This study aims to estimate the failure probability of concrete gravity dams for their risk analysis under flood situation. To the end, failure modes of concrete gravity dams and their limit state functions are proposed based on numerous review of domestic and international literatures on the dam failure cases and design standards. Three failure modes are proposed: overturning, sliding, and overstress. Based on the failure modes the limit state functions, the failure probability is assessed for a weir section and a non-weir section of a dam in Korea. As water level is rising from operational condition to extreme flood condition, the failure probability is found to be raised up to the warning condition, especially for overturning mode at the non-weir section. The result can be used to reduce the risk of the dam by random environmental variables under possible flood situation.
This research presents a prototype development and implementation of Decision Support System (DSS) for integrated river basin water management for the flood control. The DSS consists of Relational Database Management System, Hydrologic Data Monitoring System, Spatial Analysis Module, Spatial and Temporal Analysis for Rainfall Event Tool, Flood Forecasting Module, Real-Time Operation of Multi Reservoir System, and Dialog Module with Graphical User Interface and Graphic Display Systems. The developed DSS provides an automated process of alternative evaluation and selection within a flexible, fully integrated, interactive, centered relational database management system in a user-friendly computer environment. The river basin decision-maker for the flood control should expect that she or he could manage the flood events more effectively by fully grasping the hydrologic situation throughout the basin.
There are 109 A class rivers in Japan. One purpose of river management is to reduce the flooding. For this purpose, government provides the information to public, as flood forecasting, rainfall forecasting and estimate the runoff magnitude to avoid the flood and inundation. In this paper, we introduce current situation of flood forecasting and rainfall forecasting in Japan, and we describe how to use the information of flood forecasting and rainfall forecasting in conjunction with current strategy for river management.
This study is to develop a downstream flood damage prediction model for efficient confrontation in case of extreme and flash flood by future probable small agricultural dam break situation. For a Changri reservoir (0.419 million $m^3$) located in Yongin city of Gyeonggi province, a dam break scenario was prepared. With the probable maximum flood (PMF) condition calculated from the probable maximum precipitation (PMP), the flood condition by dam break was generated by using the HEC-HMS (Hydrologic Engineering Center - Hydrologic Modeling System) model. The flood propagation to the 1.12 km section of Hwagok downstream was simulated using HEC-RAS (Hydrologic Engineering Center - River Analysis System) model. The flood damaged areas were generated by overtopping from the levees and the boundaries were extracted for flood damage prediction, and the degree of flood damage was evaluated using IDEM (Inundation Damage Estimation Method) by modifying MD-FDA (Multi-Dimensional Flood Damage Analysis) and regression analysis simple method. The result of flood analysis by dam-break was predicted to occurred flood depth of 0.4m in interior floodplain by overtopping under PMF scenario, and maximum flood depth was predicted up to 1.1 m. Moreover, for the downstream of the Changri reservoir, the total amount of the maximum flood damage by dam-break was calculated nearly 1.2 billion won by IDEM.
Flooding situation of Sutak basin was simulated and simulation seemed to be consistent with the real flooding situation in terms of high water levels and timings of flooding. The flood simulation model was used to evaluate alternatives to mitigate flooding problems in Sutak basin. From the evaluation of flood mitigation plans, it was found that combined operation of Sutak and Inchang pumping stations through partial diversion of inflow of Sutak pumping station to Inchang pumping station was the most effective one among the suggested mitigation plans. About 500 meter diversion channel will be needed to send 30% of Sutak pumping station inflow to Inchang pumping station. This will reduce overload of Sutak pumping station and the storage capacity of Inchang pumping station will be more efficiently utilized.
본 연구에서는 홍수모델링을 위해 삼각격자와 사각격자를 포함하는 혼합격자의 적용이 가능한 2차원 Godunov형 유한체적모형을 이용하여 격자형상과 해상도에 따른 홍수위, 홍수범람범위, 모형의 계산시간을 비교 분석하였다. 연구유역은 2000년 10월 29일부터 11월 19일까지 22일 동안 홍수가 발생한 영국의 Upton-upon Severn 유역이다. 홍수 모델링을 위해 고해상도 LiDAR (Light Detection And Ranging)를 이용하여 지형자료를 구축하였으며, 격자유형 및 해상도에 따른 2차원 홍수모델링 결과는 홍수기간 동안 촬영된 4개의 ASAR (Airborne Synthetic Aperture Radar) 영상자료와 비교하였다. 본 연구는 동일한 지형과 경계조건을 사용하더라도, 격자의 형상과 해상도에 따라 홍수위와 범람범위가 큰 차이를 가질 수 있음을 보여주었으며, 2차원 홍수모델링의 목적과 상황에 맞는 적절한 격자유형과 해상도의 선택이 필요함을 보여준다.
For the last two decades, Seoul has always been affected by large floods. As climate change causes more frequent localized heavy rains exceeding the capacity of sewer or river to discharge water, flood damage is expected to increase. Under the situation, detention facilities for lacking capacity of sewers can control stormwater runoff to reduce flood damage in urbanized areas. In this study, in order to reduce flood damage in Cheonggyecheon areas, the capacity of detention facilities was decided to make up for the lacking capacity of main sewers in case of the rainfall in July, 2001 as large flood. The average amount of stormwater detained in eight Cheonggyecheon drainage areas is $235.09m^3/ha$. Location and size of stormwater detention facilities is designed to have effects in short term by targeting the reduction of flood damage. Schools and parks are suggested as optimal locations where detention facilities are constructed in drainage areas.
Rehabilitation and upgrading of the irrigation facilities are usually for the reservoirs, pumping stations, and other facilities in the paddy fields. Changes in food consumption patterns have taken place in Korea and there are growing foreign demands that we open our agricultural products market. In accordance with this situation, farmers are turning increasingly to growing vegetables which provide a high income cash crop. It is necessary to irrigate by pressure through pipe lines in farming facilities and mass production farming. Flood damage occurs as a result of heavy rainfall. The design criteria should be followed to minimize the risk of the flood damage in rehabilitation and upgrading.
하천 유량이 증가된 상태에서 집중호우의 발생은 유량과 강우량 모두 하천변 홍수피해에 영향을 미치게 된다. 또한, 하천변 사회·경제적 영향 수준에 따라 피해정도에 차이를 보이게 되며, 특히, 인구 및 자산 밀집도가 높은 경우 홍수대응에 필요한 충분한 예보 선행시간의 확보가 요구된다. 본 연구에서는 홍수대응에 필요한 시간적 여유의 확보를 통한 피해저감 효과를 증대하기 위해 앙상블 강우유출모델링을 활용한 홍수위험매트릭스를 구축하고, 그 적용성을 판단하고자 한다. 홍수위험매트릭스는 홍수피해 자료를 활용한 홍수피해 영향수준(X축)을 구성하고, 기상청 LENS 강우자료를 이용한 앙상블 강우유출모델링의 결과로 위험 홍수량의 발생 가능성을 예측(Y축)하여 확률예보에 기반한 예측이 가능하다. 이를 위해 과거 홍수피해 자료 및 정량적 홍수피해 평가방법을 이용한 홍수피해 영향수준 결정 방법을 제시하였다. 낙동강권역의 태화강유역 및 형산강유역의 홍수특보지점에 대하여 기존 홍수특보 자료 그리고 피해 발생 상황과 비교하였다. 그 결과 최대 3일전부터 홍수위험 발생시간 및 정도에 대한 예측이 가능한 것으로 분석되었다. 따라서 홍수대응에 필요한 예보 선행시간 확보를 통한 피해저감 활동에 도움이 되리라 판단된다.
Inundation of substation and underground power equipment(pad-mounted transformers & switches) breaks out every summer season in low-lying downtown and low-lying shore by localized heavy rain, typhoon and tidal wave. In case inundation of substation and underground power equipment, it occurs a great economic loss owing to recovery time and events of electric shock occur by inundation electrical facility. So we search the damage situation and installation situations. Therefore we propose the necessity of protection of flood at low-lying downtown and low-tying shore. This paper will be used to present a reform proposal of electrical related law about flood protection of existing power equipment.
