A Study on the Recognition of Fire Construction Surveillance System : Focused on the Stakeholders (소방공사감리제도의 인식에 관한 연구 : 이해당사자를 중심으로)

  • The purpose of this article is to search stakeholders' recognition related to Fire Construction Surveillance system; a client(order), fire fighting officer, supervision company, construction company, design company, other. The paper provides 4 important things. Firstly, a client(order) suggested the lowest recognition in the needs about the need of separation order, that of contract for any construction work limited registered companies, and that of standard price for engineering.. Secondly, the design company is lowest recognition in guidance and control participating in construction-design phase. Thirdly, the design company is lowest in adjustment about manpower-allocation according to allocation criteria of technical manpower. Fourthly, a client(order) and supervision company are relatively lower than other stakeholder in necessity on special education and training system for auditor in fire protection construction. Almost all related matters are related to more or less stakeholders' interest.

  • When a fire breaks out in a high-rise building, the firefighters must swiftly arrive at fire area with his equipments ready and use the emergency elevator for a more effective operation. In spite of the legal regulations about the emergency elevator, the ones currently installed show various problems and require improvements related to the fire fighting. This research work in to review the regulations on emergency elevator in Korea and other nations, and to conduct a questionnaire survey on the operation of emergency elevators to the fire officer, and finally to provide new standard and operation methods.

  • Modern constitution obtains its justice by protecting the people's basic legal rights. The constitutional rights can be more than a defensive measure against government power by modern viewpoints. The government has to create an atmosphere which the rights are not violated. The Constitution provides that the government has to make efforts to prevent disaster and protect the people from danger in Clause 34, Art. 6. The government has an obligation to protect the people's basic legal rights of life, health and property from fire damages, and those rights are gathering strength under a socialist state principle as fundamental ideology of modern societies. The present fire inspection system gains a point constitutionally but it still needs to be certified as the most suitable system. This article examines the solution to operate fire inspection system efficiently, given the reality of present system operation. It is necessary to improve the system by integrating the present fire inspection with the self fire inspection. Government needs to re-modification the Fire inspections system for prevent and promote (resolve) the problem which government officer (ex fire fighter) can make a irregularities and corruption as do it oneself.

  • The frequency of official injury of fire-fighting officers exposed to an extreme situation in disaster areas has been continuously increased. In spite of increase of injury, procedures of injury approval are complex, so the working environment of fire-fighting officers is very poor in terms of safety management. This study was, therefore, conducted to provide basic data for improvement of the injury management system for fire-fighting officers, by empirically analyzing the system for those in Busan city. The findings of the empirical analysis are as follows: first, the frequency of injury experienced by them is higher than that of other occupations; second, application for injury is not actively made; third, fire-fighting officers should bear the expense if injury is approved. On the basis of such an analysis on actual conditions, an analysis on policy factors for improving the injury management system shows; first, various high-risk matters should be considered in the review of application for injury, for improvement factors of the application for injury, while it is necessary to extend the benefit and support project for injured officers, for operation improvement factors of the injury management system, and the compensation act should be improved, for the improvement factors of the injury system. Second, it is urgent to develop damage prevention and coping education program for improving the injury management system. In addition, the simplification of administrative procedures of application for injury and the extension of benefit and support project for injured officers should be realized as soon as possible, moreover, the enhancement of directors' interest and support is also required.

The research on changes in turnover intention due to the degree of occupational stress and the mediating parameters in fire-officerse Mice

  • This study was performed to investigate the changes in turnover intention according to the level of occupational stress and to find the mediating factor that reducing the turnover intention among fire officer. To compare change of turnover intention according to the degree of occupational stress, statistical analyses were done by using the logistic regression model. In logistic regression analysis, the possibility of high turnover intention in a group with high occupational stress was hjgher by 4.11 times than a group with low occupational stress. The results of analyzing the degree of change in turnover intention after applying the mediating parameters(physical condition, emotional labor, burn out), turnover intention decreased by about 50.6%(from 4.11 times to 2.03 times) at the high level of occupational stress. As a result, it was found that the occupational stress experienced by the fire-officers had a positive effect on the turnover intention. In order to reduce the turnover intention due to the occupational stress of the fire-officers, it is necessary to manage factors such as work environmental factors(emotional labor, burn out) and individual factor(physical condition).

  • Existing verification research for how effectively the educational training of new fire officers has been applied to actual fieldwork is extremely insignificant. This is because only a few studies have empirically verified job implementation according to job satisfaction, which is believed to have a great influence on various aspects such as learner traits, educational programs, and learning outcomes. Moreover, it is necessary to conduct an empirical investigation regarding the effects of learner traits, educational programs, and learning outcomes on disaster scenes and the job implementation of fire administration on new fire officers. This study aims to provide an empirical analysis of the effects of educational training of new fire officers on job implementation. It has been identified that learner traits and learning outcomes have an effect on job satisfaction. Accordingly, job satisfaction, educational programs, learning outcomes, and learner traits have a significant effect (P < 0.05) on job implementation.

Prediction of the Manpower Requirement for Special Fire Inspection (소방특별조사 소요인력 예측)

  • Manpower will need to be increased to conduct special fire inspections. The aim of this study was to predict the manpower required. According to the estimate, 20,332 inspectors will be needed to conduct special fire inspection on a two-person team basis for a year. If the entire object is to be inspected for five-years, it will be inspected at 20% per year. The currently manpower is not enough to inspect all the objects, which will result in a poor inspection. Therefore, the adoption of a full and partial inspection system will be considered. If 10% full inspection and 10% partial inspection will be conducted, 2,734 inspectors will be needed, whereas if 2% of full inspection and 18% partial inspection are conducted, 1,669 inspectors will be needed.

  • Special judicial police officer are exercising their right to investigate areas that require expertise that is difficult for ordinary police to investigate. The fire special judicial policer are also like this, and since they investigate the specialized field of fire offenders, they require not only expertise in the firefighting field but also professional capabilities in the investigation. To achieve this, there must be improvements in the selection process for fire and special judicial police officers to secure excellent investigative personnel. There is a lack of educational facilities and training content that can systematically educate selected investigative personnel and strengthen their expertise, so improvements are needed. must also be done. Laws on controversial areas surrounding the fire and special judicial police must be reorganized and poor investigative conditions must be improved so that the fire and special judicial policer can properly perform their role.

Using AHP to Develop a Rehabilitation Room Management Model for Fire Officers at Disaster Sites (재난현장 소방공무원의 회복실 운영모델 개발)

  • The purpose of this study was to provide an operational model of the rehabilitation room for fire officers at disaster sites to improve the safety and resilience of fire officers. Therefore, we analyzed the operation related elements of the rehabilitation room-such as overseas rehabilitation room operation cases and previous studies- and managed different factors including, but not limited to, management and human resources, equipment and facility, and accessibility and convenience factors; afterward, the relative importance and importance of sub-layers in each field were measured. The priority of items for the operation of the rehabilitation room for fire officers at disaster sites was elucidated; after expert analysis, it was found that human resources were the most crucial factor. Finally, it was found that, in descending order, accessibility and convenience, administrative, equipment, and facility factors were also essential. Based on this, we proposed a rehabilitation room operation guideline for disaster sites.
