Due to increasing life expectancy, Americans live nearly 20 years after retirement. During this period, elderly persons have to stretch finances to manage the level of living without earnings. However, decision making ability decreases with age. One coping strategy for this problem would be seeking help from others. We examine factors affecting elderly persons' assistance use with respect to financial management using the 2000 Health and Retirement Study (N=3,823). It was found that age, education, health status, and ethnicity significantly affect elderly persons' financial management assistance use. The older-olds, those with lower educational attainment and poorer health status were more likely to use financial management assistance. However, Hispanic elderly were less likely to use financial management assistance.
Background : Cancer is a disease that not only places a significant burden on patients clinically but also requires significant expense for diagnosis and treatment. Although the cancer coverage of health insurance has recently been expended, the need for financial assistance among cancer patients and their families is still expected to be significant. In this study, cancer patients' need for financial assistance in Korea was examined and its influence factors were analyzed. Methods : Target study subjects were those who are over 18 years of age and were diagnosed with cancer more than four months prior at the National Cancer Center and 9 Regional Cancer Centers in Korea during the period from July to August of 2008. Quarter sampling was conducted according to the ratio of the type of each cancer. A face to face interview survey was conducted. A total of 2,661 cancer patients finished the survey. Medical charts were reviewed in order to obtain the cancer type and SEER stage of cancer patients. An ordered logistic regression model was used to examine the level of need for financial assistance according to the demographical, clinical, and socio-economic variables of cancer patients. Result : The percentage of cancer patients who needed financial assistance was 69.0%, and 36.9% needed significant financial assistance. The need for financial assistance was perceived to be greater in males, younger age group, low income group, low education group, medical aid recipients, those who were diagnosed recently, those with a low level of quality of life measured through EQ5D, and those with decreased income after cancer diagnosis. Conclusion : In spite of the current policy to increase health insurance coverage, the majority of cancer patients and their families in Korea still need financial assistance due to cancer. In particular, there were more vulnerable groups, such as the low income, or low education group. In the future, policies that focus on the disadvantaged, which strengthen social security, should be considered for achievement of a substantially better quality of life for cancer patients and their families.

The aim of this research is to use a conceptual model to experimentally evaluate the mediating impact of government financial and training support on structural social capital and non-financial performance of family farms. Questionnaires were used to collect data from family farms in Guangxi, China, from August 25th to September 8th, 2021. There were 759 valid responses, accounting for 94.99 percent of the total number of respondents. The scales' reliability and validity, and the research's mediating effects and hypotheses, are tested using SPSS 22.0 and AMOS 26.0. The findings suggest that the impact of government financial assistance on family farms' non-financial performance cannot be substantiated. The intermediary chain connection of financial and training support, on the other hand, has a significant mediating effect between structural social capital and family farm non-financial performance. Direct financial assistance could be thought to encourage family farms to rely too much on funding, making them less competitive in market competition, innovation, and long-term operations. According to the conclusions of the study, government assistance to family farms could take a variety of forms, including providing diversified skills training programs in farming practices, managerial skills, and other areas.
The present study examined the moderating influences of firm type(B2B, B2C) on the relationships between SMEs' utilization of government export assistance programs, firm capabilities(marketing & technology capabilities) and export performances(financial and strategic performances). The results of regression analyses on 247 B2B and 137 B2C cases showed that the positive influence of utilization of export assistance programs on financial performance was greater for B2B than for B2C SMEs. This construct, however, had no influence on strategic performance for neither B2B nor B2C cases. Further, both marketing and technology capabilities have positive influences on each of financial and strategic performances. Marketing capability, however, had a greater influence on financial performance for B2C than for B2B SMEs. Technology capability had a greater influence on financial performance for B2B than for B2C SMEs. Implications, limitations, and future studies were also discussed.

The ODA(Official Development Assistance) of Korea is growing considerably, and the ODA projects in the technical and vocational education have the good performance to the recipient countries, because they have the direct and quick benefits. But there are no economic model of performance measurement for the ODA in the technical and vocational education. The purpose of this study is to develop the economic model of measuring the performance of the ODA in the technical and vocational education. This study use the ROI model using financial information and the BSC model using non-financial information, and link each model closely. The ROI model using financial information is more relevant, because the benefits of the technical and vocational education are distinct and quick to the recipient groups.
In the development process, small and medium-sized enterprises in China have shown their unique features and regularities which are closely related to China's national condition and economic characteristics. But in 2008, because of the global financial crisis which started in the USA, the rate of Chinese export and the rate of economic growth has evidently slowed. Due to shortage of funds, foreign orders fell, increase the value of RMB, lack of talented factors, Chinese SMEs are facing bankruptcy. In this context, the purpose of this study is to examine the effects of domestic and international market environment, the government assistance for entering overseas market, entrepreneur characteristics, etc. on the global performance. Based on these, a research model and some hypotheses were set up and tested by the multiple regression analysis with total 317 effective survey data. The results of this paper are as follows. First, a positive effect relation on the financial performance was shown for the companies with high domestic and international market environment in the aspect of market environment. According to such analysis result, it was found that the market environment in which SMEs belong to is a very important factor. Second, in the aspect of government export assistance related to overseas, market development showed a positive effect relation on the both financial and non-financial performance. However, the direct financial assistance showed a positive effect relation only on the non-financial performance. Overall, it was found that the government assistance program on entering overseas market is having significant effects on SMEs, but direct financial assistance have not achieved the desired results. Third, the innovative-ness and progressiveness of entrepreneur showed a positive effect relation on the global market performance. However, the risk-taking of entrepreneur only showed a negative effect relation on the non-financial performance. Overall, it was found that the entrepreneurship of SMEs is an important and influential factor. This is a result implying that the propensity of taking too much risk is not desirable based on the uncertainty of the global environment market. To sum up, this study confirmed that the market environment, the government assistance and entrepreneur characteristics, which are the major prerequisites of global performance, have effects on global performance.
This study has attempted to suggest an assistant model for systematic child care accreditation. This has been carried out from the current consciousness of such needs for child care accreditation as large regional disparity in assistant level, no indication to definite contents and method of assistance, demand for assistant professionals with intensified capacity and requirement for the support of financial and human resources. Six stages of assistant process: the stage of establishment and management of preparation class, the stage of application for assistance and consultation, the stage of assistant meeting, the stage of workshop and observation to exemplary institutions, and the stage of practical application and evaluation of visiting assistance have been suggested. Particularly in order to improve the efficiency of assistance, organization of a committee of expert advisors in each area has been indicated. For the guideline of assistant management, operation of preparation class for accreditation, security of assistant committee members, provision of systematic training and assistant manual, development of supervision program and financial support have been suggested. This assistant manual will contribute to systematic and efficient conduct of assistance program of child care accreditation.

The purpose of this study is to look at the difference between the importance and the satisfaction with respect to government startup aid programs perceived by entrepreneurs to improve the effectiveness of government startup aid policy and verify the causal relationship between startup aid project and business performance. In this respect, this study aims to look at the impact of entrepreneurs' perceived satisfaction over government startup aid programs on startup business performance. Major study findings from this study are as follows. First, as a result of testing statistical significance of the difference between importance and satisfaction in startup education, facility/space, consulting, or fund support field, respectively in start-up assistance project, it appeared that there was a significant difference in all fields. In addition, fund support was the field that showed the biggest difference between importance and satisfaction. Second, the results of IPA (importance-performance analysis), which displays relative importance and performance of start-up assistance project on four quadrants so that entrepreneurs can evaluate which start-up assistance projects they think important and which projects they are satisfied with by themselves are as follows. Let us summarize the distribution of start-up assistance project on four quadrants in the first place. Facility/space support project is distributed in the 1st quadrant that requires ongoing maintenance; start-up funding program in the 2nd quadrant that requires concentrated improvement; consulting support project in the 3rd quadrant that requires limited use at low priority; and start-up education support project in the boundary between the 3rd quadrant that requires limited use and the 4th quadrant that requires rejection against unnecessary items. Third, the results from multiple regression analysis to identify the impact of satisfaction with government startup aid programs over business performance are as follows. As a result of analyzing the influence relationship between government startup aid program and financial performance, it appeared that satisfaction with facility/space had a positive (+) impact on financial performance. This suggests that the higher the satisfaction with facility/space, the higher the financial performance. As a result of analyzing the influence relationship between start-up assistance project and non-financial performance, it appeared that satisfaction with startup education had a positive (+) impact on non-financial performance. This suggests that the higher the satisfaction with startup education, the higher the non-financial performance.

The purpose of this paper is to examine levels of financial knowledge, to identify the financial education needs of college students, and to show how financial knowledge and education needs correlate. The results of this study indicated that the level of understanding of economy was the highest among the seven categories, whereas the overall level of financial knowledge was less than 50%. The need for financial education was relatively high in various topics of financial management, especially financial planning and savings. There was no significant relationship between knowledge level and educational needs except between financial planning and investment. Students who understand financial planning better want more financial education. College students in this study were not financially independent from their parents, receiving allowance and assistance in tuition payment, so their financial experiences were limited. Students who understood financial management showed greater need of financial education and had more financial experience. The findings in this study suggested that college should provide formal financial education as an elective course, which should include content related to financial planning and various financial products.

This descriptive study about a community center for elderly users identifies factors influencing economic dependency. The objective of this study is to find factors that contribute to increased economic dependency and to provide basic data for preventing conflict between caregivers and elderly dependents. The subjects are 204 elderly persons who are community-center users in SongPa-Gu. Thirteen dongs (administrative areas) were chosen randomly in a cluster sample from among 26 dongs in Soungpagu containing a total of 158 community centers for the elderly. I obtained informed consents for my research from all subjects, and collected data by conducting interviews from June 28th, 2011 to August 7th, 2011. The data was analyzed by descriptive statistics, t-test, one-way ANOVA, Duncan test and multi regression analysis. The mean economic dependency score was 3.23, meaning that subjects with this score are dependent at a level that is "over intermediate". The level of formal education, homeownership, financial assistance from family and the number of families, financial assistance to the family and the number of families, economic life satisfaction, self efficacy and social support.
