Influence on the Satisfaction of Fire Fighting Equipment by Distribution of Fire Fighting Equipment: Focusing on Mediating Effect of Reliability of Fire Fighting Equipment (소방공무원들이 인지하는 소방장비 보급으로 소방장비 만족도에 미치는 영향: 소방장비 신뢰성의 매개효과를 중심으로)

  • This study verifies effects of the distribution of fire fighting equipment on the satisfaction of fire fight equipment among fire officers and the mediating effect of the reliability of fire fighting equipment on the relationship between the two variables in order to provide preliminary data on the development of fire fighting equipments. Fire officers from the seven fire stations located in Gyeonggi-do province were selected and surveyed to achieve the purposes of the study. Using AMOS 18.0, structural equation modeling were applied to analyze the data. Major findings are as follows. First, the propriety of the amount of distribution of fire fighting equipment and the timeliness of distribution have positive effects on the reliability of fire fighting equipment. Second, the reliability of fire fighting equipment has a positive effect on the satisfaction of fire fighting equipment. Third, the propriety of the amount of distribution of fire fighting equipment has a positive effect on the satisfaction of fire fighting equipment. It was found that the reliability of fire fighting equipment has a partial mediating effect on the relationship between the propriety of the amount of distribution of fire fighting equipment and the satisfaction of fire fighting equipment.

  • The administration of Korean local governments in charge of natural disaster management and manmade disaster management has been completely or partially integrated to the fire fighting headquarters since 1990's. Therefore the relationship between the fire fighters and the regular officers has been more important. So in this study, I made a questionnaire about management ability, rescue activities, disaster, business efficiency of the disaster management organization. And then I did a question research to the comparison analysis of recognition between fire fighter and regular officers of Seoul disaster management organization. As a result of the comparative analysis of understanding, there is a meaningful difference among facilities of management ability, man-made disaster of disaster, business cooperation and business connection of business efficiency. Through the comparison analysis of recognition, I tried to present the improvement of Seoul disaster management organization.

  • The purpose of this study was to provide basic data for developing strategic programs based on broadcasting of civil defense exercise in nation focused on fire-fighting officers. 33 Q-population (concourse) was selected based on the media related literature review described above, and interviews targeting the general public. As the next step representative statements were chosen randomly and reduced in number to a final 25 statement samples for the purposes of this study. The methodology of a Q-study does not infer the characteristics of the population sample from the sample, selecting of the P-sample is likewise not governed probabilistic sampling methods. Finally, in this research, 41 people were selected as the P-sample.

  • This study investigates the influence of transformational and transactional leadership styles of commanders in fire service organizations on organizational commitment and job satisfaction. A survey was conducted with the staffs of four fire stations in Gyeonggi Province. The results show that the charismatic characteristics of transformational leadership and the management by exception of transactional leadership positively influence both organizational commitment and job satisfaction. This indicates that the fire officers can be devoted to their organizations and be satisfied with their jobs when their supervisors give directions with charisma and vision and when they delegate authority to the fire officers except in particular situations.

  • The scope of fire services has been expanded from local fire prevention to rescue and first aid services, and the fire services system has been converted from an autonomous fire services system to a wide-area fire services system, and the status of fire officers has been unified as a national public servant. However, the underlying problem remains unsolved. One is a problem related to the conversion of fire services to state affairs, and the other is that Fire officers converted to national public servants are in charge of fire services which are evaluated as local autonomous affairs. The controversy over the nature of fire service stems from uncertainty and redundancy in the coordination of office function and distribution between the State and Local governments, and incomplete legislation that fundamentally fails to achieve systematic unity of office work and status. The fire service has a national responsibility as an affair that includes the existence of the state and the welfare and order of the people along with the police affairs. That is, affairs related to the safety of the people that protect the lives, bodies and properties of the people should be understood as State affairs. 「The LOCAL AUTONOMY ACT」 stipulates that local governments cannot perform State affairs such as affairs necessary for the existence of the nation, affairs requiring performance in a uniform manner throughout the nation, and affairs of nationwide or similar scale unless otherwise provided by the law. Fire Service should be regarded as such affairs. Considering that the rights to the safety and life of the people and the duty to protect the people are the duty of the nation, it is necessary to keep in mind that the reason for the change fire officers to the national public servants was not basically just a matter of treatment and finance.

The Convergence Research on Oral Health Care Behavior of Fire Officers (소방공무원의 구강건강관리 행태에 관한 융합연구)

  • This study was conducted in 241 fire officers at fire stations in Daejeon Metropolitan City to determine their oral health care behavior status and obtained the following results: First, men were more likely to brush their teeth 3 times a day and women were more likely to brush their teeth 4 times a day; those who were in their twenties and had ${\leq}5$ years of career brushed their teeth for ${\geq}3$ minutes. Second, the respondents who were in their twenties and thirties and had <10 years of career were more likely to use auxiliary oral hygiene devices and fire captains and those at higher positions were more likely to have received oral health education. Third, the respondents having received oral health education were more likely to use auxiliary oral hygiene devices and to have their teeth scaling within a year. While the fire officers were fortunately at good levels of oral health care, taking the poor working environment into account, the efforts to develop job-customized oral health programs in which IT and robot technologies are combined to improve oral health and take measures to publicize the programs and to give better treatment to fire officers are expected to put them in better oral health care status.

A Qualitative Study on the Fire Officials Inter Integrity (소방공무원의 내부청렴도에 관한 질적 연구)

  • Corruption in public offices can lead to corruption in overall society. Moreover, it can also result in steady growth of social expense caused by distrust in direct public relations of civil society administration. In order to devise a more comprehensive measure against corruption, it is essential to evaluate internal organization. This study suggests a scheme for improvement on fire officers' inter integrity, researched by in-depth interview. According to the study, there are numerous conventional corporate cultures remaining in the organization which fire officers are mutually trying to create reasonable and democratic corporate cultures. Furthermore, it was found out that structural issues of the organization, such as guaranteed anonymity of corruption prevention system, closed budget, et cetera, are the mostly dissatisfactory factors other than individual matters of the organizational members.

  • This study examined the effects of the risk generation factors on the public service motivation and a vocational calling of fire service officers during their work. This is based on the assumption that the risk generation factors of firefighters in their organization should be related to the effectiveness of the organization by affecting the psychological capital of the individual. For this study, the survey was conducted on fire service officers who participated the official training session in Kyuunggi and Seoul area and analyzed the data collected by the regression analysis and t-test analysis. As a result, the higher the perception of generation factors, the higher the level of public service motivation and vocational calling. In addition, there was a significant difference between a high risk generation factor perception group and low risk group regarding the perception level of public service motivations and vocational callings. These results show that there is a need to provide more field-based training opportunities for firefighters who can recognize the risk generation factors better.

Recognition of scene activity risks among the firefighters (소방공무원의 현장 활동 위험도 인식)

  • This study aimed to identify the recognition of fire risks on their field operations among firefighters and contribute to setting up safety measures accordingly. A self-administered questionnaire were used to evaluate their recognition of job risks. About 93.4% of respondents answered they have exposed to job risks and 73.4% answered that they had high safety awareness. Our study showed that the lower service years and ranks the fire officers had, the lower relevance in statistics their awareness of the risk of the field operations and safety concerns had. The vulnerable group is those aged 20 to 39, with under 10 years of service, at a lower rank of senior fire sergeant. The study suggests coming up with the measures to motivate the officers to perform safe operations by improving their safety awareness.
