소방항공대의 최적 운영을 위한 개선방안 연구 (A Study on Improvement for Optimizing Operations of Firefighting Aviation Corps)

  • Recently, even though firefighting operations are supposed to be incorporated into single body IAW restructuring of the government organizations, in terms of efficiency it is still difficult to find any significant improvements due to the centrally and locally segregated operating bodies and also, as with organizations firefighting manpowers are divided nationally and locally, which results in differing firefighting functioning. Although governments firefighting bodies are changed to operate better, there are always limitations in firefighting operations. This study explores firefighting organizations, manpower, equipment and operations itself to optimize firefighting operations, and ultimately, to provide the future-oriented functions and roles of the firefighting aviation corps.

서울시 소방공무원의 방화장갑에 대한 평가 및 사용실태 (Evaluation of Firefighting Gloves and the Behavior Regarding their Usage, of Firefighting Officials in Seoul)

  • This study aimed to investigate the evaluation of firefighting gloves and the behavior regarding their usage, of firefighting officials in Seoul, using a questionnaire. Responses from a total of 270 firefighters who are responsible for putting out fires or undertaking rescue works in Seoul were analyzed. As per the findings, the firefighters considered ease of hand operation and fire/flame protection as the most important performance factors for firefighting gloves, and they were satisfied with the supply status of the gloves. The average number of firefighting gloves currently owned by the firefighters was 2.6 ± 0.8 pairs. Thirty-nine percent of the respondents said that their firefighting gloves lasted, with maintained performance, for more than six months and less than a year, and when asked how they handled the gloves with degraded performance, 46% of them said that they would discard them. Sixty-eight percent of the respondents said that they used the most recently developed and supplied gloves, which they considered as the most satisfying gloves and which they mainly used these days. Respondents were highly satisfied with the fire/flame protection performance of their firefighting gloves, but were less satisfied, however, with the glove fit. These results suggest that there has been a significant improvement in the overall performance level and supply status of the firefighting gloves. Given the current situation, careful considerations with flexible approaches are needed on the current firefighting gloves size system as well as on the personal protective equipment maintenance and management scheme.

소방공무원의 방화두건 제작을 위한 머리 치수 연구 (Anthropometric study of the head for the development of firefighting hoods for firefighters)

  • Firefighting hoods protect the head, face, and neck areas of officials while they perform firefighting services. The purpose of this study is to investigate the head size of Korean firefighting officials in order to establish the dimensions necessary to construct firefighting hoods. A total of 98 male firefighting officials participated in this study and 11 body dimensions, necessary for the construction of firefighting hoods, were measured. The data collected from the firefighting officials were compared to the general adult male data from the Size Korea national anthropometric study. The heights, weights, head circumferences, head heights, and bitragion arcs of the firefighters were significantly larger than those of general adult males, which shows that firefighting officials generally have larger body and head sizes than general adult males. Based on the results of Pearson's correlation coefficients, head circumference and head height were judged to be the important measurements for the construction of the firefighting hoods. Thus, these two measurements were chosen as the basic dimensions of the cross tabulation analysis. As a result, head circumferences of 57.00~60.99cm and head heights of 23.00~25.99 cm were found to be important measurement ranges among the firefighters. This study is expected to be used as the basis for the creation of firefighting hoods that help to ensure the safe rescue activities for firefighting officials.

건축물의 비상전원 적용실태 및 자가발전설비의 안전 운전 모델에 관한 연구 (Analysis on Emergency Power Supplies in Buildings and a Model for Safe Operation of the Emergency Power System)

  • The purpose of this paper is to present a model for operating an emergency power system(EPS) that can secure a sufficient power supply used in case of a fire by analyzing the status of power supplies for emergency and firefighting operations. Investigations on the one of the causes of the operational failure of firefighting systems show evidence of EPS. Generally, when power to a building is interrupted, EPS supplies the emergency load(excepted firefighting load) first. When a power outage and a fire occur simultaneously, the EPS must be able to supply both the emergency load and the firefighting load, especially the firefighting load to the end. However, in order to save construction costs, emergency power generators in apartment, commercial, and business buildings can satisfy only one of the required loads. In cases like this, when a power outage and a fire occur simultaneously, there is a danger of firefighting equipment not operating due to insufficient power supply from the emergency generator. Therefore, an EPS must have a reserved firefighting power that can supply both the firefighting and the emergency load. Such EPS, when faced with a danger of an overload, will shut down the supply to all or part of the emergency load, thus securing a continuous power supply to the firefighting equipment. The generator power system with reserved firefighting power (RFP) will also have an indicator to show that the selective control is being used. General power generation systems for emergency load and firefighting load were found to have a demand factor of 50-60% with a lump. However, when installing an EPS, the builders must choose the higher demand factor suggested according to the official approval demand factor of the building.

전국 소방력 동원령 운영 개선방안에 대한 연구 (A Study on the Improvement Plan for the Operation of National Fire Mobilization)

  • The purpose of this study is to improve the National Fire Mobilization Plan. This plan is a national-level comprehensive response system aimed to compensate for scarce firefighting resources and minimize damage from large-scale disasters that exceed the response limits of city and province firefighting forces. As such, relevant literature and domestic and foreign firefighting mobilization standards were reviewed, and simulations of firefighting mobilization were performed using the QGIS program to compare and analyze cases. Results showed that, as opposed to the current method of issuing mobilization orders by dividing resources according to city and province, recognizing the entire country as a single entity and prioritizing the mobilization of adjacent firefighting resources is more effective in terms of minimizing time and distance and more quickly securing resources. Regarding national firefighting mobilization, recognizing the country's firefighting resources as a whole will allow adjacent firefighting resources to be mobilized with priority. However, the mobilization-related limits of each region need to be set to respond to local disasters. Once the scale of mobilization is determined, a system that can quickly calculate how to mobilize firefighting resources based on location and distance can be established. Additionally, it is necessary to create an integrated management system so the central government can directly organize and mobilize local firefighting resources.

  • 2011년 8월 4일에 개정된 법률에 따라 소방특별조사는 소방시설의 유지·관리 등을 관계인(소유자·관리자·점유자)이 하고 이에 대한 책임도 관계인에게 주어졌다. 소방특별조사는 기존의 모든 소방대상물에 직접 출입하여 소방시설의 유지·관리 상태 등을 조사하는 대신에 매년 일부 대상물을 선별하여 방문하고 소방시설의 유지·관리 상태 등을 확인하고 잘못된 부분에 대하여 시정하고 그 책임에 대하여 과태료 등의 처분을 하는 것이다. 이 제도를 도입한 이유가 관계자의 책임을 강화하여 민간자율정정제도의 정착, 소방전문 인력의 부족, 빈번한 대민접촉에 따른 부패의 개연성과 소방검사에 따른 소방기관의 책임 등이 고려되었다. 그러나 소방특별조사제도를 도입하여서도 여러 가지 문제가 대두되고 있다. 소방안전을 위한 제도 중 하나인 소방특별조사는 관계 법령에 따라 소방대상물에 설치된 소방시설에 대하여 적합하게 설치·유지·관리되고 있는지를 관계 공무원, 특히 소방공무원이 확인하는 것이다. 소방특별조사는 1958년 소방법이 제정된 당시에 소방검사로 도입되어 최근까지 30여 차례의 개정과정을 거쳐, 현행 소방특별조사는 2003년 기존의 소방법체계가 4개의 법률로 분법화되면서 "화재예방, 소방시설 설치·유지 및 안전관리에 관한 법률"로 기존의 소방검사 소방특별조사로 변경되어 수용되었다.

Therefore, the state-of-the-art technology that can respond to rapidly changing fire environment urgently in the field of fire fighting have been introduced should be utilized. These intelligent firefighting robots build daegukmin firefighting safety net that can be used when. Other advanced technology industries, the most effective ways that can be introduced into the firefighting shall be provided in the current situation of the industry's initial firefighting robots.

Application of BIM on Drawing Verification of Firefighting

  • In general, most of the function and using of building is for single purpose. However, current buildings combine several functions that causes a lot of problems not on firefighting only but also on environment engineering. Because of hard integration on different fields that causes a lot of conflict. That wastes cost and time. That also threaten the safety of firefighting. This search focuses on the drawing verification and field inspection on firefighting. These two items both remain paper work. To complete the current work, it needs to bring a great amount of drawing papers in the field. By BIM, integrated data can be extracted. It makes the drawing verification and field inspection easier and increases the efficiency. That is the main point of this research.

  • Among the method of aerial fire firefighting, the indirect attack is efficiency way to protect main facilities and it is the aerial fire line construction. According to this study is suggested the fire line construction strategy of indirect attack by helicopter suitable Korea forest fire on theory consideration of indirect attack and experience in practical scene. This study defined that main key points of the fire line construction are accuracy, large quantity, and quickness. Main protection facilities are devided as caution area, warning area, danger area and concern area. Also, it suggested stage-by-stsge from 1 step to 3 step for the aerial fire firefighting correspondence strategy and the fire line construction model. I regard that this study's indirect attack method of the aerial fire firefighting of the fire line construction may be understand about indirect attack tactics and application of indirect attack which is assistance to raise of capability of the aerial fire firefighting with effectiveness and efficiency.

한국 소방용 방화복에 대한 만족도 조사 (A Survey of Korean Firefighters Regarding their Satisfaction with Protective Clothing)

  • For the structural firefighting protective clothing, it can show a synergy effect when it satisfies smart fabric to block off a harmful environmental element and ergonomics design that apply range of motion of human body and appropriate size system. There are various standards about the structural firefighting protective clothing, but it's difficult to find a rule about movement suitability because the performance of the material holds a lot of the rules. Therefore, the purpose of this study is to propose a scheme to evaluate the current structural firefighting protective clothing and to improve movement suitability by research on the actual condition. For this, the survey about wearer acceptability scale on design and size and about improvement requirements was executed gathering firefighters' opinion. Questionnaire was composed with 23 items about satisfaction on current structural firefighting protective clothing, body suitability, movement suitability, improvement requirement and subjective information. As a results, Korean firefighters demand ergonomics design of structural firefighting protective clothing which to minimize restriction of body movement and to maximize body suitability.
