  • National performance-based design methods and prescribed standards for various input data not defined as separated regulation, ASET and RSET fire and evacuation simulations on the data cited by different designers. This is also directly connected reliability problems for the evacuation simulation and performance-based fire. standardizing the various input to performance-based fire and evacuation simulations of a similar risk, regardless of the experience of designer or technical skills. The performance-based targets proper fire-fighting and emergency equipment installed reasonable initial investment cost to done ensure safety.

  • Chemical plants and oil gas refinery facilities are intrinsically vulnerable to industrial hazards, such as explosion or fire. Especially, the fire is extremely dangerous to facility structures and plant personnel because of direct flame, radiant heat and smoke. In addition, it has the ripple effect of destroying infra-structures and polluting the environment. In an effort to tackle these potential industrial risks, the procedure of FRA techniques in chemical plants were investigated. The main focus was put on the time variation of physical properties of the main building, i.e. control rooms, warehouses and electrical substations, from a direct flame contact and radiant heat. The deformation of a building due to fire was monitored and modeled with respect to time variable. A variety of case studies, domestic and abroad, was tested in the model to verify the FRA procedure. The developed model was proven to be highly effective to reduce the possible risks at chemical plants. An accurate accident frequency prediction and damage quantification was made by the developed model.

Fire Risk Assessment of Temple Components in Young-dong Areas using Fire Loads (영동지역 사찰의 구성요소별 화재하중을 통한 화재위험성 평가)

  • In this study, we have assessed the fire risk of Buddhist temples located in Youngdong area by means of fire loads of components. First, we categorized the components into Buddhist temples (Dae-Ung-Jeon, Pal-Sang-Jeon), Sam-Seong-Gak (Chil-Seong-Gak, San-Sin-Gak), a Buddhist temple dormitory (Sim-Geom-Dang, Seol-Seon-Dang), Lu, Il-Ju-Mun and then carried out a field survey. Then, we examined the area of each room, types as well as quantity and dimension of combustibles. The fire loads calculated in this way were 446.96 $kg/m^2$ for Buddhist temples, 331.71 $kg/m^2$ for Sam-Seong-Gak, 164.14 $kg/m^2$ for the Buddhist temple dormitory, 463.91 $kg/m^2$ for Lu and 1042.14 $kg/m^2$ for Il-Ju-Mun, thus showing Il-Ju-Mun with the biggest fire load. We speculate that this is because construction materials were similar in size and quantity to others albeit the area of Il-Ju-Mun is smallest.

Classification of Forest Fire Occurrence Risk Regions using GIS (GIS를 이용한 산불발생위험지역 구분)

  • In order to decrease the area damaged by forest fires and to prevent the occurrence of forest fires, we are making an effort to improve prevention measures for forest fires. The objective of this study is to classify hazard regions where forest fires occur based on the factors that contribute to the occurrence of forest fires. Forest fire sites in the Uiseong-gun, Gyeongsangbuk-do were surveyed according to the factors of forest type and topographic characteristics where the forest fires occurred. We used a correlation analysis to determine the forest fire occurrence factors and a conditional probability analysis and GIS to determine a forest fire danger index. The resulting forest fire danger index was used in the classification of forest fire occurrence risk regions.

A Study on improvement of plating equipment for fire prevention (도금 공장의 화재 예방을 위한 도금장비 개선에 관한 연구)

  • A number of plating companies have been exposed to the risk of fire due to unexpected temperature increasing of water or other reasons in a plating bath. Since the companies are not able to forecast the unexpected temperature increasing of plating bath and most of raw materials in the bath have low ignition temperature, it is easy to be exposed to the risk of fire. Thus, in previous study, we tried to monitor and notice the dangerous change of temperature of water immediately to prevent the risk of fire from plating process. However, unfortunately previous studies were not able to shut out the fundamental cause of fire since bath temperature sensor can detect air temperature when the level sensor was malfunctioned. In this paper we developed the Teflon heater which contains a built in temperature sensor and improved plating equipment system. Teflon heater is improved using Pt $100{\Omega}$ sensor which can detect until $600^{\circ}C$. When the bath temperature sensor detects over $60^{\circ}C$ or the Teflon heater sensor detects over $240^{\circ}C$ they temporarily shut down the heater to control temperature. Also relay completely shuts down main power when detects instant temperature is detected over 5% of $240^{\circ}C$ by the heater sensor to prevent teflon melting down and fire spreads. Developed plating equipment system can monitor a real time temperature in the teflon tube and bath water. Therefore we think the proposed plating equipment can eliminate the possibility of fire in plating processes fundamentally.

  • The paper review of the methods used to present in a quantitative way of risk to the public in the vicinity of hazardous operation within urban area. The study concentrated on the calculation, presentation and interpretation of societal risk where multiple concerned population at large. It is also compared the way to use of risk criterias in various countries where the different population density concerned. It is recommended societal risk criteria need to be vastly apply to the exposed population.

Heat Risk Assessment of Wood Coated with Silicone Compounds (실리콘 화합물로 도포된 목재의 열위험성 평가)

  • Experiments on the combustion characteristics of untreated wood specimens and those treated with four types of silicone compounds were carried out using a cone calorimeter according to the ISO 5660-1 standard. 3-Aminopropyltrimethoxysilane (APTMS), 3-(2-aminoethylamino) propylmethyldimethoxysilane (AEAPMDMS), and 3-(2-aminoethylamino) propyltrimethoxysilane (AEAPTMS) were used as the silane compounds. The flame retardants were synthesized with sodium silicate and amino silane compounds. The measured time to ignition after combustion at an external heat flux of $50kW/m^2$ was 9 s to 11 s. Time to ignition was marked with a delayed value in the 3 s to 5 s range. The peak heat release rate ($HRR_{peak}$) was reduced by 5 to 20% compared with the uncoated specimen, and AEAPMDMS showed the highest initial fire risk. The total heat release (THR) was decreased by 1 to 22%. Compared to the untreated specimen, the fire performance index (FPI) of the specimens coated with silicone sol compounds increased by 1.5 to 2.2 fold. The fire growth index (FGI) of the AEAPMDMS specimen was increased by 30% and the others were decreased by 93 to 94%. Therefore, the fire risk of wood coated with silicone compounds was improved in terms of the heat risk properties.

A Study on the Development of a Fire Site Risk Prediction Model based on Initial Information using Big Data Analysis (빅데이터 분석을 활용한 초기 정보 기반 화재현장 위험도 예측 모델 개발 연구)

  • Purpose: This study develops a risk prediction model that predicts the risk of a fire site by using initial information such as building information and reporter acquisition information, and supports effective mobilization of fire fighting resources and the establishment of damage minimization strategies for appropriate responses in the early stages of a disaster. Method: In order to identify the variables related to the fire damage scale on the fire statistics data, a correlation analysis between variables was performed using a machine learning algorithm to examine predictability, and a learning data set was constructed through preprocessing such as data standardization and discretization. Using this, we tested a plurality of machine learning algorithms, which are evaluated as having high prediction accuracy, and developed a risk prediction model applying the algorithm with the highest accuracy. Result: As a result of the machine learning algorithm performance test, the accuracy of the random forest algorithm was the highest, and it was confirmed that the accuracy of the intermediate value was relatively high for the risk class. Conclusion: The accuracy of the prediction model was limited due to the bias of the damage scale data in the fire statistics, and data refinement by matching data and supplementing the missing values was necessary to improve the predictive model performance.

  • The proper functioning of critical points on transport infrastructure is decisive for the entire network. Tunnels and bridges certainly belong to the critical points of the surface transport network, both road and rail. Risk management should be a holistic and dynamic process throughout the entire life cycle. However, the level of risk is usually determined only during the design stage mainly due to the fact that it is a time-consuming and costly process. This paper presents a simplified quantitative risk analysis method that can be used any time during the decades of a tunnel's lifetime and can estimate the changing risks on a continuous basis and thus uncover hidden safety threats. The presented method is a decision support system for tunnel managers designed to preserve or even increase tunnel safety. The CAPITA method is a deterministic scenario-oriented risk analysis approach for assessment of mortality risks in road tunnels in case of the most dangerous situation - a fire. It is implemented through an advanced risk analysis CAPITA SW. Both, the method as well as the resulting software were developed by the authors' team. Unlike existing analyzes requiring specialized microsimulation tools for traffic flow, smoke propagation and evacuation modeling, the CAPITA contains comprehensive database with the results of thousands of simulations performed in advance for various combinations of variables. This approach significantly simplifies the overall complexity and thus enhances the usability of the resulting risk analysis. Additionally, it provides the decision makers with holistic view by providing not only on the expected risk but also on the risk's sensitivity to different variables. This allows the tunnel manager or another decision maker to estimate the primary change of risk whenever traffic conditions in the tunnel change and to see the dependencies to particular input variables.

Effects of Risk Generation Factors Perceived by Fire Service Officers on a Public Service Motivation and a Vocational Calling (소방공무원이 지각하는 위험유발요인이 공공서비스동기, 직업소명에 미치는 영향)

  • This study examined the effects of the risk generation factors on the public service motivation and a vocational calling of fire service officers during their work. This is based on the assumption that the risk generation factors of firefighters in their organization should be related to the effectiveness of the organization by affecting the psychological capital of the individual. For this study, the survey was conducted on fire service officers who participated the official training session in Kyuunggi and Seoul area and analyzed the data collected by the regression analysis and t-test analysis. As a result, the higher the perception of generation factors, the higher the level of public service motivation and vocational calling. In addition, there was a significant difference between a high risk generation factor perception group and low risk group regarding the perception level of public service motivations and vocational callings. These results show that there is a need to provide more field-based training opportunities for firefighters who can recognize the risk generation factors better.
