A study on use of quantitative risk analysis on life safety performance for the effect of fixed fire fighting system at road tunnel fires (정량적 위험성 평가를 활용한 도로터널 화재시 물분무 소화설비의 피난 안전 효과 연구)

  • This paper tried to verify whether the fixed fire fighting system (FFFS) that is installed in road tunnel improves evacuation performance or not. Verification was performed according to the Disaster Prevention Facilities Installation and Management Guide at Road Tunnel. Twenty seven different fire scenarios were set up for the verification and the cases that FFFS was installed were compared with the cases that FFFS was not installed. The result of the comparison showed that the average equivalent death was reduced in 26 cases out of 27 cases when water spray extinguishing system was installed. It was confirmed that the risk when was not installed was unacceptable in Hong Kong and the Netherlands. On the other hand, it was confirmed that the risk was reduced to as low as reasonably practicable (ALARP) when was installed. The cumulative frequency of average death in case with FFFS was compared against the frequency of death without FFFS: death of one or more is about 50 times less; 10 or more is about 100 times less; and the death of more than 100 is four times less. It was verified that FFFS makes improved conditions to escape from the fires in road tunnel.

Impact of Fire Demand on Fire Service Budget (소방수요가 소방예산에 미치는 영향)

  • This paper aimed to statistically analyze the impact of fire needs not considered in previous reports based on preventive and preparedness strategies of fire administration and fire budget.. The panel data came from 16 metropolitan councils from 2008 to 2018 and was statistically analyzed based on the preventive measures of the fire administration (agreement for building permission, specific target for fire-fighting, public use facilities, and special fire inspection [SFI]), preparedness of the fire administration (fire safety education [FSE]), response of the fire administration (mobilization for fire suppression [MFS] and mobilization for ambulance service [MAS]), and fire budget. In the results, SFI, FSE, and MFS had a significant negative influence on the fire budget. Meanwhile, MAS had a significant positive effect on the fire budget (p < 0.01). These results reflect public policy in Korea; there has been a paradigm shift in fire administration: from disaster acceptance (focusing on recovery) to disaster response (focusing on field response) to disaster preparedness (focusing on preparedness).

A Study on the Efficiency of Evacuation Exterior Stairs in High-rise Buildings (고층빌딩에서 옥외피난계단의 효용성에 관한 연구)

  • Article 36 of the Building Code Enforcement Ordinance requires that an exterior evacuation stairs be installed for the buildings of three stories and over with cultural facilities or gathering places which have over $1,000\;m^2$ floor area of public performance halls or recreational facilities. The concentration of population together with the increase of high-rise buildings in cities call for various precautionary measures to be taken against human disasters. For the past ten years high-rise buildings showed 85% of increase, marking a steep rise. This increase of high-rise buildings may lead to human disasters in urban areas and, in case of fire breakout, may cause great loss of human lives and property damages. The most difficult fire-fighting activities in high-rise building fires are those of evacuation. Because smoke spreads through the upper floors, the securement of evacuation route in high-rise buildings may be the only way to minimize loss of lives. In high-rise buildings exterior escape stairs are necessary because it is difficult to secure evacuation route with only direct stairs or interior stairs. The Building Code now in force provides insignificant coverage on the exterior evacuation route installment and therefore becomes an inadequate means for evacuation route securement in high-rise building fires. To compensate for this inadequacy the Building Code should be revised to include a mandatory clause that an exterior evacuation stairs be established for the buildings of ten stories and over which can be categorized into high-rise building group.

  • Nowadays, subway station has provided not only transportation but living spaces for everyday activities. Therefore, a variety of facilities have been installed for a safety of citizens such as fire-fighting equipment, platform screen doors and giving high level of benefits such as air-conditioning and heating equipment, escalators, lighting apparatus. In order to operate these facilities appropriately, it is needless to say that electric power supply must be reliable. Many protection relays have been installed to protect electric apparatus and power system, nevertheless it..s study has been insufficient in the concrete. From this paper, through analyzing of protection relay system of electric room operated in line 2 of Seoul metro, we can help to improve stable power supply system of subway station.

  • This study is to assess the safety of the process facilities and fire fighting facilities for LNG storage tank which is the main facility in the LNG receiving terminal. The LNG storage tank(capacity : 140,000kl, type : aboveground, inner tank $9\%$ Ni steel plate, outer tank : prestressed concrete) was designed by foreign country up to now, but it has designed by domestic technology as the fifth in the world is under construction now.

Evaluation of Vulnerability on Rural Emergency Relief Service using Text Mining (Text Mining 기법을 활용한 농촌마을 긴급구호서비스 접근 취약성 평가)

  • The rural areas are large residential space with fewer people than urban areas. That is why they are vulnerable to social services such as health care and security. This research analyzed the vulnerability of emergency relief service in rural village through text mining and the weighting value have been calculated. Based on the calculated statistics data, the police facilities are the most important, While the fire fighting and hospital facilities are important as well. In addition, the distance from the emergency relief service facility to the rural village was confirmed by using Open API. By combining these results, The vulnerable areas of the rural villages and the emergency relief service facilities were calculated and classified into 5 levels. For rural areas, the 1st class will have 33 places, following by 1,179 in 2nd class, 199 in 3rd class, 17 in 4th class and 8 in 5th class. Hence in order to further supplement the vulnerable areas to emergency relief service in villages, geographical relocation and policy approach of emergency relief service facilities are necessary.

  • The purpose of this study is to analysis variation of range estimation for maintenance costs of education facilities based on LCC. The adapted research method selected three education facilities in Gyeonggi-Do region. On the basis of actual maintenance costs and analyzed estimation maintenance costs are compared for analyzing standard deviation and coefficient of variation. The research of this study are as follows: 1) The average actual maintenance costs for 1,317million won and each part of average ratio exterior 19%, interior 28%, electricity & fire fighting 22%, water supply & healthy 18%, heating & water supply 13%. 2)The average analysis maintenance costs for 1,920million won and each part of average ratio exterior 20%, interior 25%, electricity & fire fighting 22%, water supply & healthy 20%, heating &water supply 13%.. 3) The analysis variation of ranges for average costs 1,619million won for minimum costs 1,409million, maximum costs 1,813million won.

Spatial Clustering Analysis of Fire in Gangwon-Do (강원도 화재의 공간적 군집 특성 분석)

  • The purpose of this study is to analyze the spatial cluster characteristics of fire using long-term fire data. For this, fire data which were broke out in the last 40 years were converted into GIS data and spatial analysis was performed at Gangwon-do province's minimum administrative district level. In order to grasp the spatial distribution of the fire, Moran's I, Geary's Ci and Getis-Ord's Gi*, which are methods that analyze the local indicators of spatial association(LISA), were used. By integrating the characteristics of the spatial distribution of fire by integrating the results obtained from each analysis, the advantages of the individual analysis methods were reflected in the study results. As a result of the study, hotspot areas of fire in Gangwon-do was derived out. Among the hot spot areas, some areas, where the fire frequency is higher than the adjacent areas, have been identified. The results of this study can be used as information for predicting the fire hazard area and relocating of fire-fighting facilities in the study area.

  • The longest tunnel has been halted at Daekwanryung by the failure of the host country of the Winter Olympiad in 2014, but modern High-Power TBM will come to Korea to excavate these long tunnels to establish the better horizontal connection between the western and eastern countries to improve the strong powerful logistic strategy of Korean peninsula. Train operation provides a key function of air movements in a long underground tunnel, and heat generation from transit vehicles may account of the most heat release to the ventilation and emergency systems. This paper indicates the optimal fire suppress services and safety provision for the long railway tunnel which is designed twin tunnel with length 22km in Gangwon province of Korea. The design of the fire-fighting systems and emergency were prepared by the operation of the famous long-railway tunnels as well as the severe lessons from the real fires in domestic and overseas experiences. Designers should concentrate the optimal solution for passenger's safety at the emergency state when tunnel fires, train crush accidents, derailment, and etc. The optimal fire-extinguishing facilities for long railway tunnels are presented for better safety of the comfortable operation in this hard rock tunnel of eastern mountains side of Korea. Since year 1900, hard rock tunnel construction has been launched for railway tunnels in Korea, tunnels have been built for various purposes not only for infrastructure tunnels including roadway, railway, subway, and but also for water and power supply, for deposit food, waste, and oils etc. Most favorable railway tunnel system was discussed in details; twin tunnels, distance of cross passage, ventilation systems, for the comfortable train operations in the future.

  • This study aims to derive the problems of firefighting and safety measures for architectural heritage with a wooden structure in rural areas and present their improvement measures. To identify those problems, this study grasped the features of the cultural heritage through the building structure and environment of a wooden Catholic secondary station in Dangjin, and analyzed fires that may occur and safety factors. As a result, although the mission station is an important cultural property in terms of its history, place and local identity, it had problems with disaster prevention systems such as vulnerable safety including fire and difficulties in fire recognition and initial firefighting. Therefore, this study concluded through its review and analysis that a disaster prevention system such as stronger firefighting is needed; that fire fighting facilities suitable for the characteristics of the secondary station with a wooden structure should be installed and a main player should be arranged in fire prevention activities to improve the fire prevention system of the cultural property; and that as most mission stations are located in rural areas, it is necessary to more thoroughly protect wooden-structure secondary stations from natural disasters such as forest fire and to improve fire response measures.
