제501 오룡호 침몰사고 원인분석을 위한 선박 복원성 계산 (Ship Stability Calculation for Cause Analysis of No. 501 Oryong Sinking Accident)

  • 원양어선 제501 오룡호는 황천 중인 베링해에서 조업 후 피항하던 중 개구부를 통한 침수로 인하여 침몰하였으며 많은 선원들이 사망하고 실종되었다. 본 연구에서는 사고선박 침몰사고의 진행상황 별 유동수 영향과 어획물 배치 등을 고려한 선박복원성 계산을 KST-SHIP (선박안전기술공단 선박계산시스템)을 사용하여 수행하고 사고선박의 침몰사고 시의 침수 후 선박복원성을 분석하였다. 먼저 만재출항상태 (Full Load Departure Condition)에서의 사고선박의 비손상 복원성 계산서와 KST-SHIP을 사용한 비손상 선박복원성 계산 결과를 비교하여 검증하고, 사고선박의 출항 시부터 사고 직전까지의 배수량에 따른 비손상 복원성 계산을 수행하여 비손상 복원성을 분석하였다. 또한 사고선박 침몰사고 시의 진행상황 별 침수 후 선박복원성 계산을 수행하여 침수 후 복원성도 분석하였다.

중소규모 화학공장의 압력방출시스템에 대한 안전성 검토 (Review of Safety for Pressure-Relieving Systems of Small to Middle Scale Chemical Plants)

  • A variety of safety issues were investigated for chemical reactors using a toluene solvent in case of a fire at small to middle scale chemical plants. The issues covered the operation of pressure-relieving valves and the subsequent discharges of the toluene to the atmosphere either directly or through an absorber, which represent the current practice at most small chemical plants. It was shown that the safety valve on the reactor may not operate within about twenty minutes after an external fire breaks out, but, once relieved, the toluene vapor released directly to the atmosphere may form a large explosion range on the ground. It was also shown that if the discharge is routed to an existing absorber used for the scrubbing of volatile organic compounds or dusts, the column may not operate normally due to excessive pressure drops or flooding, resulting in the hazardous release of toluene vapors. This study proposed two ways of alleviating these risks. The first is to ruduce the discharge itself from the safety valve by using adequate insulation and protection covers on the reactor and then introduce it into the circulation water at the bottom of the absorber through a dip linet pipe equipped with a ring-shaped sparger. This will enhance the condensation of toluene vapors with the reduced effluent vapors treated in the packing layers above. The second is to install a separate quench drum to condense the routed toluene vapors more effectively than the existing absorber.

계층분석법을 통한 지하차도 재해 예방 및 제어 시스템 개선 연구 (A Study on the Improvement of the Disaster Prevention and Control System for Underpasses by Analytic Hierarchy Process)

  • 연구목적: 지하차도의 설치 규모, 개수의 증가로 지하차도 내 화재, 침수 등의 재해가 증가하는 추세이다. 지하차도는 지하에 건설되어 재해 발생 시 일반도로 대비 피해가 크고 공용 중 재해 노출 가능성이 크다. 따라서 지하차도 내 재해를 예방·제어하기 위한 시스템 개선사항을 도출하는 데 목적이 있다. 연구방법:본 연구에서는 지하차도 내 재해 분석 및 영향요소에 관한 선행연구와 전문가 자문을 토대로 재해 영향요소 및 대안을 계층 구조화한 모형을 개발하였다. 개발된 모형은 전문가를 상대로 쌍대비교 형태의 설문에 활용하고, 개선순위 결정 등을 위해 AHP분석 기법을 사용 하였다. 연구결과: 설문조사는 일관성을 확보하였고, 재해(교통사고, 화재, 침수)와 대안(법, 제도/계획, 설계, 유지관리/인적/환경)을 상대로 가중치 등을 분석한 결과, 지하차도 재해 예방·제어를 위해 화재에 관한 법, 제도 분야 시스템개선이 최우선으로 필요한 것으로 확인되었다. 결론: 전문가 견지에서 볼 때 지하차도 내 화재 관련하여 물분무시설, 외부(지상)대피통로와 같은 방재시설과 관계된 법, 제도를 강화하는 것이 지하차도 재해예방 및 피해 최소화의 대안임을 보여 주었다.

수치표고모형 (DEM)을 이용한 침수재해 지도작성에 관한 연구 (A Study on Making Map of Flood Using Digital Elevation Model (DEM))

  • Recent floodplain data are important for river master plan, storm and flood damage reduction comprehensive plan and pre-disaster impact assessment. Hazard map, base of floodplain data, is being emphasized as important method of non-structural flood prevention and consist of inundation trace map, inundation expected map and hazard information map. Inundation trace map describes distribution of area that damaged from typhoons, heavy rain and tsunamis and includes identified flood level, flood depth and flood time from flooding area. However due to lack of these data by local government, which are foundational and supposed to be well prepared nationwide, having hard time for making inundation trace map or hazard information map. To overcome this problem, time consumption and budget reduction is required through various research. From this study, DEM (Digital Elevation Model) from image material from UAVS (Unmanned Aerial Vehicle System) and numeric geographic map from National Geographic Information Institute are used for calculating flooding damaged area and compared with inundation trace map. As results, inundation trace map DEM based on image material from UAVS had better accuracy than that used DEM based on numeric geographic map. And making hazard map could be easier and more accurate by utilizing image material from UAVS than before.

치수능력 증대에 따른 저수지시스템 분석 (Analysis of Small reservoir system by Flood control ability augmentation)

  • As a research establish reservoir safety operation for small dam systems. This study presents hydrologic analysis conducted in the Duckdong and Bomun dam watershed based on various rainfall data and increase inflow. Especially the Duckdong dam without flood control feature are widely exposed to the risk of flooding, thus it is constructed emergency gate at present. In this study reservoir routing program was simulation for basin runoff estimating using HEC-HMS model, the model simulation the reservoir condition of emergency Sate with and without. At the reservoir analysis results is the Duckdong dam average storage decrease $20\%$ with emergency gate than without emergency gate. Also, the Bomun dam is not affected by the Duckdong flood control augmentation.

Moving reactor model for the MULTID components of the system thermal-hydraulic analysis code MARS-KS

  • Marine reactor systems experience platform movement, and therefore, the system thermal-hydraulic analysis code needs to reflect the motion effect on the fluid to evaluate reactor safety. A moving reactor model for MARS-KS was developed to simulate the hydrodynamic phenomena in the reactor under motion conditions; however, its applicability does not cover the MULTID component used in multidimensional flow analyses. In this study, a moving reactor model is implemented for the MULTID component to address the importance of multidimensional flow effects under dynamic motion. The concept of the volume connection is generalized to facilitate the handling of the junction of MULTID. Further, the accuracy in calculating the pressure head between volumes is enhanced to precisely evaluate the additional body force. Finally, the Coriolis force is modeled in the momentum equations in an acceleration form. The improvements are verified with conceptual problems; the modified model shows good agreement with the analytical solutions and the computational fluid dynamic (CFD) simulation results. Moreover, a simplified gravity-driven injection is simulated, and the model is validated against a ship flooding experiment. Throughout the verifications and validations, the model showed that the modification was well implemented to determine the capability of multidimensional flow analysis under ocean conditions.

  • 본 논문에서는 면진시스템이 원전에 적용될 경우 원전구조물의 생애주기 성능에 미치는 영향을 소개한다. 최근 내진설계와 더불어 강진발생 예상 지역에 적용을 목적으로 개발되는 면진시스템은 구조물을 장주기화하여 응답가속도를 줄이고 상대변위를 늘려줌으로써 구조물의 안전성을 증진시키는 것으로 알려져 있다. 따라서, 구조물의 안전성이 중요시되는 원전구조물에 면진시스템을 적용하기 위한 연구가 국내에서 진행 중에 있다. 본 연구에서는 원전구조물의 생애주기 성능분석에 있어서 특징을 분석하고, 면진시스템이 적용될 경우 원전구조물의 생애주기성능에 있어서 미치는 영향을 평가함으로써, 도출된 결과를 면진시스템 적용의 정량적인 타당성 평가에 활용할 수 있다.

  • 최근 연안지역의 대규모 개발로 인해 고파랑 내습과 강한 태풍으로 발생된 월파는 연안지역의 많은 인명 및 재산피해를 발생시켰으나 연안지역의 특성을 고려한 침수·범람 연구는 미비한 실정이다. 본 연구는 ADCSWAN(ADCIRC+SWAN) 모델과 FLOW-3D 모델을 적용하여 해일 및 파랑의 복합요소에 대한 침수범람을 재현하기 위한 방법론에 대한 연구이다. 본 연구에서는 ADCSWAN(ADCIRC+SWAN) 모델을 이용하여 FLOW-3D 모델의 경계자료(해수위, 파랑)를 추출하고, FLOW-3D 모델 입력값으로 적용하여 태풍 차바 통과시 부산 마린시티를 대상으로 해일과 월파에 의한 침수범람을 재현하였다. 또한 기존 월파량 경험식과 FLOW-3D 모델로 계산된 월파량을 비교하였으며, 침수범람은 한국국토정보공사의 침수흔적도를 활용하여 정성적인 검증을 수행하여, 본 연구의 유효성을 검토하였다.

다목적이고 적극적인 빗물관리에 의한 기후변화 적응방안과 국내 사례 (Climate Change Adaptation Strategy by Multipurpose, Proactive Rainwater Management and Case Studies in Korea)

  • Most urban water management systems are becoming vulnerable to flooding and drought due to the climate change (CC), urbanization and energy shortage. Despite of poor water management circumstances caused by extremely uneven annual rainfall and hilly terrain, traditionally we have made a sound and sustainable life based on our own philosophy and technologies which copes with our rigid environment. In this study a new paradigm of rainwater management is suggested and multipurpose and creative rainwater harvesting and management (RWHM) systems are introduced providing several case studies such as rainfall storage drainage (RSD) system, rainwater infiltration facilities and star city RWHM system. This new RWHM paradigm leads Seoul Metropolitan Government (SMG) in the Republic of Korea to change regulations and politics for the integrated RWHM. Finally, RWHM is expected to improve the safety, efficiency, energy consumption of urban water infrastructure, to reduce urban heat island phenomenon and, furthermore, to contribute in finding solutions for worldwide water issues and to adapt CC.

선외기 선박용 비접촉 러더센서 및 자동조향장치 개발 (Development of Outboard Type Contactless Rudder Sensor and Automatic Steering System)

  • In this paper, we developed a core module of the steering system to control and operate the outboard ship with the automatic steering system, and implemented it as a complete integrated system. In particular, this paper presents the problem of the rudder sensor used in the existing system and implements the contactless rudder sensor as an improvement. In the case of existing rudder sensors, there is a problem that safety operation and economic loss of the ship operation is caused by malfunction due to immersion during use in outboard vessels. However, the proposed rudder sensor is separated from the rotary shaft to constitute a contactless type, and a circular magnet is fixed so that the rotating value can be detected and used by the Hall sensor to completely solve the flooding problem. As a result of the characteristic test, the voltage value from 1.8V to 3.2V was obtained between $-35^{\circ}$ and $+35^{\circ}$ degrees and satisfied the reference value. The proposed rudder sensor was mounted on the outboard ship, and all the performance of controller system were checked. According to the system proposed in this paper, it satisfies the Korean Standard Specification, which defines the speed of convergence in 30 seconds by switching from left to right in 7 seconds. We also confirmed that automatic steering was performed by comparing the compass sensor with the destination in the integrated controller at the start-up.
