Risk assessment and analysis for a medium-to-small sized chemical plant that manufactures a polyester resin by the process of batch-type condensation reaction was conducted using K-PSR technique which is one of the risk assessment methods used to implement the Process Safety Management System (PSM). K-PSR is a risk assessment technique developed by KOSHA to compensate for difficulties caused by the lack of infrastructure of medium-to-small sized chemical plants in the re-evaluation. To apply the K-PSR technique, the entire process of a selected chemical palnt was classified in two review sections, i.e., the condensation reaction process and the dilution/filtration process, and the potential risks of the process about these review sections were identified and classified based on the four guide-words (release, fire.explosion, process trouble, and injury). As the results of the research, refer to recommend of risk rating has been confirmed that non-destructive testing of old facilities and the preparation of LOTO procedures for the electrical equipments are necessary as specific measures to prevent the risk of release and fire.explosion. It was also shown that pressure gauges and thermometers should be installed on the hot-oil supply piping to minimize the process trouble, and exhausting hood should be installed to prevent potential injury.
Printed circuit boards (PCBs) are a basic component in the electronics industry and are widely used in nearly all electronic products, such as mobile phones, tablet computers, and digital cameras, as well as in electric equipment. PCB manufacturing involves the use of many chemicals and chemical processes and therefore has more risks than other manufacturing sectors. This study aims to identify the causes of possible accidents during PCB manufacturing through risk assessment, develop and implement safety measures, and evaluate the effectiveness of these measures. Note that the safety measures developed to mitigate the risks of a certain process were also implemented for other similar processes. The risk assessments conducted over seven years, from 2015 to 2021, at a PCB manufacturing company identified 361 hazardous processes. Between 2016 and 2019, 41-56 hazardous processes were identified per year; such processes decreased to fewer than 20 per year after 2020. Application of the risk assessment results to the improvement of the hazardous processes with the similar characteristics seems to be effective in decreasing the risks. Equipment-related factors such as lack of appropriate maintenance, low work standards, and defective protection devices were responsible for 59.8% of all possible accidents. Because PCB manufacturing involves many chemicals, skin contact with hazardous substances, electric shock, fire, and explosion were the most common types of possible accidents (81.7%). In total, 505 safety measures were implemented, including 157 related to purchase and improvement of equipment and devices for safety (31.1%), 147 related to the installation/modification of fire prevention facilities (29.1%), and 69 related to the use of standard electrical appliances (13.7%). Risk assessment conducted after implementing the safety measures showed that these measures significantly decreased risk; 247 processes (68.4%) had a risk level of 3, corresponding to "very low," and 114 processes (31.6%) showed a risk level of 4, corresponding to "low." In particular, risk assessment of 104 processes with risk scores of 12 and 10 other processes with risk score of 16 showed that the risk decreased to 4 after implementing the safety measures. Thus, implementing these measures in similar manufacturing sectors that involve chemical processes can mitigate risk.
Even at this point in the era of digital transformation, we are still facing many problems in the safety sector that cannot prevent the occurrence or spread of human casualties. When you are in an unexpected emergency, it is often difficult to respond only with human physical ability. Human casualties continue to occur at construction sites, manufacturing plants, and multi-use facilities used by many people in everyday life. New variable guidance technology, which combines artificial intelligence and digital twin, can make it possible to prevent casualties by processing large amounts of data needed to derive appropriate countermeasures in real time beyond identifying what safety accidents occurred in unexpected crisis situations. When a simple control method that divides and monitors several CCTVs is digitally converted and combined with artificial intelligence and 3D digital twin control technology, intelligence augmentation (IA) effect can be achieved that strengthens the safety decision-making ability required in real time. With the enforcement of the Serious Disaster Enterprise Punishment Act, the importance of distributing a smart location guidance system that urgently solves the decision-making delay that occurs in safety accidents at various industrial sites and strengthens the real-time decision-making ability of field workers and managers is highlighted. The smart location guidance system that combines artificial intelligence and digital twin consists of AIoT HW equipment, wireless communication NW equipment, and intelligent SW platform. The intelligent SW platform consists of Builder that supports digital twin modeling, Watch that meets real-time control based on synchronization between real objects and digital twin models, and Simulator that supports the development and verification of various safety management scenarios using intelligent agents. The smart location guidance system provides on-site monitoring using IoT equipment, CCTV-linked intelligent image analysis, intelligent operating procedures that support workflow modeling to immediately reflect the needs of the site, situational location guidance, and digital twin virtual fencing access control technology. This paper examines the limitations of traditional fixed passive guidance methods, analyzes global technology development trends to overcome them, identifies the digital transformation properties required to switch to intelligent variable smart location guidance methods, explains the characteristics and components of AI-based public facility smart fire safety integrated system (ISFS).
This study selected the worst-case scenario for fireball and vapor cloud explosion (VCE) of a styrene monomer storage tank installed in a petrochemical production plant and performed damage prediction and accident impact analysis. The range of influence of radiant heat and overpressure due to fireball and vapor VCE during the abnormal polymerization reaction of styrene monomer, the main component of the mixed residue oil storage tank, was quantitatively analyzed by applying the e-CA accident damage prediction program. The damage impact areas of radiant heat and explosion overpressure are analyzed to have a maximum radius of 1,150m and 626m, respectively. People within 1,150m of radiant heat of 4kW/m2 may have their skin swell when exposed to it for 20 seconds. In buildings within 626m, where an explosion overpressure of 21kPa is applied, steel structures may be damaged and separated from the foundation, and people may suffer physical injuries. In the event of a fire, explosion or leak, determine the risk standards such as the degree of risk and acceptability to workers in the work place, nearby residents, or surrounding facilities due to radiant heat or overpressure, identify the hazards and risks of the materials handled, and establish an emergency response system. It is expected that it will be helpful in establishing measures to minimize damage to workplaces through improvement and investment activities.

There has been the increasing concern with the safety of seven major urban infrastructure such as road, electricity, water supply, sewerage and so on due to urban expansion and new town development. However, high technology development for the common duct which can be an alternative for the safety issue has not been completed due to the law of the national security area. Existing management method of the common duct by people could not respond to the urgent accidents adequately and immediately since it is impossible for us to get access to that in case of fire or gas leak. This study suggests to the method of installing monitoring devices and processing CCTV images with a water supply in a TestLab(a variety of the USN(Ubiquitous Sensor Network) equipment was tested in the TestLab in KICT). The suggested management method of common duct facilities make it possible to do real-time monitoring and prompt access and response to an accident inside the common duct.

Korea is constructing the disaster management system to prevent various disasters and minimize damages. In spite of these efforts, however, Korea lately suffered from a number of diverse disasters. These disasters once again lead to the questions and criticisms concerning the effectiveness of the disaster management system. So research into how to quantify the disaster management system is very significant in securing the right of the people to lead a safe life, keeping human life and properties from being injured. The purpose of this study is to prioritize policies which can be considered for establishing and operating disaster management system. To do that, this study conducts a questionnaire survey, targeting for 282 fire man. The survey includes various factors according to four stages in disaster management process: prevention, preparedness, response and recovery. The method used is AHP(Analytic Hierarchy Process) technique using expertchoice 2000. Results of the analysis are as follows. At the first stage of analysis, prevention is found as the most significant factor. The other significant factors are response, preparedness, and recovery factor in order. At the second stage of analysis, share of role among disaster facilities is the most significant factor. Reorganization of disaster facilities and connection of law are significant in order.
Flooding is an unavoidable natural disaster for the city. Flood disasters seriously undermine the city's economy, safety, and sustained development. In the course of development and construction of waterfront space in the same city, the construction of basic disaster prevention facilities cannot be avoided completely even if huge amounts of capital are invested to reduce the economic damage of flooding. The cost of rebuilding the city after the disaster is much higher than the cost of building disaster prevention facilities. In recent years, the theory of elasticity in urban reconstruction and so on has been a subject of city problem solving, creating widespread discussion and attention in academia. In other words, how to transform the concept of elasticity into practice based on theoretical and empirical factors is a real problem facing urban disaster. Through theoretical literature on the waterfront (space) buffer zone of a city (flood-weak area) and the case study of the city's practice, this paper tries to clarify the element of 5R, the theory of elastomeric fire prevention, and present detailed measures accordingly. In addition, the following two problems are addressed while emphasizing the feasibility of implementing the urban waterfront (space) plan of the elastomeric element around the urban water buffer zone. First, the means of disaster prevention planning are used to mitigate conflicts between individual utility of urban waterfront and disaster prevention functions in waterfront buffer zones, and second, the waterfront buffer zone can respond to flood-causing problems in terms of disaster prevention as much as possible through the elastic disaster prevention plan.

The development of industry and the increase in the use of fossil fuels have accelerated the process of global warming and climate change, resulting in more frequent and intense natural disasters than ever before. Since electricity facilities are often installed outdoors, they are heavily influenced by natural disasters and the number of related accidents is increasing. In this paper, we analyzed the statistical status of domestic electrical fires, electric shock accidents, and electrical equipment accidents and hence analyzed the risk associated with climate change. Through the analysis of the electrical accidental data in connection with the various regional (metropolitan) climatic conditions (temperature, humidity), the risk rating and charts for each region and each equipment were produced. Based on this analysis, a basic electric risk prediction model is presented and a method of displaying an electric hazard prediction map for each region and each type of electric facilities through a website or smart phone app was developed using the proposed analysis data. In addition, efforts should be made to increase the durability of the electrical equipment and improve the resistance standards to prevent future disasters.

Evacuation process has been considered as one of the most important elements to be managed in public facilities. Although the importance is highlighted through numerous literatures, disaster evacuation planning, particularly fire accidents, faces a number of human behavior related limitations for a similar application to different types of facilities/occupants. To overcome the obstacles including complexity in human behaviors, a number of simulation techniques with limited consideration on human behaviors are utilized to predict foreseeable problems in evacuation process. Therefore, this research aims to propose system dynamics models incorporating human behaviors considering different types of occupants under disaster evacuation events. Analysis on emergent human behaviors such as group forming and interactions under urgent situation are conducted based on the main stream theories in social science field. The results suggest the influences of human behavior factors including cooperative intention, information sharing, and mobility change to evacuation behavior. The implications are expected to provide safety consideration at planning/designing phase of buildings and help facility safety managers for evacuation planning with more realistic management approaches.

Sajikdan(a sort of national shrine in Korea) built at the time of foundation of Joseon was entrenched into Sajik Park going through Japanese colonial era and recently the efforts to restore it is in progress. The details of change in Sajikdan in terms of diachronic analysis are as follows: Firstly, the first period refers to one prior to Japanese colonial era from the first king (also named as "Taejo" in Korean) of the Joseon Dynasty, during which it secured and strengthened the presence as a place for performing important national rites in a nation. It was built on the foot of Inwangsan Mt. at the time of the first king in Joseon Dynasty at first, was destroyed fully by fire during a Japanese Invasion period to Korea(1592-98) and afterward its ancestral ritual facilities were completed under the regime of Youngjo. However, as Japanese intervention coming to the fore, its place was destroyed and then ancestral rites were also abolished in 1908. Secondly, next period falls on 1910 to 1944 when it was transformed and entrenched into a park by the Japanese Empire. While facilities related to a park and an heterogeneous building around the part of boundary were set up, the area of altar, a ritual house and d door of Sajikdan were also designated as historical remains and treasures. Thirdly, this period refers to one from Korea's liberation year from Japanese colony(1945) to the year of 1984 when it had a mixed placeness with the statues, monuments and buildings with heterogeneous nature built. Furthermore, a door of Sajikdan was removed and reconstructed over twice due to opening of Sajik Tunnel. Fourthly, a final period falls on 1985 to the present when efforts are in progress to restore the historicity and symbolism of Sajikdan. A plan for restoration is promoted but now is a difficult time suffering from troubles caused by residents' resistance. Scrutinized historical researches through excavation investigation and residents' understanding are required altogether for restoration of Sajikdan.
