  • Gondola is widely used as a construction facility to perform external finishing work without using scaffolding at a construction site. However, since 2000, there have been 17 deaths from now so these risks associated with work can not be ignored. Therefore, it is expected that it will contribute greatly to prevent related disasters if introducing necessary measures to prevent repeated related disasters and installing additional safety devices. In order to eliminate the risk factor according to the operation of the gondola, it is necessary for the operator to use it to use it while the examination of each product is completed, and to use the over load Dangerous arbitrary measures such as arbitrary operation of the prevention device, removal of the safety fence for convenience of work, installation of the wire rope installed in the air, falling out of the wire rope and falling to the ground Do not perform such sealing measures so that any operation of the overload prevention device can not be done so as not to take such arbitrary measures, or wire the power supply wire to the safety fence so as not to delete the safety fence.   • Thanks to various efforts to reduce disasters by the government and the Health and Safety Authority, disasters across industries and the construction industry show their reduction trend. However, the falling disasters in the construction industry have not decreased and increased on the contrary. Especially falling disaster caused by Hanging Scaffolding is the most critical disaster which shows low occurrence frequency but is directly connected to death of worker. The working environment for Hanging Scaffolding is poor in domestic construction site. In particular, the Hanging Scaffolding workers in small construction sites are not on the safety control and management by anyone for their works. They are driven to unsafe working condition with mostly uncertified facilities which are made by themselves. Therefore, this study is focused on searching falling disaster factors from the 242 disaster cases caused by Hanging Scaffolding Work in 15 years presented by KOSHA, and trying to provide suggestions for improvement. The improvement of the method of work requires facility improvement and work due to high accident rate caused by unsafe behavior. Analysis of the case of a disaster occurring over the past 15 years shows that no disaster occurred due to problems in the order of operations presented by KOSHA. However, it was found that many accidents resulted from death caused by safety belts not being installed or attached to ropes using safety belts without following the order of work. The most important aspect of improving the work method was the installation and wearing of lifeboats and safety belts.

  • The construction industry is one of the most prolific disaster-prone industries, particularly those that suffer from falling disasters compared to other industries. The safety accident at the construction site leads to social problems caused by massive loss of life and property, so it needs to be extra careful. The reason why falls are the most frequent accidents of the types of construction accidents is due to the analysis of the risk factors of safety accidents and the development of various construction methods. Therefore, in this study, the accident case for the fallen victims of construction site was analyzed and the risk factor was selected. Based on the safety expert survey, an importance analysis was performed. In conclusion, this study analyzes various risk factors that affect the occurrence of falls, identifies the importance of each factor, and presents basic data for safety accident prevention activities.

  • Thorough preparations and investigations must be done in order to prevent the hazards which will happen when workers work on the roof of the rolling stocks. Some industrial disasters can be prevented by solving the risks involved in the working of the work processes. Falling accidents tend to happen from the roof of the trains when workers work in the high position. So through the analysis of the 4M( Man. Machine, Media, Management), this paper analyzed the risk factors among the roof works and all problems of the maintenance. Also this paper suggests new devices or new methods to prevent falling disasters and to relieve the mental senses of uneasiness.

  • According to the recent "Status of Industrial Accidents at the End of December 2020" released by the Ministry of Employment and Labor, each industry is subject to industrial accidents. The number of accident deaths by construction industry, accident deaths by accident type fell, and accident deaths by workplace size were 5 to 49, indicating that most accident deaths occurred due to falling accidents at small construction sites. Therefore, urban living houses are small construction sites, and the probability of falling accidents is very high. Fall simulation training for disaster occurrence is conducted mainly by large construction ordering organizations in the public sector, and it is the first case in Korea that a housing construction company has conducted at a small construction site. This study analyzed and presented the definition, construction characteristics, and safety management status of urban living houses, and developed and spread an emergency relief procedure manual in the event of a fall accident to minimize deaths.

  • In this paper, a design for a vehicle body of an armored robot for complex disasters is described. The proposed design considers various requirements in complex disaster situations. Fire, explosion, and poisonous gas may occur simultaneously under those sites. Therefore, the armored robot needs a vehicle body that can protect people from falling objects, high temperature, and poisonous gas. In addition, it should provide intuitive control devices and realistic surrounding views to help the operator respond to emergent situations. To fulfill these requirements of the vehicle body, firstly, the frame was designed to withstand the impact of falling objects. Secondly, the positive pressure device and the cooling device were applied. Thirdly, a panoramic view was implemented that enables real-time observation of surroundings through a number of image sensors. Finally, the cockpit in the vehicle body was designed focused on the manipulability of the armored robot in disaster sites.

  • Purpose: It is the responsibility of public healthcare to respond quickly to infectious disease outbreaks and disasters such as MERS, COVID-19, the Syrian earthquake, and the Miryang Sejong Hospital fire accident. It is very important to secure safe medical facilities and protect lives through emergency medical support and disaster response systems. The purpose of this study is to investigate the safety status of regional medical facilities that play a central role in the event of a disaster. Methods: The target was 41 local public hospitals, including 35 regional medical centers and 6 Red Cross hospitals nationwide. We delivered a questionnaire to 41 medical facilities and collected data from 32 regional public hospitals that received responses. Results: In order to respond to safety accidents, a survey was conducted on infections, falls, patient identification, and incorrect connections for medical accidents, and for in-hospital accidents, a survey was conducted on entrapment, collision, water leaks, falling objects, and crime prevention. For natural disasters, we investigated the response environment for typhoons, floods, and snow damage, and for social disasters, we investigated the response environment for fire, power outages, and radiation damage. Implications: We hope that it will be used as basic data for developing standards and creating hospital facilities and environments that are safe for everyone to respond to various disasters and prevent patient safety accidents in the future.

  • This paper proposes a safety management method that extracts ETA (event tree analysis) based scenario and combines ICT technology to reduce serious disasters occurring workplace for shipbuilding and offshore plant. The statistics of Safety and Health Agency and (previous)Ministry of Public Safety and Security show that the most frequent accident among the serious disasters related to shipbuilding and offshore plant is falling. The main cause of accidents is absence of a safety belt and safety belt ring. To solve these problems, we create ETA based scenarios to derive results based on safety considerations. Based on these results, we propose a solution by applying ICT technology for accident prevention. Deriving ETA based scenarios and ICT technology, the proposed solutions include a system for detecting the wearing of safety belts and safety helmets, a system for detecting whether or not the safety belts are connected, and a hook system for measuring safety distances. These safety related systems can reduce the probability of death of workers. By preventing accidents using the proposed method, we can reduce serious disasters in shipbuilding and offshore plant and establish systematic safety management.

A study on the Causes Analysis and Preventive Measures by Disaster types in Construction Fields (건설현장에서의 사고유형별 원인 분석 및 재해예방대책에 관한 연구)

  • Recently, carelessness on safety management in construction sites has caused a sharper upward trend in accidents and disasters, compared to the past. Therefore, this study analyzes the causes of accidents that occurred on construction sites in the year of 2010, and proposes preventive measures. The construction industry had a heavy death rate with 279 out of 418 deaths from falls in all industrial sites, accounting for 66.7%. And the causation analysis found a particularly high incidence of temporary structure-related accidents, with falling off scaffolding as the most common cause of accidents. According to the causation analysis of fall-down accident cases, accidents induced by protrusion on construction sites are a big contributor resulting in the deaths of 312, accounting for 74.8%, which is deemed to be due to site disorderliness. And to remove floor protrusions and to secure workers' traffic line and safety, neat and thorough site arrangement is necessary. Against collision, efforts must be made to prevent equipment-pedestrian crashes on site, which necessarily requires emergency lamps, alarm bells, and safety poles and blocks to be installed, lighting systems to be improved, obstacles to be removed, site supervisors to be assigned to construction equipment works, and workers to be more intensely trained and supervised.
