Analysis of Regional Flood Damage Characteristics using Relationship between Flood Frequency and Damages (홍수피해 발생빈도-피해액 관계분석을 통한 지역별 홍수피해특성 분석)

  • It has been considered only with the concerned regional damage costs whenever the restoration and flood control measures were established in Korea. If the relationship between regional flood frequency and damages is quantitatively analyzed, more resonable and reliable countermeasure for flood protection and restoration can be proposed. Historical data ('70~'07) about flood damage in Korea were utilized and analyzed to present such relationship using the point frequency analysis. Also, the quadrant analysis was employed to divide into 4 categories: high frequency-high damage, high frequency-low damage, low frequency-high damage, and low frequency-low damage. If the results from this study were utilized well in specific cities and counties in Korea, it would be helpful to establish the countermeasures and action plans for flood protection because it was possible to compare with the relationship between flood frequency and damage of each region. And it would be the fundamental data for estimating the effect of future flood protection plan.

  • In this research, multi reservoir operation methods for reservoirs in Han River are proposed based on the single dam operation models using fuzzy control techniques. The result of fuzzy controled single dam operation has shown that it can improve flood controllability at the downstream of dams. Among the many control rules of fuzzy operation, a rule that shows the most effective flood control rate at the downstream has been selected as Ike operation rule. The simulated results for 1990 and 1995 flood events are compared with historical ones. As the results, it is founded that suggested models can reduce the inundation of upstream and keep the water elevation lower at downstream, which make the proposed models as the effective methods in multi reservoir operation.

Numerical Simulation of Flood Inundation with Quadtree Grid (사면구조 격자를 이용한 홍수범람 모의)

  • In this study, the flood inundations of the Nam River catchment running through the Uiryeong and Haman regions have been simulated using the numerical model based on quadtree grids. The nonlinear Saint Venant equation is employed as the governing equation for a numerical model in this study. The governing equations are discretized explicitly with a finite difference leap-frog scheme on adaptive hierarchical quadtree grids. Results from this study are compared with those of established numerical models such as the HEC-RAS and the FLUMEN. A numerical model is also simulated according to the frequency variations of flood event. Obtained numerical results show good agreements with them of commercial models. It is found from this study that the flood inundations in the studied area can be occurred at a 500 year frequency event.

Improved Parameter Computation Method Applications of Storage Function Model for the Han River Basin (저류함수모형 매개변수 산정 개선방법의 한강유역 적용)

  • The parameters of each basin, required for the accurate analysis of flood runoff using Storage Function Model, are estimated. Prior to the estimation, sensitivity analysis and extraction of new regional topographic factors for Han River basin are conducted. Based on the result, the outflow constant of basin model is calculated through regression analysis in relation with pre-flood runoff depth. The storage constant of basin model is derived by the optimum storage constant equation, according to the flood event of each basin. The model using the mentioned parameters was compared with K-Water model of Korea Water Resources Corporation and the model of Han River Flood Control Office, and proved to correspond to the observed hydrograph more.

  • Large scale flood disasters bring human losses and properties, which lead to the decrease of our productive value and change social environment. Human loss and economic damage are considered to be the same system but they are viewed as separated systems. The total amount of human loss can be represented as the total amount of economic damage estimated in the frame of social system while it will be possible to make mutual changing by clearing the relations between social and economic systems. In this regard, an attempt to estimate economic loss considering per capita Gross Domestic Production (GDP) caused by flood-related mortality was carried out to the typhoon Rusa of 2002 in Kangwon-do. The proposed method tried to capture quantitative factors which are affecting the loss of per capita GDP. The approach has great importance not only to set up governmental policy but also methodological progress in the research due to impact of disaster-related mortality on GDP loss.

  • In this study, a numerical model combined by a river model and an inland model developed to simulated a flood event. The river model describing an inundation in a river solves the two-dimensional Saint Venant equations with a finite difference method. The inland model based on the ILLUDAS describes the conveyance capacity of a storm sewer system. The combined model is applied to a real situation. The model simulates reasonably the real flood event occurred in a river and inland simultaneously.

  • Many people have been suffering and loosing their property from inundation due to concentrated rain and massive storm. Although, river banks are strengthened and pumping stations are constructed to protect the life and property of people, the flood damages (disaster)could not be controlled, in fact it is increasing. In USA, CWMS (Corps Water Management System) has very good system of integration of study of rainfall data, computation of stream stage and simulation of flood damages, but there is lack of this type of study and analysis in the domestic context, so we have been facing many difficulties in simulation of flood damages. Therefore, a systematic collecting of data analysis and evaluation of flood damages is necessary. The main objective of this study is to suggest a systematic data collection and evaluation method, which could be useful to prevent the life and property from unusual damages. In this study, the system (Flood Damage Evaluation Model; K-FDEM) is proposed to evaluate the flood damages from rainfall with considering many field parameters.

  • In recent years, the natural damage associated with flood disaster has been dramatically increased. However, there is no rational method which reflects urban characteristics to estimate the regional safety assessment for flood disaster. The purpose of this study is to develop the regional safety assesment model for urban flood. Flood risk and reduction assesment were estimated by using the linear sum of the Z score of the assessment factors and the weight value of each factor from the expert survey data. And then the regional safety assessment was estimated by subtracting reduction factor value from risk factor value. GIS tool was used to estimate the factor assesment and integrated regional safety. This study can be used to determine the priority of flood protection project, execute the flood insurance and establish the urban plans and the flood mitigate plan.

  • Flood control and river improvement works are carried out every year for the defense of the flood disaster, it is impossible to avoid the damage when there is a flood exceeding the capacity of hydraulic structures. Therefore, nonstructural counter plans such as the establishment of flood hazard maps, the flood warning systems are essential with structural counter plans. In this study, analysis of the internal inundation effect using rainfall runoff model such as PC-SWMM was applied to Woo Ee experimental stream basin. Also, the design frequency analysis for effects of the external inundation was accomplished by main parameter estimation for conclusive hydraulic routing using HEC-RAS model. Finally, inundated areas for flood hazard map were estimated at Woo Ee downstream basin according to flood frequency using HEC-GeoRAS model linked by Arc View GIS.

Development of River-Reservoir Integrated Model for Flood Reduction Capacity Analysis of Off-Stream Reservoir (천변저류지 홍수저감능력평가를 위한 하도-저류지연계모형의 개발)

  • The purpose of this research is to develop the model for analyzing the hydraulic behavior of off-stream reservoir whose purpose is to reduce a peak flood. When a flood occurs in river, off-stream reservoir has a capability of sharing a part of peak flood. It is accomplished by flowing over a off-line weir that is built by lowering a portion of bank and connecting river with off-line reservoir. Since flood control depends on river elevation, characteristics of off-line weir (elevation, length, position et al.) and reservoir capacities, an integrated model linking the one dimensional unsteady river flow model, off-line weir model and two dimensional unsteady flood model is developed to analyze the behavior of off-stream reservoir and off-line weir. The results show that a flood control capability of off-stream reservoir strongly depends on facilities of off-line weir and storage capacity of offstream reservoir.
