Study on Standard Framework for Analyzing Government R&D Program: the case of Preliminary Feasibility Study on R&D Program (국가연구개발사업의 사전 분석틀 표준화 연구: 연구개발 부문 예비타당성조사 표준지침을 중심으로)

  • Preliminary feasibility study(PFS) was introduced in 1999 by financial authority to encourage a cautious approach to new large-scale public investment project. As it applied cost-benefit analysis as prime measure for decision-making, various issues have been arisen concerning feasibility analysis on R&D programs. This work is intended to suggest standard approaches to be established in PFS on R&D program as follows: 1. The issue questions can be induced in a standard way by 15 representative questions and their correlation with evaluation criteria. 2. The analyzing strategy can be standardized by establishing standards for classification of R&D effects and R&D logic analysis.

An Exploratory Study on the Feasibility of M2M Services (사물통신(M2M) 기반 응용 서비스의 사업성에 관한 탐색적 연구)

  • Machine-to-Machine(M2M) refers to technologies allowing both wireless and wired systems to communicate with other devices. The enhancement of wireless technologies and the reduced cost of wireless connection have contributed toward the development of M2M market. M2M market currently focuses on public sector services, As M2M can offer scalable and flexible services, M2M services are expected to be applied in various fields. However there are still some doubts on whether the demand for M2M services will be increased. This study investigates the feasibility of M2M services from the perspective of operators. Operators evaluate that M2M services will show high marketability but low profitability in general. In addition, operators predict that M2M services will show both marketability and profitability in the area of car maintenance, insurance, telematics, home and office security, shop floor maintenance, and real-time locating services for children protection. This study may offer some ideas of M2M business models based on empirical feasibility studies.

Feasibility study of ground source heat pump system according to the local climate condition (지역 기후 특성에 따른 지열시스템의 도입경제성 차이에 관한 연구)

  • The ground source heat pump (GSHP) system is a kind of the temperature differential energy system using relatively stable underground temperature as heat source of space heating and cooling. This system can achieve higher performance of system than it of conventional air source heat pump systems. However, its superiority of the system performance is different according to installation location or local climate, because the system performance depends on the underground condition which is decided by annual average air temperature. In this study, in order to estimate the feasibility of the ground source heat pump system according to the local climate, numerical simulation was conducted using the ground heat transfer model and the surface heat balance model. The case study was conducted in the condition of Seoul, Daejeon, and Busan, In the result, the heat exchange rate of Busan was 34.33 W/m as the largest in heating season and it of Seoul was 40.61 W/m as the largest in cooling.

  • With construction industry recession, many construction companies are increasingly conducting the development projects by themselves. However, housing projects requested by developers still stand large portion. Although many studies on feasibility analysis were released, they mainly focused on economic feasibility and lacked research on factors and criterions of overall project. Also, because previous studies overly break downed factors related to project, they rarely used in practice. Therefore, this study developed the feasibility analysis model of housing development projects to help main contractors to easily and effectively decide if it is feasible enough to promote the projects requested by developers, and verified the reliability of the model. In this study, thirty one driving factors were identified under seven different categories and the criterion of each factor was also developed. The survey on important index of each factor found "salability", "economic feasibility", "site location" and "method of raising fund" significant. 3 projects were tested by the model and its results showed resonable reliability.

Verification of the Validity of WRF Model for Wind Resource Assessment in Wind Farm Pre-feasibility Studies (풍력단지개발 예비타당성 평가를 위한 모델의 WRF 풍황자원 예측 정확도 검증)

  • In this paper, we compare and verify the prediction accuracy and feasibility for wind resources on a wind farm using the Weather Research and Forecasting (WRF) model, which is a numerical weather-prediction model. This model is not only able to simulate local weather phenomena, but also does not require automatic weather station (AWS), satellite, or meteorological mast data. To verify the feasibility of WRF to predict the wind resources required from a wind farm pre-feasibility study, we compare and verify measured wind data and the results predicted by WAsP. To do this, we use the Pyeongdae and Udo sites, which are located on the northeastern part of Jeju island. Together with the measured data, we use the results of annual and monthly mean wind speed, the Weibull distribution, the annual energy production (AEP), and a wind rose. The WRF results are shown to have a higher accuracy than the WAsP results. We therefore confirmed that WRF wind resources can be used in wind farm pre-feasibility studies.

  • Purpose: This paper discusses the intrinsic assumption of one-dimensional relationship between the upper and lower levels in AHP(Analytic Hierarchy Process) for the Preliminary Feasibility Study of National R&D Program. This assumptions has not been questioned in academia and industry so far. Methods: This discussion is induced by understanding the Theory of Attractive Quality (Kano et al. 1984) and explains the limitation of AHP in the preliminary feasibility study of national R&D program. Results: In this paper, we propose a new questioning method based on two dimensional perspective, which is named as 2D-AHP (two dimensional AHP), to overcome the limitation. The main idea stems from the observation that the relationship between the upper and lower levels in AHP can vary depending on the subject of R&D. Conclusion: The two dimensional perspective pointed out in this paper should be more deeply studied in the field of MCDM(multi-criteria decision making) since it can be applied to the more general problems in human decision making.

  • As an impactive factor on industries and national economy, The Social Overhead Capital(SOC) is major factor to determine the national competitiveness and the investment of SOC is essential for its economic growth. Accordingly, introduction of the preliminary feasibility study and establishment of legal institutionalization and evaluation system has been carried out and reviewed since 1999. Nevertheless of these efforts, basic problems such as lack of scientific method for investment evaluation and loss of effectiveness on feasibility studies are continuously being brought up. Moreover, as the preliminary study to improve the mentioned problems is mainly focused on the economic and estimated demand analysis, the study of policy analysis, the most important phase during a feasibility study, is still insufficient. Therefore, in this paper, a quantitative decision-making model, to which the performance assessment method of Value Engineering(VE) is applied, is developed and proposed to improve the policy analysis of (preliminary) feasibility study that requires combining with relative studies, to induce quantitative analysis method, and to contribute the improvement of value on the political aspect for SOC investment goals and use as a strategic decision-making method by systematic analysis.

Feasibility Study of Multi-regional Transmission Main Stabilization for Sustainable Water Supply (수돗물 공급 안정화를 위한 광역상수도 관로 안정화 타당성 연구)

  • The risk of pipe-bursting in multi-regional transmission mains consisting of 89 % of singled pipeline is so high that pipeline stabilization project is required such as renewal and replacement, pipe paralleling, emergency ties. Pipeline stabilization projects could be postponed at the step of initial decision-making because effect of this project is intangible benefit like activation of economic, improvement of welfare related to water. This study is to suggest quantified economical feasibility model for intangible benefit presumption to solve above problem. Cost reduction of emergency water supply, leakage, burst restore and energy efficiency improvement was altered and applied. As a result of economic analysis taking into account estimated benefit and cost under discount rate 5.5 %, service life 40 years, sufficient economic feasibility analyzed with B/C 2.45, NPV 317,700 million won, IRR 9.09 %.

  • This research starts from the questioning of current housing development on the hilly site in Korea. It aims to investigate various design techniques of low-rise housing as an alternative housing plan on hilly sites. Several generic solutions of the combination of building type and road pattern are tested for a simulation process, and evaluated in terms of crucial design issues; development density, parking space and open space. As a result, four reasonable models are selected for making full use of geographical features of hilly site, two models each land slope of $18^{\circ}$ and $26^{\circ}$. Several design techniques for each model are also suggested, in ensuring the development feasibility by considering land slope, vehicular access and parking, common open space, and community facilities.

  • Green Building Certification Program, which was first introduced to residential buildings in Korea in 2002, has been put on track. This program is expected to bring about the effect in the economic viewpoint that was based on a life-cycle-cost analysis, not to mention the environmental viewpoint. However, given the fact that the existing model for feasibility analysis focusing on early investment cost can hardly be applicable to the green buildings because of lacking the life-cycle-cost reduction factor, it remains still difficult to conduct an objective evaluation. The study thus was intended to identify the factors that should be additionally considered in conducting the feasibility study to be implemented through the analysis of the certification items of green buildings as a preliminary study in structuring the evaluation model for feasibility analysis of green buildings.
