  • Recently, Korea Air Force has been facing a lot of problems in its pilot training system such as training time shortage due to the expensive gas price, noise pollution and difficulties in finding airspace for training. To tackle these problems, a new training system (called L-V training system) using both aircraft and its simulator has been suggested. In the system, a data link is established between aircraft and simulator to exchange their flight information. Using the flight information of simulator, aircraft can perform various air missions with or against imaginary aircraft (i.e., simulator). For this system, it is crucially important that fair fighting condition has to be guaranteed between aircraft and simulator. In this paper, we suggested an approach to impose a maneuvering restriction to simulator in order to provide fair fighting condition between aircraft and simulator.

  • As the Fundamentals of Construction Business Act was revised in December 2004 and its implementing ordinances and enforcement regulations were adjusted in June 2005, the screening system of low price subcontracting has been an obligation to the public owners, having brought about arguments for and against since it enacted in 1983. The statutes for low price subcontracting have been reinforced from this year; for example, it underlines to submit to a project and builds an information network of subcontracting works. The system's original intention was that prevents shoddy and fraudulent constructions caused by low price subcontracting and precludes disturbances of fair trade by screening that whether it satisfies the conditions or not in advance. But, the criterion for the existing low price subcontracting has several issues having held up a true mirror to the real situation. It is arguable to discharge an important task with the primary purpose. This dissertation have researched the problem with a deposit of subcontract and the low price subcontracting basic rate are being used by the criteria for deciding whether it is a low price subcontracting or not, so showing the plan of reformation based on the findings, it wishes to contribute toward making the most of the system's essential intent.

An Analysis of a Strategy for the Activation of Korean Wave K-Fashion (한류 K-패션 활성화를 위한 전략 분석 연구)

  • The purpose of this study is to provide the characteristics and development direction of K-fashion and to systematize the strategic features performed by government agencies, fashion associations, fashion companies, and other companies to activate K-fashion. This research analyzed K-fashion related articles published in major newspapers and magazines in Korea from the late 1990s to early 2017. The results of the study are as follows. 1. The characteristics of K-fashion are as follows: The first is a trendy and sophisticated design with modern sensibilities, unique designs that reinterpret the latest trends with designer creativity, practical and popular designs that ordinary people can wear comfortably in everyday life. The second is functional and trendy materials. The third is excellent sewing technology. The fourth is rapid turnover of products by quick connections among planning, production and sales. The fifth is a lower price than quality. 2. The direction for K-fashion to pursue was the continuous and ongoing development of the above characteristics and the creation of a 'design with the Korean emotion of its 5,000 year history'. 3. The following projects were carried out to promote K-fashion. 1) Utilization of K-pop, K-drama and other Korean wave content. (1) Holding a fashion concert event that combines Idol's K-Pop performances with fashion shows. (2) Hallyu (Korean wave) star's costume support and design collaboration with Hallyu stars. (3) Collaboration between entertainment companies and fashion companies. 2) Nurturing a global fashion branding project. 3) Business support for overseas expansion of the K-fashion brand. (1) Support project for foreign trade fair participation. (2) Holding a fashion brand fair in Korea. A Study on the Horizontal and Vertical Equity of Officially Assessed Land Price in Seoul (공시지가의 형평성에 관한 연구 - 서울특별시를 중심으로 -)

  • Officially assessed land price has been the index of South Korea since 1989 throughout different sectors of tax and welfare. Officially assessed land price is used as a tax valuation for the tax on property holdings, and the equity of such is the most important factor in the fair taxation for the people of South Korea. On this wise, this research analyzed and verified the horizontal and vertical inequity of officially assessed land price in Seoul by using the real transaction data between 2016 and 2018. In fact, Seoul's assessment ratio for the entire three-year period was 60.64% and it showed to increase each year. Horizontal equity was found to be most favorable in 2017, and the horizontal equity of each borough of Seoul appeared to improve each year. Vertical inequity was found to have reverse inequality in most boroughs of Seoul, however, some parts of Gangnam districts such as Gangnam-gu, Seocho-gu, and Gangdong-gu presented progressive inequality. Such example showed the need for improvement in terms of balance by each borough. The use of quantile regression demonstrated reverse inequality in most quantile, but, the differences in the value of the coefficient by each quantile showed the need for improvement of officially assessed land price with the equity of each quantile. Through the equity verification of officially assessed land price, it was analyzed that the lack of equity was found by year, by borough, and by use district. In order to redeem the lack of equity, the government must systematically supplement the real-estate disclosure system by initiating ratio studies to verify horizontal and vertical equity.

A Study on the Effect of Logistics Consignment Characteristics of Export Shippers on the Formation and Continuation of Transactions with Forwarders (수출 화주기업 물류위탁 특성이 포워더와의 거래형성과 지속에 미치는 영향 연구)

  • If import/export shippers entrust their international logistics activities to forwarders, they can receive good logistics services at a lower cost. Therefore, it is important to form a trading relationship between the export shipper company and the forwarder, and it helps to improve the competitiveness of the company. This study derives factors that an export shipper company forms a transaction relationship with a forwarder, and analyzes the effect of transaction formation factors on transaction continuity. Next, the relationship between export consignment characteristics of export shippers and their influence on transaction formation factors and transaction continuity is identified. As a result of the study, transaction formation factors consisted of price, quality, and companionship, and all factors were found to affect transaction continuity. The characteristics of consignment logistics for shippers are the proportion of consignment, the number of business partners, and the transaction period. The proportion of consignment and the number of business partners affected the price factor, and the number of business partners affected the quality factor. There was no mutual influence between the transaction continuity and the characteristics of the shipper's logistics consignment. Therefore, there is a need for recognition of a relationship that can grow between shippers and logistics companies through consignment transactions rather than subordinate recognition based on fair transactions.

  • Additive manufacturing with 3XX austenitic stainless steels has been widely investigated during a decade due to its high strength, good corrosion resistance, and fair weldability. However, in recently, Ni price drastically increased due to the high demand of secondary battery for electric mobilities. Thus, it is essential to substitute the Ni with Mn for reducing stainless steels price. Meanwhile, the chemical composition changes in stainless steels not only affect to its properties but also change the optimal processing parameters during additive manufacturing. Therefore, it is necessary to optimize the processing parameters of each alloy for obtaining high-quality product using additive manufacturing. After processing optimization, mechanical properties and microstructure of the laser-powder bed fusion processed Fe-15Cr-7Ni-3Mn alloy were investigated in both room (298 K) and cryogenic (77 K) temperatures. Since the temperature reduction affects to the deformation mechanism transition, multi-scale microstructural characterization technique was conducted to reveal the deformation mechanism of each sample.

  • 단일요금제를 사용하는 우리나라 전력시장은 시장 참여자에게 지역적 가격신호를 제공하지 못한다. 그래서 부하가 밀집되어있는 수도권 지역에 발전사업자와 부하에 혜택을 주고 비수도권 발전사업자와 부하에는 페널티를 주어 부하가 밀집된 지역에 발전기를 유치하기 위한 지역적 가격신호를 줄 수 없다. 가격신호는 공정하고 논리적인 이유를 갖추고 시장 참여자에게 제공되 어야 한다. 본 논문에서는 시장 참여자에게 공정한 가격신호를 주기위한 송전요금할당 방법을 제안한다.

Effects of the Methods for Generating and Selecting Multiple Preliminary Prices on Budget Prices in Bidding Processes (복수예비가격 생성 및 추첨방법이 예정가격에 미치는 영향)

  • In bidding processes conducted by government agencies, local governments or public agencies, budget prices are critical to both ordering bodies and bidders since budget prices are bases for selecting a successful bidder. Since a high budget price goes against ordering bodies and a low one goes against bidders, most ordering bodies adopt a system using multiple preliminary prices for determining a budget price to ensure fair and transparent manners. Discussed are how budget prices change depending on the methods of sampling 15 preliminary prices and the methods of sampling 4 out of 15 prices. Computer simulation is conducted to analyze budget prices for various methods to determine multiple preliminary prices. It is more likely for budget prices to be close to base prices when splitting a range of generating preliminary prices into 15 intervals and taking 4 preliminary prices from 15 intervals than when taking 4 preliminary prices from a whole range. In cases when splitting a range of generating preliminary prices, if we take 2 preliminary prices out of intervals above 100% and take 2 out of intervals below 100%, the expected budget prices are equal to a base price and the standard deviations are about half in comparison with those when taking 4 out of 15 intervals.

  • In order to supply the residential land for the promotion of public welfare, it must take a land of city suburb. That land have the difference in thinking is large for the determination of land prices to a variety of development pressure and land use regulations. In the process of executing a public project, the difference of these ideas has become a cause of conflict. Therefore, through objective study for the determination of land prices, to reduce the difference of ideas is going to be a clue of conflict resolution. This study selected the case area that is typical public district of many conflict, and then fix a compensation unit price like fair price as dependent variable. The selected variables through previous studies and expert consultation was an independent variable. To analyze the impact factors of land prices in the hedonic price model. The results were analyzed by distinguishing the group on the basis of the zoning and using, whether or not the site of the building in part that there is influence variable, the aspects of accessibility and regulation in part degree of influence variable came out different results for each group. It is analyzed that it reasonable results. Add selected site assimilation of the building that have not been presented in previous studies as a variable and which was applied at a rate to a variable of road have improved in more expliction of the influence of variables.
