공간패널모형을 이용한 연안어업 생산량과 기후변화 요소의 관계에 대한 연구 (A Study on the Relationship Between the Catch of Coastal Fisheries and Climate Change Elements using Spatial Panel Model)

  • This study aims to empirically analyze the relationship between climate change elements and catch amount of coastal fisheries, which is predicted to be vulnerable to climate change since its business scale is too small and fishing ground is limited. Using panel data from 1974 to 2013 by region, we tested the relationship between the sea temperature, salinity and the coastal fisheries production. A spatial panel model was applied in order to reflect the spatial dependence of the ocean. The results indicated that while the upper(0-20m) sea temperature and salinity have no significant influence on the coastal fisheries production, the lower(30-50m) sea temperature has significant positive effects on it and, by extension, on the neighboring areas's production. Therefore, with sea temperature forecast data derived from climate change scenarios, it is expected that these results can be used to assess the future vulnerability to the climate change.

  • Recently, the number of people who return to rural areas for farming is increasing rapidly. This attracted public attention so that the Ministry of Food, Agriculture, Forestry and Fisheries announced officially comprehensive countermeasures to help those returning to rural areas. But there is not sufficient consideration of the role of local governments in the above countermeasures. Policy package to help returning people establish themselves in rural area include many soft programs that requires governance, delicate implementation process and expertise to advise. Therefore, the local governments should have appropriate governance and perspectives.

참조기 유자망의 설 높이에 따른 어획특성 (Fishing characteristics of small yellow croaker drift gill net by net height)

  • Small yellow croaker is one of the important stocks in Korean waters. In this study, we conducted sea trials to estimate optimum height of a drift gill net for effective fishing of small yellow croaker. In the trial using existing net which has 9.2m in height, there was 22 species (1,180 fishes, 99.9kg) caught. The catch (in individuals) of small yellow croaker, especially larger fishes (over 22cm in FL), was higher as part of net height is higher, while the number of species bycaught and the catch of those species were higher as part of net height is lower. In the trial using extension net which has 18.4m in height, there was 27 species (2,030 fishes, 151.7kg). It showed same pattern with existing net in the section I to III, however, in the section IV which is over 13.8m of net height, the catch sharply decreased. The number of species bycaught and the catch of those species using extension net were also same as results using existing net. It showed that section III (9.2-13.8m) where is upper-middle part of the net has caught most of catch and large fishes having over 22cm in length. Through these results, it is judged that the setting depth of the net where is 4.6-13.8m above the sea bottom is the best to reduce bycatch and catch much more large size fishes, and the catch per net is proportional to filtering area of net. Therefore the Fisheries Resource Management Act (the clause 1, article 10) on the amount of usage for offshore drift gill net need to be considered not only length of a net but also net height.

우간다 농촌지도사업의 국내외적인 영향 요인 고찰 (Factors Influencing the National Agricultural Advisory Service in Uganda: Domestic and International Context)

  • In Uganda, the National Agricultural Advisory Service (NAADS) is responsible for agricultural advisory and extension services of the country. NAADS is a semi-autonomous public agency under the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) accounted for 45% of the MAAIF total budget. It aims to have a decentralized farmer owned/controlled agricultural advisory service system with increasing participation of the private sector. NAADS is greatly influenced by the extension framework of Neuchatel Group comprising representatives from the cooperation agencies and Official Development Assistance (ODA) donor countries. At the initial stage of the program, only 7 districts promoted the initiative and eventually spread out all over the country afterwards. These initiatives greatly contribute to the agricultural development and increase the farmers' income by 42-53%. However, due to the political intervention, the original goal was manipulated and criticized with briberies and corruption. Recently, the government of Uganda is considering a way to unify the agricultural advisory and extension services under the government programs.

수산자원 소유.이용제도의 변천에 관한 연구 (A Study on the Evolution of the Holding and Utilizing System of Fisheries Resources in Korea)

  • This study deals with the evolutional history of the holding and utilization of fisheries resources in Korea. Fisheries resources have the basic characteristics of the density dependent self-regulating renewable and common property resources, Irrational utilization of fisheries resources is mainly due to the unlimited access to the resources. The holding and utilization of fisheries resources in Koryo era was opened to everyone. But it was nationalized in the early Yi Dynasty. The purpose of its nationalization was to provent the paticular powered-man with their monoplized holding and to levy fisheries tax. Eoeop-peop, the first modern fisheries law in Korea, was enacted as a part of the invasion policy of Japan in 1908. With the japanese annexation of Korea in 1910, the Japanese Government established a new institutional system of fisheries as a part of an overall reformation of the institutional for an implementation of the colonial policy. It was very the new enacted Fisheries Law (Gyogyorei). Also the Government enacted compulsorily another new Fisheries Law (Chosen Gyogyorei) with its adjunct laws and regulations revise the institutional system of fisheries on May 1, 1930. After Eoeop-peop enactment, the fisheries resources in Korea could be used only under the license, permission, and statement. After Korea was from Japan in 1945, Korea Government at last enacted the new fisheries law (Susaneop-peop) in 1953. The goal of Susaneop-peop was to achive the general usage and protection of the fisheries resources, and to attain the development and democratization of the fishery in Korea. This law was amended 13 times until 1990. The license fishery have a legal right on the fishery, called a fishery rigt. This right means a right of exclusive occupation and utilization of a unit of the inshore fishing grounds. The main evolutional issues of license fishery are as the following : 1) the foundation of the exclusive usable fishery right(1911, Gyogyorei), 2) the deletion of the settled U9space lift net and settled space sein net fishery, and the expansion of the cooperative fishery-No.1, 2, and 3 type cooperative fishery-(3rd amendment, 1963), 3) the deletion of the No.2 and 3 type cooperative fishery, and the separation of the culturing fishery in No.1 and 2 type culturing fishery (13th amendment, 1990). The effective period of the license fishery was amended as the following : 1) 1908(Eoeop-peop) : within 10 years, renovation system, 2) 1929(Chosen Gyogyorei) : within 10 years, unlimited extension system, 3) 1971. 7th amendment : 10 years, renovation system, 4) 1972. 8th amendment : 10 years, only 1 extension system, 5) 1975. 9th amendment : 5-10 years, only 1 extension system, 6) 1990.13th amendment : 10 years, within 10 years of total extensional years. The priority order of the fishery license was established in 1953 (Susaneop-peop). The preying capacity of mud crab (Scylla tranquebarica Fabricius, 1798) on live amphipods (Grandidierella megnae Giles, 1888)

  • Amphipoda is a benthic fauna occupying aquatic environments that can be used as a live feed for mud crabs. The abundance of amphipods in the water is thought to impact the preying capacity of crablets, which in turn will affect their growth performance. This study aims to determine the preying capacity of the crablet stage of Scylla tranquebarica exposed at different densities (20, 30, and 40 amphipods / 0.5 L) of amphipod, Grandidierella megnae. The preying capacity was estimated by counting the number of amphipods ingested by an individual crablet during the 60-day rearing period. The main parameters measured were daily consumption rate (DCR), Cumulative molting (CM), Feed conversion ratio (FCR), and the specific growth rate of weight (SGR-W). The results showed that the DCR and FCR were not affected by amphipod densities but the higher the amphipod density the higher the SGR-W and CM. Based on this study, 30 amphipods / 0.5 L is recommended as the optimal density to optimize the DCR and improve the growth performance of crablets. It is also proposed that surplus live feed will potentially reduce the cannibalism rate of crablets during weaning. However, more research needs to be carried out to elucidate the benefits of crablet-feeding amphipods in communal systems.

Breeding and characterization of a long shelf-life cultivar 'DanBi 7Ho' by mono-mono crossing in Pleurotus eryngii

  • Pleurotus eryngii is one of the most commercially important mushrooms cultivated in Korea. However, the shelf-life of the fruiting body is short, limiting its export. A new hybrid strain H17 of P. eryngii was developed to extend the shelf-life by mono-mono crossing between monokaryotic strains derived from DanBi and KNR2774. Although the cultivation period of H17 was slightly longer than that of the reference cultivar Kenneutari No.2, the quality did not change and remained normal after a period of 65.0 days at $4^{\circ}C$. This result was significantly different from that of the reference cultivar Kenneutari No.2. Analysis of the genetic characteristics of the new hybrid strain H17 revealed a different profile from that of the parental and reference cultivars when random amplification of polymorphic DNA (RAPD) primers was used. These results demonstrate that H17 is a new cultivar with improved storability after harvesting.

수리취의 종자저장 방법과 발아특성 (Seed Storage Method and Seed Germination Characteristics of Synurus deltoides(Ait.) Nakai)

  • This study was conducted to investigate the seed storage method and seed germination characteristics of Synurus deltoides (Ait.) Nakai, a kind of wild vegetables. Several parameters affecting seed germination, such as germination temperature, chilling duration, imbibition duration, and storage method were evaluated. The seed germination of Synurus deltoides showed the highest germination rate (GR), promptness index (PI), germination performance index (GPI), mean daily germination (MDG) at 25℃. This implies that the optimum germination temperature was 25℃. And also, Seeds stored at -4℃, after 150 days showed relatively high germination rate about 98%. Therefore, The optimum germination temperature of Synurus deltoides was 25℃ and to increase the germination rate over 98% of Synurus deltoides, cold-wet storage 20 days treatments at 4℃ were effective in the improvement of seed germination.

원양어업의 경영구조적 문제와 글로벌 발전모델 및 정책에 관한 연구 (A Study on the Structural Problems and Global Development Model and Policy of the Distant-water Fisheries, Korea)

  • With extension of national jurisdiction over coastal living resources, new dimensions and objectives should be added to international cooperation in distant-water fisheries concepts. For distant-water fishing nations, Korea, joint exploitation of these resources is today considered not only as a way of producing additional income opportunities, but first of all as at least a partial solution to neutralization of harvesting limitations imposed on them in traditionally exploited fishing grounds.This paper explores the development of Korean distant-water fisheries agreements and reviews the various types of agreements currently in place and discusses the future of Korean distant-water fisheries agreements with third countries. The relationship between coastal States and fishing fleets from non-adjacent countries has been transformed since the 1980s. This was primarily a result of the declaration of Exclusive Economic Zones(EEZs) by many coastal states in the years leading up to the close of the negotiations of the UNCLOS in 1982. Significantly, by recognizing the right of coastal states to determine how their waters were to be exploited, UNCLOS provided a legal basis and economic motivation for the negotiation of access agreements between coastal states and distant-water fishing nations, KoreaThere is a real danger that Korean distant-water fisheries agreements could and do result in the adverse environmental impacts experienced in Korean coastal waters being transferred to third country water and consequently creating socio-economic problems for these third countries. Korean distant-water fisheries agreements with third countries have the potential to be a force for good if they are well managed and if the principals that will be applied within Korean coastal waters, through the reform of the distant-water fisheries policy, are applied equally upon third country waters.

수능 직업탐구 영역의 성과와 과제에 대한 공업계열 특성화고 현장 교사의 인식 (Perception on Outcomes and Challenges of Vocational Education Division CSAT by Industry Department Teachers of Specialized Vocational High School)

  • The purpose of this study was to inquiry of perception on outcomes and challenges of vocational education division CSAT by industry department teachers of specialized vocational high school. Therefore, it is highly desirable that researchers to survey what are the biggest outcomes of vocational education division CSAT and positive ripple effects of outcomes, what are the biggest challenges of vocational education division CSAT and importance of challenges undertaken 10 years. The survey included 100 industry department teachers of specialized vocational high school on 9 region from Korea. The analysis of survey results was by regions, industry department teacher's career of specialized vocational high school. The results are as follows. The biggest outcomes of vocational education division CSAT was extension of opportunity on continuing education and supply a demand for entrance university on specialized vocational high school students. The biggest positive ripple effects of the outcomes was also extension of opportunity on continuing education and supply a demand for entrance university on specialized vocational high school students. The biggest challenges of vocational education division CSAT and importance of challenges was not to use vocational education division CSAT score for the entrance on the most universities.
