지속적 어업을 위한 적정 자원이용료 부과에 관한 연구 (Charging Korean Off-Shore Fisheries for Sustainable Fishing)

  • This study examines, from an economic perspective, the reasons for introducing a resource taxe system into the Korean off-shore fisheries and the type of charges that can be introduced. Following a review of the charging systems in other advanced fisheries, we consider the types of charging scheme and some implications for the Korean off-shore fishing industry. Charges could be used for recovering part of fisheries management cost from the industry(i.e. administration, enforcement, research, etc). This can be justified on the grounds that the fishing industry is the main beneficiary of management and that it should therefore bear at least part of the cost involved. It is arguable that publicly-funded management is in effect a subsidy to the industry. Using charges to raise revenue in excess of the cost of management would represent the extraction of a public rent from the fishery resource, but the short-run financial consqquences for the industry would be significant. Results from a qualtitative analysis suggest that while any new charge will have a significant financial impact on the industry in the short run, a landings tax would have a lesser impact on fleet structure in the long run. The study also considers the possibility of a capital gains tax on license sales in order to recover some rent from the industry. Despite any short run-financial consequences, making the fishing industry pay for at least some of the cost of management could benefit the industry as a whole if there were more cooperation between industry and managers as a result. It is acknowledged, however, that there could be disputes over the relative management costs of different sectors of the industry. Even though this study makes few specific recommendations about charging the Korean off-shore fishing industry, it does advise that the issue be reviewed on the basis of the entire Korea fisheries. Finally, the study notes that insufficient data are available on the economic performance of the Korean off-shore fishing vessels and it recommands that a comprehensive system for the collection of costs and earnings data be put in place. It also suggests that MOMAF pay much attention to the permit right market and its transactions.

An Air-Interface for Ad Hoc Networks Supporting High Mobility

  • In this paper, a novel air-interface is presented for Fleet-Net1, a self-organizing network for inter-vehicle and vehicle-toroadsidecommunication. The air-interface is based upon the lowchip-rate version of UMTS/TDD. To adapt the cellular UMTS standard to an air-interface for ad hoc networks, changes of the physical layer, medium access control sub-layer and radio resource management are required. An overview of the required modifications is given here. Particularly, a decentralized synchronization mechanism is presented and analyzed by means of simulations. Furthermore, changes for the medium access control are explained in detail, which allow for an efficient operation in partly meshed networks and prioritization. Performance results of the overall system considering throughput and delay are derived by means of analytical evaluations and event-driven simulations. Based on realistic mobility models, it is shown that the presented solution provides a robust communication platform even in vehicular environments. The proposed air-interface is a cost-effective solution not only for inter-vehicle communication, but also for ad hoc networking in general, benefiting from the mass-market of UMTS.

Comparison of Intelligent Charging Algorithms for Electric Vehicles to Reduce Peak Load and Demand Variability in a Distribution Grid

  • A potential breakthrough of the electrification of the vehicle fleet will incur a steep rise in the load on the electrical power grid. To avoid huge grid investments, coordinated charging of those vehicles is a must. In this paper, we assess algorithms to schedule charging of plug-in (hybrid) electric vehicles as to minimize the additional peak load they might cause. We first introduce two approaches, one based on a classical optimization approach using quadratic programming, and a second one, market based coordination, which is a multi-agent system that uses bidding on a virtual market to reach an equilibrium price that matches demand and supply. We benchmark these two methods against each other, as well as to a baseline scenario of uncontrolled charging. Our simulation results covering a residential area with 63 households show that controlled charging reduces peak load, load variability, and deviations from the nominal grid voltage.

  • This paper describes a framework for extending GIS databases to support moving object data type and query language. The rapid progress of wireless communications, positioning systems, and mobile computing devices have led location-aware applications to be essential components for commercial and industrial systems. Location-aware applications require GIS databases system to represent moving objects and to support querying on the motion properties of objects. For example, fleet management applications may require storage of information about moving vehicles. Also, advanced CRM(Customer Relationship Management) applications may require to store and query the trajectories of mobile phone users. In this trend, maintaining consistent information about the location of continuously moving objects and processing motion-specific queries is challenging problem. We formally define a data model and query language for mobile objects that includes complex evolving spatial structure, and propose core algebra to process the moving object query language. Main profit of proposed moving objects query language and algebra is that proposed model can be constructed on the top of GIS databases.

  • 자바언어로 구현된 GIS 공간정보분서엔진, GPS, 휴대전화를 이용한 무선 데이터 통신을 연계하여 AVL-GIS 시스템을 개발하였으며, 프로토 타입으로서 긴급 상황 관제 센터로 가정한 통합안전관리시스템(경찰, 119 , 소방서)제 적용, 구현하였다. 이동차량이 정확한 위치의 추적을 위하여 IDGPS(Inverted Differential GPS) 방법을 사용하였으며, 휴대전화를 이용하여 GIS 분석기능과 도로 데이터 및 이와 관련된 공간정보를 갖고 있는 중앙 관제시스템을 실시간으로 연결하여 위치정보 및 메시지를 송수신할 수 있도록 하였다. 본 연구에서 개발된 시스템은 기존의 AVL용 시스템보다 GIS 분석기능이 강화되어 있으며, 비교적 저렴한 가격으로 물류정보, 재난 및 안전관리, 버스나 택시와 같은 차량관리와 전자상거래에서 인터넷을 통한 화물의 위치 확인등과 같은 응용시스템을 구축할 수 있다.

  • 본 논문에서는 그룹교체 정책과 예비품 재고정책을 동시에 고려하여 최적화하는 방안을 제시한다. 일반적으로 보전정책들은 예비품의 재고가 늘 가용하다고 가정하고 있으나 예비품의 재고 확보 여부에 의해 보전활동은 영향을 받을 수밖에 없다. 동일한 여러 유닛들이 동시에 운용될 때 이용되는 그룹교체정책을 바탕으로 이를 지원하기 위한 최적 재고수준을 결정한다. 일정한 개수의 유닛이 고장 나는 시점에서 그룹교체를 수행한다. 예비품의 재고는 일정 횟수의 그룹교체를 할 만큼 주문하여 유지한다. 보전비용과 재고비용 등 운용비용을 최소화할 수 있는 최적의 그룹교체 주기와 재고수준을 구한다.

The nuclear fuel cycle code ANICCA: Verification and a case study for the phase out of Belgian nuclear power with minor actinide transmutation

  • The Nuclear Fuel Cycle Code "ANICCA" has been developed by SCK•CEN to answer particular questions about the Belgian nuclear fleet. However, the wide range of capabilities of the code make it also useful for international or regional studies that include advanced technologies and strategies of cycle. This paper shows the main features of the code and the facilities that can be simulated. Additionally, a comparison between several codes and ANICCA has also been made to verify the performance of the code by means of a simulation proposed in the last NEA (OECD) Benchmark Study. Finally, a case study of the Belgian nuclear fuel cycle phase out has been carried out to show the possible impact of the transmutation of the minor actinides on the nuclear waste by the use of an Accelerator Driven System also known as ADS. Results show that ANICCA accomplishes its main purpose of simulating the scenarios giving similar outcomes to other codes. Regarding the case study, results show a reduction of more than 60% of minor actinides in the Belgian nuclear cycle when using an ADS, reducing significantly the radiotoxicity and decay heat of the high-level waste and facilitating its management.

  • The WCPFC CMMs related to tropical tunas have been strongly restricting fishing capacity and operating activities of main fisheries, especially purse seine fishery. In terms of changes in fishing trend by implementing relevant measures of FAD set, the number of FAD set by Korean purse seine fleet showed a decreasing pattern with the lowest level of FAD set proportion among major distant water fishing nations. With regards to the FAD closure, there was no significant change in fishing effort but a drop in catch, especially bigeye tuna during the period of FAD closure. Moreover, it showed closely similar trends between the number of FAD set and bigeye tuna catch. In terms of measures related to the high sea area including a ban on fishing on the HSP and limitation of fishing days on the high sea by flag state, proportions of catch and effort on the high sea had sharply declined after implementing those measures. As relevant measures are expected to be strengthened, it should pay attention to change of coastal nations policies and focus on improving fishing efficiency of unassociated school set with multi-pronged efforts.

현존선에 전기분해방식 선박평형수 처리장치 설치를 위한 위험도 평가 분석 (Risk Assessment for Retrofitting an Electrolysis Type Ballast Water Treatment System on an Exiting Vessel)

  • Over the past several years, sea trade have increased traffic by ships which highlighted a problem of unwanted species invading the surrounding seas through ship's ballast water discharge. Maritime trade volume has continuously increased worldwide and the problem still exists. The respective countries are spending billions of dollars in an effort to clean up the contamination and prevent pollution. As part of an effort to solve marine environmental problem, BWM(Ballast Water Management) convention was adopted at a diplomatic conference on Feb. 13 2004. In order to comply harmoniously this convention by each country. This convention will be effective after 12 months from the date which 30 countries ratified accounting for more than 35% of the world merchant shipping volume. On Sep. 8 2016, Finland ratified this convention and effective condition was satisfied as 52 states and world merchant vessel fleet 35.1441%. Thus, after Sep. 8 2017, all existing vessels shall be equipped with BWTS(Ballast Water Treatment System) in accordance with D-2 Regulation, which physically handles ballast water from ballast water exchange system(D-1 Regulation). In this study, we analyzed in detail the optimal design method using the Risk Analysis and Evaluation technique which is mainly used in the manufacturing factory or the risky work site comparing with the traditional design concept method applying various criteria. The Risk Assessment Method is a series of processes for finding the Risk Factors in the design process, analyzing a probility of the accident and size of the accident and then quantifying the Risk Incidence and finally taking measures. In this study, this method was carried out for Electrolysis treatment type on DWT 180K Bulk Carrier using "HAZOP Study" method among various methods. In the Electrolysis type, 63 hazardous elements were identified.

시스템 다이내믹스를 활용한 선박 연료유 가격 예측 (Forecasting Bunker Price Using System Dynamics)

  • 본 연구의 목적은 시스템 다이내믹스를 활용하여 선박 연료유 가격의 중장기 예측분석을 수행하는 것이다. 연료유 가격의 정확한 예측을 위해 가격 결정에 영향을 미치는 다양한 변수들 간의 인과적 관계를 바탕으로 정량화된 모델을 구축하였다. 연료유 가격 결정에는 유가에 영향을 미치는 원유 소비와 생산, 경제변화에 영향을 미치는 GDP, 환율 등과 함께 해운물류시장의 수요와 공급에 의해 결정되는 해상운임 등 다양한 구성변수들을 기반으로 시스템 다이내믹스를 활용한 연료유 가격을 예측하고 MAPEs 등을 통한 객관성을 검증하였다. 본 연구의 분석 결과 2029년까지의 연료유 가격은 2016년 대비 소폭 상승세를 보일 것으로 예상되지만 지난 2012년과 같은 급등세는 나타나지 않을 것으로 전망되었다. 본 연구는 각종 변수들 간의 동적인 인과관계를 활용하여 연료유 가격을 예측하여 합리적 추정결과를 유도할 수 있었다는 점과 가격 결정에 영향을 미치는 다양한 변수들의 구조적 관계를 손쉽게 파악함으로써 연료유 가격 변화에 대한 종합적인 위험 관리가 가능하여 해운기업의 효율적인 선대관리를 지원하는데 가치를 가지고 있다.
