A median is a safety feature most commonly used to separate opposing traffic on a divided highway. In designing highways, the selection and installation of a median can be a critical part from a safety viewpoint because road crossing accidents are definitely more serious than other accidents. In regard to the important function of the median. the proper countermeasure ought to have been provided and thorough study should have been carried out. In this paper, traffic accident data are analyzed to examine the accident reduction effect of the median, which are gathered from all over 4-lane national roads in Korea. The traffic accident data were categorized into two groups by the existence of a median. For more effective analysis, the data have been classified by accident type, severity. and occurrence time. To compare the effectiveness of median installation, not only the accident frequency but also the accident severity, EPDO. and the occupancy rate of specific accidents have been used as a mode of effectiveness. The analysis of the effectiveness of medians shows that both the accident frequency and the accident severity could decrease by providing a median. Also the section where a median was supplied showed the improvement of overall safety through fewer serious and fatal crashes as well as fewer head-on crashes. Therefore, conclusions can be drawn from results of this study that the median installation is an important means to increase the safety of over 4-lane national roads. This study is expected to provide the reasonability of the median installation by identifying the reduction of traffic accident after the median installation and to play a major role in selecting sections where the median is to be offered.
Humankind history is faced with one gigantic turning point due to development of Living genetically Modified Organisms. Food production by means of LMO is on the acceleration in an effort to solve the shortage of food problems. Food is also used as alternative energy source. Use of LMO product is not only limited to food and energy, but is actively utilized in various fields of medicines. This paper is first to check out the state of biomedicine developed and associated problems from industries that use LMO, after which we made an attempt on legislative approach to find out means of relief, through examples of such laws legislated for the sufferer from the adverse effect of the biomedicine. As for the liable subject to bear the responsibility for compensatory damage in a way of relieving the victim owing to adverse effect of biomedicine, those who manufactured and sold biomedicine and who are related to the damage to the victim due to the accident and medical doctors and pharmacists who prescribe and administer the medicine in question have been looked into. Accidents involving medicines and medical supplies could take place without reason for imputation on part of the liable subjects or fault of the victim, in which case the victim can't receive damage compensation from any of both parties. When such accidents happened turn out to be no fault accidents, introduction of damage relief measures might have to be reviewed against side effects of medicine and medical supplies as no fault compensation in order for actual relief to be possible. Talking about technicality of legislation, we can suggest a method of strengthening the accountability of manufacturer for stereotypical agenda on biomedicines by newly legislating special regulation with an issue that resists claim on risks associated with the development of medicine and incorporating the same into Manufactured Product Liability Law. After all, when an accident happens associated with biomedicine, the damage will be done to the consumer. And the consumer will be exposed to fatal danger even without the time to cope with potential risks associated with medicine and medical supplies they take. Therefore, it is necessary to protect the potential victim by having the manufacturer of biomedicines bear the liability of medical risks.
The frequency and severity of traffic accidents related to signalized intersections in urban areas have been more serious than those in both arterial segments and crosswalks. Especially, traffic accidents involved with injuries and fatalities have caused by traffic signal violations within intersections. Therefore, many countries including Korea have installed the red light enforcement camera (RLE) to reduce traffic accidents associated with the traffic signal violation. Meanwhile, many methodologies have been studied in terms of safety impacts estimation of red light enforcement, which, however, cannot be easy to conduct. In this study, safety impacts was estimated for intersections of Chicago downtown area using SPF models and EB approach. As a result, for all crash types and target traffic accident types such as "angle", "rear end", "sideswipe in the same and other directions", "turn", and "head on", fatal crashes were reduced by 26% and 38%. However, RLE may increase property-demage-only-crashes by 3.23% and 1.16%, respectively.

The construction industry is considered to be a fatal accident industry, accounting for 28.5% of the total industrial accidents in 2017, as the number of industrial accidents in the construction industry has steadily increased over the past decade. So it is necessary to consider introducing Resilience Engineering, which is actively applied to risky industries around the world, to drastically reduce construction accidents. Although Resilience Engineering, which has emerged as the next-generation safety management centered on Hollnagel since the 2000s, claims the importance of strengthening Resilience abilities considering organizational structure and culture, most studies focus only on developing evaluation indicators. The purpose of this study is to analyze the impact of an organization's safety culture on its Resilience abilities in the construction industry. Specifically, it conducted empirical analysis on the impact of safety culture consisting of 'communication, leadership and safety systems' on the Resilience abilities(responding ability, monitoring ability, learning ability, anticipating ability), and the mediation relationship between leadership, communication, and safety system. The survey was conducted on construction workers, and an empirical analysis was conducted on the final 154 responses using SPSS 25 and Smart PLS 3. The results showed that the safety system had a significant impact on all Resilience Abilities, and communication had a significant impact on the remaining three except for anticipating ability among Resilience Abilities. On the other hand, leadership has been shown to have a significant impact on anticipating ability only. In the verifying of the mediation relationship between leadership, communication and safety systems, it was found that leadership affects all Resilience abilities by means of safety systems, but communication can only affect responding ability. This study has practical significance in that it suggests the need for policy-level efforts to introduce and apply Resilience Engineering and then expanded the effective safety management assessment of the construction industry in the future. Moreover, the academic implications are important in that the study attempted to expand the academic scope for a paradigm shift in the future as the safety culture has identified its impact on the Resilience abilities.

According to the official letter of the Ministry of Employment and Labor (recent guidance on the status of deaths in the construction industry and thorough safety management, April 4, 2022), 17 deaths occurred in construction works worth more than 5 billion won until March 31, 2022. In terms of the size of the construction, 7 cases of 5 billion won to 12 billion won, 5 cases of 12 billion won to 80 billion won, and 5 cases of more than 80 billion won occurred. The causes of death accidents were found to be nine cases (50%), five cases (28%), two cases of collapse (11%), one case of entrapment (5%), and one case of drowning (5%). Safety facilities need to be strengthened to reduce deaths caused by falling, which accounts for most of the deaths, and if fall prevention nets, openings, and safety rails are completely installed, most falling accidents can be prevented. Therefore, this paper intends to present cases of development and use of patent technology through improvement of safety facilities in order to prevent accidents corresponding to the fall of new urban living housing sites, which are small apartment houses.

The trawl fishery is an important fishery accounting for around 30.0% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore trawler was conducted to serve as basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=464). As a result, the occupational accident occurrence rate of large powered trawl fishery was 241.4‰ in east sea trawl fishery, 6.9 times the rate of that. In addition, death and missing rate was found to have very serious level management to 97.7‱ in east sea trawl fishery of death at 6.2 times. The accident occurred in 91.7 to 100.0% was happened at sea. The slipping, others and struck by object and son on occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred more frequently while death and missing risk was not high. The fall in the waters was low while death and missing risk was high. The results are expected to help identify and assess safety hazard occurred in offshore trawlers.

The stow net is a stationary gear made from netting, usually in shape like trawl net without wings. The nets are fixed by means of anchors, placed according to the direction and strength of the current. And the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard factors analysis for the fishermen's safety of offshore stow nets vessel was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=1,144). As a result, the average occupational accident occurrence rate of this fishery was 206.9‰ in all industries 36.9 times the rate of that. In addition, average death and missing rate was found to have a very serious level management to 50.4‰ in all industries of death of 42.0 times. The accident occurred in 84.5 to 94.6% was happened at sea. The struck by object, slipping, contact with machinery, contact by object or gear and others occurred more frequently in order on the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. The purpose of this study is to evaluate the effect of downward speed limit of urban arterial roads at 29 sites in Busan Metropolitan Police Agency to reduce road traffic accidents from '10 to '15. As a result of analyzing the traffic accidents occurred for 1~3 years after the decrease in the speed limit, the number of traffic accidents decreased by 3.09% and the number of injured persons decreased by 8.76%, but the number of deaths decreased by 36.73% The results of this study are as follows. The average speed reduction rate of 6.31km/h was decreased by investigating the change of the vehicle speed before and after the downward speed limit, and the change of average speed was statistically significant in most of the sections. The rate of compliance with the speed limit increased by 10.26% p, which is considered to have greatly improved overall traffic safety. A survey conducted by residents near the target area with a lower speed limit showed that 57.9% of the respondents felt the driving speed of the vehicle was lowered. However, this project was focused on vehicles with limited speed road signs and traffic safety signs, Only 25.8% of respondents said walking safety was improved. In the future, it is necessary to consider the safety of pedestrians by improving roads around roads such as road curvature and separation. In addition, there is a clear positive result in terms of decreasing the fatal accidents in the downward speed limit zone of Busan Metropolitan Subway. However, more detailed analysis is needed for the 29 accidents. Therefore, it is expected that traffic practitioners will be able to utilize it as a basis to increase the accident reduction effect by setting an appropriate speed limit based on the easy and objective grounds.
With starting the industry of automobiles, railroads and mining, the legal principle of "erlaubtes Risiko" that began as a means of maintaining the revitalized world for the cause of social utility has interpreted as a system of negligence theory in the precedent while it has gained academic recognition. Yet in aircraft operation, which is one area of high technology, CAT which can be the cause of some accidents or events or thunderstorm with turbulence is an abnormal meteorological phenomenon with frequent change that cannot be monitored perfectly just as some patient with unstable condition and that cannot be ascertained about not only the possibility of its happening but also the degree of how big the accident is. Yet the use of jet current which has the possibility of CAT can be an act of high social utility where we not only drastically cut down on time fuel also guarantee the arrival and departure on schedule when landing in airports that have thunderstorm which does not appear as fatal risk. Although we could take some measures where we can predict and avoid the potential risk, easing the regular duty of care is necessary by applying the legal principles of permitted risk concerning the incidents and accidents caused by operating in areas with the risk of turbulence or CAT with the low probability by the reason of social utility.
