This study collected and analyzed the fishing process of existing fishing boat and newly built fishing boat by using the video observation methods to understand the improvement of fishing operation efficiency and safety according to the scale change of coastal composite fishing boat. The fishing operation efficiency was calculated by analyzing the frequency of movement, the movement distance and the moving time per basket used in the fishing process to derive the improvement of the newly built fishing boat compared to the existing fishing boat. It was confirmed that the mean frequency of movements decreased to 13.9%, the average moving time decreased to 21.8%, the mean movement distance increased to 20.5% and the movement through the top of gunwale did not occur. Movement of frequency, increased and time according to the fishing operation were directly affected by the width of side passages and the presence or absence of walking obstruction such as bulwark stay, hatch coaming and fishing gears on deck. The results of this study are expected to be used as basic data for redesigning into a safe and efficient coastal composite fishing boat in the future.
This study was carried out to observe the underwater geometry of the anchovy boat seine by two fishing operation systems. One was a traditional operation system that used a fish detecting boat, another was a new operation system that used the same fishing gear with floats and sinkers in comparison with a fish detecting boat. Vertical opening of the fishing gear that used a casting net, working depth of each part of the fishing gear that used a new operation system was almost canstant, but was gradually shallow in a traditional operation system. Just before hauling net, working depth of each part of the fishing gear that used a new operation system was maintained stable, but was vertically unstable in a traditional operation system because as rear part of the fishing gear was risen up the upper layer. Just after hauling net, working depth of the fishing gear that used a new operation system was also maintained stable, and then anchovy school could be lead to bag net.
The fishery compensation by marine spatial planning such as routeing of ships and offshore wind farms is required objective data on whether fishing vessels are engaged in a target area. There has still been no research that calculated the number of fishing operation days scientifically. This study proposes a novel method for calculating the number of fishing operation days using the fishing trajectory data when investigating fishery compensation in marine spatial planning areas. It was calculated by multiplying the average reporting interval of trajectory data, the number of collected data, the status weighting factor, and the weighting factor for fishery compensation according to the location of each fishing vessel. In particular, the number of fishing operation days for the compensation of driftnet fishery was considered the daily average number of large vessels from the port and the fishery loss hours for avoiding collisions with them. The target area for applying the proposed method is the routeing area of ships of Jeju outer port. The yearly average fishing operation days were calculated from three years of data from 2017 to 2019. As a result of the study, the yearly average fishing operation days for the compensation of each fishing village fraternity varied from 0.0 to 39.0 days. The proposed method can be used for fishery compensation as an objective indicator in various marine spatial planning areas.
In this study, we designed a fishing system to reproduce the underwater movement of the living Sword tip squid (Loligo edulis) used as bait in the red seabream long line fishery, and conducted the experiment of the fishing operation in 2 ways, i.e., a pole and line fishing method (fishermen) and a bait control fishing system used at fishing sites. Based on the catches in fishing operation, the experiment was conducted over a six times (2014 & 2015), and then 107 fishes were caught by the line fishing method while 57 fishes were caught by the bait control fishing system. The fishermen method actively controlled the speed of gear movement upward and downward while checking the reaction of red seabreams to the bite in the process which a jerk was transmitted to single line hook fishing gear manually. The bait control fishing system is a passive method which fishermen visually check only the movements at the end of fishing pole, enabled differentiation of bite reactions of red seabream during fishing operation. Thus, the difference between fishermen method and the bait control fishing system was found to about 53.3% in the catches. We confirmed the possibility of a site fishing operation based on the bait control fishing system designed newly as a result of this study. Improvement is in several areas for commercialization at the site. This fishing system is expected to be able to find wide-ranging applications as a new labor-saving method for the fishing red seabreams if it is applied to the fishing sites after aforesaid process.
In order to understand basic data for improving the fishing system and fishing vessel structure in coastal improved stow net fishery, a questionnaire survey and on-site hearing were conducted from May 10 to June 11, 2019 to analyze opinions on the improvement of operation status and fishing vessel structure. The questionnaire survey consisted of ten questions on the operation status of coastal improved stow net fishery and six questions on the improvement of fishing vessel structure, and the results of each question were analyzed by the region, the captain's age, the captain's career and the age of fishing vessel. As a result of analyzing opinions on the operation status of the coastal improved stow net fishery, it was found that the average time required for casting net was 32.8 to 33.0 minutes and that the average time required for hauling net was 41.0 to 42.2 minutes which took 10 to 12 minutes more than for casting net. The most important work requiring improvement during fishing operation (the first priority) were 'hauling net operation,' 'readjustment and storage of fishing gear,' and 'fish handling' and the hardest factor in fishing management were in the order of 'reduction of catch,' 'labor shortage' and 'rising labor costs.' The most institutional improvement that is most needed in coastal improved stow net fishery was an 'using fine mesh nets.' Most of the respondent to the questions on the experience in hiring foreign crews was 'either hiring or willing to hire foreign crews,' and the average number of foreign crews employed was found to be 2.3 to 2.4 persons. The most important reason for hiring (or considering employment) foreign crews was 'high labor costs.' The degree of communication with foreign crews during fishing operation were 'moderate' or 'difficult to direct work.' The most important problem in hiring foreign crews (the first priority) was an 'illegal departure.' As the survey results on the opinion of structural improvement of coastal improved stow net fishing vessel, the degree of satisfaction with fishing vessel structure related to fishing operation was found to be somewhat unsatisfactory, with an average of 3.3 points on a five-point scale. The inconvenient structure of fishing vessel in possession (the first priority), the space needed most for the construction of new fishing vessel (the first priority) and the space considered important for the construction of new fishing vessel (the first prioprity) was a 'fish warehouse.' The most preferred equipment for the construction of new fishing vessel were 'engine operation monitoring' and 'navigation safety devices.' The average size (tonnage class), the average horse power and the average total length of fishing vessel for proper profit and safety fishing operation was between 13.8 and 14.0 tonnes, 808.3 to 819.5 H.P. and 23.4 to 23.5 meters, respectively. The results of the operation status of coastal improved stow net fishery and the requirement for improving the fishing vessel structure are expected to be provided as basic data for reference when we build or improve the fishing vessel.
In order to collect basic data for the improvement of fishing systems in coastal improved stow net fishery, a questionnaire survey and on-site hearing were conducted from May 10 to June 11, 2019 on the basic items of coastal improved stow net fishery and safety accidents that occurred during fishing operation. The questionnaire for the survey on the actual conditions of coastal improved stow net fishery consisted of a survey on basic matters (six questions) and a questionnaire (six questions) on safety accidents occurring during fishing operation. As a result of the survey on safety factors during fishing operations, such as experience of ship accidents, major causes of ship accidents experienced, causes of ship accidents (first priority), experience of human accidents, major causes of human accidents, and causes of human accidents (first priority), more than 96% of the respondents experienced ship accidents including collisions with other vessels or fishing gear during fishing operations. Although it is highly dependent on the production of coastal and offshore fishing, the Fishing Vessels Safety Fisheries Act was enacted in 2019 due to the continuous increase in marine accidents of coastal and offshore fishing vessels. However, the law is too focused on fishing and navigation in certain waters and does not contain accident-preventive content. Ministry of Oceans and Fisheries proposes a plan to revise the Fishing Boat Safety Fishing Act through legal comparison with Japan's Seafarers' Labor Sanitation Rules. It also proposes an amendment that includes the content of the Seafarers Act on post-accident action obligations. Under the Fishing Vessels Safety Fishing Act, the safety fishing education is implemented for specific people and adopts a method of delivery education after completing the education. The reason for this is that the educational requirements are not sufficient compared to the number of education personnel. Moreover, four hours of education are conducted once a year, which is not suitable for insufficient educational conditions. For efficient safety fishing education, improvement measures are proposed compared to education in the United States and the United Kingdom.
The analysis on the international safety management code (ISM Code) and case of foreign national safety management for fishing vessel was conducted to serve as a basic data on the introduction of safety management system (SMS) for a deep-sea fishing vessel in Korea. As a result, Maritime New Zealand (MNZ) has managed operations of SMS in the maritime rules according to the Maritime Transport Act since 1994. MNZ underwent a safe ship management (SSM), which includes elements applied to shipping companies, ship and verification of the ISM Code for ships, except ISM Code application since 1998. In 2014 the introduction of the advanced maritime operator safety system (MOSS) superior to the SSM by MNZ was promoted actively switch and enforcement. Meanwhile, the safe operation manual of Japanese fishing vessel includes large part of the contents of the ISM Code, and voluntary implementation to fit the realities of the fishing vessel. The law application of SMS for a deep-sea fishing vessel after the newly establishment of the Ocean Industry Development Act to SMS would be advantageous to the schematic management, supervision, maintenance and application and, in 2016 from the implementation of maritime safety supervisor for a deep-sea fishing vessel that the management and supervision through the fishing vessel will be the efficient operation. The configuration of the safety management system in a deep-sea fishing vessel should be included as an element of ISM Code. The introduction of such a system is gradually applicable, such as nationality overseas vessel case study of the ISM Code, and vessels that are excluded from the application will be implemented as autonomous as Japan. This study was conducted to investigate the fishing efficiency of an improved LED fishing lamp for squids. A total of 31 fishing operations were carried out with six-crew commercial fishing vessel Haengbok-Ho (24 tons) on which 43.2kW LED was installed, along with 14 automatic jigging machines, from October 6 to November 16, 2012. The 19 fishing vessels with Haengbok-Ho were compared with a control subject was 24 tons or 29 tons. A total illuminating power of metal halide (MH) fishing lamps in the control fishing vessel was either 84kW or 120kW. The number of automatic jigging machines in the control vessels was 8-18 and the number of crews engaged for fishing operation was 3-13. Average fuel consumption of LED fishing vessels during fishing operation was 505.1l which led to an average fuel consumption of 42.7l per hour. LED fishing vessel and MH fishing vessel caught on an average 1,946 squids and 2,439 squids, respectively, during the study period. Crews (hand line and hand reel) caught about 2.2 times the automatic jigging machines for LED fishing vessel and about 2.1 times for MH fishing vessel. Meanwhile, catches by the fishing vessels with LED in the combined total number per one line of automatic jigging machine and per crew were 86.6% of that of the control fishing vessel with MH. Also, fishing vessels with LED per automatic jigging machine achieved 71.8% of catches of that with MH fishing lamp. The catches of squids per the fishing vessel with 1W LED fishing lamp were higher by more than 135.5% of that in the fishing vessel with MH, which showed a good fishing performance even with only the use of a LED fishing lamp.
