This study developed and applied the 'field-university-government cooperation oriented supervision program' for child-care centers. A draft of the 'field-university-government cooperation oriented supervision program' was drawn up from the Delpi method with a panel consisting of experts, and from teachers's perception on it's adequacy. And then it was applied to A child-care center. Participating subjects consisted of a panel of 20 experts, 153 child care center teachers and 1 director and 4 teachers in child care centers, 1 professor in an university. The step by step results of the study are 1) the developed draft of the 'field-university-government cooperation oriented supervision program', included two categories and consisted of a total 63 items; 2) when the program was applied, participant' responses through the supervision was summarized as 2 key words, 'new attempt vs limits of unprepared collaboration', 'confusion and further possibility'. In conclusion, this program showed both possibility and limitations.

The purpose of this study is to investigate the expertise about the field-university-government cooperation oriented supervision program for child-care center. The research contents for the purpose of this study were to investigate a distributions of the panel's responses on a draft and the adequacy of the items and the convergence of the panel members' responses. This study was conducted in three steps of the Delpi method with a panel consisting of 20 experts. On the first step, we collected opinion of the panel through open-ended questions on a field-university-government cooperation oriented supervision program for child-care center. On the second and third steps, we analyzed the distributions of the panel's responses to the questionnaire with a 4-point rating scales. Finally, we developed 77 items for 2 categories for the field-university-government cooperation oriented supervision program. The results of the analysis for the adequacy showed that most of the items were valid and reliable, and the responses of the panel groups are a high convergence level, except some items.

This study was carried out to strengthen institution of international youth change in rural area. References, in the field of international cooperation international youth exchange and youth's volunteer service were reviewed. Considering rural situation, poor human resources in terms of foreign languages and globalization are major problems for international youth exchange. Such problems as poor network among relevant organizations for international youth change, low level of rural internationalization and lacking of development plan for exchange program were pointed out. For effective international youth exchange, the following strategies were suggested : 1) networking among youth, local government, industries and community, 2) youth education for global citizenship, 3) globalization of local industries, local government, and rural community, et.c.

Nowadays more and more attention is paid to digital technologies, digitization, and the digitization of public services in particular. Progressive countries aim to build "digital" governance and a digital economy. In this aspect, the international experience of using digitization in the field of public administration, including in local self-government bodies, plays an important role. Therefore, it is important to analyze the international legal experience of the functioning of local self-government in the conditions of digitization. The purpose of the work is to study the international legal experience of the functioning of local self-government in the conditions of digitization. The object of the study is local self-government in the conditions of digitization through the prism of international legal experience. The subject of the study is social relations that arise, change, and cease during the implementation of digitization in local self-government in Ukraine and foreign countries. The research methodology consists of such methods as the method of philosophical hermeneutics; dialectical method; classification method; comparative method; target method; method of documentary analysis; generalization method. Research results. As a result of the conducted research, the international experience of the functioning of local self-government in conditions of digitization was analyzed. In particular, the impact of digitization processes on the course of the decentralization reform in Ukraine is summarized. Also, from the analysis of international experience, a conclusion was made about the potential possibility of reducing the existing gap in the process of communication between the central government and united territorial communities thanks to the introduction of the latest technologies in the field of administrative services, to stimulate innovative and economic development of regions, attracting the attention of businesses and potential investors, as well as the functioning of more open local authorities with electronic communication tools.

This study aims to establish a development strategy for higher education in Indonesia's marine and fisheries sector and to present a direction for international development cooperation through evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia's marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions.

The cooperation between universities and industries is already one of the most important factors driving the national economy in the knowledge-based society of the 21st century represented by the Fourth Industrial Revolution. The Korean government has also been carrying out legal and institutional re-adjustments to promote industrial-university cooperation in line with demands for such changes in the times. However, despite this industry-academic cooperation system, there is still a significant mismatch between industrial demand and the university's workforce development system. By the way, there is a Cooperative Education(CO-OP) in Canada and the United States. It's an innovative link between the university and the industry. The reason is that the CO-OP program not only allows students to gain experience with their majors in the industrial field, but also plays a positive role in improving their specialty expertise. In particular, field information, ideas, and job insights that students acquire through CO-OP also serve as motivation for starting a business beyond employment after graduation. Furthermore, CO-OP experience is an important opportunity for future researchers to come up with commercialized research results that are not separated from the field sites The purpose of this study is to overcome the gap between industrial demand and the college manpower training system, and develop a Korean-style coaching program model as a growth engine for creative talent-building policies, represented by 'creation of start-ups and new industry.' In addition, this study suggested measures that can be applied in real universities. In addition, the study also highlighted that the introduction of CO-OP programs with field practices in Korea could also boost start-ups. 3D printing technology supporting the specific patient medical services is actively being implemented in dentistry. The purpose of this study is to introduce the legal and institutional considerations to the medical practitioners in dentistry who must observe when they manufacture medical devices using 3D printers, and to provide a ways to activate and enhance their utilization in the domestic approval point of view for medical devices. Through the public data of government agencies and related organizations, the statutory system and compliance matters related to the manufacture of 3D printing medical devices have been examined and reviewed for the government's improvement efforts. Through the study, the government has been actively improving the system and making policy, but the active interest and participation of medical professionals and related workers are continually required to solve the problems which are scattered. 3D printing technology is expected to be more frequently utilized in the field of dentistry in near future. Therefore, it is essential to establish measures to improve the regulation through continuous cooperation with the related ministries with the long-term point of view enhancing smooth entry to the market for the medical devices by taking data from the continued research.

Innovative capacities and performance are essential for the growth of the IT industry and the development of the Korean economy. Global R&D centers are important sources of innovation in the IT industry. In order to identify the structure of the innovation environment of global R&D centers in IT industry, we conducted a field survey of 50 global R&D centers and 50 global R&D policy experts in IT industry. According to the empirical results obtained using the Linear Structure Model, it is suggested that, first, with regard to a short-term IT global policy, the direction of the Korean government's policy should act as a trigger to connect the research domain and the market domain; second, the government policy should act as a facilitator to connect the development domain and the research domain in the mid-term period; and, finally, the government's R&D policy should serve as a disseminator to connect technological capability and the market space domain in the long-term perspective. For an effective way of internationalizing innovation, IT policy planners should regard global IT R&D centers as the important components of national innovation system and encourage the effective involvements by them in the process of IT industrial innovation.
