전세 거주 청년 부부가구의 지역 간 거주환경과 주거비 차이 (Geographical Discrepancies in Residential Outcomes and Housing Expenditure of Young Married Couples in Chonsei Housing)

  • 본 연구는 전세로 거주 중인 청년(19-34세) 부부가구의 거주환경과 주거비를 네 지역으로 구분하여 비교하고 그 영향 변인을 분석한다. 2020년 주거실태조사를 횡단면 분석한 결과, 청년 부부가구는 31-32살의 대졸 이상 임금근로자인 남성 가구주가 있는 혼인 2-3년차 내외의 신혼부부였다. 맞벌이 비율이 높은 수도권 중 서울에서 무자녀의 맞벌이 2인 가구, 비수도권에서 유자녀의 외벌이 3인 가구가 두드러졌다. 수도권 가구의 자산, 전세 보증금, 부채, 소득이 비수도권보다 더 컸고, 특히 가장 큰 서울과 가장 적은 비수도권 지역 간의 격차는 더욱 벌어졌다. 또한 전체적으로 60m2 이상의 침실 3개를 갖춘 아파트에 1년 이상 거주 중이었고 최저주거기준을 충족하는 주택에 주거복지서비스 중 전세자금대출을 주로 이용 중이었다. 주택 및 전체적인 주거환경의 만족도는 특·광역시와 서울 가구에서 높은 편이었으나, 경인 가구는 모두 불만족하였고 비특·광역시 가구의 전체적인 주거환경 만족도가 가장 낮았다. 이처럼 연령, 혼인상태, 주택점유형태의 동질성에도 불구하고 지역 주택시장과 복수 소득원 여부는 가계재무 구조와 거주 질의 지역 간 차이를 키웠고, 이러한 격차는 가족 및 주거생활주기와 생애주기를 이행하는 과정에서 자산시장의 변동성으로 심화되리라 예상된다. 한편, 주택 및 전체적인 주거환경 만족도의 공통된 영향 변수는 (경인의 전체적인 주거환경 만족도를 제외하고) 근린환경 만족도였고, 주거비의 결정 변인은 지역별로 달라 서울의 주택규모, 경인의 생활편의시설 만족도, 비특·광역시의 여성 가구주 가구로 혼재된 영향력을 나타났다. 따라서 이들 주거 수준의 지역간 차이가 장기적으로 주거불균등, 나아가 지역 불균형으로 발전될 개연성이 크므로 이를 완화시킬 선제적인 대책마련이 요구된다.

기술력 평가항목을 이용한 고안정성 중소기업 판별력 검증 (Verification Test of High-Stability SMEs Using Technology Appraisal Items)

  • 본 연구는 기술력 평가항목 중 기업의 재무안정성과 관련된 항목을 신용평가모형에 반영하여 중소기업뿐만이 아닌 전체 기업을 대상으로 한 신용평가모형의 부도변별력을 높이기 위한 기술력 평가모형의 신용평가모형 내 내재화에 착안하여 시작되었다. 따라서 기술력 평가모형이 부채비율 기준의 고안정성 중소기업을 사전에 판별하는 데 적용될 수 있는지 검증하는 것을 목표로 한다. 대상 기업을 업종(제조업 vs. 비(非)제조업)과 업력(창업기업 vs. 비(非)창업기업)으로 구분하고, 3개년 동안 해당 군집의 평균 부채비율 1/2 이하를 달성한 기업에 대해 고안정성 중소기업으로 정의한 후, C5.0 기법을 적용하여 모형의 판별력을 검증하였다. 분석결과 소항목 수준에서는 업종과 업력에 따라 중요도 간 차이가 있지만, 중항목 수준에서는 기술개발역량이 고안정성 중소기업을 판별하는 중요변수로 도출되었으며, 기업의 업력에 따라 창업 초기에는 자금조달능력(수익창출능력을 고려한 자본구조, 자본비용 및 자금조달 방법의 다양성)이 미래 고안정성 중소기업 여부를 결정하는 중요변수이지만, 업력이 증가함에 따라 지속적인 성과를 가능하게 하는 기술개발 인프라가 재무안정성에 영향을 미치는 중요 변수로 변화한다는 결론을 도출하였다. 업종과 업력에 따른 모형의 분류 정확도는 71~91% 수준이며, 기술력 평가항목을 이용하여 고안정성 중소기업을 판별할 수 있다는 가능성을 확인하였다.

어린이집 운영의 공공성에 영향을 미치는 요인 (A Study on the Factors of Operational Publicness of Child Care Centers)

  • 본 연구의 목적은 어린이집 유형별 공공성 수준 차이를 살펴보고, 공공성에 영향을 미치는 어린이집 특성을 알아보는 데 있다. 구체적으로, 어린이집 운영의 공공성 구성요소별 수준을 파악하기 위한 문항을 개발하고, 이를 통해 어린이집 유형별 차이를 살펴보았으며, 어린이집 운영의 공공성에 영향을 미치는 요인을 규명해 보고자 하였다. 연구대상은 어린이집 총 511개소로, 국공립어린이집 108개소, 법인어린이집 110개소, 민간어린이집 101개소, 가정어린이집 80개소, 공공형어린이집 121개소이다. 자료 분석을 위하여 빈도, 백분율, 평균, 표준편차, F검증, Duncan 사후검증, 중다회귀분석을 실시하였다. 연구결과는 첫째, 국공립어린이집이 보편성, 참여성, 투명성이 가장 높고, 공공형어린이집은 공개성이 가장 높았다. 반면에 민간과 가정 어린이집은 모든 공공성 구성요소에서 가장 낮은 수준을 나타내었다. 둘째, 어린이집 운영의 공공성 구성요소, 즉 보편성은 국공립어린이집과 대도시나 중소도시에 소재할수록 높았고, 공개성은 반대로 법인, 민간, 가정 어린이집일수록 낮았으며, 투명성과 참여성은 국공립과 법인 어린이이며, 정원충족률이 높을수록 높았다. 어린이집에 대한 지원 확대와 이에 대한 정부의 관리감독이 수반되며, 어린이집 운영의 공공성 확보를 이룰 수 있음을 시사하였다.

Strengthening Families: The Re-structuring of Family Services in Hong Kong

  • The problems and needs of families in Hong Kong are becoming more complex. Traditional family structures and functions are rapidly eroding. Moreover, family problems are further exacerbated by a growing number of socio-economic issues including rising divorce rates and extra-marital affairs. continuous family reunion migration from Mainland China, emotional and financial cost of caring for the older people and the changing economy which has pushed more families into hardship. In effect, more and more families are becoming vulnerable to risk. Traditional family services in Hong Kong are varied in mode, operation and provision, often overlapping in service boundaries with other family-oriented programs. In many instances, family service centers are stretched far beyond their capacity. As a consequence, they become too reactive, remedial and casework dominated. The University of Hong Kong Consultant Team recommended that family service programs have to protect vulnerable families and strengthen family capacities to promote maximum independence. The direction of family services is summarized as: strengthening families; child-centered, family-focused and community-based. New integrative family service centers aim at attaining the principles of promoting accessibility to users with minimum physical, psychological and administrative barriers; early identification of needs and intervention before the further deterioration of problems; integration of services cutting across program boundaries, and partnership between service providers to achieve efficient and effective use of scarce resources. Under the new model, multi-skilled teams can respond more proactively to a wide range of social needs, rather than addressing needs in isolation. To demonstrate the effectiveness of the new model, the consultant team has been commissioned by the government to evaluate the performance of these two-year pilot projects. More importantly, a coherent and family-friendly social policy should be formulated to strengthen family capacity against family-related problems.

의약분업 전.후 3차 진료기관 외래이용 변화 (The Change in the Outpatient Visit to Tertiary care Hospital after the Implementation of the Separation of Prescription and Drug Dispensing Policy)

  • The purpose of this study is to find out if there has been any change in the outpatient visit to tertiary care hospitals after the introduction of the new healthcare program that divides the roles of doctors and pharmacists and the reason for the change if there is any. Two tertiary care hospitals with the largest capacity of 1200 beds and two tertiary care hospitals with the lowest capacity of 600-700 beds were randomly selected. Data of the outpatient visits from March-May 2(xx), before the new healthcare system was adopted, were compared with the data from March-May 2001, after the new policy was adopted. Outpatient visits have decreased 5.8% after the new system. There has been a dramatic decrease, especially, in the department of OB-GYN and Pediatrics of tertiary hospitals. Decrease in re-visits is much higher than the first visits. Female patients decreased more than the male patients. Outpatient visits by economically active patients group aged 25-44 declined much. Tertiary hospitals in Seoul and Kyonggi Province, as well. Outpatient income of tertiary hospitals has dropped up to 14.7% due to the decline in outpatient visits and pharmaceutical income, and resell price system which in turn has caused the hospital financial deficits. While the new program has succeeded in lowering the use of antibiotics and injections, it has the pitfall of prescribing long days and expensive drugs. A full-fledged review of the system should be conducted for the establishment of the new system and I believe this study may be a useful references. Furthermore, more profound and overall studies on the chance in the patients use of hospitals are needed.

영유아 보육시설의 급식 관리 실태 및 개선방안 (Current and Future Foodservice Management Performance in Child-care Centers)

  • This study examined foodservice management performance in child-care centers and suggests ways in which meal service quality can be improved. Questionnaires were distributed to 51 child-care facilities. The majority of respondents were facility directors (dietitians) and their facility type was tax-paid (92.2%). The dietitian response rate was 51.0%, and the majority (96.2%) were hired with co-management status, visiting a facility once a week (76.0%). Only 52.1% of the facilities had menu planning by a dietitian, and improvements were needed in terms of planning menus with standardized recipes, especially for infant meals. The monthly food cost per child was 47,394 won, and the labor cost for a co-management dietitian was 3,670 won per child, indicating 21.8% and 1.8% of the tuition fee, respectively. Other necessary improvements included: more reliable food purchasing management, securing additional foodservice equipment, and better sanitation management. In addition, respondents rated the following as requirements to ensure high quality meal service: 'modernized foodservice equipment and facilities', 'government financial support', and 'information on nutrition and foodservice management provided by dietitians'. Based on the study results, the following are recommendations for improving meal service quality in child-care centers: Dietitian placement should be extended to facilities of over 50-capacity in addition to their current placement in facilities of over 100-capacity, and co-management dietitians should have their control span restricted to two facilities instead of five. Finally, nationwide nutrition support plans and nutrition education programs should be developed and implemented by dietitians, and their roles should be extended to foodservice mangers as well as nutrition teachers.

벤처기업의 정보시스템 특성과 조직특성이 과정적 경영성과에 미치는 영향 (A Study on the Effect of the Information System Factors and the Organizational Factors of Venture Firms on Procedural Management Performance)

  • 본 연구는 수도권의 중소 벤처기업에 근무하고 있는 관리자를 대상으로 하여 정보시스템 특성과 조직특성이 과정적 경영성과에 미치는 영향을 분석하였다. ICT 도입과 기업성과에 대한 선행연구에서는 대기업과 일반 중소기업을 대상으로 한 연구가 주류를 이루고 있는데, 본 연구에서는 중소벤처기업의 특성을 고려하여 연구를 수행하였다. 연구결과 시스템 특성의 시스템 적합성, 시스템 품질, IT 자산은 과정적 경영성과에 긍정적인 영향을 미치는 것으로 분석되었고, 조직특성의 관리자 인지, 인적자원의 역량은 과정적 경영성과에 긍정적인 영향을 미치는 것으로 분석되었으나 평가와 보상은 경영성과에 긍정적인 영향을 미치지 않는 것으로 분석되었다. 이러한 연구결과는 선행연구에서 제시하고 있는 연구결과와 대부분 동일한 분석결과를 보이고 있었다. 벤처기업은 자금력이나 기술, 조직관리 능력이 일반 중소기업 보다 대부분 열악하다. 그러나 새로운 정보시스템의 도입과 확산 요인은 일반 중소기업과 큰 차이가 없음을 알 수 있었다.

환경부의 체험환경교육 프로그램 지원 사업 개선 방안 연구 (Research on Improving the Supporting System for Experiential Environmental Education Programs Funded by Ministry of Environment)

  • The Ministry of Environment supports environmental education mainly in two ways ; one is by supporting schools engaged in environment conservation model school and the other is by extending grants for experiential environmental education programs. This research aims to evaluate the current status of grant for experiential environmental education programs while proposing possible improvement for constructive and continuing development of the support measures. Grant for experiential environmental education programs is divided into two areas of grant for schools and grant for community-based civil organizations. The diagnosis and evaluation were conducted in terms of 7 areas, such as time, facilities, programs, manpower (professional expertise), operation, administrative and financial support mechanism and others. Research process involved the review of previous studies in 2001 and 2003, comparison of the grant program with other grants in and out of Korea for environment education, and the following areas considered when identifying improvement options: i) Overall review of objectives and operations, ii) expansion supports programs oriented problem solving as well as those focused ecological sensitivity, iii) change from expendable, one-time program to productive, continuous program, iv) link to social changes and issues, v) principles for operation and evaluation, vi) criteria and methods for program selection and evaluation, and vii) improving operation system. Based on review and the overall evaluation on the experiential environmental education program grant, the recommendation for improving operation system were provided, which included stages of passive improvement, active improvement and building infrastructure for environment education, and building capacity of the members related in the initiatives.

On Advantages and Disadvantages of Compulsory Major Convergence

  • The government has proposed a development model for universities to strengthen the capacity of the College of Humanities as part of the university restructuring policy in line with the trend of the times, and encouraged each university to voluntarily induce the establishment of the humanities development plan through financial support under their own individual conditions. With the decline in the school-age population due to the declining fertility rate, the rapid change in the industrial structure has highlighted the decline in the employment rate of the students of the humanities. Therefore, the government is implementing university grading based on the results of the university structural reform evaluation, and pressing low-grade universities through reduction of capacity and reduction of support. In the course of this change, universities have designated the College of Humanities as the primary target of integration with other majors or and its disintegration. This study examines the direction of the government's attempt to change the humanities in the era of the Fourth Industrial Revolution, and suggests a precedent example during the reform of the humanities college. If the humanities college is integrated with practical studies such as management, design, IT, CT, and engineering, the strengths of the humanities can be highlighted. However, the results of this study suggest that many variables such as consideration of students' aptitudes and interests in the integration process of majors, autonomy in major selection, understanding between departments integrated, and demand for a single major before integration or disintegration should be considered. In addition, an example of a local private university shows that the hasty attempt to integrate or disintegrate the humanities can rather lead to various educational harms.

소규모 저수지 대상 비상대처계획 수립 선정기준 연구 (Study on Selection Criteria of Small-Scales Reservoirs for Emergency Action Plan(EAP) Establishment)

  • This study developed selection criteria of small-scales reservoirs, having under $300,000m^3$ storage capacity, for the Emergency Action Plan(EAP) establishment in order to reduce the disaster risks of the reservoir's failures. Those reservoirs are out of ranges of Korean EAP establishment standard, but have potential risk of disasters as they have often failed by the recent extreme rainfall events and earthquakes, causing economical and life losses. The problem of reservoir aging is also one of the reasons of them. In this study, the developed selection criteria of small reservoirs for EAP establishment are storage capacity, embankment height, reservoir age, heavy rain factor and earthquake factor. These criteria were selected based on the review of the existing EAP establishment guidelines, analysis of the past dam failure cases, and the previous related studies. The quantification of these criteria were conducted for the practical applications in the fields, and applied to 67 previous failures in order to investigate the relation of each criteria with these failures. The earthquake factor found to be the highest relations followed by heavy rain factors, combination of earthquake and heavy rain factors, and reservoir age. The classification was made as observation and review groups for EAP establishments based on overlapping numbers of each criteria. This classifications applied to 354 reservoirs designated as having the potential disaster risk by MOIS, and showed 38.4% of observation and 11.9% of review groups. Anticipatory monitoring and regular inspection should be made by professional facility managers for the observation group, and necessity of EAP establishment should be assessed for the review group based on the downstream status and financial budget.
