The study on application of automatic monitor system for initial fire suppression in double-deck tunnel (대심도 복층터널 초기화재 진압을 위한 자동모니터 소화설비의 적용성 연구)

  • In a bid to avoid the economic loss resulting from traffic jam in urban area, a deep underground road at 40 m depth has been considered and the first class disaster prevention facilities shall be applied according to domestic guideline. Automatic-monitoring fire extinguishing system designed to use for fire fighting has been widely applied at home and abroad. Recently development and commercialization through theoretical and experimental research to apply to road/railroad sector have been underway. Based on such performance of automatic fire extinguishing system, technical/economic analysis of existing water spray systems was conducted and as a result, it has demonstrated the superiority in terms of fire suppression as well as in cost efficiency. Then to commercialize this system, more diverse studies that will incorporate the characteristics of domestic tunnels are needed and should the system be promoted through institutional improvement, it's expected to become one of the advanced nations with own original technology in a life safety system industry throughout the world.

A Study on the Development of a Fire Site Risk Prediction Model based on Initial Information using Big Data Analysis (빅데이터 분석을 활용한 초기 정보 기반 화재현장 위험도 예측 모델 개발 연구)

  • Purpose: This study develops a risk prediction model that predicts the risk of a fire site by using initial information such as building information and reporter acquisition information, and supports effective mobilization of fire fighting resources and the establishment of damage minimization strategies for appropriate responses in the early stages of a disaster. Method: In order to identify the variables related to the fire damage scale on the fire statistics data, a correlation analysis between variables was performed using a machine learning algorithm to examine predictability, and a learning data set was constructed through preprocessing such as data standardization and discretization. Using this, we tested a plurality of machine learning algorithms, which are evaluated as having high prediction accuracy, and developed a risk prediction model applying the algorithm with the highest accuracy. Result: As a result of the machine learning algorithm performance test, the accuracy of the random forest algorithm was the highest, and it was confirmed that the accuracy of the intermediate value was relatively high for the risk class. Conclusion: The accuracy of the prediction model was limited due to the bias of the damage scale data in the fire statistics, and data refinement by matching data and supplementing the missing values was necessary to improve the predictive model performance.

  • This study designed and implemented a J2ME based on mapping viewer to browse the SVG based wireless-map in mobile phone. This proposed technique was efficiently applied to a forest fire extinguishment information management system by mapping the exact location of important objects on wireless-map in wireless network. As the result, the study helps to guide the safe and efficient extinguishment affairs and provides the safe extinguishment environment for ground fire fighting teams in real time. And also this technique presents the way to move the client mapping function such as representation of the moving coordinates to server and made it possible to operate SVG based viewer in personal cellular phone.

A Study of the Characteristics of Flow and the Distribution of $CO_2$ Agent Concentration According to the Number of $CO_2$ Agent Nozzle ($CO_2$소화제 노즐수에 따른 유동특성 및 소화제농도분포에 대한 연구)

  • We have conducted a numerical simulation under three-dimensional unsteady conditions in order to analyze the characteristics of flow and the distribution of $CO_2$ agent concentration according to the number of $CO_2$ agent nozzle. The engine room of a ship was selected as a protection space, and flow fields and $CO_2$ concentration fields were measured. In case of increasing the number of $CO_2$ nozzle from 2 nozzles to 4 nozzles, the distribution of CO2 concentration showed low, and in case of increasing the number of $CO_2$ nozzle to above 6 nozzles, the recirculating flow affected to all region was generated. In case of increasing the number of $CO_2$ agent nozzle to above 4 nozzles, the iso-concentration line below 0.36 expanded or contracted slightly. Therefor, the proper number and the arrangement of $CO_2$ agent nozzle are considered when $CO_2$ fire fighting system is designed.

  • The actual condition of safety management and problems for hazardous material facilities in national industrial complex are investigated and analyzed in fields of hazardous material facilities safety, fire fighting equipment safety, building safety, space safety. In most cases, the failure to comply with legal requirements and the maintenance of fire safety have been pointed out. As a result, the total number of problems identified was 466 and problems in the field of hazardous material facilities safety have been pointed out the most. Also, it was analyzed that the number of problems identified in the manufacturing facilities and general handling centers among the hazardous materials facilities was the highest. Therefore, it will contribute to strengthening the safety management capability of the national industrial complex in the future by suggesting the convergence direction of the safety diagnosis system and the systematic introduction of the precise safety diagnosis.

Effect of the Presence of Sub-pipes on the Performance of Water Nozzle (서브파이프의 유무에 따른 워터노즐의 성능특성연구)

  • This paper presents a numerical analysis of flow inside a water nozzle for fire fighting and observes the effect of the variation in primary components on internal flow. In order to observe the performance of water nozzles, they have been systematically designed and modelled, applying boundary conditions obtained from field experiments (inlet pressure at pump : 4 bar, and pressure outlet : atmospheric pressure). In addition, the governing equations were calculated to obtain velocity, pressure inside the nozzle. Two main parameters (the presence and length of sub-pipes) were considered with the aim to observe the detail internal flow characteristics. It is found that the base model is not significant on flow characteristics, but a negative effect (i. e. the reverse flow) at the entrance region of sub-pipe. On the other hand, the reverse flow was vanished when making the length of sub-pipe double.

Perception survey analysis for legal support in case of legal disputes among firefighters (소방공무원의 법적 분쟁 시 법률지원을 위한 인식조사 분석)

  • The purpose of this study is to identify the current status of legal disputes that occur while firefighters are performing their duties and to suggest efficient response measures. To investigate awareness of legal disputes, a survey was conducted on 3,500 firefighters, and the responses of 505 people who participated in the survey were analyzed. As a research method, frequency analysis and cross-analysis were conducted based on the demographic characteristics of the participants and a survey of firefighters' awareness of the law, and through this, basic statistics and status were analyzed. As a result of the analysis, it was found that firefighters feel a lot of burden, including time and material losses, as well as disadvantages and mental anxiety in the workplace when legal disputes occur while performing their duties. The need for an organizational response in the workplace as an efficient response to this was statistically confirmed. Therefore, based on the results of this study, we propose the permanent establishment and operation of a professional legal support team within each city/provincial fire department headquarters so that firefighters can concentrate on their duties free from legal disputes.

The Development of a Ship Firefighting Drill Simulator (선박소화훈련 시뮬레이터 개발에 관한 연구)

  • After the Sewol Ferry accident, the importance of maritime safety has been emphasized in Korea. In particular, educational and experience training are not only being conducted for maritime personnel but also in schools and at maritime-related organizations in order to broadly instill maritime safety awareness. Based on SOLAS regulations, safety education for sailors conducted every 10 days passenger boats, and fire-fighting drills and abandon-ship training should be conducted once a month on merchant ships. After the Sewol Ferry accident, the maximum number of trainees was reduced from 40 to 20 in order to improve the effectiveness of these training sessions by requiring all trainees to participate in the actual training. The current training process consists of two steps: textbook-based theoretical training and actual practice. Current training environment provides limited capability from human and facility recourses which limit the numbers of trainee participated and system operation time. By introducing the simulation training, it will improve the trainee skill and performance prior to the on-site training and allow the more effective and rapid progress on actual practice. Therefore, it will be proposed the three-step training method in order to improve the effectiveness on fire-fighting drill in Maritime Safety Education on this study. This study suggests a three step training method that would increase the efficiency of maritime safety education. An image-training step to enhance individual task awareness and equipment usage via simulation techniques after theoretical training has been added. To implement this simulation, a virtual training session will be conducted before actual training, based on knowledge obtained from theoretical training, which is expected to increase the speed with which trainees can adapt during the practical training session. In addition, due to the characteristics of the simulation, repeated training is possible for reaction drills in emergency circumstances and other various scenarios that are difficult to replicate in actual training. The efficiency of training is expected to improve because trainees will have practiced before practical training takes place, which will decrease the time needed for practical training and increase the number of training sessions that can be executed, increasing the efficiency of training overall. This study considers development methods for fire-fighting drill simulations using virtual reality techniques.

Variation Range for Maintenance Costs of Education Facilities Based on LCC Analysis (LCC기법을 통한 교육시설물의 유지관리비 변동범위 분석)

  • The purpose of this study is to analysis variation of range estimation for maintenance costs of education facilities based on LCC. The adapted research method selected three education facilities in Gyeonggi-Do region. On the basis of actual maintenance costs and analyzed estimation maintenance costs are compared for analyzing standard deviation and coefficient of variation. The research of this study are as follows: 1) The average actual maintenance costs for 1,317million won and each part of average ratio exterior 19%, interior 28%, electricity & fire fighting 22%, water supply & healthy 18%, heating & water supply 13%. 2)The average analysis maintenance costs for 1,920million won and each part of average ratio exterior 20%, interior 25%, electricity & fire fighting 22%, water supply & healthy 20%, heating &water supply 13%.. 3) The analysis variation of ranges for average costs 1,619million won for minimum costs 1,409million, maximum costs 1,813million won.

A Study on the Analysis of Actual costs and Maintenance costs for Elemental Classification hierarchy (부위별 분류 체계를 통한 공사비 및 유지관리비 분석 - 교육 시설물을 중심으로 -)

  • The purpose of this study is to analyze maintenance costs and estimation of elemental costs for educational buildings. The adapted research method selected four school buildings in seoul region as BTL projects. On the basis of the selected case, the study suggested a model to establish a system for each parts and estimate analyzed construction costs and maintenance costs according to that system. According to the analysis, the study proposed a partial construction costs analysis table and maintenance costs table and analyzed proper construction costs and maintenances costs. The results of this study are as follows 1) The average ratio followed by calculation of partial construction costs of the four school buildings are as followings. The total construction costs is analysed 6,666million won and each part of average rations is structure 47.15%, exterior of building 8.34%, interior of building 23.37%, electricity & fire fighting facility 5.74%, water supply & healthy facility 4.27%, heating & water supply facility 5.25%, landscape 1.36%, civil engineering works 4.51%. 2)The average ratio followed by analysis of partial maintenance costs of the four school buildings are as followings. The total maintenance costs is analysed 4,309 million won and each part of average ratio is exterior of building 11.02%, interior of building 41.81%, electricity & fire fighting facility 14.81%, water supply & healthy facility 11.22%, heating & water supply facility 12.76%, landscape 5.75%, civil engineering works 2.63%.
