A Study on the Estimation Measure of Delay Cost on Work Zone Using the Traffic Flow Model (교통류 모형을 이용한 도로 점용공사 구간의 지체비용 산정방안)

  • The user cost is an important analysis item which should be considered together with life-cycle of facility, administrator cost and discount rate in LCCA for efficient asset management of SOC facilities. Especially, a significant delay cost occurs often for users in the road field due to a work zone for cleaning and maintenance, and in such case, the administrator should consider the administrator cost as well as the user cost for more rational decision making. However, the user cost has not been considered in most decision making steps until recently and relevant studies also have not been carried out actively. In this study, the methodology to estimate the user cost and delay cost required in the decision making step using the traffic flow model and the direct benefit estimation model in the traffic facility investment evaluation guideline is suggested. And, the traffic flow model was estimated on 4 national highway sections where maintenance was actually carried out in 2014 using VISSIM and, the user cost and the delay cost were estimated based on the suggested methodology. The analysis result showed that the average user cost of $17,569,000KRW/km{\times}day$ occurred on Section A with approximately 30,000 AADT before a work zone occurred, and in case the first lane was blocked for maintenance, the delay cost of $10,193,000KRW/km{\times}day$ (158%) on average occurred additionally. The delay cost of $1,507,000KRW/km{\times}day$ (115%) and $1,985,000KRW/km{\times}day$ (119%) occurred on Sections B and D with approximately 20,000 AADT respectively and the delay cost of $262,000KRW/km{\times}day$ (105%) occurred on Section C with approximately 10,000 AADT. This result of this study was estimated based on the simulation of traffic flow model so that there is a limitation in its actual application. A study ot develop a highly appropriate model using actual observation data and improve the possibility to apply it through the verification using the simulation will be necessary in future.

Analysis of Soil Changes in Vegetable LID Facilities (식생형 LID 시설의 내부 토양 변화 분석)

  • The LID technique began to be applied in Korea after 2009, and LID facilities are installed and operated for rainwater management in business districts such as the Ministry of Environment, the Ministry of Land, Infrastructure and Transport, and LH Corporation, public institutions, commercial land, housing, parks, and schools. However, looking at domestic cases, the application cases and operation periods are insufficient compared to those outside the country, so appropriate design standards and measures for operation and maintenance are insufficient. In particular, LID facilities constructed using LID techniques need to maintain the environment inside LID facilities because hydrological and environmental effects are expressed by material circulation and energy flow. The LID facility is designed with the treatment capacity planned for the water circulation target, and the proper maintenance, vegetation, and soil conditions are periodically identified, and the efficiency is maintained as much as possible. In other words, the soil created in LID is a very important design element because LID facilities are expected to have effects such as water pollution reduction, flood reduction, water resource acquisition, and temperature reduction while increasing water storage and penetration capacity through water circulation construction. In order to maintain and manage the functions of LID facilities accurately, the current state of the facilities and the cycle of replacement and maintenance should be accurately known through various quantitative data such as soil contamination, snow removal effects, and vegetation criteria. This study was conducted to investigate the current status of LID facilities installed in Korea from 2009 to 2020, and analyze soil changes through the continuity and current status of LID facilities applied over the past 10 years after collecting soil samples from the soil layer. Through analysis of Saturn, organic matter, hardness, water contents, pH, electrical conductivity, and salt, some vegetation-type LID facilities more than 5 to 7 years after construction showed results corresponding to the lower grade of landscape design. Facilities below the lower level can be recognized as a point of time when maintenance is necessary in a state that may cause problems in soil permeability and vegetation growth. Accordingly, it was found that LID facilities should be managed through soil replacement and replacement.

An Impact of Startup Business Performance by Entrepreneurs' Perceived Importance, Satisfaction, and Level of Meeting to Expectation over Government Startup Business Aid Programs (창업가가 인식한 정부창업지원사업 중요도와 만족도 및 기대충족도가 창업기업의 경영성과에 미치는 영향)

  • The purpose of this study is to look at the difference between the importance and the satisfaction with respect to government startup aid programs perceived by entrepreneurs to improve the effectiveness of government startup aid policy and verify the causal relationship between startup aid project and business performance. In this respect, this study aims to look at the impact of entrepreneurs' perceived satisfaction over government startup aid programs on startup business performance. Major study findings from this study are as follows. First, as a result of testing statistical significance of the difference between importance and satisfaction in startup education, facility/space, consulting, or fund support field, respectively in start-up assistance project, it appeared that there was a significant difference in all fields. In addition, fund support was the field that showed the biggest difference between importance and satisfaction. Second, the results of IPA (importance-performance analysis), which displays relative importance and performance of start-up assistance project on four quadrants so that entrepreneurs can evaluate which start-up assistance projects they think important and which projects they are satisfied with by themselves are as follows. Let us summarize the distribution of start-up assistance project on four quadrants in the first place. Facility/space support project is distributed in the 1st quadrant that requires ongoing maintenance; start-up funding program in the 2nd quadrant that requires concentrated improvement; consulting support project in the 3rd quadrant that requires limited use at low priority; and start-up education support project in the boundary between the 3rd quadrant that requires limited use and the 4th quadrant that requires rejection against unnecessary items. Third, the results from multiple regression analysis to identify the impact of satisfaction with government startup aid programs over business performance are as follows. As a result of analyzing the influence relationship between government startup aid program and financial performance, it appeared that satisfaction with facility/space had a positive (+) impact on financial performance. This suggests that the higher the satisfaction with facility/space, the higher the financial performance. As a result of analyzing the influence relationship between start-up assistance project and non-financial performance, it appeared that satisfaction with startup education had a positive (+) impact on non-financial performance. This suggests that the higher the satisfaction with startup education, the higher the non-financial performance.

Impact Analysis of Economic Fluctuation of Saudi Arabia on Korean Overseas Construction Business (사우디아라비아의 경제변동이 한국의 해외건설 수주에 미치는 영향분석)

  • According to the order receipt report over the past 10 years the overseas construction business total trades were 54.05% and 68.09% done by the Middle East and other industrial facilities respectively. In the Middle East based on data collected in 2014 the country with most overseas construction business is Saudi Arabia with 34.10%, and the industrial facility occupies the larger share with 56%. Overseas construction business is suffering from a reduction in work orders in the Middle East because of the recent oil price reduction. At this point of view, it is necessary to consider economy fluctuation for the diversification of construction type and work orders. This study analyzed, focusing in Saudi Arabia how the economical fluctuations of nations of progress can affect overseas construction business' trade orders. The analysis results demonstrated that most construction types depends on GDP, investment fund. Also industrial facility can be substituted with Architecture and civil engineering. This work is expected to be used as a basis for trade order amount maintenance and construction type diversification.

Development and Application of SITES (부지환경종합관리시스템 개발과 적용)

  • SITES(Site Information and Total Environmental Data Management System) has been developed for the purpose of systematically managing site characteristics and environmental data produced during the pre-operational, operational, and post-closure phases of a radioactive waste disposal facility. SITES is an integration system, which consists of 4 modules, to be available for maintenance of site characteristics data, for safety assessment, and for site/environment monitoring; site environmental data management module(SECURE), integrated safety assessment module(SAINT), site/environment monitoring module(SUDAL) and geological information module for geological data management(SITES-GIS). Each module has its database with the functions of browsing, storing, and reporting data and information. Data from SECURE and SUDAL are interconnected to be utilized as inputs to SAINT. SAINT has the functions that multi-user can access simultaneously via client-server system, and the safety assessment results can be managed with its embedded Quality Assurance feature. Comparison between assessment results and environmental monitoring data can be made and visualized in SUDAL and SITES-GIS. Also, SUDAL is designed that the periodic monitoring data and information could be opened to the public via internet homepage. SITES has applied to the Wolsong low- and intermediate-level radioactive waste disposal center in Korea, and is expected to enhance the function of site/environment monitoring in other nuclear-related facilities and also in industrial facilities handling hazardous materials.

Rapid Education and Training Methodology for North Korean Construction Workers through a Survey (설문조사를 통한 북한 건설노동자의 급속 양성 교육·훈련 방안)

  • North Korea's demand for infrastructure construction and maintenance is growing rapidly. On the other hand, the number of skilled workers is insufficient. Therefore, through a survey of North Korean defectors, this study analyzed the status of construction technology and the difficulties of construction workers. In addition, an attempt was made to derive an appropriate education and training program process and operation plan. As a result of the survey, the reason for the low technical level of construction workers was the lack of skills, lack of motivation to work, and the lack of training and management systems. The appropriate education and training period was 56% of the total response within one year and 36% within six months. Based on the results of this survey, the period of education and training for the rapid training of construction technical personnel in North Korea was adopted as one year. Moreover, compared to the NCS standard in South Korea, appropriate training hours were suggested, excluding training courses, such as planning and design, construction management that require specialized knowledge. Finally, the curriculum corresponding to the education and training courses and the standards for facility names and required areas for facility operation were suggested.

  • This study examined and analyzed users' behavior to recreation forest facilities and their satisfaction to recreation forest in order to offer some basal data which would be helpful to create new recreation forest, to supply users' needs in exsiting recreation forest, and to make excellent maintenance of recreation forest. The results are as follows ; Restroom, campground and forest aromatic bath ground were the most popular facilities with the users of recreation forest. And restroom, snack stand and water cooler were the most required facilities by the users. Before using recreation forest, users' expectation to enjoy aesthetics of nature, to be released from their fatigue and to rest, was the highest one. And users were satisfied most as they expected most from recreation forest. The major variables played for users' satisfaction about facility allocation and its harmony to the forest, were how clean the facilities are, how well they are repaired and maintained, how much noise users make around them, how easy to use them, and how beautiful the surroundings are. Users' satisfaction variables about vegetation condition of recreation forest, were diversity of vegetation, the shade of trees, the reservation of the forest, and the accordance of vegetation with the surroundings. Users' satisfaction variables about facility condition in recreation forest, were how easy to access to the recreation facilities and restroom, how clean they are, how well the trash cans are allocated, how easy to access to the field kitchen. And how good the forest is protected and nurtured, how well the forest managers conduct users' behavior, how effectively recreation forest is guided and informed to the public, were their major satisfaction variables about the management of Recreation Forest.

Assessment of Performances of Low Impact Development (LID) Facilities with Vegetation (식생이 조성된 LID 시설의 효율 평가)

  • Low impact development (LID) facilities are established for the purpose of restoring the natural hydrologic cycle as well as the removal of pollutants from stormwater runoff. Improved efficiency of LID facilities can be obtained through the optimized interaction of their major components (i.e., plant, soil, filter media, microorganisms, etc.). Therefore, this study was performed to evaluate the performances of LID facilities in terms of runoff and pollutant reduction and also to provide an optimal maintenance method. The monitoring was conducted on four LID technologies (e.g., bioretention, small wetlands, rain garden and tree box filter). The optimal SA/CA (facility surface area / catchment area) ratio for runoff reduction greater than 40% is determined to be 1 - 5%. Since runoff reduction affects the pollutant removal efficiency in LID facilities, SA/CA ratio is derived as an important factor in designing LID facilities. The LID facilities that are found to be effective in reducing stormwater runoff are in the following order: rain garden > tree box filter > bioretention> small wetland. Meanwhile, in terms of removal of particulate matter (TSS), the effectiveness of the facilities are in the following order: rain garden > tree box filter > small wetland > bioretention; rain gardens > tree box filter > bioretention > small wetland were determined for the removal of organic matter (COD, TOC), nutrients (TN, TP) and heavy metals (Cu, Pb, Cd, Zn). These results can be used as an important material for the design of LID facilities in runoff volume and pollutant reduction.

Study on the Decontamination of Primary Cooling Pump in HANARO (하나로 1차 냉각펌프 제염에 대한 고찰)

  • The HANARO, a multi-purpose research reactor of 30 MWth open-tank-in-pool type, has been under normal operation since its initial criticality in February, 1995. Recently, ten years after the initial operation of the HANARO, one of the two primary cooling pumps was decontaminated for overhaul maintenance in 2004. Before decontamination exposure doserate and surface contamination level of primary cooling pump measured at 4 points. After final decontamination exposure doserate and surface contamination level of primary cooling pump remeasured by same method done before. It is easy to decontaminate the out side exposed surfaces of the pump, but it is difficult to approach the inside surface due to double volute installed in the casing. Therefore, a new decontamination facility has been developed to solve this problem. A concentrated de-contaminant (DX-300) is rotated in the closed pump casing by the impeller actuated by a temporary motor. Nuclide particles are removed by the emulsification effect of the de-contaminant and the surface contaminants are chemically removed from the pump by the corrosion and dissolution effect. The inside surfaces of the primary cooling pump have been decontaminated by using the facility. As results, the contamination level of the inside surfaces was maintained below the surface contamination limit.

The Analysis of Maturity on Implementation of Safety and Health Management System in a Construction Company (건설업 안전보건경영시스템 실행의 성숙도 분석)

  • Actual condition by items based on the level of execution of Construction Company certified by Construction Safety and Health Management Systems (KOSHA 18001) was investigated, analyzed and evaluated reflecting various opinions fincluding safety experts, top management, audit experts, and construction engineers. Currently, the maintenance is being managed through internal audit after the safety and health management system has been certified, but it is difficult to identify the degree of continuous improvement. In order to present the standards to see the level of quantified system, this study was conducted. The purpose of this study is to present the system maturity evaluation tool to be used to reduce occupational accidents through proper establishment and continuous improvement of national health and safety management system. Results of this study are summarized through identification of current condition of implementation of KOSHA 18001 system, development of maturity measurement tool and verification as follows: First, priority of implementation for activities of headquarters and on-site was determined by importance of activities such as the risk assessment, safety and health accident prevention activities, performance assessment and monitoring, resource management and support, and management review and improvement in order. In addition, the expert group presented that association with continuous improvement activities could establish the system by presenting strengths, weaknesses and improvement subjects of system.
