한국수산업의 해외진출전략에 관한 연구 (Foreign Entry Strategies for Korean Fishery Firms)

  • Fishery resources are still abundant compared with other resources and the possibility of exploitation is probably great. The Korean fishery industry has grown remarkably since 1957, and Korea is ranked as one of the major fishery countries. Its of fishery products reached the 9th in the world and the value of exports was 5th in 1982. But recently a growth rate has slowed down, due to the enlargement of territorial seas by the declaration of the 200 mile, Exclusive Economic Zone, the tendency to develop fishery resources strate-gically in international bargaining, the change in function of the international organizations, the expansion of regulated waters, the illegal arrest of our fishing boats, the rapid rise in oil prices, and the fall in fish prices, the development of fishery resources as a symbol of nationalism, the fishing boats decreptitude, the rise of crew wages, regulations on fishing methods, fish species, fishing season, size of fish, and mesh size, fishing quotas and the demand of excessive fishing royalties. Besides the the obligation of coastal countries, employing crews of their host countries is also an example of the change in the international environment which causes the aggravation of foreign profit of fishing firms. To ameliorate the situation, our Korean fishery firms must prepare efficient plans and study systematically to internationalize themselves because such existing methods as conventional fishing entry and licence fishing entry are likely to be unable to cope with international environmental change. Thus, after the systematic analysis of the problem, some new combined alternatives might be proposed. These are some of the new schemes to support this plan showing the orientation of our national policy: 1. Most of the coastal states, to cope with rapid international environmental change and to survive in the new era of ocean order, have rationalized their higher governmental structure concerning the fishery industries. And the coastal countries which are the objectives of our expecting entry, demand excessive economic and technical aid, limit the number of fishing boats’entry and the use of our foreign fishing bases, and regulate the membership of the international fishery commissions. Especially, most of the coastal or island countries are recently independent states, which are poorer in national budget, depend largely on fishing royalties and licence entry fees as their main resources of national finance. 2. Alternatives to our entry to deep sea fishing, as internationalization strategies, are by direct foreign investment method. About 30 firms have already invested approximately US $ 8 million in 9 coastal countries. Areas of investment comprise the southern part of the Atlantic Ocean, the Moroccan sea and five other sea areas. Trawling, tuna purse seining and five other fields are covered by the investment. Joint-venture is the most prominent method of this direct investment. If we consider the number of entry firms, the host countries, the number of seas available and the size of investment, this method of cooperation is perhaps insufficient so far. Our fishery firms suffer from a weakness in international competitive ability, an insufficiency of information, of short funds, incompetency in the market, the unfriendliness of host coastal countries, the incapability of partners in joint-ventures and the political instability of the host countries. To enlarge our foreign fishing grounds, we are to actively adopt the direct investment entry method and to diversity our collaboraboration with partner countries. Consequently, besides proper fishing, we might utilize forward integration strategies, including the processing fied. a. The enterprise emigration method is likely to be successful in Argentina. It includes the development of Argentinian fishing grounds which are still not exploited in spite of abundant resources. Besides, Arentina could also be developed as a base for the exploitation of the krill resources and for further entries into collaboration with other Latin American countries. b. The co-business contract fishing method works in American territorial seas where American fishermen sell their fishery products to our factory ships at sea. This method contributes greatly to obtaining more fishing quotas and in innovation bottom fishing operation. Therefore we may apply this method to other countres to diffuse our foreign fishing entry. c. The new fishing ground development method was begun in 1957 by tuna long-line experimental fishing in the Indian Ocean. It has five fields, trawling, skipjack pole fishing and shrimp trawling, and so on. Recently, Korean fisheries were successful in the development of the Antarctic Ocean krill and tuna purse seining. 3. The acceleration of the internationalization of deep sea fishing; a. Intense information exchange activities and commission participation are likely to be continues as our contributions to the international fishery organizations. We should try to enter international fishery commissions in which we are not so far participating. And we have to reform adequately to meet the changes of the function of the international commissions. With our partner countries, we ought to conclude bilateral fishery agreements, thus enlarging our collaboration. b. Our government should offer economic and technical aids to host countries to facilitate our firms’fishery entry and activities. c. To accelerate technical innovation, our fishery firms must invest greater amount in technical innovation, at the same time be more discriminatory in importing exogeneous fishery technologies. As for fishing methods; expanded use of multi-purpose fishing boats and introduction of automation should be encuraged to prevent seasonal fluctuations in fishery outputs. d. The government should increases financial and tax aid to Korean firms in order to elevate already weak financial structure of Korean fishery firms. e. Finally, the government ought to revise foreign exchange regulations being applied to deep sea fishery firms. Furthermore, dutes levied on foreign purchaed equipments and supplies used by our deep sea fishing boats thould be reduced or exempted. when the fish caught by Korean partner of joint-venture firms is sold at the home port, pusan, import duty should be exempted.

수산물 시장에서의 양식 어류 가격변동성.계절성.요일효과에 관한 연구 - 노량진수산시장의 넙치와 조피볼락을 중심으로 - (Price Volatility, Seasonality and Day-of-the Week Effect for Aquacultural Fishes in Korean Fishery Markets)

  • This study proviedes GARCH model(Bollerslev, 1986) to analyze the structural characteristics of price volatility in domestic aquacultural fish market of Korea. As a case study, flatfish and rock-fish are analyzed as major species with relatively high portion in an aspect of production volume among fish captured in Korea. For analyzing, this study uses daily market data (dating from Jan 1 2000 to June 30, 2008) published by the Noryangjin Fisheries Wholesale Market which is located in Seoul of Korea. This study performs normality test on trading volume and price volatility of flatfish and rock-fish as an advanced empirical approach. The normality test adopted is Jarque-Bera test statistic. As a result, first, a null hypothesis that "an empirical distribution follows normal distribution" was rejected in both fishes. The distribution of daily market data of them were not only biased toward positive(+) direction in terms of kurtosis and skewness, but also characterized by leptokurtic distribution with long right tail. Secondly, serial correlations were found in data on market trading volume and price volatility of two species during very long period. Thirdly, the results of unit root test and ARCH-LM test showed that all data of time series were very stationary and demonstrated effects of ARCH. These statistical characteristics can be explained as a reasonable ground for supporting the fitness of GARCH model in order to estimate conditional variances that reveal price volatility in empirical analysis. From empirical data analysis above, this study drew the following conclusions. First of all, from an empirical analysis on potential effects of seasonality and the day of week on price volatility of aquacultural fish, Monday effects were found in both species and Thursday and Friday effects were also found in flatfish. This indicates that Monday is effective in expanding price volatility of aquacultural fish market and also Monday has higher effects upon the price volatility of fish than other days of week have since it has more new information for weekend. Secondly, the empirical analysis led to a common conclusion that there was very high price volatility of flatfish and rock-fish. This points out that the persistency parameter($\lambda$), an index of possibility for current volatility to sustain similarly in the future, was higher than 0.8-equivalently nearly to 1-in both flatfish and rock-fish, which presents volatility clustering. Also, this study estimated and compared and model that hypothesized normal distributions in order to determine fitness of respective models. As a result, the fitness of GARCH(1, 1)-t model was better than model where the distribution of error term was hypothesized through-distribution due to characteristics of fat-tailed distribution, was also better than model, as described in the results of basic statistic analysis. In conclusion, this study has an important mean in that it was introduced firstly in Korea to investigate in price volatility of Korean aquacultural fishery products, although there was partially a limited of official statistic data. Therefore, it is expected that the results of this study will be useful as a reference material for making and assessing governmental policies. Also, it is looked forward that the results will be helpful to build a fishery business plan as and aspect of producer, and also to take timely measures to potential price fluctuations of fishery products in market. Hence, it is advisable that further studies related to such price volatility in fishery market will extend and evolve into a wider variety of articles and issues in near future.

정보화 교육이 농업 경영 조직에 미치는 영향 (Impact of IT Education on Organizational Performance in the Agricultural Sector)

  • 본 연구는 정보화 교육이 농업법인회사에 미치는 영향을 밝히는데 목적을 두었다. 이를 위해, 본 연구는 농림수산식품교육문화정보원에서 실시한 정보화수준 및 활용도 조사 보고서를 이용하여 구조방정식 모델 분석을 실시하였다. 연구결과, 정보화 교육은 소셜네트워크서비스(Social Network Services, SNS)를 활용하는 업무의 비율과 정보통신융합기술(Information and Communications Technologies, ICT)을 통해 축적된 데이터를 사용하는 업무의 비율에 긍정적인 영향을 주었다. 특히, ICT 정보시스템 활용은 조직 내 업무 효율성을 높이는 것으로 나타났다. 그리고 결국, 업무 효율성은 농업 경영 조직의 업무 효과성을 증대시키는 것을 확인하였다. 따라서 농업분야에 대한 정보화 교육은 ICT를 활용한 정보시스템 교육을 중점으로 하여 이뤄져야 할 것이다.

이분산성 및 두꺼운 꼬리분포를 가진 금융시계열의 위험추정 : VaR와 ES를 중심으로 (VaR and ES as Tail-Related Risk Measures for Heteroscedastic Financial Series)

  • 대부분의 국내 선행연구들은 이분산성은 GARCH모형으로, 꼬리위험은 EVT모형으로 따로 고려하였다. 이 경우 이분산성 및 꼬리의 두꺼움을 동시에 고려하지 못한 VaR값은 실제 위험량을 적절히 반영하지 못할 가능성이 있다. 따라서 본 연구에서는 이분산성 및 꼬리의 두꺼움을 고려할 수 있는 GARCH-EVT모형이 정규분포를 가정한 VaR와 이분산성을 가정한 VaR보다 높은 성과를 나타내는지 살펴보았다. 연구결과를 요약하면 다음과 같다. 첫째, 주식수익률은 정규분포보다는 꼬리부분이 두꺼운 형태를 보이고, 이분산성을 가진다. 이 경우 정규분포하에서 산출된 VaR는 실제 손실금액을 과소평가할 위험성이 있어 이분산성과 꼬리의 두꺼움을 감안할 수 있는 모형의 도입이 필요함을 알 수 있다. 둘째, 이분산성과 꼬리의 두꺼움을 고려한 GARCH-EVT모형하에서의 VaR는 정규분포를 가정한 VaR와 이분산성을 가정한 VaR보다 높은 성과를 보였다. 셋째, 이분산성 및 꼬리의 두꺼움을 고려한 GARCH-EVT모형하에서의 ES는 정규분포를 가정한 VaR와 이분산성을 가정한 VaR보다 높은 성과를 일관되게 보여주지 않았다. 결론적으로 이분산성과 꼬리의 두꺼움을 동시에 반영한 GARCH-EVT모형하에서 VaR가 금융기관의 위험관리의 유용한 도구가 될 수 있는 가능성을 발견하였다. 비록 상대적으로 높은 성과를 보이지는 않지만 ES는 VaR함께 위험척도로 같이 사용할 때 보수적인 위험관리 차원에 부합될 것이다.

굴 산업 발전을 위한 정책 우선순위 결정 (Policy on the Development of the Oyster Industry)

  • 본 연구는 계층분석법(Analytic Hierarchy Process, AHP)을 활용하여 우리나라 굴 산업에 있어 정부의 정책 우선순위를 결정하고, 중요도와 만족도를 고려한 굴 산업 발전을 위한 정부정책지원 방안을 제안하고자 한다. 또한 본 연구는 AHP를 활용하여 정부의 굴 산업 지원정책의 중요도에 따른 우선순위를 결정하고, 이를 활용한 직·간접종사자의 만족도를 비교하여 우리나라 굴 산업 발전을 제고할 수 있는 정책지원방향을 제안함으로써 굴 산업 발전에 기여하고자 한다. AHP 분석에 의한 중요도 분석결과는 중요도에 있어 전체 표본을 대상으로 평가한 결과 경쟁력강화의 생산공급의 생산시설, 경쟁력강화의 생산공급의 원료구매, 위험요인해소의 구조적 위험의 노령화 순으로 가장 중요한 것으로 나타났다. 중요도의 순위에 있어서 직접과 간접종사자간 의미 있는 차이를 확인할 수 있었다. 공무원, 수협중앙회 직원, 관련 교수 등으로 구성된 간접종사자의 종합평가 결과를 보면, 경쟁력강화의 생산공급의 원료구매, 생산시설, 고품질화순으로 나타났으나, 생산과 유통에 직접적으로 직접종사자의 경우는 위험요인해소의 환경적 위험의 해양오염, 구조적의 어가인구감소, 위험요인해소의 구조적의 노령화 순으로 나타나 종사자간 차이를 보였다. 종사자간 만족도에 있어서도 생산과 유통에 있는 직접종사자 보다 지원정책을 집행하는 간접종사자의 만족도가 통계적으로 유의한 차이를 보였다.

IPA를 이용한 섬 관광정보 특성 평가 - 대학생 집단을 중심으로 (Evaluation of Island Tourism Information Characteristic Using the IPA)

  • 섬 관광에 대한 수요가 증가함에 따라서 이러한 섬 관광에 영향을 미치는 요인들 중에 정보의 가치는 보다 중요하게 간주되고 있다. 본 연구에서는 섬 관광에 영향을 미치는 주요한 요인들을 기존의 연구를 토대로 도출하였으며, 이를 기반으로 관련된 섬 관광 웹사이트에서 제공되는 정보에 대한 사용자들의 인지를 분석하였다. 이러한 분석에는 관광정보 연구에서 활용되고 있는 IPA를 사용하였으며 영향요인 관련 정보의 중요도와 만족도에 대한 평가를 대학생 집단을 대상으로 실증적으로 살펴보았다. 연구를 통해서 분석된 결과에 따르면, 현재 표본 집단이 인지하고 있는 섬 관광과 관련되어 제공되는 주요한 영향요인정보의 중요도에 있어서는 일반적으로 중요하다고 언급되고 있는 자연경관이나 관광활동에 비해서 편의시설과 먹거리에 대한 중요도가 상대적으로 높은 것으로 나타났다. 현재 제공되는 정보의 질적 수준이나 콘텐츠적인 차원에서 본다면 자연경관이나 사회문화, 관광활동, 접근성과 관련된 정보들은 충분하다고 인지하고 있기에 이를 제외한 다른 차원에서 차별적인 정보를 제공하는 것이 요구된다고 볼 수 있다.

점과정 기법을 이용한 VaR추정의 성과 (Performance of VaR Estimation Using Point Process Approach)

  • 금융위험의 위험관리를 위한 도구로서 현재 VaR가 널리 이용되고 있다. VaR의 측정은 사용의 편리상 정규분포를 가정하여 이루어져 왔으나 좀 더 정확한 VaR의 산출을 위해 최근 극단치이론을 이용한 추정방법이 관심을 끌고 있다. 지금까지 극단치이론을 이용하여 VaR의 추정을 위한 확률모형에는 주로 GEV모형과 GPD모형이 사용되고 있다. 본 논문에서는 기존의 EV모형이 갖는 문제점들을 극복하고 좀 더 정확한 VaR를 측정하기위한 노력으로 PP모형을 제시하였다. PP모형은 확률과정의 관점에서 GEV모형과 GPD모형을 포괄하는 모형으로서 기존의 EV모형을 일반화시키는 모형이라고 할 수 있다. PP모형이 기존의 정규분포와 두 EV모형에 비해 VaR추정의 성과가 우수함을 실증분석을 통해 보여주었다.

인천항 관세자유지역 지정시 당면과제 고찰 (Consideration of Urgent Facing Strategies for the Designation of Customs Free Zone of Incheon City)

  • This study is intended for the development of urgent facing strategies for the designation of a CFZ(Customs Free Zone) in Incheon city. First, it analyzes the current status of the Incheon CFZ. Next, it suggests several strategies for successfully growing the CFZ of Incheon City. Finally, it develops and proposes a method for establishing an integrated management system for the effective management of the CFZ. The key findings of this study are as follows: First, the CFZ should provide state-of-the-art movement of port logistics, create new added value caused by the movement of logistics, and provide other public support. The Incheon CFZ should be developed in three stages: an inducement stage in 2002-2005, a growth stage in 2005-2008, and an implementation stage in 2008-2011. Second, The parties responsible for the management of the CFZ would be as follows: for the port area, the Ministry of Maritime and Fisheries; for the back space of CFZ, Incheon City; and for port management, port management companies. However, a committee for CFZ management is strongly suggested for the improved efficiency and effectiveness of CFZ management. Furthermore, additional regulations ensuring the role of local government will likely be necessary for the sucessful designation and sustainable management of the CFZ. Third, For the creation of additional revenue, reformation of the current laws of the CFZ are recommended in the area of business administration. Fourth, A strategic marketing plan that supports the successful management of the companies of the CFZ will be a key component in the success of the CFZ. Thus, the new marketing plan should be developed in the near future based on case studies of other CFZs. Fifth A method for an integrated CFZ management system was developed and suggested for the comprehensive and transparent management of port logistics.

양식해태의 유통에 관한 조사 연구 (A Study on Marketing of Cultured Laver Products)

  • Laver io one of the most necessary and seasonal items in Korean food from oldtimes. Laver is lagely eaten in dried form, and its supply depends entirely upon culture weeds. The history of laver culture in Korea about sixty or seventy years is older than in Japan. Significance of laver culture is divided into two aspects, one is food supply in the nation, and the other is export to other countries. Houses engaged in laver culture are about foully thousands, and laver production in 1972 is estimated as 1, 3 bitten sheets. (1 sheet is a dried laver of 20 cm sq, in the shape of paper) Especcially meaning of layer production is the concentration of labour input, and systematic management of labour. From around 1920, the method of laver culture was introduced by Japanese Imperialism for mono culture in shallow seas, and mass products of laver is provided to Japan market, DOMESTIC MARKET Fundamental consume function calculates at below, $D_{(68_71)}$=16354 $Y^{0.471}$ $P^{-1.0662}$ where D is total layer demand, Y income variable, P price variable. It means income elasticity is 476. in the whole country, and price elasticity is 1, 07. But generally income elasticity is higher in urban area than in rural area, as shown at 1, 3 in Seoul city. Expence of laver in house expenditure is mutually correlated with another expence, See Table 12 about the relative function. See Table 14 and 16 about the relation between the gathering and the changes of price in auction, wholesale and retail price support system is for two effects, one of which is constraint of the upper price, the other is rise of the lower price. EXPORTING MARKET Japanese demand function of laver products is, Log D=5, 289+1, 108 Log Y-1, 395 Log P (r=0.987) where D is Japanese laver demand, Y income variable, P price variable. according to which income elasticity is 1. 1 and price elasticity is 1.4. Laver production in 1970 tile highest record till then, is estimated as six billion sheets. But the recent improvement of laver culture techniques, the production of seeds and freezing storage of seeds has been stabilized. Futher new culture farms have been developed by means of break- water fences or by floating culture method. These improvements have been backed up with increased demand of laver products. Import quantity and price of Korean laver products are restrained by three organizations, that is producer, distributor and consumer. This relationship calculated by regression equation shows that import is influenced only producer organization, at the sacrifice of consumer profit. For increase to export of laver products, we urgently require to open foreign trade of laver products for Japanese consumer, .and Japan has political responsibility to solve Korean laver structure. But with long run timeseries, as regards Japanese production and import quantity, importing function shows increasing trend as below, 250 million sheets <3, 947.1674+0.005 $L_{g}$ >) 600 million sheets where $L_{q}$ is relative production quantity of laver in Japan. (unit; 100 thousand sheets) Our Export effort should be put on the highly processed products whithin the restraind quote.ote.

후계어민 육성을 위한 어촌지역 중등교육과 사회 교육의 연계방안 (A Research on a Joined Project of Social Education and Village Secondary School Education for Raising The Number of Successors to Fishery)

  • The purpose of this study is to investigate the relation between social education and secondary education of seaside and sea village schools for supporting the successors to fishery. Objects of the study were five groups; 321 fishermen, 107 staff members of a Fishery Guidance Center, 1, 001 students, 306 teachers of sea villages, 193 staff members of a Fishery Cooperative Association. The total number of people being object of this study was 1, 876 persons. The questionaire used for this study was made after preliminary counseling with fishermen in sea villages and teachers in seaside schools. The results of this study are as follow ; 1) About the value of Fishery and successors to Fishery There have been more positive responses than negative ones to the question on the value of fishery. The main reason for positive responses lies in the potentiality for development of fishery but the negative responses are because of the heavy work. 56.8% of the respondents expected an increasing number of successor to fishery, but 43.2% of the respondents had a negative foresight on that problem. The negative respondents stated that the fisherman that moved from the sea villages to the urban areas are responsible for the none increasing numbers of successors to fishery. Most of the respondents answered that government support is needed in order to increase the number of successors to fishery. 2) Social education for Fishermen Only 40% of fishermen know the Fishing Village Guidance Center as the main institute for social education. 94.17% of the respondents prefer plural institutes to single ones. 5.9% of the respondents answered with opposit opinions. 40.4% of the respondents answered that technical teachings has not often been practised. The reason why technical teaching does not often come into effect are as follows; lack of technical expertise, insufficient concern of staff members of the Guidance Center or the Cooperation Association. Also fishermen answered that the Fisherman Guidance Center does not often practise technical education. The Fishery Cooperation Association with its social education for fisherman takes the role of education for the economical way and carries out financial assistance. The relationship between the Fishery Cooperative Association and fishermen is presented satisfactory. However, the frequency of education is not satisfactory. Indifferences between staff members of the Fishery Cooperative Association does not carry out fishery education very often. Also loaned money matters were not satisfactory. 3) Secondary education for Fishery This study showed that it is desirable that the practical course of middle schools in islets and seaside villages take education on fishery ; however, a few schools only take the practical course fishery. Most of the fishery high schools want computer education as a new recommendable course. The students of fishery high schools want computer education as a new recommendable course. The students of fishery high schools have problems with scientific terms in the text books for the practical of fishery high schools have problems with scientific terms in the text books for the practical courses. Over 80% of the respondents agreed that the principals of schools in islets and sea side villages should be men having majored in fishery. 4) The connection between social education and secondary education for fishery a. It is desirable that the principal and vice principal of secondary schools in islets and sea side villages are men majored in fishery. b. It is recommendable that fishery courses are taken as practical courses in fishery village schools for it is helpful to relate between the vocation and the district's special character, as well as to built up relation between the middle school education and the fishery high school education. c. The teachers of fishery high schools and the officials of government offices which are related to fishery should work together to realize a program on teaching various kinds of techniques and give other useful informations to fishermen. d. During the vacations the fishery high school could be used for the social education of fishermen. Seminars on fishery technique and cultural aspects could be held. Especially a spiritual education which is needed for the improvement of the society of fishermen could be achieved by a cultural education. e. On the state level a financial support to raise the number of successors to fishery, a national policy for the betterment of the life of fishermen, as well as active publicity activities are necessary. f. A financial support of the government for raising the number of the successors to fishery is needed. For this purpose a fishery education performed on a state level would be desirable.
