A Study on the Revision of the Fire Safety Standard of the Fire Department Connection (연결송수관설비 화재안전기준(NFSC 502) 개정에 관한 연구)

  • Among the firefighting facilities, the fire department connection during firefighting is more important than any other facilities at the firefighting site to supply fire water. This study examined the water supply port of a fire department connection installed at an apartment building based on the Standard for Fire Safety (NFSC 502). The time of discovery was measured by fire fighters who knew or did not know of the water supply port installed in the apartment building, and by separating day and night. To maximize the use of the fire department connection which is the full fire extinguisher facility used by the fire brigade based on the results of the experiment, the author suggests improvement proposals that can clarify the installation location and install the location sign of the fire department connection for the Standard for Fire Safety (NFSC 502).

A Study on the Understanding of Fire Service Officers to the Procurement Circumstances and the Alternatives for Procuring Fire Service Funds (소방재원의 조달여건 및 조달방안에 대한 소방공무원의 인식에 관한 연구)

  • This study is to investigate the problems of procurement circumstance of the current fire service funds and to suggest the alternatives for procuring the fire service funds for dealing with increasing demand on the fire service in the local autonomous era. The results are as the followings. First, most fire service officers see the procurement circumstances as premature stage and perceive the necessity of the improvement of this condition. In particular, the officers at the fire center recognize this problem as an urgent question than the officers at the front fire branches. In addition, as for the alternatives of the procurement of fire service funds, both groups prefer the long term plan to the short term plan, and show positive responses to the National Emergency Management Agency and central government as the entity to raise fire funds. As for the alternatives to improve financial system, both groups show the most positive responses on the way to increase the current common facilities tax. As for the specific procurement alternatives of fire funds, both groups agree the alternative to increase common facilities tax mostly, and to the next they agree the alternative to insecure fire funds by restructuring current financial system and by establishing fire service hospital and fire equipment maintenance center.

  • Recently, the number of child care facility and social demand for high quality child care service increase suddenly. Especially, social atmosphere about fire safety is more sensitive in Korea. The majority of the residents in a child care facility are composed of early childhood having difficulty to evacuate, and therefore the number of stories of a building and the appropriateness of a evacuation equipment play an important role in the evacuation safety. In this study, problems and improvements for the evacuation safety are dealt with the present conditions of child care facilities, the comparative analysis between domestic and foreign standards, the research on the actual condition of evacuation equipments, and so on. The study brings to a conclusion that it is necessary to systematize the regulations regarding fire safety, to connect fire-fighting facilities for design standards and operations of emergency preparation equipments, to improve the regulations for fire protection system such as the sprinkler system, and to restrict the facilities having fire hazards.

  • This study examined emergency exit location with the most representing school floor type with a mathematical model that applied optimized algorithm in the field of engineering. Recent school buildings became much more diverse in floor planning than the old days. Nevertheless, architect's approach to building prevention against fire related emergency planning still relies on an personal experience and knowledge. Therefore, since school buildings are much more likely to be exposed to any fire related events, emergency exit planning has to be seriously evaluated with a scientific method. The algorithm, which acquires the number of persons in each spatial type(node) and the minimum physical distance between spatial types(arc), can propose the most optimized emergency exit locations. Consequently, this study compared an architect's fire exit planning with the scientific outcome of this study and suggested the most reliable emergency exit locations.

  • In this paper, authors will develop the quick and precise remote controller of automatic fire detection equipment (P-type one-class receiver) based on information communication technology (IT). The remote controller detects the fire and disaster in the building automatically and quickly and then activates the facilities to extinguish the fire and disaster, monitoring such situation in a real time through wire-wireless communication network. The proposed remote controller is applied a programmable logic device (PLD) micom. of one-chip type which is small size and lightweight and also has highly sensitive-precise reliabilities. The one-chip type PLD micom. analyzes digital signals from sensors, then activates fire extinguishing facilities for alarm and rapid suppression in a case of fire and disaster. The detected data is also transferred to a remote situation room through wire-wireless network of RS232c and bluetooth communication, and then the situation room sends an emergency alarm signal. The automatic fire detection equipment (AFDE) based on IT will minimize the life and wealth loss while prevents fire and disaster.

  • Korean city had been rapid developed through high industrialization and rapid economic growth after the 1970's. The city development process was guaranteed the fulfillment of city function through the city expansion based on New Towns and satellite cities rather than the reformation of existing city. This city expansion caused by degrading of city, being backward and producing many problems. To solve this problems, it was considered the rehabilitation of retarded function with rejuvenation such as a special law accelerating urban renaissance and reorganization project. Also a fire protection performance did not satisfied the required conditions of modern FPP system, such as the function deterioration of building facilities, the technological development with FPP facilities, changed fire laws and building occupancy for social needs. Insufficiency of requirements depreciated the building value and intimidated a safety of residents. To solve this problem, the improvement of FPP was essentially required and also strongly recommended an analysis and a comparative study between the required FPP of existing building and it improving effective FPP. Therefore, purpose of this study is that establish the basic data to construct a system to analyze and compare the building FPP.

  • The cities of Joseon dynasty had weak structure against fire. Fires have resulted in damage on property and life. But they gave a chance to development various policies, planning tools, techniques and facilities for minimizing the damages of fire. This study aims to understand the progression of fire control policy in Joseon dynasty. Fire control policies can be divided into four categories ; fire prevention, prohibition of fire spreading, fire extinguishing and rescue system. The progression of fire control policies can be divided into three steps. In the first step, from Taejong to Moonjong, various policy, such as regal & administrative system, planning tools, fire control works & appliances have been built and executed. In the second step, from Danjong to Hyunjong, fire control work have taken the central place of fire control policy. In the third step, from Sookjong to Sunjong, development of fire control appliances have taken the central place of fire control policy.

  • In the past, the risk of fire and the rate of fire occurrence has increased gradually as the quality of life improved due to rapid economic growth, and the government enacted Fire Prevention Act. The existing inspection method was revised considering the rapid increase in the number of fire-fighting objects(hereinafter referred to as specific fire-fighting objects) that require the installation of fire-fighting facilities, and has been applied to this day. On the other hand, unlike the rapid increase in specific fire-fighting objects and the development of fire prevention technologies, the scope of work and inspections by unsuitable inspectors caused a large fire accident, which required improvement of the related laws. This study evaluated, the Act on the relationship of firefighting facilities, which had been implemented previously to identify fire victims, save lives, secure independence of fire inspection agencies, and ensure the accuracy of fire prevention actions.

  • Recently, the nation's elderly facilities have grown rapidly since the implementation of the long-term care law in 2008. Also, older adults who use older facilities are also growing. With the increase in the number of fires, increasing the number of fires is also a social issue. In this study, the study conducted an investigation into the smoke control system to analyze the smoke control methods of the elderly and elderly citizens in order to secure the safety of the elderly facilities in the event of a fire, and investigated the smoke control status of the elderly in Korea.

  • This paper realizers expert system which is searched most suitable system of the fire facilities by regulating of fire operating order And so, the user finds the inference, heuristic knowledge of the expert who has a mastery of application of the fire code objected protection, warning or extinguishing of fire. Although some expert systems utilize artificial intelligence such as LISP or PROLOG, this study utilizes M.1 that is available expert system development tool running with personal computer.
