수립 시 주민들의 인식 및 요구를 수렴할 수 있는 기초자료로 활용될 것으로 기대된다.

업무특성과 BSC 시스템 특성의 적합도가 BSC 시스템 사용자 만족도에 미치는 영향 (An Empirical Study of the Relationship between the 'Fit' of Task Characteristics and BSC System Characteristics and BSC System User Satisfaction)

  • The balanced scorecard(BSC) framework is a tool for strategic decision making and task support that aims for efficiency in performance management and strategy execution. BSC evolved from an old performance management practice, which tended to be limited to a finance-only perspective, to a new system of corporate management looking at corporate tasks from a multi-dimensional, future-inclined value perspective. This form of BSC amounts to a framework capable of driving management innovation and renewing the ways in which companies conceive their strategy and perform their operations. Since BSC draws integrally on user participation, it can be expected that users' satisfaction with BSC systems is an important factor in systems' success or failure. However, previous studies of the BSC system have not yet considered it as a theoretical model, specifically examining BSC system and task characteristics. To date, only a few studies have put forward plans for the implementation and use of BSC systems, and these studies have the common limitation of failing to consider the circumstances or theoretical structure of the companies for which a BSC system is being proposed. This paper then begins to fill some of this gap by characterizing the BSC system from the perspective of contingency theories. Contingency theories can be particularly useful in the Korean context in exploring how different companies use the BSC system in ways determined by their unique environmental characteristics, which may also determine the performance factors behind the application of a company's particular BSC system. In order to provide concrete suggestions for implanting and using the BSC system from a contingency theory perspective, this study sets out to determine the relationships between the contingency variables affecting BSC system performance and BSC system property variables(in given cases) through an empirical analysis. The study takes into account the perspective from which contingency theory is to be applied in individual cases, sets contingency and BSC property variables with reference to the BSC system user's environment and BSC system's character, and frames initial hypotheses concerning corporate structure and environmental variables and BSC system performance variables with reference to previous studies. A survey was then conducted on users in Korean companies that have implemented the BSC system in order to verify the research model and understand results.

지역사회 건강 증진 사업 평가 연구 -1개 도시지역 보건소의 경험적 사례를 중심으로- (An Evaluative Study of Community based Health Promotion Project)

  • This report is the result of interim evaluation of a health promotion project which was operated by a public health center of K Gu in the year of 2000. It evaluated the aspects of the aim of a project, a target group. and adequacy and appropriateness of a approaching strategy by considering data of public health center's self-evaluation, and guidelines of a group assigned to evaluate the project. The way of evaluation was dividing the project into a colligated evaluation and a evaluation by projects in the aspects of the structure, the procedure. and the result of a result. Through this. a device to improve the health improvement project was derived. The target data for evaluation was the second data and data of self-evaluation, reported data, membership register data of a health management. and interview materials with the people in charge by projects that are all collected as a project management documents. The result of evaluation is stated below. 1. Main purpose of a health promotion project is building a environment of healthy life practicing and providing information through various ways to increase the rate of practicing healthy life. Through overall project. the ultimate purpose and definite purpose were same, however, it was not quite satisfied to offer planning of a time, and a target amount in detailed strategy. As the purpose was to build environment of healthy life practicing. most of the projects had the whole community citizen as a target group. That made difficult to operate detailed projects. so the result was hard to estimate as much as the effort put into it. Also, there were too many kinds of projects and target groups to be equal to by the human source of a health promotion project team. so we were just bent on operating a project. and could not prepare for the evaluation. As the most of former evaluation of public health service was just counting number of the objects, the new way of evaluating a project wasn't familiar to us. so the evaluation of a detailed project cannot be done well. Techniques and advices needed for all of these things weren't offered appropriately. For the forward direction of unfolding project. it is desirable to operate project by selecting focused target and considering a strategy of evaluation as a strategy of reasonable spread. The evaluation of the project became difficult as participation of citizen for it was poor. So, approach strategy that can lead the motivation of community citizen should be derived. 2. For the continuation of a health promotion project, technical assistance system. description of a field in charge, and arrangement of the amount of task should be developed as a central level. Furthermore, as the health promotion project focus on behavioral modification program whose purpose is to lessen dangerous factors. the public health service model which is incorporated with former project should be developed and spread out in the field for the object-centered project plan.

기후변화 적응을 위한 리스크 평가 및 유형화: 영국의 정성적 리스크 평가 방법론 적용 (Risk Assessment and Clasification for Climate Change Adaptation: Application on the Method of Climate Change Risk Assessment in the UK)

  • 최근 기후변화 적응 분야의 연구에 있어 리스크 평가가 적응정책 수립의 중간 과정으로서 논의되고 있다. 기후변화 리스크 평가는 기존의 기후변화 영향평가, 취약성 평가와 더불어 적응정책을 도출하는 데 있어, 관리방안 구성의 매개체로서 역할을 하는 것으로 알려져 있으며 영국 적응정책 수립에 활용되었다. 목적은 영국의 국가 적응정책 수립에 활용된 정성적 리스크 평가의 방법의 일부를 국내 적응정책 수립의 각 부문에 대해 적용하고, 이를 유형화하여 관리방안의 방향을 도출하고자 하는 것이다. 방법으로는 델파이 기법을 응용한 전문가 설문조사와 Klinke and Renn(2002)이 제안한 유형화의 방법을 적용하였다. 논문에 사용된 기후변화 리스크는 국내 기후변화 영향 및 취약성 보고서, 국가기후변화적응대책, 영국 리스크 평가에 사용된 목록 등을 활용하였다. 분석결과 총 125개 리스크 중 42개가 선택되었다. 리스크의 영향정도와 관리의 시급성이 높은 리스크의 경우는 이상기상, 극한기상과 관련하여 반복적이고 피해규모가 커지는 풍수해 관련 리스크가 다수를 차지하였다. 또한, 생태계 변화, 기반시설 대응과 같은 중장기적 대응이 필요한 리스크도 다수 도출되었다. 국내의 기후변화 리스크는 사회적 신뢰와 촉발메커니즘, 책임성 등이 관리에서 요구되는 유형으로 나타났다. 시사점으로 시민사회의 역량강화와 상호간 신뢰, 정책구성에 있어 시민참여 등을 통해 자율적 적응의 폭을 넓일 것을 제안하였다.

현행 게임규제정책의 한계와 과제 : 합리적인 규제를 위한 고려사항 (Limitations and Challenges of Game Regulatory Law and Policy in Korea)

  • The laws and policies governing Korea's game regulations are becoming more and more topics for debate as we enter the Age of Internet. The nature of the basis for Internet regulations and policies are not rooted in freedom of speech or fundamental values of democracy, but rather focused on solving real-world problems such as protection of the youth. Furthermore, the reality is that regulatory devices for keeping the social order such as regulating gambling are being applied directly to games without consideration on the characteristics of Internet gaming, raising concerns that the expansion of constitutional values and innovative empowerment inherent to the Internet are being weakened. The Geun-Hye Park Administration which succeeded Myung-Bak Lee's Administration, even went so far as to implement the so-called "Shutdown Policy", which prohibits access to Internet games during pre-defined time zones and also instigated a time zone selection rule. In order to curb the gambling nature of Internet games, government-led policies such as the mandatory personal identification and prohibition of player selection or in other words mandatory random player selection are being implemented. These institutions can inhibit freedom of speech, which is the basis of democracy, violate the right of equality through unreasonable discrimination between domestic and foreign service providers, and infringe upon the principles of administrative law, such as laws, due process in policies, and balance in among policies and governmental bodies. Going forward, if Korea's Internet game regulations and polices is to develop in a rational manner, regulatory frameworks will need to be designed to protect the nature of the Internet and its innovative values that enable the realization of constitutional values; for example, the Internet acting as the "catalytic media for freedom of expression as a fundamental human right ", which has already been acknowledged by the Korea's Constitutional Court. At the same time, transparent procedures should be put into place that will allow diverse participation of stakeholders including game service providers, game users, the youth and parents in the legislation and enforcement process of regulatory institutions; policies will also need to be transformed to enable not only regulatory laws but also self-regulation system to be established. And in this process, scientific and empirical analysis on the expected effects before introducing regulations and the results of enforcing regulations after being introduced will need to be strengthened.

남산 회현자락 설계 공모 출품작에 대한 역사도시경관적 분석 (Analyzing the Design Competition Entries for the Hoehyeon Section of Namsan from a Perspective of the Historic Urban Landscape)

  • 본 연구는 남산 회현 자락 설계 공모에서 수상한 작품을 역사도시경관 관점으로 분석하여, 각 설계안의 역사도시경관 접근 특성을 분석하고, 한계와 시사점을 도출했다. 회현 자락은 남산에서 한양도성과 공원의 변화가 가장 많은 장소로서 최근 발굴을 통해 조선시대의 성곽 유구와 일제 강점기의 흔적이 확인된 바 있으며, 근 현대의 공원 시설이 공존하는 대상지다. 역사도시경관 개념과 접근 방법, 전문가 논의, 현상 공모 지침서를 토대로 분석의 틀을 도출하여, 분석 항목으로 장소성과 문화다양성의 이해, 시간적 층위의 인식과 설계 구현, 보존과 공원 이용 방법, 향후 관리 방안으로 구분하여 출품작을 분석했다. 연구 결과, 역사도시경관 관점에서 볼 때 각 출품작은 장소성과 문화 다양성을 이해하고, 시간적 층위를 독창적인 방식으로 설계에 반영하고 있다는 점을 확인했다. 보존 대상에 대한 우선 순위를 선정하여 창의적인 개입 방법을 제시하고 있으나, 보존과 이용이라는 상반된 개념을 통합하는 면에서는 보다 실효성 있는 대안이 요구된다. 연구의 시사점으로 보존과 개발에 대한 새로운 인식과 접근 방식에 대한 가능성을 확인했으며, 역사적 층위가 중첩된 서울의 가치 있는 대상지의 보존과 관리를 위해서는 조사와 맵핑을 통한 역사경관 기본 계획이 수립될 필요가 있다. 본 연구에서 제외된 지역 주민 참여, 민관 네트워크에 의한 프로세스에 대해서는 향후 연구가 확대되어야 한다. 본 연구가 앞으로 역사문화적 가치가 큰 대상지의 설계에 방향을 제고해 줄 것을 기대한다.

Hydropower Development and Sustainability in the Mekong River Basin

  • The study aims to evaluate the complexity of relationships between the riparian states - China, Myanmar, Laos, Thailand, Vietnam and Cambodia - in the Mekong River Basin since the mid-1990s with special reference to the discourse on hydropower development. A special emphasis will be put on the influence of China on hydropower development. Although a variety of issues on the river basin have been discussed among the riparian states, none of them has been effectively implemented owing to the lack of China's commitment to the discussions for sustainable water management. Now, a new turning point is observed in the region with emergence of the issue on hydropower development, not only in the upper basin but also in the lower basin. The discourse on hydropower in Mekong has quickly drawn attention of the public, accelerated by the onset of construction of the Xayabury Dam in Laos since November 2010. The influence of China as the upstream country with its political, economic, and military power has increasingly grown in the region over the last few decades, and such trend recently intensifies together with an expansion of Chinese commercial interests in the region. Since the establishment of the Mekong River Commission (MRC) in 1995, the four MRC members have striven to push forward a sustainable use of water resources in the basin. But the legitimacy of the MRC system has been eroded due to the lack of participation by Myanmar and China, and in particular, the Chinese absence has made the four riparian states blind about the change of water regime due to the Chinese dams upstream. Environmental damages due to hydropower development might be possible, including a drop of fish yields, crop production, and damages to the river's ecosystems. Vietnam and Cambodia have already expressed their concerns over the dam construction towards China as well as Laos by pointing out detrimental impacts of the dams to their economies. China's move to collaborate with the other riparian states since 2010 has given a positive signal in terms of sustainable water management in the river. However, this phenomenon never confirms China's proactive contribution to the cooperative activities within the framework of the MRC system. Laos' initiative to build a new dam in the lower basin alarms those who are opposed to dam construction in the fear of its far-reaching damages to the environment. The question goes back to the year-long debate on policy priorities given to economic growth or the environment. The riparian states require wisdom based on a consensus about sustainable water use rather than hydropower development based on individual growth dreams.
