A study on the necessity and feasibility of Recreational Fishing license System in Korea (낚시면허제 도입의 필요성과 실현 가능성에 대한 고찰)

  • As of late, people who enjoy fishing as a pastime in Korea has dramatically increased on the back of the increased national income and 5-day working system being in place. In the past, people used to fish in inland waters, but fishing on the sea has also shown a steady increase. The expanded fishing community along with increasing types of fishing, however, led to destruction of ecosystem by littering the waters of both inland and sea with wastes and reckless exploitation of fish resources. Fishing activities are usually taking place in inland waters, or on the sea, which is, by definition, a common property, and side effects such as free riding and diseconomy are frequently observed occurring. In other words, everyone can use the property free of charge(except paying fishing lot), and littering the waters with pollutants and wastes stemming from fishing activities is currently rampant. In this context, this paper studies the necessity of introducing fishing license system and its feasibility in Korea from a perspective to improve the national welfare through policy measures based on 'polluter pays principle' to prevent further environmental pollution in the fishing lot and preserve fishery resources. Study shows that introduction of Recreational fishing license system is urgently needed, but it is concluded that it should take more time to implement the system so as to accomodate the differing interests of all parties involved including recreational fishing industry, while strengthening public relation activities to solicit for the people's understanding of the system to be introduced.

A Study on the Types of Visitors to Experiential Fishing Villages - Focused on the Case of Tae An-Gun in Chung Nam Province - (어촌체험마을 방문객 유형화에 관한 연구 - 충남 태안군 어촌체험마을을 중심으로 -)

  • This study classifies the types of visitors to experiential fishing villages and analyses the features and target marketing strategies by categorical groups. Seven factors are extracted by Factor Analysis and the results of Cluster Analysis indicate the classification of five groups. The first group puts emphasis on the family connection, so family centered facilities and programs are necessary. The second group is composed of surrounding area residents whose purpose of visit is unclear. So environmentally friendly village development programs to encourage local patriotism are necessary. The third group puts emphasis on the necessary facilities and programs for experiencing the fishing village and traditional play, etc. The fourth group emphasizes programs related with the region and the means to satisfy visitor's aesthetic desires. Finally, the fifth group aims at various desires that are generally felt in experiential fishing villages. So this group requires marketing strategies from the public point of view. The existing research mostly surveys rural tourism villages, but this study highlights the difference in dealing with fishing villages as opposed to rural villages, from the perspective of industry and settlement.

LANDSCAPE PREFERENCE EVALUATION TO THE BREAKWATERS OF FISHING HARBORS IN TAIWAN

  • The aim of this study is to evaluate the public preference to the breakwaters of fishing harbors in Taiwan, so that the results could be applied to the successive study of breakwater landscape improvement. Among the breakwaters' photographs those took on the fishing harbors, this study picked up 4 photos for demonstration and 60 for questionnaire according to their spatial types configured with crest of breakwater, crown wall, and armoring blocks) and other landscape factors. The preference evaluation was conducted by questionnaire to the public, 385 effective questionnaires were taken into analysis. Results reveals: (1) the open, colorful, recreational and water-intimate breakwaters are preferred. (2) The combination types and visual elements (shapes, colors, textures, lines and scales) of breakwaters are also influence the public preference.

A Study on Facilities Planning for Recreational Fishing Complexes (바다낚시복합타운 시설계획에 관한 연구)

  • This paper suggests facility planning ideas for recreational fishing complexes suitable for family anglers. Existing recreational fishing parks are only equipped with facilities for angling. There are many needs for recreational fishing complexes in coastal fishing villages that include not only angling facilities but also various marine leisure and sports facilities. In this paper we suggest concepts for recreational fishing complexes and define four types of complexes in terms of facilities planning. These four types of complexes are: 1) suburban leisure sports, 2) suburban healing and relaxation, 3) penturban experience and activities, and 4) penturban culture and recreation. Then we propose facility composition in detail for each type. Also we suggest site selection criteria for the village complex, facility infrastructure planning ideas, and leisure facilities (elementary and specialized) for recreational fishing complexes.

  • One of the important point in the development of urban fishing villages is to create various alternatives providing appropriate environment of fishing villages by keeping the characteristics of each fishing village. The purpose of this study is to suggest an urban-planning alternation to main fishing villages in Busan city by adaptation of the framework analysis, by adapting differentiated strategy considering the characteristics of each fishing village and by having similarities of development direction the whole city. At the same time this study is to propose against imprudent development of certain fishing villages or staying physical issues of existing plans about fishing villages. So this study is willing to visualize the frame of village and suggest the development direction after analyzing the 6 fishing villages(Songjeong village, Millak village, Daebyeon village, Gongsu village, Duho village, Dongam village) representing Busan city by using the five development types extracted from the type of cultural city. In addition, this study is used the framework analysis as the visual tool of potential elements and development direction in fishing villages by making frame of the most revealing cultural or environmental elements.

  • The fishermen around fishing villages have organized the Eo Chon Gae, a co-operative organization based on the Fisheries Co-operative Law. The Eo chon Gae plays a vital role in the fishing village community, and the common economic, administrative and social profits are expected by members. The members of the Eo Chon Gae must work together in a common coastal fishing ground, this fishing ground is jointly owned by the community, and the members have to conduct the Eo chon Gae jointly for their common profit. This system, as mentioned above, is called the Eo Chon Gae, which is generally called a fishing village community, or a fishing administrative community. The purpose of these theses is to consider what kind of character and principles the Eo Chon Gae has. The contents of these theses are divided into six parts: 1. The various concepts of the fishing administrative community 2. The progress of the Eo Chon Gae. 3. The organization of the Eo chon Gae. 4. The purpose of the Eo chon Gae. 5. The work of the Eo Chon Gae. 6. Types of the Eo Chon Gae.

A study on the publication of illustration book of Korean coastal and offshore fishing boats (우리나라 연근해 어선도감 발간을 위한 연구)

  • This study describes how the illustration book of Korean coastal and offshore fishing boats was published. The illustration book provides information on fisheries which need boats for their fishing operation. The book contains 25 fishing boats belonging to 15 offshore fisheries and six boats belonging to five coastal fisheries totalling 31 boats belonging to 20 kinds of fisheries. Until now, no books were available in Korea on fishing boats which provided illustrated descriptions of their use in fishing. We carried out field and literature surveys of fishing boats for three years (2016-2018) and the results were compiled into three-dimensional modeling images with schematic drawings of fishing boats, along with text explanations. The particulars and technical drawings of lines, general arrangement (GA), fishing gears and methods are collected and summarized. All fishing boats are modeled with 3D color graphics. The particulars and names of the main items of the fishing equipment are presented besides structural parts. In addition the fishing gear, fishing season and grounds, number of crews and target species for each boat are correctly described. The illustration book of Korean coastal and offshore fishing boats will contribute to understanding the current status of fishing techniques in Korea and will assist in developing new types of fishing boats.

Risk assessment of gillnet fishing vessels in South Korea: a statistical analysis of occupational accidents 2016-2020

  • Fishing is considered one of the most dangerous industries alongside mining that needs further efforts to improve safety. In this study, we have investigated safety management of the gillnet fishing industry in South Korea through identifying safety level and classifying common accident types from the statements of accident com-pensation insurance payments for the last 5 years (2016-2020). There were in total 3,895 accidents and 159 fatalities with an average accident frequency of 5.34 × 10-2 per year per fisher and an average fatality of 2.18 × 10-3 fishers per year. We have also identified that 62.4% of the accidents occurred during Fishing (FS), and the most common and the most severe accident type is Slips and Trips (ST) and Other (OT) marine accidents such as collision and capsizing, respectively. The hand was most frequently injured. Finally, the risk assessment indicated that most of the accident types of gillnet fishing in South Korea have unacceptable levels of risks, and it is urgent to implement improved safety measures to reduce accidents during gillnet fishing operation. The findings of this study are expected to provide valuable data to create a safer working environment for fishers working on gillnet fishing vessels.

A Feasibility Study on the Application of Safety Assessment to the Fishing Vessels

  • The current paper deals with the safety of fishing vessels, which needs more speculations than other ship types. The characteristics of accidents of fishing vessels are rather different compared with other commercial vessels. In the context, the methodology of the formal safety assessment, one of the important issues in the maritime world to enhance the safety of marine vehicles, are reviewed and consulted along with other methodologies to see its applicability for fishing vessels. It is anticipated that further effective measures for better safety of fishing vessels can be identified including due considerations of the aspect of human elements, i.e. cultural environment.

Assessment of fishing power of common octopus (Octopus minor) trap fishery (낙지통발어업의 어획성능지수 산정)

  • Fishing power, which means performance of fishing vessel or catchability of fishing gear, can explain using by fishing power index(FPI) to compare fishery efficiency among uniformity types of fishery that work during the fixed period in specific fishing ground. This research analyzed on their fishing power and catchability using comparing each sampled vessels of coastal trap fishery for common octopus. The results showed that they were no difference in amount of used trap and immersed time etc. in CPUE among sampled vessels, and had no correlation of catch production due to vessel's tonnage. Most vessel's FPI estimates but 3 vessels were higher than the averaged, and showed similar fishing power in general. And then, CPUE and FPI showed that 4 to 5 tonnage vessels would be superior to another, 4 tonnage vessels had also good catchability. Therefore, we estimated that 4 tonnage vessels had the most efficiency work for coastal trap fishery for common octopus.
